Judging strictly by the numbers, the economy of North Whidbey looks like it’s in trouble.

But Jill Johnson, director of the Oak Harbor Chamber of Commerce, said business owners and real estate agents remain confident about do-ing business on North Whidbey. She was surprised by recent statistics showing a downturn in the local economy.

“Our business leaders tend to be more optimistic, but the num-bers don’t refl ect that,” she

said. “It’s taking longer to come out of this than I thought it would.”

She has little doubt that things will get better. She said people will start spending more once the weather im-proves. Also, she said high-profi le projects like the construction of the new Navy Federal Credit Union and the Pioneer Way street revision should help create more optimism about the economy.

The state Employment Security De-partment reported April 19 that unem-ployment inched forward in the Oak Harbor metropolitan statistical area to 10.2 percent, not seasonally adjusted, for March 2011. That’s up from 9.7 percent in February.

The actual number of people em-ployed increased by 60 from Febru-ary to March, but the unemployment rate increased because of the increase in unemployed people searching for jobs.

Taxable retail sales are down in Oak Harbor, though the data from the state is delayed by months. Ron Nelson, Is-land County Economic Development Council director, pointed out that a lot could have changed.

The total taxable retail sales fi gure

was down by 4.8 percent in the fourth quarter of 2010, as compared to the fourth quarter of 2009. Oak Harbor’s decrease was the largest in the county, while the county as a whole decreased by 3.9 percent, according to data from the state Department of Revenue

Nelson said the most recent detailed

information he has on taxable retails sales is from the third quarter of 2010, which he said makes it a lagging indi-cator.

According to the EDC data, the big-gest decreases included new car sales,

Business leaders see a brighter tomorrow

Construction finally started this spring on the new Navy Federal Credit Union building in Oak Harbor. Business leaders see projects like this as a sign of recovery, albeit slow.

which isn’t surprising with the recent loss of car dealerships in the city. In-dustrial building construction was also down signifi cantly.

Nelson noted that general retail sales — like Walmart and Kmart — has held its own and remain “extremely high.” Oak Harbor remains the retail center for the island.

Dianne Binder of the Anchorage Inn in Coupeville reported at a recent meet-ing of the Island County Joint Tourism Committee that lodging is up in the county as a whole, but down in Oak Harbor. The amount of taxes collected

by the 2 percent lodging tax was up in the entire county by 5.9 percent, but it’s down in Oak Harbor by 16.6 per-

cent.Coupeville lodging taxes decreased by

23 percent, but Binder

said much of that could have been due to the way the Anchorage reported tax receipts, which delayed reporting. She said some of Oak Harbor’s decrease could be due to delayed reporting by smaller hotels, motels or beds and breakfasts.

The real estate market is still slow. The Northwest Multiple Listing Ser-vice reports that listings for houses and condominiums in Island County were down by 18.4 percent in March 2011, compared to March 2010. Pend-ing sales were down 18.6 percent, but closed sales only decreased by 6.6 percent.

The median price of the 62 homes that sold in March was $224,000. That’s down from $240,000 in March of last year.

According to a report by accredited appraiser Gregor Strohm, the Oak Har-bor real estate market remains the most affordable in the county. The average price of a North Whidbey home sold in the fourth quarter of 2010 was about half of the cost of the average South Whidbey house.

While Johnson said the cold, dreary winter hasn’t been good for the economy — from retail sales to construction to employment — the sun has started to appear again on North Whidbey. And that can only be good for business.
