IX. BOARD COMMITTEE REPORTS None at this time. X. PUBLIC COMMENTS A motion was made by Ms. Peterson, second by Mr. Shaw, to open the meeting for

Public Comments at 7:05 p.m.

The Winslow Township Board of Education highly values the input of citizens in making important decisions that affect the children of our community. We also believe in the rights of citizens to observe Board Meetings. To ensure that all of our citizens have the opportunity to attend School Board Meetings and offer comment, and to ensure that the Board can conduct the important business of the District, we ask that speakers follow the guidelines for making public comments. Notation of Public Comments on Agenda Items – The Board President or Board Secretary will recognize those individuals in the audience who wish to make comment. Please respect the following procedures:

1. All members of the public attending School Board Meetings must treat each other and the Board with respect. 2. State your full name and address. 3. Please limit your comments to four minutes. 4. Submit your questions to the Board of Education with your name, address and telephone number where you can be

contacted. Your questions will be answered within a reasonable time. 5. Individuals offering citizen comment are not permitted to make personal attacks on any District employee, Board

Member, other testifier or member of the public.

Mr. McTaggart inquired if the Board had any information regarding the hiring of a new Head Football Coach. He stated his son and other players were asking and no information has been provided. Dr. Carcamo responded by stating that a recommendation has been submitted and once all paperwork is returned, it will be presented to the Board to be approved. Cynthia Moultrie – Parent Ms. Moultrie expressed her concerns about the summer reading assignment. “The Alchemist” was assigned to all grade levels at the High School. She felt this book is difficult to read, especially for the students with IEPs, including her children. Dr. Carcamo asked Ms. Moultrie if she had asked for a different assignment for her child. She stated she had not, but has asked in the past. Dr. Carcamo added that she would take Ms. Moultrie concerns into consideration in future years. Rebecca Reynolds – Parent Ms. Reynolds expressed concerns about the Before and After School Program’s decision to not allow preschool students to attend. She discussed her concerns regarding the students being returned to the schools after a parent or guardian is not at the bus stop. Current procedure is to send the student to the Before and After School Program. She also recommended the Board consider having Courtesy Bus stops. Mr. Long, Board Solicitor, Mr. Jack Mills, Coordinator of Special Project, and Dr. Carcamo all responded. They explained that State Law defines the ages of the students that are able to participate in the Before and After School Program are “school aged children”, which are children in grades Kindergarten to 6th Grade. Mr. Long stated that this change not to service Preschool children is due to the law and not because the Board wanted to take away this service. Mr. Mills also confirmed Mr. Long’s statement. Dr. Carcamo also stated that if these children do come back to the school and they cannot participate in the Before and After School Program, the District might be forced to call DYFS or the police. She also stated that Courtesy Bus Stops will not be recommended. Regina Ross – Parent Ms. Ross said that she does not feel the District is giving her the help she needs in regards to the child. She stated that the Case Manager that is assigned has not responded to her when she was told they would get back to her. Dr. Carcamo asked when Ms. Ross tried to get in touch with the Case Manager. When Ms. Ross stated it was the end of June, Dr. Carcamo informed her that the Case Managers do not work in the summer and could be the reason for not hearing from the Case Manager. Dr. Carcamo also stated that she would get ahold of Dr. Robert Riccardi, Director of Special Services, to follow up on the matter.

Approve Let’s Bloom Together to have a pumpkin presentation for the Kindergarten students at School #1 on Friday, October 5, 2018. This will be held in the individual classrooms, from 9:30-11:30 AM. The cost is $450.00, to be taken out of the Student Activity account.

20. School No. 1 – Holiday Gift Giving Program

Approve School #1 to have its annual holiday gift giving for families in need who attend School One. This event is sponsored by Christ the Redeemer and Sicklerville United Methodist Church. This will run from November 26-December 20, 2018.

21. School No. 1 – Fall Food Drive

Approve School #1 to have its annual Fall Food Drive. This will be a collection of non-perishable food items from students and staff. The food drive will be held from November 1-20, 2018. The United Methodist Church of Sicklerville will be receiving the items to help needy families throughout the holidays.

22. School No. 1 – “Giving Tree”

Approve School #1 to have its annual “Giving Tree” collection of new children’s hats, gloves, scarves, and mittens. This collection will be donated to the Lourdes Clothing Drive. Students and staff members will donate. The collection will be held from November 26 – December 17, 2018.

23. School No. 1 – First Responders Lunch Visit

Approve the Winslow Police Department, Fire Department, and Emergency Medical Services to have scheduled lunch visits with students at School One during the 2018-2019 school year.

24. School No. 1 – “A is for Applebees” Program

Approve School #1 to participate in the Applebees “A is for Applebees” program, where students are given a certificate for a free Applebee’s kids meal or appetizer at the end of each marking period, for their academic achievement. There is no cost for this program, and it will run for the 2018-2019 school year.

Approve Target Corp. to renovate/paint the school library at School No. 3 at no cost to the district or school as a part of their Community Impact Program.

Approve School No. 3 to accept donations of backpacks filled with student school supplies from Geico Corp., Marlton, NJ, as part of their community outreach program.

Throughout the evening there will be performances by the Band, Orchestra, and Chorus as well as recognition of fall sports participants. There will also be several community groups available to parents and students. Light refreshments will be served and there will be activities for younger children.

37. WTMS – Band/Orchestra Winter Concert

Approve the WTMS Band and Orchestra Winter Concert for Thursday, December 13, 2018 in the WTMS Cafeteria at 7:00 PM.

38. WTMS – 8th Grade Semi-Formal

Approve WTMS 8th grade Semi-Formal Dance for Friday, May 3, 2019 at the Villa Manor, located at 55 Hall Street, Hammonton, NJ 08037. The dance will be held from 7 PM – 10:30 PM and tickets will be $45.00 per person.

39. WTHS – Family Therapy & Consultation Services

Approve Family Therapy and Consultation Services to provide one hour per month of clinical supervision for our Mental Health Provider for the upcoming school year beginning October 1, 2018 – June 19, 2019 for a total of 9 hours @$110 per hour for a total contract amount of $900. Clinical supervision is state mandated. Funds to be taken from the grant acct. #20-291-200-300-000-00.

40. WTHS – Winter Choral Concert

Approve the WTHS Annual Winter Choral Concert for December 18, 2018 at 7:00 PM in the High School Auditorium.

a. Approve selected teachers in Professional Development training, for the 2018-2019 school year, on an as needed basis for specified technical trainings, at the contractual rate of $41.62 per hour, paid from the 2018-2019 ESSA Grant Title II, acct. #20-279-200-100-000-00.

b. Approve teacher participation in the following Professional Development training: Building Instructional Strategies and Incorporating New Jersey Student Learning Standards to Enhance Student Performance on High Stakes Assessments, for the 2018-2019 school year, on an as needed basis. Teachers will be compensated as per the contractual rate of $41.62 per hour, from the 2018-2019 ESSA Grant Title II 20-279-200-100-000-00.

50. 2018-2019 Out of District Student

Approve the following tuition charges for the 2018-2019 Out of District students to be applied to the IDEA Grant:

9. New Jersey School Boards Association – Professional Development Professional Development/Board Members

WHEREAS, The Winslow Township Board of Education is required pursuant to N.J.S.A. 18A:11-12 to adopt policy and approve travel expenditures by district employees and board members using local, State, or Federal funds to ensure that travel is educationally necessary and fiscally prudent; and

WHEREAS, The Board of Education has determined that the training and informational programs sponsored by NJSBA and set forth below are directly related to and within the scope of board members’ duties; and,

WHEREAS, The Board of Education has determined that the training and informational programs sponsored by NJSBA and set forth below are directly related to and within the scope of the listed job title’s current responsibilities and the board’s professional development plan; and,

WHEREAS, The Board of Education has determined that participation in the NJSBA training and informational programs requires school district travel expenditures and that this travel is critical to the instructional needs of the district and/or furthers the efficient operation of the district; and, WHEREAS, The Board of Education has determined that the school district travel expenditures to NJSBA programs are in compliance with State travel guidelines as established by the Department of the Treasury and within the guidelines established by the federal Office of Management and Budget; except as superseded by conflicting provision of Title 18A of the New Jersey Statutes and has been approved in advance by the Superintendent of Schools; and,

WHEREAS, The Board of Education finds that a mileage reimbursement rate equal to that of the federal Internal Revenue Service mileage reimbursement rate of $.31 per mile is a reasonable rate; and,

WHEREAS, The Winslow Township Board of Education is required pursuant to N.J.S.A. 18A:11-12 to adopt policy and approve travel expenditures by district employees and board members using local, State, or Federal funds to ensure that travel is educationally necessary and fiscally prudent; and

WHEREAS, The Board of Education has determined that the training and informational programs sponsored by NJSBA and set forth below are directly related to and within the scope of board members’ duties; and,

WHEREAS, The Board of Education has determined that the training and informational programs sponsored by NJSBA and set forth below are directly related to and within the scope of the listed job title’s current responsibilities and the board’s professional development plan; and,

WHEREAS, The Board of Education has determined that participation in the NJSBA training and informational programs requires school district travel expenditures and that this travel is critical to the instructional needs of the district and/or furthers the efficient operation of the district; and,

WHEREAS, The Board of Education has determined that the school district travel expenditures to NJSBA programs are in compliance with State travel guidelines as established by the Department of the Treasury and within the guidelines established by the federal Office of Management and Budget; except as superseded by conflicting provision of Title 18A of the New Jersey Statutes; and,

WHEREAS, The Board of Education finds that a mileage reimbursement rate equal to that of the federal Internal Revenue Service mileage reimbursement rate of $.31 per mile is a reasonable rate; and,

WHEREAS, The Board of Education has determined that participation in the NJSBA training and informational programs are in compliance with the district policy on travel; therefore, be it

RESOLVED, That the Board of Education hereby approves the attendance of the listed number of school board members and district employees at the listed NJSBA training and informational programs, and the costs of attendance including all registration fees, and statutorily authorized travel expenditures, provided that such expenditures are within the annual maximum travel expenditure amount; and, be it further

RESOLVED, That the Winslow Township Board of Education authorizes in advance, as required by statute, attendance at the following NJSBA training program and informational event:
