CASA Of Central Oregon Grant Award CASA (Court Appointed Special Advocates) of Central Oregon announces a grant award from OnPoint Credit Union in the amount of $2,000. CASA Board member Sarah E. Harlow states” support from OnPoint Credit Union for “The Voice of Hope” campaign, provides CASA with funds that are essential to reaching our goal of providing a CASA advocate for the most vulnerable children in Central Oregon. The Voice of Hope project is designed to reduce and break the cycle of child abuse and neglect by providing a highly trained community volunteer for every child in need. This strategy was chosen because there is a significant value to the children served, if high-quality volunteers are consistently cultivated and retained for CASA’s mission of serving children. CASA of Central Oregon was established in 2005 with a merger of the Deschutes County and the Crooked River CASA Programs which had existed in Central Oregon since 1992. We service the counties of Deschutes, Jefferson and Crook with offices located in Bend, Madras, and Prineville respectively. Our goal is to provide every abused and neglected child in Central Oregon with a volunteer CASA advocate. Each month there are roughly 80 children in Central Oregon in need of a CASA volunteer to guide them through the court system. EAS Test The test of the Emergency Alert System (EAS) that was supposed to happen on November 9, 2011 at 11:00 PST apparently had some sort of technical problems. Members of the Deschutes County Sheriff’s Office monitored TV (cable and satellite), local radio and the internet to evaluate the test that didn’t appear to happen. Deschutes County Sheriff’s Office of Emergency Management contacted Oregon Emergency Management and at this time they are not aware of what went wrong and are contacting the Department of Homeland Security/Federal Emergency Management Agency (DHS/FEMA) for additional information. Several national media outlets have reported “that viewers and listeners in many states said they saw and heard the alerts at the scheduled time, but others said they did not. There was no immediate explanation for the discrepancies, but that was one of the purposes of the test - to find out how well the system would work in an actual emergency.” Locally, citizens of the Tri-County area DO NOT need to be worried about our being able to use EAS if needed. Our system is local and is monitored closely and tested weekly by Deschutes County 9-1-1 and is not affected by what may have gone wrong at the Federal level. To ensure reliable news is forwarded to the public, we will send out an additional press release when we receive information regarding what happened from Oregon Emergency Management or DHS/FEMA.
AARP Driver Safety Class The AARP DRIVER SAFETY CLASS is a nationwide, Oregon DMV accredited, defensive driver program focusing on driving safety within current Oregon laws in an ever-changing driving environment. It focuses a lot on natural-occurring age-related changes in driving safely. This class qualifies for the Oregon Insurance discount law for those over age 55. All drivers are welcome, regardless of age. Student fee is $14 (AARP member $12).

COCC’s Visiting Scholar Program Hosts Robert Julien The Central Oregon Community College Foundation’s Nancy R. Chandler Visiting Scholar Program, the Associated Students of COCC and the college’s Social Science department are sponsoring a lecture by respected pharmacologist Robert M. Julien, author of the definitive textbook “A Primer of Drug Action.” Julien will give two presentations on Friday, November 18, in Wille Hall in the Campus Center on the Bend Campus. The student-focused presentation, “New Drugs and Adventures in Drugs of Abuse: Of Crocodiles and Spice,” will take place from 3:00 to 4:30pm. “Cognitive Effects of Psychoactive Drugs: The Good, the Bad and the Ugly” will be from 6:00 to 7:30pm. Dr. Julien will take questions from the audience following his hourlong presentations. Previously an associate professor of pharmacology and anesthesiology at Oregon Health Sciences University, Dr. Julien practiced anesthesiology in Portland until 2006. An acclaimed teacher and author, he recently published the 12th edition of his psychopharmacology textbook, “A Primer of Drug Action: A Comprehensive Guide to the Actions, Uses and Side Effects of Psychoactive Drugs.” With 30 years of continuous publication, this book is regarded as the definitive textbook of psychopharmacology, covering both psychotherapeutic agents as well as substances of abuse. COCC Students Plan “Castle Of Cans” Benefit Central Oregon Community College students in an event planning class will be hosting “Castle of Cans,” an event to benefit NeighborImpact, from 5:30 to 8:00pm on Friday, December 2, at the Tower Theatre in downtown Bend. The students’ goal is to make a difference in the lives of others - one can at a time, while they learn firsthand how to plan events, according to Maeve Perle, the instructor of the class. The students will be constructing a large citadel from donated cans of food. Canned food items as well as monetary donations will be accepted Friday evening. NeighborImpact is a private, nonprofit organization established to serve economically disadvantaged people in Central Oregon. Coinciding with the downtown “First Friday” Art Walk, the event also features continuous showings of the holiday film “Christmas Every Day,” carols by the Central Oregon Mastersingers and light refreshments for participating patrons courtesy of COCC’s Cascade Culinary Institute. The animated comedy, “Christmas Every Day,” will start at 5:30pm and repeat every 30 minutes through 8:00pm. In this classic short story by William Dean Howells, a powerful castle ornament is home to a magic fairy who grants special wishes. When young Tilly begs for it to be Christmas every day “forever and ever,” her wish comes to life in ways she never imagined. Between showings of “Christmas Every Day,” members of the Central Oregon Mastersingers will perform familiar Christmas carols, including the “Bring a Torch, Jeannette Isabella,” and “Lo, How a Rose E’er Blooming.” The non-profit Tower Theatre Foundation owns and operates the historic venue in downtown Bend. COCC Updates October Construction Progress Construction and remodeling projects are underway on the COCC Bend and Redmond campuses to accommodate COCC’s increasing enrollment since 2006. The majority of the construction funding comes from a $41.58-million bond measure approved by voters in 2009 and state funding.• Health Careers Building: This 48,000-square-foot building will provide up-to-date classroom and labs for the following programs: RN and LPN nursing programs, Pharmacy Technician, Medical Assistant, Dental Assisting and Licensed Massage Therapy. The primary focus has been completing in-wall rough-in and thermal and sound insulation in preparation for drywall installation in November. The building is on schedule to be completed by April 30, 2012. General contractor: HSW Builders.• Science Building: The radiant floor tubing, concrete floor installation and exterior metal stud wall framing has been completed. Above-ceiling rough-in activities on both floors continues and Tyvek weatherization has begun. The building will be ready for fall term 2012. General contractor: Kirby Nagelhout Construction Company. An addition to Ponderosa to provide room for automotive equipment and parts storage for the automotive technology program is complete except for installing a frame, door and hardware. General contractor: Americorp Construction LLC. The Chandler Lab Renovation Project to refurbish space at 1027 NW Trenton Avenue for use by the college’s Community Learning department and Small Business Development Center is in the design phase. The Chandler Lab is located on a six-acre site on Awbrey Butte that is presently used by the Bend Science Station. BBT Architects, Inc. was chosen to provide architectural services. The general contractor will be selected in December. Construction is expected to start in January and be completed by June 2012. The Technology Education Center, a 30,000-square-foot building on the corner of Veterans Way and Salmon Drive in Redmond, will house technology-centered programs. Design is proceeding with the goal of bidding the project in July of 2012 and completion is anticipated by September 2013. A 2,300-square-foot addition to Building 1 at the Redmond Campus will house a new 48-seat classroom and 24-seat science lab. Remodeled space within Building 1 will accommodate a 34-seat computer lab. Design is proceeding with the goal of bidding the project in March or April of next year. The addition will be open for classes by January of 2013.

Civil War Blood Drive Tenth Year Anniversary Season Kick-Off Through November 19, 2011, the American Red Cross, Lane Blood Center, Oregon State University and the University of Oregon Alumni Associations will take part in a statewide, two-week campaign to increase community blood donations prior to the critical holiday periods in November and December. This is the tenth consecutive year of our award-winning partnership and it is time to celebrate the successes of this lifesaving campaign. The Civil War Blood Drive Campaign was created because of the enthusiastic statewide support for the Civil War football rivalry between UO and OSU. This fun rivalry is a 100-plus-year tradition. The Civil War football game comes at a time when meeting patient demand remains strong, but blood collections may suffer. Because whole blood donors may donate every 56 days; the football season is well-timed to meet our blood center’s mission to meet winter hospital patient needs. Fans, students, and alumni of both universities are encouraged to donate on behalf of their team through November 19 at any Red Cross or Lane Blood Center blood drive in Oregon. The university with the most submitted ballots will be announced the week before the Civil War football game on November 26, in Eugene. This friendly competition between both state universities brings fans and alumni throughout Oregon to local blood drives and helps raise the awareness of the constant need for blood across our region. La Pine Special Sewer DistrictLa Pine Water District The La Pine Special Sewer District and La Pine Water District will hold a regular business meeting November 15, 2011 at 5:30pm at the city of La Pine conference room located at 51340 Hwy. 97. The Districts’ meetings are now combined into one meeting. Items on the Agenda for both Districts are forensic audit findings and an update on the transition between the Districts and the city of La Pine. Oregon High School Equestrian Teams (OHSET) The Oregon High School Equestrian Teams (OHSET) are getting ready to kick off their 2012 season beginning December 1st. Almost every Central Oregon high school has a team for you to check out. The three district meets and state meet are all held at the Deschutes County Fair & Expo Center Hooker Creek Arena in Redmond. The first meet is February 10-12, 2012. This is a fun sport to get involved in and team meetings are taking place to get registration forms and fees ready to turn in. Free Service To Honor Deceased Veterans The Honor Guard of La Pine American Legion Post 45 announces a service to honor deceased veterans with a presentation of a three-volley gun salute and playing of taps at the veteran’s memorial service. A flag folding ceremony and presentation of the flag is also available. This is a free service offered to veterans regardless of their membership in any veteran organization. The Honor Guard of La Pine American Legion Post 45 is also available to present the colors and lead the Pledge to Allegiance at the opening of any meeting or special celebration. Reimbursement for fuel costs is requested for out of town services. Any donation to defray the team’s expenses is appreciated but not expected. Food Handler Test Available Online Oregon food handlers in the food service industry are required to have a valid Oregon Food Handler’s card within 30 days of employment. Deschutes County residents now have an easy option to obtain a food handler’s card without leaving their home or place of employment. At www.orfoodhandlers.com/ users can read the Oregon food handler’s manual online, then take the test at a home or work computer. The cost of the test is only $10 by credit card and the food handler’s card will be mailed to them. The test can be taken online in English or Spanish. If a computer is not available to the food server, computers or a written exam are available at Deschutes County Environmental Health, located at the Deschutes County Health Department, 2577 N.E. Courtney Drive, Bend. The Deschutes County Environmental Health office offers a food handler’s written exam in English, Spanish, Chinese, Korean, Russian and Vietnamese. OBITUARY
Edna Esther Uecker of La Pine, Oregon, died under hospice care with her family present on Wednesday, November 9, 2011. She was 87.
A public Urn Committal will take place on Friday, November 18, 2011, at 2:30pm at Forest Lawn Memorial Park, located at 400 S.W. Walters Road in Gresham, Oregon. A Memorial Service will be held on Saturday, November 19, 2011, at 11:00am at Faith Lutheran Church, located at 52315 Huntington Road in La Pine.
Edna was born on May 17, 1924, in Norse, South Dakota, to John and Christina (Krause) Kauth. She moved to Gresham in 1953 from Nebraska and, in 1998, moved to La Pine to be near her family. She married Arthur Henry Uecker on May 16, 1948, in Bloom� eld, Nebraska and was married almost 50 years before his death in 1998.
Edna enjoyed sewing, crocheting and going on casino trips with her dear friends from the La Pine Senior Center. She was a member of Faith Lutheran Church in La Pine. She especially loved her dogs and 20 chickens and spending time with her family and friends.
Mrs. Uecker is survived by her four children; son, Arthur (wife Renea) Uecker of La Pine; daughters, Sharlene Gray of Gresham, Sandra (husband Jerry) Payne of La Pine, and Norma Ourada of Omaha, Nebraska; brothers, Laverne Kauth of Bloom� eld, Nebraska, and Hank (wife Lucille) Kauth of Chamberlain, South Dakota; many grandchildren, countless great-grandchildren and several great-great-grandchildren.

OBITUARYHarold Pierce Lovell of La Pine, Oregon, passed away on November 5, 2011 at his home, of natural causes. He was 86.
A memorial service will be held on Friday, November 18, 2011 at 2:00pm with a reception to immediately follow at the VFW Post 1643, located at 1503 N.E. 4th Street in Bend, Oregon. A committal service with military honors will take place on Friday, December 2,
2011 at 3:00pm at Willamette National Cemetery in Portland, Oregon.
Harold was born on April 9, 1925 in Estacada, Oregon, the son of Paul and Rucia Edna (Ritchie) Lovell. After graduating from Estacada High School, Harold served proudly in the U.S. Army during WWII. He was awarded a Purple Heart and Oak Leaf Cluster for injuries sustained in Anzio, Italy.
In 1951, Harold married Helen Louise Moen. The couple resided in Troutdale, Oregon and Milwaukie, Oregon before moving to La Pine, Oregon in 1973. Harold worked for the U.S. Postal Service for 30 years before retiring in 1972.
Harold, a� ectionately known as “Gramps,” enjoyed camping and spending time with his family. He was an active member of the Disabled American Veterans and previously served as State Commander.
Survivors include Harold’s wife of 60 years, Helen Lovell of La Pine, Oregon, and their daughter Debra Reyes of Portland, Oregon. Other survivors include his six grandchildren, Justine and Daniel Lovell of La Pine, Oregon, Andrea Weiher (husband Andrew) of Beaverton, Oregon, Natalie and Stephanie Reyes of Portland, Oregon, and Sarah Lovell of Bridgeport, Alabama; and two great-grandchildren, Matteo Lovell and Emelina Weiher.
Harold was preceded in death by his parents; his daughter, Kathryn Lovell; and son, Stanley Lovell.
Memorial contributions in Harold’s memory may be made to the Disabled American Veterans, Unit 14, 1503 N.E. 4th Street, Bend, OR 97701.

We moved over here because this is where the pine cones are. (� ey package Ponderosa pine cones and specialty Sugar pine cones in separate boxes.) By 1995, we were located in Bend. In 1996-1997, we found the big warehouse that Neal Russell owned and I built this building in 2003.”Who are the main players in your company, Ron Church? “My son, Riley manages the purchasing, crews and payroll and I do all of the other aspects: sales and marketing.”Why do you live and work here in South County? “Besides the fact that we have the sources for our products here, Riley loves the out-of-doors, especially rock climbing and snow sports. I love to golf and there are lots of courses to choose from. We operate the business from May to November so that leaves us plenty of time to enjoy our surroundings.”What is the potential for growth in your particular business, Ron? “We can only get bigger! We are in over 20 large grocery chains right now and 2500 plus fl oral shops, too. When we get a new customer, they usually order more the next year. We were the fi rst pine cone supplier and we have a credible business that can be counted on to deliver products to our customers. No one sold these pine cones for Christmas and holidays before we sold them to a major grocery chain in 1993. Even though there are other pine cone suppliers in the business now, we are still one of the largest producers of this type of holiday product. (And customers can think about using the pine cones because Lakeridge Marketing sprays the scented cones right before they are shipped and the scent lasts three months!).What do you two do to relax? “When we are not busy with the ‘season that goes into a crunch from September until we close in November’, I play golf and Riley loves snowboarding. Recently, Riley hurt himself climbing rocks. He is sporting a pair of crutches! But, he will be all healed up and ready to hit the slopes when the snow fl ies."Tell us something about yourself that no one knows about: “We have a special scent that we use for the pine cones. We bought the rights to the formula and it belongs to us and we have a constant supply for the ingredients and we make sure that it is unique.” (I asked if they always smell like cinnamon when they leave at the end of the day. Both men said they don’t even really notice the aroma anymore. � ey are used to it.). “� e scent is designed to last for months.” (And it does!). How are you involved in the community? “During the high season, we employ about 60 people. We are new Chamber members and we support the La Pine Rodeo.”Any advice for community leaders? “Bring in more business! LIGI needs to bring more in. And buy local!”Do you have any plans for the future? “Hang on baby!” (Referring to the recession). The Tackle BoxIn the effort to find a really great getaway for trout fishing,
all a fisherman has to do is look a little further out from our home base and there are lakes that have just been recently stocked with trophy-sized fish on November 1st.
Taylor Lake is one of these lakes and has just received 375 fish that measure from 16 inches and would make anyone proud to have a photograph taken with one!
Taylor Lake is located near The Dalles and is easy access for most all levels of fishermen and has been a local favorite for many generations. The great thing about this lake is that it is under 100 feet in elevation and fairly shallow, so fishing during the winter months is much more user friendly. Driving directions are fairly easy to acquire online or from a general atlas of The Dalles, Oregon area.
This public access lake is one that if you are looking for a fishing spot to head to, out of the snow zone, it would be one to add to the list of destinations for your family to go.
If you don’t have a boat, there are some good access points for this 20 acre lake and should prove to be a great fishing opportunity for just about everyone who wants to fish this lake. There is no designated handicap fishing accesses that are developed at this time, so that would be the only element keeping all fishermen from this lake.
Give Taylor Lake a consideration for this winter fishing, and if you do not want to stay in a hotel or motel, The Dalles offers many choices.

Accepting Nominations For High Desert Hero Award The Center Foundation is accepting nominations for outstanding Central Oregon high school seniors for the monthly High Desert Hero award. Outstanding high school seniors who have a 3.5 or higher GPA, who display a leadership role in extra-curricular school activities and who participate in recognizable community volunteer efforts are eligible to be considered for this monthly award. Nominations may be submitted by family members, employers, friends, and school representatives. In an effort to acknowledge “what is right with kids” The Foundation Board selects one nominated student each month of the school year to receive the prestigious High Desert Hero award. Each High Desert Hero receives a $100 mini-scholarship from Pepsi, a $25 gift certificate, a medallion, and is honored with a video profile produced and aired on COTV 11 and appears on the Good Morning Central Oregon show. Additionally, the High Desert Hero has an audio profile aired on the five stations of Horizon Broadcasting Group during his or her month.
