Company Overview Pinellas County Utilities (PCU) - Clearwater,Fl (USA)Pinellas County Utilities has a rich historydating back to the Spanish conquistadorswho discovered this Florida peninsula in theearly 16th century in their search for goldand silver. Today PCU is a thrivingcommunity with a local population of nearly1 million that is dwarfed by the estimated4.2 million tourists who visit each year.Among the many basic services managed byPCU, supplying ample fresh water andwastewater treatment remain top prioritiesfor this community, which is bounded bythe Gulf of Mexico on the west and TampaBay on the east. With the help ofWonderware System Platform, PCUcontinues to consistently meet or surpassfederal and state drinking water-qualityregulations and continues to manage anefficient wastewater operation. PCUprovides safe, high-quality and cost-effectivewater and wastewater services to consumerand business accounts, supplying an averageof 66 million gallons of drinking water andtreats 30 million gallons of wastewater at itsfacilities every day.

Operating the Pinellas County Utilities

In the late 1990s an outdated SCADA system at PinellasCounty Utilities (PCU) was evaluated for its effectiveness.It was found not to be Y2K compliant, excessive laborwas required to monitor the process and the systemneeded constant maintenance and adjustments.

Also, PCU lacked efficient process and productionreporting and analysis for its management, which couldonly review critical data at specific stations at the plant.PCU began its search for a solution that was scalable andmore efficient, and would help support the utility’soperational goals.

PCU turned to a software solution fromWonderware to solve all its concerns

Wonderware software leverages the power of Microsoft’s.NET technology for optimal application integration. PCU is currently using the Wonderware System Platformand this provides a unified environment for visualization,plant history, device communications and automationapplication integration.

The reclaimed water operations at PCU utilize a four-steptreatment and disinfection process. The first stepeliminates large solid material. Next, microorganismsbreak down smaller solids.

This is followed by removing fine suspended particles andthe final step adds chlorine to eliminate disease-causingorganisms. Wastewater takes 10-12 days to be treatedand, on average, four houses of wastewater are neededto supply one house with reclaimed water. Wonderware’ssoftware solution has successfully supported PCU’soperations during every step of this process.

Key MetricsPinellas County’s Wonderware System Platformimplementation has saved 30 to 40 percent in time forediting and changing screens. With Wonderwaresoftware, Pinellas County has boosted its engineeringproductivity and also streamlined engineering time. ActiveFactory software provides the water utility withdata trend analysis, sophisticated numerical data analysisand comprehensive data reporting. The combination ofthese tools enables PCU to publish valuable real-time andhistorical plant information to the Web or companyintranet, permitting authorized management to reviewplant operations.

Web access to historical and real-time information atPCU facilities is simplified by the WonderwareInformation Server production and performancemanagement portal.
