Roads - Pavement Quality Index

2019 CITY OF WOODLAND PARK CITIZENS ACADEMY 10

Pavement quality is rated with a number called the Pavement Quality Index. This number is a function of:

o Roughness-Riding Comfort Index (RCI) the traveling public’s opinion of pavement bumpiness. Function of rating panels of citizens (established nationally) vs. the number of bumps experienced by wheel path of tires over a given section of road. (0-100) with 100 being a completely smooth surface.

oSurface Distress – Surface Distress Index (SDI) Measure of physical pavement surface cracking, deformations, and surface defects per 100 ft. of pavement. (0-100) with 100 being a completely consistent surface.

o Structural Adequacy Index – (SAI) Nondestructive test using Falling Weight Deflectometer to apply dynamic loads to pavement and measure the deflection to measure structural adequacy. (0-100) with 100 being the most structurally sound surface for that given type of street design.

Roads – Pavement Quality IndexAs of October 2018, Our Current PQI Average in Woodland Park is 56 which is considered Fair by state standards. Colorado Asphalt Pavement Association (CAPA) annual report shows that weighted average PCI in the state is 70, which means we have some catching up to do! But not to fear, we have a plan…Goal is to achieve average PQI of 70 over 10 years
