1. INTRODUCTION

1.1 Company Description

Northern Star Resources Limited (Northern Star) is an Australian exploration and gold producing

company with major tenement holdings in the Eastern Goldfields of Western Australia. Northern

Star’s ‘Kalgoorlie Operations’ comprises of the operating Kanowna Belle and Kundana Gold

Mines, and the Carbine/Paradigm Project area.

Northern Star currently holds two operating Licences that covers prescribed activities at its

Kalgoorlie Operations. The Kanowna Belle Licence (L5029/1992/11) is held by Northern Star

(Kanowna) Pty Limited, whilst the Kundana Licence (L7323/1998/12) is held by Kundana Gold

Pty Ltd, both wholly owned subsidiaries of Northern Star.

Although historically licenced there is currently no existing operating Licence over the

Carbine/Paradigm Project area.

1.2 Background and Context

Mining operations at Paradigm began in 2002 and ceased in the middle of 2007. The Paradigm

pit and underground operations were dewatered via a bunded pipeline to a nearby pit

(Carbine) approximately 2km to the west of Paradigm pit.

Northern Star have undertaken numerous exploration drilling programmes in and around the

Carbine/Paradigm Project area over the last few years. In order to allow exploration activities

in the surrounding area to advance, dewatering of the Paradigm pit (via bunded pipeline) to

Carbine pit commenced in April 2017.

As a result of early successful drilling campaigns, Northern Star plans to carry out further

investigations and exploration programmes. To ensure Paradigm pit remains dry and to enable

detailed exploration, hydrogeological and geotechnical investigations to commence, the

installed pipeline and pumping system is expected to become permanent infrastructure and

used to allow the mining of ore.

This document has been prepared to support the Works Approval / Licence application for

the proposed activities, as required by Part V of the Environmental Protection Act 1986.

1.3 Name and Location of Premises

Premises Name: Paradigm Dewatering – Carbine/Paradigm Project Area

Tenement Number: M16/548

Tenement Holder: Kundana Gold Pty Ltd

Location: The premises for dewatering discharge is between Paradigm pit and Carbine pit

located within 2km distance of each other. The Project area is located within the Shire of

Coolgardie and is approximately 60km north-west of the City of Kalgoorlie-Boulder.

A copy of the mining tenement summary has been provided as Attachment 1A for proof of

occupier status. A current copy of the ASIC company information extract has been provided

as Attachment 1B.

1.4 Relevant Approvals

The Project area is covered by an existing Groundwater Well Licence GWL 104053(6) issued by

the Department of Water (DoW), now the Department of Water and Environmental Regulation

(DWER). GWL 104053(6) allows the abstraction of up to 1,000,000kL of groundwater for

“dewatering for mining purposes” and “dust suppression” from the Paradigm pit – covered by

tenement M16/548. An application to amend the GWL and increase the abstraction

allocation to 1,500,000kL per annum has been submitted and is currently being assessed.

A Mining Proposal (formerly Notice of Intent) for the Paradigm open pit, underground

operations and associated infrastructure was approved in 2001 and 2003 by the Department

of Mines and Petroleum (DMP), now Department of Mines, Industry Regulation and Safety

(DMIRS). The existing approvals are in line with the proposed activities.

2. PROJECT PROPOSAL

The objectives of this Project are to gain approval to continue dewatering Paradigm pit into

the nearby Carbine pit to allow detailed investigations to progress and allow the mining of ore.

The pumping strategy for ongoing exploration purposes is to keep the pit dewatered and, as

far as practicable, the underground workings dry. It is proposed that the existing pumping and

pipeline infrastructure will become permanent and utilised for the duration of the Project.

2.1 Maps for Proposed Premises

An aerial map of the proposed premises boundary for the Carbine/Paradigm Project area has

been provided in Figure 1.

2.2 Description of Prescribed Activities

Historical pump testing and current estimates of groundwater inflows indicate the pumping

rate to be around 20-50L/second. As such, the pumping and pipeline infrastructure will have

a design capacity of up to 1,500,000kL per annum (Table 1). The estimated throughput is based

on the higher water yield of around 45-50L/second, as a contingency, and is also aligned with

the GWL abstraction allocation.

Actual inflows will be tested again once all the surplus water in Paradigm pit is pumped out

and surveyed water levels are measured over time. A detailed exploration drilling programme

including pumping tests and hydrogeological studies will enable the assessment of ongoing

dewatering requirements and flow rates.

The current water level measured in Carbine is at 398m RL to the crest of the pit. Carbine pit

currently has a total remaining capacity of approximately 3,340,000kL allowing for a nominal

6m freeboard (at 424m RL). There is adequate storage capacity in Carbine pit for current

predicted dewatering volumes from Paradigm pit for the Project to progress with its

investigations. To ensure the water holding capacity in Carbine pit is not exceeded,

dewatering volumes will continue to be monitored on a weekly basis and surveyors will

measure the water levels (RL) at least monthly.

2.3 Pumping and Pipeline Infrastructure

The existing pipeline infrastructure for this Project was installed by National Pump & Energy

(NPE), and includes a single diesel pump unit mounted on a pontoon arrangement, and

approximately 2.4km of HDPE pipeline laid within a bunded corridor.

The pump set is a high flow / high head combination and has been mounted to a steel

pontoon. The pontoon is fully hand railed and placed onto a skid frame allowing it to be

pushed down the ramp and into the water.

The pontoon has a 1kL day fuel tank and is supplied by a 26kL primary tank on the surface.

Both units are double skinned, with the fuel line from the primary tank to the day tank bunded

in poly pipe for leakage containment. The pontoon system also has a fuel leak detection box

incorporated and will shut down in the event of any leakage.

Approximately 260m of HDPE DN225 PN25/16 pipe has been installed from the discharge of

the pump and up the Paradigm pit wall. This ties in on the surface to connect to the DN250

PN6.3 main discharge pipeline. The main discharge line runs for approximately 2.1km along an

existing access track from Paradigm pit to the southern end of Carbine pit (Figure 2). Suitably

designed bunding, culverts and scour pits are in place where necessary (detailed in section

2.3 below).

A solar telemetry and trickle charger unit powers the EM digital flow meter installed on the

discharge point to allow constant monitoring of the system performance. The pipeline is also

equipped with leak detection between two flow meters located at each end of the pipeline

from Paradigm to Carbine pit. On detection of a leak the system will automatically shut down

the pump. The pumping system is remotely monitored by NPE from their Kalgoorlie and Perth

branches.

2.4 Pipeline Bunding

The pipeline follows an existing access track/road between the two pits and runs along the

toe of the Paradigm waste rock dump. The pipeline has been laid within a bunded v-drain

corridor to ensure any leaks or spills are contained and to minimise any potential impact to the

surrounding environment (Figure 3).

To ensure safe vehicle access the pipeline has also been buried under the road in four places

and culverts installed where necessary. Three scour pits are also located at low points along

the pipeline corridor to capture water received from the scour valve and to act as a collection

sump for any spills or leaks.

Appropriate visual inspection regimes will be carried out on the pipeline and pumping

infrastructure to further mitigate environmental risks associated with the Project activities.

3. ENVIRONMENTAL RISKS AND MANAGEMENT

Northern Star believes that the activities described in this proposal represent low impacts to

the surrounding environment, given these are infrastructure types and activities that have

historically been undertaken within the Project area (i.e. pit dewatering) and have previously

been well managed. Furthermore, an assessment of the existing environment and potential

risks and mitigation measures have been identified and discussed in the sections below.

3.1 Siting and Location

The nearest sensitive receptor is Rowles Lagoon located approximately 8km north-west of the

Carbine/Paradigm Project area (Figure 4).

The historical townsite of Ora Band is located approximately 17km north-east, and the nearest

residential premises is the Kurrawang Community approximately 55km south-east from the

Project area.

The proposed activities are not expected to have an effect or impact on the identified

receptors, due to the separation distances and risk management measures in place.

3.2 Land Clearing

It is not anticipated that additional disturbance will be required as part of the proposed

activities, however should any new clearing be necessary it will be undertaken utilising the

10ha exemption covered under Schedule 1, Item 2, Subclause 2 of the Environmental

Protection (Clearing of Native Vegetation) Regulations 2004.

Any required vegetation clearing or land disturbance will be managed to minimise soil erosion,

salinity and impacts to local and regional groundwater and surface water systems.

3.3 Groundwater

The local groundwater in the area is naturally saline to hypersaline with high TDS concentrations

(up to 90,000 mg/L). Based on drilling assessments and previous studies, groundwater levels are

at a depth of approximately 40m.

Due to the depth of the water table and groundwater quality there are no known

groundwater dependent ecosystems in the area, and no expected impacts to the surrounding

vegetation. As discussed in section 2, the presumed 6m rooting depth limit of vegetation has

been considered and therefore Carbine pit water levels will be kept at a minimum of 6m below

ground level.

Additionally, there are no beneficial users or uses of the groundwater in the area, except for

dust suppression purposes.

3.4 Surface Water

The Project area consists of a gently undulating plain shedding through low velocity sheet wash

to the south east. There is no significant drainage system within or near the Project area.

Safety/abandonment bunds have been constructed around the Carbine and Paradigm pits

to divert surface run off around the pits.

The proposed activities are not anticipated to have an impact on existing drainage or surface

water flows in the local and regional area.

3.5 Flora

The Carbine/Paradigm Project area lies within the South–West interzone or the Coolgardie

Botanical District. The most recent flora and vegetation surveys of the Carbine/Paradigm

Project area was conducted in 2015. The vegetation unit is broadly described as Goldfields

Eucalypt woodland with chenopod and acacia understorey.

No Declared Rare Flora or Priority Flora species have been recorded within the Project area.

None of the vegetation communities within the survey area were found to have National

Environmental Significance. The survey area is not located within any Conservation

Reserves/DBCA (formerly DPaW) managed lands.

As discussed in section 2.2 and 2.3, the following measures have been implemented to ensure

any potential risks to the surrounding vegetation from hypersaline spills or leaks are mitigated:

• The pipeline is equipped with automatic cut-outs (leak detection) in the event of a

pipe failure;

• Secondary containment (bunding) has been provided; and

• Routine visual inspections will be carried out.

3.6 Fauna

The most recent fauna survey and assessment of the Carbine/Paradigm Project area was

conducted in 2015. It was concluded to be unlikely that any threatened (vulnerable,

endangered, rare or likely to become extinct) vertebrate species frequent the Project area

except possibly as transients/vagrants, on very rare occasions.

No species of conservation significance has the potential to be affected to any significant

degree by the proposed activities.

3.7 Dust

There will be minimal atmospheric pollution during the operation of the water transfer pipelines

and pumps, as any dust emissions will be restricted to vehicular movement. Water carts will be

used (as required) to apply water in areas that have potential to be a source of dust within the

Project area, particularly along unsealed roads. The use of saline water for dust suppression will

be controlled to avoid overspray which may affect vegetation.

3.8 Noise

As noted in section 3.1, the nearest residential premises is the Kurrawang Community located

approximately 55km south-east from the Carbine/Paradigm Project area. Minimal noise is

expected to be generated from the proposed activities. The impact of noise emissions during

the operation of this Project is predicted to be negligible.

Northern Star will adhere to the Environmental Protection (Noise) Regulations 1997.

3.9 Hazardous Materials

Any diesel fuel, oils, hydraulic fluids and other hazardous materials associated with this Project

will be managed and stored in accordance with relevant Acts and Regulations.

3.10 Waste Products

Any waste products generated during the Project will be taken off-site and disposed of to the

nearest approved landfill site. Any hydrocarbon-contaminated materials will be collected and

removed off site by a licenced controlled waste carrier.

All paper, cardboard, plastics and scrap metal produced on site will be recycled where

possible.
