• Essential for WMO Members and HMEI to work together in weather, climate and water;

• Engage United Nations agencies or programmes through national entities;

• Strengthen communication between HMEI and WMO Members on network design and specifications;

• Improve coordination and understanding amongst NMHSs, HMEI and WMO Constituent Bodies (Technical Commissions and Regional Associations); and

• WIGOS and WIS provide mechanisms and opportunities to;

– Enhance observing capabilities for benefit of all users

– Facilitate sharing and accessibility of observations

– Secure national mandate and authority

– Enforce standards, observing practices, etc.

Extraordinary Congress

Geneva, 29 – 31 Oct 2012

• Specific focus on the Global Framework for Climate Services (GFCS)

• Approved the Implementation Plan encompassing 2, 6 and 10 year targets

• Established an intergovernmental Board to oversee implementation

– Accountable to WMO Congress

• Secretariat support of the GFCS housed in WMO.

• Promote GFCS Implementation Plan to relevant stakeholders at

national level;

• Capacity development;

– Linking climate service users and providers.

– Developing national capacity in developing countries.

– Strengthening regional climate capabilities.

• Implementation of high-profile projects to address gaps across

pillars and priority areas;

• Improving climate observations in data sparse areas;

• Promote partnerships among stakeholders for addressing gaps and

priorities; convene user and pillar specific fora;

– Coordination and collaboration for efficiency and effectiveness;

global plans

The HMEI is an essential partner in our Earth

observation enterprise
