A quality management
system (QMS) is a set of
policies, processes and procedures required for planning
and execution (production/ development/ service) in
the core business area of an organization. (i.e. areas
that can impact the organization’s ability to meet
customer requirements.)
ISO 9000 series adopts a number of management
principles that can be used by top management to guide
their organizations towards improved performance.

1) Total : Make up of a whole
2) Quality : Degree of excellence a product or service provides
3) Management: Act art & science of achieving organizational goals through planning, leading, organizing & controlling the resources.
TQM is the application of quantitative methods and human resources to improve all processes within an organization and exceed customer needs now and in future.

2. Problem Statement
There is no doubt that Myanmar, our country, is one of the countries
which is lack of quality management system in the construction buildings.
Many construction sites in Myanmar are constructed without any effective
quality management system and they faced many problems which are related
quality assurance, quality control and costs of quality etc. Moreover, there are
few companies in Myanmar which got the certificates of ISO standards and
also few people who understand that how much quality is important for the
construction projects. It is need to study and find the continuous
improvements for the total quality management system of construction
projects in Myanmar and compare with other Asia Pacific Countries.

3. Objectives of the Study
- To understand the quality assurance and control for construction
projects.
- To analyze the problems, laws and limitations of construction projects
in Myanmar such as Ministry of Construction (MOC) and Yangon City
Development Committee(YCDC) to get the best way to approach total
quality management system.
- To understand the application of quantitative methods and human
resources to improve all processes within construction projects and
exceed customer needs now and in future.

control and maintenance, quality improvement and quality assurance.

4. Scope of the Study

development, quality control and maintenance,
quality improvement, and quality assurance.
* -To study to describe the quality control
tools and techniques that became the center of
the focus for the quality movement.
* -To analyze the differences in defining
quality of construction projects.
* -To study the application of quantitative
methods and human resources to improve all
process within an organization and exceed
customer needs now and in future.
* -To study the environmental impacts that
can affect the quality assurance and control.

This research will be go on under the laws and
regulations , material quality guidelines and national
rules of our country.
It will study only the quality management including
quality control of the construction projects which are
based on the practice.
It will study not to effect the companies’
organization structures and images.

*The quality is a key function in all construction work. It becomes
one of the vital factor in any construction project .
*The Factors that causes quality problems are material prices
escalation, inflation, procurement, selection of material, lack of
communication, and poor on site supervision and lack of skilled
labor.
*The major problems are client, effective project management,
building effective construction team, and environment in which
project is conducting.
*The quality problems are due to management, improper
planning, carelessness, lack of training and improper use of
materials .
*For good performance in quality of construction projects
following factors are necessary, joint working, mutual objective,
no blame culture, introducing quality assurance methods,
effective management team of contractors, no enforcement of
bureaucracy and politics.

7.Excepted Outcomes
In this study,
* analyzing and critical thinking of quality problems in construction projects are evaluated and solved.
* Continuous improvement of quality assurance and control can be found out by comparing the different construction sites which are based by the different countries .
* Effective and systematic quality management for construction sites can be found out.
* The effective quality management procedures for the Myanmar construction companies which do not have ISO certificates will be established.

*It is tried to reduce the failures which are caused by the lack

*It is hoped to be constructed clearly without any difficulties
