PREFACE

Congratulaons to BKKBN's Centre for Internaonal Training and Cooperaon in Populaon and

Family Planning for the publicaon of the 51 Years of BKKBN's Internaonal Partnership. We express

our gratude to Allah, the Most Exalted, for the blessings and to everyone who supported the

editorial team throughout their work.

The book presents BKKBN's journey at a glance and the exercise of BKKBN's mandate as spulated in

Law 52 of 2009 concerning Populaon and Family Development. As the body entrusted to carry out

populaon control and administer family planning programmes, BKKBN's mandate is aligned with

the global commitment of SDGs, parcularly Goal 3 of “Good Health and Well-Being”.

Naonally, BKKBN's statutory mandate is also reflected in the Naonal Medium-Term Development

Plan 2020-2024 that arculates President Joko Widodo's development agenda. Of seven agenda

statements, three are especially relevant to BKKBN. Agenda 3 states the goal of improved quality and

compeveness of Indonesian workforce through family planning and reproducve health services; Agenda 4 aims for mental

revoluon and cultural development, focusing on family resilience; while Agenda 7 pursues for stronger polical, security, and legal

stability as well as public service transformaon through the acve promoon of the South-South and Triangular Cooperaon (SSTC).

We acknowledge potenal areas for improvement in the book, and we appreciate anyone who takes the me to provide their

feedback. Once again, we extend our appreciaon to the editorial team for their hard work in documenng and promong BKKBN's

internaonal partnerships through this book.

FOREWARD

Assalamu'alaikum Wr.Wb.

We are deeply grateful to God Almighty for the 51 Years of BKKBN's Internaonal Partnership, in

which we have conducted various bilateral, regional, and mullateral engagements. Consistent with

Indonesia's underlying principles of foreign affairs policy, 'independent and acve', BKKBN also

supports the South-South and Triangular Cooperaon (SSTC) efforts.

Over the years, BKKBN has organized various training programmes and best pracce sharing

acvies with friendly countries around the Family Development, Populaon, and Family Planning

(Bangga Kencana) programme. BKKBN's experience and excellence built through the decades have

earned the Board internaonal recognions, including the UN Populaon Award (UNPA) in 1989 for

Indonesia's family planning success. BKKBN's intervenons have also resulted in tangible outcomes.

The last Indonesia Demographic and Health Survey (IDHS) in 2017 reveals a reducon in Age-Specific

Ferlity Rate for 15-19 age group to 36, decreased unmet needs to 10.6 percent, and decreased Total Ferlity Rate to 2.4. Indonesia

also recorded an increase in contracepve prevalence rate to 62 percent (IDHS 2012).

Those results, and more, are highlighted in this book tled 51 Years of BKKBN's Internaonal Partnership. Please join me in

congratulang the Centre for Training and Internaonal Cooperaon (CITC) in Populaon and Family Planning for the successful

publicaon of this book. I believe this book contains valuable informaon on BKKBN's Bangga Kencana implementaon, especially for

our partners. I look forward to our stronger partnership to achieve Zero Stunng, to realise an Advanced Indonesia, and to welcome

the Future Generaons of Family Planning!

The Alma Aa Declaraon in 1978 had the same concept as PKMD in Primary Health Care (PHC). Its acvies include Karang Balita (nutrion improvement), Diarrhea Prevenon Post, Health Post (community treatment acvies in rural areas), as well as Immunizaon and Family Planning Post

Joint Instrucon between the Minister of Health, the Head of BKKBN and the Minister of Home Affairs, 1984, integrated various community acvies in Integrated-Service Posts (known as Pos Pelayanan Terpadu/Posyandu)

The goal of Posyandu is to accelerate the maternal and infant mortality alleviaon according to the GOBI - 3F (Growth Monitoring, Oral Rehydraon, Breast Feeding, Immunizaon, Female Educaon, Family Planning, and Food Supplementary) concept in Indonesia. The concept is implemented through 5 (five) Posyandu acvies, i.e., Maternal and Child Health, family planning, immunizaon, nutrion (weighing under five), and diarrhea prevenon. By the addion of PAUD acvies, the Posyandu is also known as "Six to One, One for All".

President Soeharto launched the first mass Posyandu in Yogyakarta, coinciding with the commemoraon of Naonal Health Day
