Preliminary Report on 5th Asia Smart City Conference Yokohama Declaration with Representatives from Emerging Asian Cities, IOs, etc.
– Leaders from Over 40 Cities, a New Record –
1. Overview Since 2012, Yokohama, a “FutureCity,” has hosted the Asia Smart City Conference in which the
mayors of emerging Asian cities, experts from international organizations and others gather to share their expertise and work together to build sustainable cities. Mayors and other representatives from over 40 cities as well as the Japanese government,
international organizations, academic institutions, private companies and numerous other organizations and institutions attended this 5th conference. The content of the discussions was compiled as the 5th Asia Smart City Conference Declaration,
or Yokohama Declaration, and introduced at COP22.
2. Details
・ City and organization representatives made a presentation and discussed four themes at morning meetings.
Thematic Meeting 1: Best practices of smart city management Thematic Meeting 2: Private sector technologies and solutions for smart city development Thematic Meeting 3: Financial arrangements for smart city development Thematic Meeting 4: Knowledge management for smart city development
・ Private enterprises in Yokohama displayed unique technologies and services and had business matching opportunities for business matching among cities, private enterprises and donor organizations in the lunch venue.
・ At the plenary meeting in the afternoon, Mayor Hayashi’s opening speech was followed by keynote speeches from Mr. kiyoshi Odawara, Parliamentary Vice‐Minister for Foreign Affairs, Japan and Mr. Hiroshi Kamagata, Director‐General of the Global Environment Bureau, Ministry of the Environment, Japan.
・ At the roundtable session, Mr. Hideyuki Mori, President of IGES as the overall moderator, led a discussion that brought together the results of the morning meetings as well as inputs from international organizations and Yokohama’s initiatives, shared urban issues and each organization’s technologies and knowledge.
・ At the closing session, the contributions and the dialogues given throughout the conference were integrated into the 5th Asia Smart City Conference Declaration (Yokohama Declaration), which was announced by Mayor Hayashi and Dr. Vallop Suwandee, Chairman of Advisers to Governor of Bangkok, and adopted by the attendees.

The “FutureCity” initiative is a national project to create robust cities by comprehensively addressing
environmental issues and diverse social issues such as a super‐aging population.
Yokohama was designated as FutureCity by the Japanese government in December 2011.
A “Y‐PORT Workshop” was held to exchange information on overseas business expansion through the Y‐PORT project. Proposals for urban solutions using the technologies and products of Yokohama companies in the development projects of emerging cities such as those under consideration for Danang, Vietnam, and Cebu, the Philippines, were introduced with the goal of combining simple yet highly‐rated technologies or products with Yokohama company products that have proven popular overseas (sold or supplied) in order to form package solutions to urban issues. On‐site surveys such as those planned for Danang and Cebu were also introduced. This was followed by a lively time of networking and discussion among the speakers and attendees.
In the seminar, departments of the ADB and affiliated stakeholders from cities around the world introduced the Water Operators Partnership (WOP), a cooperative program pairing mentors and beneficiaries that aims to promote capacity building and knowledge‐sharing of water operators supported by the ADB. Other endeavors showcased in the seminar include the cooperative efforts between the ADB and the City of Yokohama toward solving urban problems and the initiatives of the Office of Public‐Private Partnership. After the seminar, a networking session was held where participants exchanged views on these topics.
Urban development experts of the World Bank, together with local and international experts and representatives of cities around the world, discussed the methodology of smart city implementation in cities in various levels of development, and the results obtained. The Executive Director of Development Cooperation of the International Affairs Bureau of Yokohama, Mr. Hashimoto, was a panelist for Session 3 titled “Beyond service delivery: how smart cities can trigger innovation, competitiveness and job creation”.
