WATER SECURITY AGENCY RE-LEASES FEBRUARY FORECAST FOR SPRING RUNOFFgov.ca - The Water Security Agency re-leased the February forecast for spring runoff. An above normal runoff is ex-pected for the Saskatoon, North Battle-ford and Prince Albert regions. The rest of the province is projecting to be near normal this spring. “Although most of the province is look-ing at a near normal situation, the Saska-toon, North Battleford and Prince Albert regions could again be facing some signif-icant challenges with the threat of higher
than normal water levels,” Minister re-sponsible for Water Security Agency Ken Cheveldayoff said. “The Water Security Agency is continuing to monitor the sit-uation and will have more detailed infor-mation in early March.” Overall, winter precipitation ranges from below average in the southeast to well above average in the Prince Albert region. Fall precipitation in the 30 days before freeze-up was generally below normal with the exception of central Sas-katchewan, which was above normal. The February runoff forecast is based on limited precipitation data and should

be used as a general guide for large areas. Local conditions may vary significant-ly. Above normal precipitation prior to spring runoff and/or a fast melt could re-sult in higher flows and significantly al-ter the forecast. A more detailed runoff forecast will be prepared in early March and April. Since 2010, the Water Security Agen-cy has invested more than $35 million in flood mitigation efforts to nearly 2,000 individuals, communities, rural munici-palities and First Nations. The Water Security Agency was creat-ed to lead implementation of the 25 Year Saskatchewan Water Security Plan. It will improve water management capacity and service to individuals, businesses and communities across Saskatchewan. The agency brings together all of the major responsibilities related to water quality and quantity.
NEW PROJECT AIMS TO MAKE CRAVEN FESTIVAL GROUNDS LESS SOGGY ctv.ca - Organizers have announced a new project aimed at making the notori-ously muddy Craven Country Jamboree grounds less soggy this summer.
Earlier this week, construction crews be-gan digging holding ponds and drainage ditches at the site. In a news release, festival spokesperson Kim Blevins said the new drainage sys-tem will help to control spring runoff and rainfall. Blevins said the dirt that is excavated during the project will be used to im-prove the roads on the grounds. No price tag was given for the proj-ect, which is expected to be completed in May, ahead of the country music festival’s kickoff on July 10.

FOR RELEASE THURSDAY, FEB. 13, 2014
BY FRANCIS DRAKE
What kind of day will tomorrow be? To find out what the stars say, read the fore-cast given for your birth sign.
For Friday, Feb. 14, 2014ARIES(March 21 to April 19)The Full Moon today might create
issues with others, especially in groupsituations. Nevertheless, you are power-ful and in control. This is a strong dayfor you.
TAURUS(April 20 to May 20)You feel pulled between the demands
of home and family versus the demandsof career and your public reputation.Today you cannot ignore authority fig-ures and your public world.
GEMINI(May 21 to June 20)This is a mildly accident-prone day for
you because of the energy of today’s FullMoon. Take it easy with vigorous dis-cussions about politics and religion. Ifyou want to make others listen, whisper.
CANCER(June 21 to July 22)It’s tough to decide whose interests to
put first in your financial responsibili-ties: your own or others’. Today you can-not ignore shared property and theresponsibilities for others.
LEO(July 23 to Aug. 22)Relations with others are dynamic and
vibrant today! In part, this is becausetoday the only Full Moon in your sign allyear is taking place. Enjoy lively discus-sions.
VIRGO(Aug. 23 to Sept. 22)Be diplomatic with others at work
today. Today’s Full Moon energy can puteveryone’s teeth on edge. You intend toaccomplish a lot, which is why you aredelegating like crazy.
LIBRA(Sept. 23 to Oct. 22)This is a fun-loving, flirtatious, excit-
ing day. Nevertheless, today’s Full Moonenergy might create tension with roman-tic partners and children. Stay positive.
© 2014 King Features Syndicate, Inc.
SCORPIO(Oct. 23 to Nov. 21)Although you might feel pulled
between home and family versus yourexternal world, actually, home and fam-ily need your attention today. It’s a greatday to tackle repairs and make improve-ments.
SAGITTARIUS(Nov. 22 to Dec. 21)You will be vigorous and assertive in
all your discussions with others today.Nevertheless, slow down and take iteasy, because this is a mildly accident-prone day.
CAPRICORN(Dec. 22 to Jan. 19)You might encounter opposition to
your ideas about earning money today orpossibly about spending it. That’sbecause of the Full Moon. Go gently.
AQUARIUS(Jan. 20 to Feb. 18)Today the only Full Moon opposite
your sign all year is taking place. Thiscould introduce tension with partnersand close friends. Your solution isfriendly diplomacy. (Ya think?)
PISCES(Feb. 19 to March 20)You’re dealing with private matters
that cause you concern and even confu-sion at the moment. Fear not, becauseafter today, these problems will diminishor even disappear.
YOU BORN TODAY You are clever, witty and entertaining. You know how tomake others laugh. You have a fast mindand charming manner. You often actcasual despite the seriousness of yourwork. You can laugh at yourself and oth-ers. You express yourself physically withenergy. This year an important changewill take place, perhaps something assignificant as what occurred around2005.

Valentine’s Day, 1982: a terrible storm rages off the coast of Newfoundland. On the Grand Banks, the Ocean Ranger, the world’s mightiest drilling rig, is pounded by waves more than 20 metres high. At the height of the storm, the “indestructible” rig begins to tip over, then capsizes. All 84 men on board — 56 of them from Newfoundland — perish. It is Canada’s worst tragedy at sea since the Second World War. Driving snow howls through St. John’s, and 315 kilometres east the Ocean Ranger is pounded by giant waves. A porthole is smashed, swamping the ballast control panels, but hasty repairs appear to re-turn things to normal. Then, shortly after midnight, the Ocean Ranger sends out a distress call. Nearby radio operators hear that the rig is listing badly and the men are heading for the lifeboats. It is the last message the Ocean Ranger ever sends. At 1:12 a.m. the Ocean Ranger transmits its coor-dinates -- 46°43’33” N, 48°50’13” W -- and desper-ate search and rescue operations begin.
• Before it sank, the Ocean Ranger began listing (tip-ping over) about ten degrees towards its bow.
• It’s unclear why the Ocean Ranger’s radio opera-tor did not call for help on normal distress frequencies. Those frequen-cies are constantly monitored by the Coast Guard, the military and all ships at sea. Instead, he used a fre-quency exclusive to oil companies.
• Due to unusual atmospheric con-ditions, a Dome Petroleum radio operator located in Tuktoyaktuk, NWT overheard the Ocean Rang-er’s emergency broadcasts.
• The storm that sank the Ocean Ranger also sank the Soviet con-tainer ship Mekhanik Tarasov just a few hours later. That ship sank about 120 kilometres east of the Ocean Ranger, with a loss of 33 lives.

• Red hearts are a ubiquitous Valentine symbol. Red is traditionally associat-ed with the color of blood. At one time, people thought that the heart, which pumps blood, was the part of the body that felt love. In fact, when the Egyp-tians mummified their dead for burial, they removed every organ but the heart because they believed the heart was the only part of the body necessary for the trip through eternity.j• The rose has historically been a symbol of love The symbol of the ribbon, which often adorns modern-day Valentines, is rooted in the Middle Ages. When knights competed in tournaments, their sweethearts often gave them ribbons for good luck.c Lace is often used on Valentine decorations. The word “lace” comes from the Latin laques, meaning “to snare or net,” as in to catch a person’s heart.• A kiss on Valentine’s Day is considered to bring good luck all year.

Mrs. Davidson called a repairman to fix her dishwasher. “Since I have to work, I’ll leave the key under the mat. You fix the dishwasher, leave the bill,
and I’ll mail you a check. Don’t worry about my bulldog. He won’t bother you. But, whatever you do, do not talk to my parrot!”
The repairman arrived at Mrs. Davidson’s apartment and discovered the big-gest, meanest, bulldog he’d ever seen, but, just as she said, the dog just laid
on the carpet watching him fix the dishwasher.
Meanwhile the parrot drove him nuts with his incessant yelling, cursing, and name-calling. Finally, the repairman could control himself no longer.
“Shut up, you stupid damn bird!”
To which the parrot replied, “Get him, Spike!”
