History  of RSHistory  of RSThe index compiled by Z. Khurshid (1974), Ten YearsWork in Librarianship in Pakistan: 1963-1972, mentioned seven works oncooperation.

Two significant doctoral studies have addressed this issue: Khan (1991)concluded that formal cooperation is almost non existent in Pakistan.

Samdani and Mahmood’s (1999) An Index of 50 Years' Work in Pakistan: (1947-1997) listed seven works under the heading resource sharing and five under cooperation for the Pakistani scenario.

According to Haider, S. J. (2003). “awareness of resource sharing in Pakistan in its present day form is aphenomenon of the 1980s.” He identified the causes for the failure of certainresource sharing projects as “absence of proper planning, lack of competenthuman resources, non-availability of standards, non-existence of bibliographicapparatus and absence of leadership” (p. 55).

In October 2004, the governor of the Punjab, who is also chancellorof all universities in the Punjab, constituted a Chancellor’s Consultative Group(CCG) for finding ways and means to share resources of universities,including resources of their libraries.

Another significant activity in this regard was a five-day “National Workshopon Resource Sharing and Networking of Libraries and DocumentationCenters” from April 11-15, 2005, in Islamabad with the collaboration of theHigher Education Commission (HEC) of Pakistan. The Directorate ofScientific Information, National Agriculture and Research Council, Islamabad,organized this workshop, and it was attended by over 90 head librarians anddocumentalists from all over Pakistan.

Jaswal (2006) discussed opportunities for sharingresources using digital technology in Pakistan.

Resource Sharing is going global which requires an efficient and well‐built infrastructure but it is not only the ICT tools and technology . There should be rethinking about the role of libraries and library professionals.  Adoption of well defined lending polices and legislation on national level. Managerial and ethical issues are the key hurdles in the process of the Resource Sharing among libraries.Culture of resource sharing can be promoted only by removing these constraints.
