FOR RESOURCE MOBILIZATION

FOREWORD
This document is the output of the Regional Development Council (RDC)
IX Secretariat’s effort to push the development of the region by facilitating
the identifi cation of the priority interventions that need the support of donor
agencies, policymakers, particularly the region’s congressional representatives,
national government agencies, and the Mindanao Development Authority.
It is largely based on the submissions of ZamPen’s regional line agencies
and local government units. Following a set of RDC-approved criteria, the
projects identifi ed shall sail the region towards its vision of
becoming the Southern Agri-Fisheries Corridor of the Philippines.
This portfolio is anticipated to jumpstart resource mobilization as it equips a
potential investor with the details of the region’s priority programs/projects. It
shall be a living document, which needs periodic updating and monitoring.
The continued concerted efforts among the RDC IX sectoral committee
members and the Council itself are therefore fervently sought, in pursuit of
regional development.
Together as one region, we build a better Zamboanga Peninsula!

Background
The Regional Development Investment
Program (RDIP) is the accompanying
document of the Regional Development
Plan (RDP). The RDIP translates the RDP into
programs, projects, and activities (PPAs)
that need to be implemented to realize
the region’s vision, goals and objectives.
For Zamboanga Peninsula, these PPAs are
expected to contribute to the region’s
vision of becoming the country’s Southern
Agri-Fisheries Corridor in line with the set of
intermediate outcomes prescribed in the
Plan. The region’s RDP and RDIP have
already been updated, covering the
period 2014-2016.
It may be noted that there are numerous
programs and projects proposed by
various implementing agencies, all in
the pursuit of the region’s vision. Given
the scarce resources, there is a need to
prioritize these projects. The projects that
must be implemented if ZamPen’s vision
were to be attained need to be assured
of funding and institutional support.
Hence, during its 148th Regular Meeting,
Regional Development Council (RDC) IX
passed Resolution No. IX-063-14 entitled
“A Resolution Approving the Terms-of-
Reference (TOR) for the Selection of
Priority Programs/Projects of Zamboanga
Peninsula.”
The said RDC-approved TOR was used by
the Sectoral Committees (SecComs) of
RDC IX in the determination and evaluation
of their respective sectoral priority programs
and projects as presented during the
4th quarter 2014 SecCom Meetings held
between November 18 and 27, 2014.
During its 149th Regular Meeting, RDC IX
has confi rmed the priority programs/
projects of Zamboanga Peninsula through
RDC IX Resolution No. IX-086-14 entitled “A
Resolution Approving the Priority
Programs/ Projects of Zamboanga
Peninsula for Resource Mobilization
and Endorsing the Same to Concerned
Implementing Agencies for Inclusion in Their
Respective Priority Investment Programs.”
During the said meeting, Mayor Evelyn T. Uy
of Dipolog City suggested to expand the list
of projects to include the priority projects of
the LGUs. Following the agreement of the
Council, the RDC IX Secretariat requested
inputs from the LGUs.
Additional projects were therefore identifi ed
and were subsequently endorsed by the
Council during its 151st RDC IX Regular
Meeting in Zamboanga City. The Council
passed RDC IX Resolution No. 033, series
of 2015, “A Resolution Approving the
Second Batch of Priority Programs/Projects
of Zamboanga Peninsula for Resource
Mobilization and Endorsing the Same
to Concerned Implementing Agencies
for Inclusion in their Respective Priority
Investment Programs.”
Also, aside from these (Batches 1 and
2) projects, RDC IX, through its Regional
Project Monitoring Committee and
Infrastructure Development Committee,
found the need to prioritize fl ood control
projects in the region. These projects are
also seen to be in consonance with the
scope and purpose of identifying ZamPen
Priority Programs and Projects for Resource
Mobilization (Batches 1 and 2), hence, the
profi les of the major fl ood control projects in
Zamboanga Peninsula are likewise included
in this document.
Regional Development Council IX
confi rmed a total of 67 priority projects
for resource mobilization; 48 of which are
infrastructure development projects, 14
are agri-fi shery projects, 2 are projects for
environmental protection, 2 projects for
peace and security, and 1 health project.
Except for two projects which require
further study, total amount needed to
implement these projects is about P29.82
billion.
About 82.19% of the total cost is for
infrastructure projects or P24.52 billion.
Environmental protection projects cost
P3.001billion and agri-fi shery development
projects, P1.95 billion. The only health
project, the proposed establishment of
Western Mindanao Drug Abuse Treatment
and Rehabilitation Center, is estimated to
cost P239.12 million while two projects for
the peace and security sector would cost
P124.73 million.

Of the 14 agri-fi shery projects identifi ed,
7 of which are agriculture projects while
5 on fi sheries, and 2 on livestock. The
estimated cost for this sector is P1.95 billion.
Agriculture projects shared more than half
of the sector’s total cost amounting to
to P1.06 billion or 55%.
Fisheries shared 45% of
the cost or P876 million
while livestock shared the
lowest amounting to P7
million. It should be noted
that the total cost for
agri-fi shery projects does
not include that of the
proposed construction
of “AAA” slaughterhouse

Zamboanga del Sur adopted the Agri-
Kalikasan Program in support of
mitigating the effects of climate change
brought about by inorganic farming
practices, among others, specifi cally the
use of harmful chemicals and inorganic
fertilizers. The province implements the
Integrated Rice-Duck Farming System
(IRDFS) using the “aigamo” method of
growing rice as this has been an effective
strategy to at least lessen the
devastating effects of climate change
while at the same time promotes food
security and sustainable development. It
involves raising both the ducks and the
rice simultaneously in the same parcel of
riceland.

However, it may be noted that the
technology can only be achieved through
adopting organic farming practices or

were done, there are several
benefi ts found in rice-duck
farming:

effect contributed by
pesticides and inorganic

production of organic rice;

The project will involve a 7-hectare (ha)
central techno-demo farm in Barangay
Switch, Ramon Magsaysay municipality
and eventually expanded to a number of
irrigated riceland provincewide. A duck
breeding, hatchery and grower center will
be constructed to produce good quality
duck eggs and ducklings for distribution to
farmer-cooperators. Also, to pursue
connectivity, construction of farm-to-
market roads is also proposed as
component of the project. The project will
cost P440 million.
The project is expected to directly benefi t
about 1,000 qualifi ed farmer-irrigators and
their household members.
In order to sustain the project, the three
major key players of the project are
expected to deliver their respective tasks.
The national government is expected to
provide technical assistance to technicians
and farmer-leaders, terms and conditions
while the provincial local government unit
(PLGU) shall do the following tasks:
•Extend technical supervision, training
and series of follow through to
farmer-cooperators in the production at
the fi eld level;
•Conduct monitoring, documentation,
reporting to concern agencies as
required;

benefi ciaries are the buying public.

recording, fi nancial management,
processing and marketing of organic
products;
•Collaborate with appropriate agencies
in ensuring quality control of organic
products;
•Do all the liquidations and assist
farmer groups in all liquidations and
reportorial requirements as required;
and,
•Do other activities as required by the
fi nancing agencies.
The farmer groups shall closely coordinate/
collaborate with agricultural technicians
in the conduct of fi eld supervision to
farmers, keep all records intact, orderly and
transparent, always ready for inspection
and regular reporting, and do other
activities as required by the PLGU and the
national government.

The provincial government of Zamboanga
del Sur is intensifying its efforts in promoting
ducks as integral component and key
strategy to organic farming. In this regard,
the Integrated Rice-Duck Farming System
(IRDFS), a policy intervention of the
province, is being proposed. This is seen
to be a pro-active way of addressing the
effects of climate change.
Considering that duck meat has become
one of the viable sources of income in the
country today and most of the farmers
are already skilled in poultry-raising, the
establishment of a duck meat processing
and marketing in the province of
Zamboanga del Sur is found to be feasible.
Duck meat processing and marketing
is a business venture
specializing in the
production of duck
meat, such as, dressed
ducks, duck sausage
and tocino, duck
(various) cuts, exotic
meat market segments
of ducks (e.g., duck leg
confi t, among others).
The project cycle
starts from the
slaughtering of ducks
to scalding/dressing
and eviscerating the
bird to trussing, storing
to marketing and
distribution.
The duck meat processing unit will be
located in a fully-fenced compound,
equipped with facilities that will be
established in conformity with the Food
Regulation Standard of the Philippines. The
fi nished products will be distributed to the
organic trading post located at Poblacion
Aurora and other major market outlets in
the cities of Pagadian, Ozamis, Iligan and
Cagayan de Oro.
The project aims to ensure the production
of organic products in the province by
making organic duck meat products
available in the domestic area.

Through the Integrated Rice-Duck Farming
System (IRDFS), rice productivity in terms
of yield per hectare, will be increased by
25% to 30%. This will result to an increase in
the income of farmers. Organic rice also
commands premium prices that are 30%
higher than that of the common chemically
fertilized rice. All these are expected to
translate into higher incomes for farmers.
A key ingredient in the success of the
organic rice program of Zamboanga del
Sur would be the access to post-harvest rice
processing facilities that are devoted solely
to organic rice. This is important in order to
prevent the possibility of “contamination”
by rice that is not organically produced.
Contamination of organic rice may occur
at any time during the process of drying,
storage and milling.

The demand for cassava is expanding
beyond local production level as most
industrial and processing companies
are utilizing cassava as raw material for
processed foods, animal feeds and even
pharmaceuticals. This shortage of supply
for cassava in the entire country has forced
industrial users to import sizeable amount
of cassava from other countries such as
Thailand and Vietnam. This increasing
demand for cassava offers an opportunity
for farmers in Zamboanga del Sur to venture
into cassava farming, owing to its ready
and stable market. The projected increase
in income could uplift living condition and
help eradicate poverty among farmers.
On the other hand, the province of
Zamboanga del Sur in its strong drive
to fully preserve the environment, has
committed to make farming
system sustainable without
sacrifi cing productivity. Thus,
organic agriculture was
implemented and introduced
to farmers particularly the
cassava farmers. The need to
supplement the production
of organic fertilizer in support
of organic cassava livelihood
program is vital in the
sustainability of the said project.
The project aims to help farmers
increase farm income and give
them the opportunity to earn at
least P8,000 per month.
The project includes two major
components:
1.Cassava Production
Cassava production needs a system
of farming that would be able to cope
up with the higher demands of end
users. This system plays a vital role for the
cassava farmers to sustain their farming
activities. In this light, Zamboana del Sur
initiated programs to help farmers adapt
the farming system with the end view of
producing quality planting materials and
establishing market linkages.

propagation and testing of high-yielding
cassava varieties for distribution to farmers.
The “cassava gahung-gahung method”
of planting was introduced to farmers in
the province to help them increase farm
productivity with less cost of farm inputs.
This method would transform traditional
cassava farming into a more concise and
agribusiness type of planting. They are
to plant cassava in a 1,000 square meter
land area per month for ten consecutive
months. At the end of the tenth month, the
farmer would be able to plant a hectare of
cassava at varying stages. By the eleventh
month, the farmer is now ready to harvest
the fi rst 1,000 sq m planted and after
harvesting, replants at the same area.
The province shall provide fi nancial
assistance to cassava farmers at P2,000 per
month up to ten months. This assistance is
in terms of loan through the Zamboanga
del Sur Micro Development Offi ce. The
purpose of this loan is to provide them with
fi nancial support during the ten months
waiting time. On the eleventh month, the
cassava would be due for harvest and
the expected payment for the said loan
wouble be charged with an interest rate of
1% per month.
With these expected volume of production
based on the said initiatives, the need to
prepare the postharvest facilities and other
support services is a must, such as cassava
driers, granulators, portable chippers,
transport vehicles, and even warehouses.
The intensifi ed advocacy and strong drive
of implementing this program is expected
to increase demand for organic fertilizer.
2. Organic Fertilizer Production
Organic Fertilizer will be produced in nine
clusters located in strategic areas in the
province. In order for the farmers to fully
use organic fertilizer, these inputs must be
readily available and accessible. These
nine clustered facilities would cater to the
requirements of the 26 municipalities and
one city in the province.
The project aims to achieve the following
objectives:
•To enhance the capacity of farmers to
implement, operate and maintain small
scale cassava farming activities;
•To promote sustainable farming
productivity using organic agriculture;

In spite of various prospects and opportunities, the
value chain of the abaca industry in the region is
confronted with problems, hindering full attainment
of its potential contributions to the regional and
national economy. The region has to attain at least
a production base to support the perceived value
addition to abaca products in order to sustain
productivity, be competitive and thereby help
attain inclusive growth in the countryside. At farm
level, there are concerns on low productivity, lack of
planting materials, insuffi cient post-harvest
facilities and lack of skilled fi ber strippers or
harvesters. Further, clamors at the processing
level are mainly centered on insuffi cient supply and
source of appropriate and sought after typical fi ber
grades. It is in this context that an integrated
development project for abaca is pursued.
The proposed project shall involve identifi cation/
organization of farmers’ cooperative/ association;
opening of new abaca areas/farms; farm
rehabilitation and expansion of abaca farms; and
construction of post-harvest facilities. It shall cost
P71.649 million.

total of 1,700 hectares new abaca areas shall be
established to benefi t 17 newly organized
cooperatives/associations.
PhilFIDA shall provide technical assistance
on site selection and in the establishment
and maintenance of the abaca farm. Good
agricultural practices on abaca production like
land preparation, integrated nutrient and pest
management, weeding and cultivation and other
appropriate practices shall be promoted.
Component 3- Farm Rehabilitation and Expansion of
Abaca Farms
The target cooperative /association with existing
abaca farm shall be entitled to rehabilitation
or expansion of new abaca areas. During the
rehabilitation and expansion of abaca farms, the
recipient coop/association shall provide their own
planting materials and labor services. Each coop is
entitled support for farm inputs for the rehabilitation/
expansion of 50 hectares abaca farm. With a target
of 10 coops/associations, a total of 1,700 hectares
new abaca areas shall be established.
Component 4-Construction of Postharvest Facilities
Under this project, each recipient shall be provided
with 2 units spindle stripping machines, one unit
drying shed and materials and equipment for
abaca twine and rope bag making.

Barangay Vitali is situated in the east
coast of Zamboanga City, about 72.9284
kilometers from the city proper. It has a land
area of 8,140.10 hectares (ha) of which
about 91 percent is classifi ed as agricultural
and the rest are fi shpond, residential and
commercial areas.
Based on the 2010 Census of Population,
Barangay Vitali registered a total
population of 8,895 persons with 2,043
households. Agriculture is the main source
of livelihood of the people in the barangay.
The rehabilitation/improvement of farm-
to-market road at sitio Quatro Ojos (West
Basilan and Sta. Fe), barangay Vitali,
Zamboanga City has a total length of 9
kilometers. It will start at sitio
Quatro Ojos splitting three

Zamboanga del Sur is endowed with vast
fi sheries and marine resources. In the past,
mangroves, seagrasses and corrals abundantly
thrived in the 15 coastal municipalities of the
province. However, increased fi shing pressure
due to infl ux of people, as well as, the open-
access state in fi sheries, the four (4) bays
surrounding the province namely, Panguil Bay,
Illana Bay, Dumanquillas Bay, and Maligay
Bay suffer from overfi shing resulting to low fi sh
productivity thereby affecting substantially the
fi shermen’s livelihood.
Moreover, siltation and pollution from various
sources aggravated the situation. Problems on
illegal cutting of mangroves, as well as, effects
of climate change such as coral bleaching
and increasing seawater temperature also
negatively impact fi sh production. On top of
it, peace and order situation in some coastal
areas continues to be a problem of the fi shers, putting their lives and
properties in danger.
Despite the development
interventions introduced, the
provincial government has still
to cater to the needs of more
than 15,000 fi shers, hence, the
proposal.
The Integrated Fisheries
Development and Livelihood
Program in Zamboanga del
Sur shall pursue mangrove
reforestation, aquasilviculture,
seaweed production, provision
of gillnets, establishment
of Marine Protected Area,
and, support to fi sheries law
enforcement.
The proposed program seeks to achieve the
following objectives:
•To develop the coastal communities of

province where massive mangrove forest cover
were lost due to conversion to fi shponds and
illegal cutting for charcoal and construction
material purposes. Most of these fi shponds
are now unproductive, undeveloped, and
abandoned. There is a need to revert the
forest to its original state. At least 10 hectares
of mangrove reforestation shall be allocated to
the 15 coastal municipalities. The regeneration
of the lost mangroves will likewise bring back
the healthy breeding and spawning habitat of
aquatic organisms that will result to increased
fi sh production and fi sh catch.
Aquasilviculture

This project shall be conducted in the existing
mangrove areas where crabs are cultured
within the mangrove forest. This production
method is environment-friendly as it will
preserve the mangroves while increasing
production through addition of crabs. Nets
will be used to enclose the mangrove area
where crab juveniles are grown until maturity.
Fisherfolk associations will be the recipients
of the project. The members will manage the
everyday activity of the project. Proceeds shall
be used for expansion or fi nancial assistance to
other associations. Each coastal municipality
shall be given at least two (2) hectare of
aquasilviculture.
Support to Seaweed Production (seedlings,
supplies and materials and seaweed dryers)

Zamboanga Peninsula is the 2nd top seaweed-
producing region in the country next to ARMM.
Zamboanga del Sur is the 2nd top seaweed-
producing province of the region. There are
about 3,500 seaweed farmers in the province
who need fi nancial assistance as most of them
rely on seaweed capitalist-traders who lend
them capital to buy seedlings and seaweed
materials with the latter dictating the price of
dried seaweeds.
There is also a pressing need to provide
them with stilt solar dryers for their harvested
seaweeds to produce clean and high-quality
seaweeds that demands higher price in the
export market. It has been reported that
dried seaweeds coming from the region
are adulterated with sand, soil and other
materials affecting the quality and price of the
seaweeds.
Only 13 coastal municipalities are conducive to
seaweed farming. At least 5 seaweed stilt dryers
are proposed in each municipality.

Environment-Friendly Fishing Gears (Gillnets)

The project intends to provide fi shing gears
(gillnets) to fulltime fi shers who are not engaged
in seaweed farming. This will thwart fi shers from
engaging in illegal fi shing as they are provided
with environment-friendly gears in their
livelihood activity. About 5,000 municipal fi shers
throughout the province shall be given gillnets.
Establishment of Marine Protected Area (MPA)
(20 MPAs x 200,000.00/ MPA = P4,000,000)
Marine protected area, also called marine
or fi sh sanctuary, is an effective coastal
management intervention in depleted marine
habitats. This area is usually composed of coral
reefs or a combination of mangroves, seagrass
and coral reef-ecosystems which serve as fry
bank and provide continuous supply of fry as
breeders are protected from being fi shed.
For the past six (6) years, a number of the
province’s MPAs have been recipient of
the Top 10 Most Outstanding MPAs in the
Philippines. During the MPA Awarding in 2013,
Tambunan MPA of Tabina won the top spot.
There are 32 MPAs in the province where
most of these have very little budget for
maintenance and sustainability. While there are
Bantay Dagat members who are patrolling in
the area, many of which have no management
plans. Physical rehabilitation is also needed in
terms of perimeter buoys, IEC billboards and
resource monitoring and evaluation activities to
document the improvement of the resources.
Support to Fisheries Law Enforcement

Peace and order continues to be a problem
in remote coastal areas. In municipal waters,
piracy and extortion is reported including illegal

fi shing, such as dynamite fi shing, intrusion of
commercial fi shing boats in municipal waters,
fi shers using fi ne-meshed nets, cyanide and
other destructive fi shing practices. These
activities have tremendous effects on fi sh
production and fi sh catch of sustenance fi shers
while lawless elements endanger the lives and
properties (banca, engine and gears) of the
fi shermen.
With these challenges confronting the fi shers
and the resource base, there is an urgent need
for a strong and active law enforcement in the
municipal waters. Regular seaborne patrols
must be conducted vigorously to curtail these
bad elements, however, coastal municipalities
lack the necessary fl oating assets for patrolling.
Hence, 15 fast crafts/patrol boats with
communication equipment are proposed for
deployment in 15 coastal LGUs in the province.

The Philippine Fisheries Development
Authority (PFDA) is a government-owned
and controlled corporation attached to
the Department of Agriculture. It carries the
vision to be a dynamic and viable
corporation that will contribute to the
country’s food security by supporting a
sustainable fi shing industry through
technologically advanced post-harvest
facilities, infrastructure, and related
activities.
Unfortunately, since its establishment on
May 11, 1988, the Port Complex and its
facilities have not undergone any major
rehabilitation/upgrading, hence, its
effective delivery of expected services has
been challenged through the years.
The proposed rehabilitation of the
Zamboanga Fish Port Complex (ZFPC) seeks to upgrade post-harvest
facilities in the complex that
will support the fi shing industry
in the region. It aims to comply
with various safety and
regulatory standards such as
food safety requirement,
hazard analysis and critical
control points (HACCP) system,
good manufacturing practices
(GMP) and standard sanitation
operating practices (SSOP).
The proposed project involves
the rehabilitation of the ZFPC
multi-purpose pier and landing
quays (including dredging),
market hall area, refrigeration building and
facilities to separate the marine/fi shery
products from non-fi shery products, among
others. It will also involve upgrading of

Zamboanga del Sur has 15 coastal
municipalities including the city of
Pagadian. It has 379.8 km coastline and
surrounded by four (4) bays as fi shing
grounds. The province has more than 15,000
municipal fi shers and 1,720 commercial
fi shers with 148 commercial fi shing boats.
Zamboanga del Sur is expected to establish
adequate support to fi shery development
in the form of advanced infrastructure and
technology.
Post-harvest support facilities are necessary
to preserve the freshness and sanitation of
the fi sh and other marine products found
in the province. Such should be present to
decrease further economic loss suffered by
the fi shing industry in view of having landed
fresh fi sh being processed into low value
products such as dried fi sh and salted fi sh.
This is where establishment of municipal fi sh
ports is highly needed.
The proposed project is an
integrated fi sh port facility
to be located in Poblacion,
Tabina, Zamboanga del
Sur. This will be equipped
with necessary facilities
to include ice plants and
cold storage, market hall,
collection booth, etc. An
administration building
shall be constructed for the
management’s use. It is
where inspection of required
documents for fi shing vessels,
fi sh catch and fi shermen’s
license will be done to detect illegal,
unreported, and unregulated (IUU) fi shing
activities. Enforcement of appropriate
penalties shall be done accordingly to
persons/companies found guilty of such
violations.
A system shall be formulated for all fi sh
harvested at sea to be landed to the
fi sh port. This is in line with the country’s
application to the FAO Model Scheme
of the 2001 FAO International Plan of
Action to prevent, deter, and eliminate
illegal, unreported and unregulated fi shing
(IPAO-IUU). Port measures can result to
denial of port access, prohibit landing,
transshipment, and/or processing of illegally
caught fi sh; seizure and forfeiture of catch;
initiation of criminal, civil, or administrative
proceedings under the law on fi shery

In the rehabilitation of the facility, the
following shall be considered:
•Regular maintenance of the facility as it
shall operate 24/7;
•Installation of a 3-phase transformer;
•Automatic voltage regulator (AVR) to
further protect the machine against
power interruptions;
•Provision of stand-by generator;
•Clean water supply for the chiller; and,
•Additional liquid nitrogen tanks to
produce more liquid nitrogen.
The project’s estimated cost is P7 million.

supplier of meat and meat products in
Southeast Asia through the abattoirs in the
country that have passed standards of
various accrediting authorities.
The Zamboanga Peninsula Updated
Regional Development Plan, 2014-2016
enunciates the goal of the region of having
a competitive, sustainable, and modern
agriculture and fi shery sector including
livestock and poultry, in pursuit of its vision
of becoming the Southern Agri-Fishery
Corridor of the Philippines.
The province of Zamboanga del Norte
supports the regional vision by endeavoring
to provide the necessary facilities that
would help improve the performance in
livestock and poultry.
Zamboanga del Norte,
however, has no accredited
class “AAA” slaughterhouse
within its component cities to
supply clean and wholesome
meat within the province
or its neighboring provinces
and cities or even export to
ASEAN-member countries.
During the 2nd Quarter
Meeting for 2015 of
Economic Development
Committee (EDCom) IX, the
province of Zamboanga
del Norte expressed the
need for assistance for the
construction of a class “AAA”
slaughterhouse in Dipolog City.
The Meat Establishment and Improvement
Program of the National Meat Inspection
Service (NMIS) provides technical
assistance to local government units in
upgrading their slaughter facilities to “AAA”
accreditation standards.
RDC IX found the project to be in
consonance with the scope and purpose
of identifying ZamPen Priority Programs and
Projects for Resource Mobilization.
The cost of the project is yet to be identifi ed
as a study is still to be conducted by the
LGU in coordination with NMIS-DA.

the largest slice of around 41% or
P10.07 billion. This is followed by

P6.62 billion. Roads and railway

The total cost for fl ood control projects is
P2.91 billion, while P1.67 billion is need for
the energy project. The cost of the water
resource project in Zamboanga City is yet

Zamboanga del Sur is currently
experiencing serious power shortage
because of lack of electricity supply and its
total dependency on the supply provided
by the National Power Corporation (NPC)
Hydro-Electric Plants (Agus I-VII) in Iligan
City. The province gets only about 17.700
megawatts power supply while its power
consumption during peak demand is
around 34.1 megawatts.
The long hours of brownout, from four hours
to as much as eight hours daily, has greatly
affected both business establishments
and thousands of households in the entire
province. Among the tangible solutions in
sight is the establishment of a mini-hydro power plant, an effi cient
alternative to diesel-fed
energy source and operation
of a coal-fi red power plant
that cause pollution and life-
threatening effects on the
human health and on the
environment.
The establishment of a mini-
hydro power plant has been
approved as proposed.
However, there are offsite
developments that must be
separately implemented in
order to secure the access
and management of the
hydropower plant project
such as rehabilitation/ construction and
concreting of a road leading to the
hydropower plant site.
The Rehabilitation/Construction and
Concreting of NJR Brgy. Nemenio- Muraji-
Tagaytay- Dawa Road (road leading to
the proposed Salug-Daku Mini-Hydropower
Project) will involve the concreting of
about 7.347 km road starting from junction
national highway that will traverse a short
existing concrete pavement, an ARCP
(DAR) road project and will open at least
2.0 km of road that will fi nally end at the
mini-hydropower project.

The proposed Dipolog-lpil-Zamboanga City
(DIZ) railway is a segment of the proposed
Western Mindanao Railway System. Its
estimated length is 320 kilometers from the
City of Dipolog, Zamboanga del Norte to
lpil, Zamboanga Sibugay, and onwards to
Zamboanga City.
In particular, this proposed project covers
two (2) cities and seven (14) municipalities.
The implementation of the said project is
proposed to be undertaken in 3 phases, to
wit:
Phase 1 - Conduct of Feasibility Study
Phase 2 - Construction of the Dipolog-lpil
segment (78 km)
Phase 3 - Construction of the lpil-
Zamboanga City segment
(142 km)
This project is aimed to provide convenient,
fast, effi cient and dependable transport
system to ferry passengers from Dipolog City
to Zamboanga City. Moreover, this project
will also reduce highway traffi c in the
eastern Zamboanga Peninsula Region.
Having the railway system would open
more business and livelihood opportunities
for the people out of their agricultural and
fi shery produce, resulting to the generation
of employment/job openings in this part of
the Zamboanga Peninsula.
This will further result to increased family/
household incomes, and improved
households’ access to socio-economic
services,thus, empowering communities to
become self-reliant.

The City Government of Zamboanga, Department of Transportation and
Communication (DOTC) and the Civil Aviation Authority of the Philippines
(CAAP) would be the lead in the project implementation.

The New Zamboanga International Airport
shall serve as the region’s gateway to
other regions and is the entry point for
the region’s commercial and industrial
center where economic activities are
concentrated. In addition, Zamboanga
City also hosts the only economic zone
and freeport (Ecozone) in Visayas and
Mindanao, and is proximate to ASEAN
countries.
Since the Region relies heavily on air
transport to shuttle high value aquamarine
products as well as passengers, it needs to
have the necessary infrastructure support.
However, the current location of ZIA is
constrained to expand its facilities due
to its proximity to the urban core; hence,
the need for its transfer to a more suitable
site, which is safer and more effi cient to
operate.
With the construction of a new ZIA, the
following benefi ts are envisioned to be
achieved:
•Security aspects will be addressed;
•Reduce the exposure of residents/
settlements to aviation hazards;
•Allow the development of a planned
central business district;
•Provide income to the City from
investments that are expected to be
poured in the proposed central business
district;
•Induce the development beyond the
city’s 4-km radius, especially towards the
east coast; and,
•Prepare the city to projected increase
in air traffi c.
The updating of the Feasibility Study and
Master Plan for the New Zamboanga
International Airport is the primary step
needed to be undertaken which will
eventually lead to the transfer to its new
location. By having a modernized airport,
the improved air transport services is
projected to further enhance tourism
development which would greatly
contribute to the vision of Region of
becoming the Southern Agri-Fishery
Corridor of the Philippines.
A Joint RPMC-InfraCom IX Resolution
No. 02, series of 2015 was passed during
ZamPen Airport Summit on November 16,
2015, requesting the DOTC to include the
transfer of ZIA in its MTPIP and to explore the
possibility of a PPP modality for the transfer
of the ZIA.

The development of the Ipil Feeder Airport
is a major project that needs to be
implemented considering the strategic
position of Ipil at the center of the region.
Currently, the airport is being utilized by
private light planes and military helicopters.
The project aims to upgrade its facilities,
namely:
a) Continuation of the concreting of the
runway with shoulder grade
correction;
b) Site acquisition for landslide area and
runway strip width correction;
c) Construction of perimeter fence;
d) Construction of apron
and taxiway;
e) Construction of terminal
building including water
system; and,
f) Construction of
administration and utilities
building, among others.
The proposed project will cost
P198 million.
The Ipil Airport serves as an
alternative entry point for the
region’s commercial and
industrial economic activities.
Its strategic location at the
center of the region opens up an easier
and faster access of such goods and
services by and from other
regions in the country.
The Ipil Airport would also serve as
alternative transportation facility to the
Zamboanga International Airport,
Pagadian Airport, and Dipolog Airport in
times of disaster or natural calamities.
The implementation of the proposed
project would contribute in addressing one
of the challenges in air transportation in the
region, particularly the need to upgrade
airports, as contained in the updated
Zamboanga Peninsula Regional
Development Plan, 2014-2016.

As Region IX’s industrial and commercial
center, Zamboanga City needs a seaport
that could cater to cargo shipcalls, as well
as passenger traffi c coming from
other regions and from the Southeast Asian
countries. The existing port in Zamboanga
will no longer be able to accommodate
the additional demands in the near future
for its use considering that it is located at
the heart of the city, which constraints its
future expansion. It is on this context that a
bigger and modern seaport is regarded as
essential for the economic development of
the City, as well as, the whole Region IX.
The proposed World Class International
Sea Port (WCISP) will be located at San
Ramon within ZAMBOECOZONE area in
front of the proposed 2nd
industrial estate. It will be
capable of accommodating
super-panamax vessels of
fourth to fi fth generation of
containerized cargo. It will
have a minimum length of 460
meters, laid out to handle two
second generation container
ships at one time or a single
container ship of the third and
fourth generation class. With a
width of 200 meters, the port
is designed to be capable
of handling passenger ships
and general cargo vessels of
about 20,000 DWT. The WCISP
envisions to attract portion
(10%) of the containerized cargo and the
volume of trade that passes by through the
region towards the east, and to be able to
decongest the local port in the city.
The facilities for the port terminal
development will basically consist of the
following:

In September 1997 the ZAMBOECOZONE
entered into contract with the consortium
of C.L. Rosales & Partners for the
preparation of a Master Development Plan
(MDP) for the ZAMBOECOZONE project. The
Master Plan includes the preparation of the
development plan for the industrial estate
and the international port complex and
land-use plan for other identifi ed areas of
the ZAMBOECOZONE.
ZAMBOECOZONE’s MDP, particularly
at Part II - Volume Four presents the
development plan for the proposed World
Class International Seaport Project, which
is one of the two major development
components of ZAMBOECOZONE. However,
this study was conceptualized in 1997 and
completed sometime in 1999. There are
discussions about pursuing the conduct of
updating the project’s feasibility study (FS).
The pursuit of the project will put the region
better in the commercial arena, be it local
or international trade. It is also one of the
moves that will bring the region closer to its
aspired vision. The support from the national
government in fund sourcing for the
implementation of the project is therefore
earnestly sought.

The poor condition of existing municipal
ports or underdeveloped port facilities has
been noted as one of the challenges in sea
transportation in the region as mentioned in
the updated Zamboanga Peninsula
Regional Development Plan, 2014-2016.
The RDP enunciates the need to upgrade
the existing municipal ports across the
region, considering that the operations of
the local ports will contribute to the
fi shery sector output, as well as, to the
safety, comfort and mobility of the riding
public. It is in this context that the
upgrading, rehabilitation and expansion of
the port of Ipil is proposed.
A modernized port in Ipil will serve as the
front door and gateway to ASEAN countries
with an effi cient and integrated
multimodal system
connected to the global economy. The
project will facilitate seamless
regional cargo transport
logistics, improving the
province’s tourism potential,
investments opportunities and
industrial competitiveness.
It will encourage growth of
other major industries in the
province such as rubber, rice
and corn where commercial
trade can be maximized as
well as provide the driver for
development of industries.
The proposed project will
complement the demand for
an effi cient and effective
seaport services in the province and will
benefi t passengers and cargoes from the
municipalities of Zamboanga Sibugay,
Zamboanga del Norte and Zamboanga del
Sur.
The improvement of the Ipil Seaport is
estimated to cost P100 million.

Dapitan City’s port serves as the gateway
to Mindanao of the western seaboard of
the nautical highway. It is a fast growing
port in the region evidenced by the growth
of passenger traffi c and motor vehicles via
Roro vessels. Passenger traffi c is found to be
increasing by 5.5% annually. Looking at the
2006 to 2014 data, volume of passengers
grew by 51%. For motor vehicles loaded via
RORO vessels, it grew nearly 5 times based
on 2006-2014 data having an average
yearly increase of 26.7%.
Dapitan City plays a critical role in bringing
the region closer to its vision of becoming
the Southern Agri-Fisheries Corridor of the
Philippines as it is not just a home of premier
tourist destinations in the region but also a
growing city where business environment is
promising and vibrant.
Due to the growing
demand, the local leaders
of Dapitan City found the
need to redevelop the
Dapitan Port.
The proposed
redevelopment project of

The Lapuyan Port Development project will
involve the construction of a 1,660.50-square
meter port/pier, 100 meters away from the
existing port to obtain a depth of 10.0 meters,
site development and construction of buildings,
other port facilities and amenities covering
7,109.99 square meters and construction/
improvement/ concreting of the access road
with a total length of 2.5 kilometers.
The port is accessible by land from the cities
of Pagadian and Zamboanga and other cities
and municipalities in Zamboanga Peninsula.
The port can also be accessed through the
waters of Dumanquillas Bay which is part of the
Moro Gulf and Celebes Sea. To reach the port,
It takes 15 to 20 minutes pumpboat ride from
the Poblacion of Lapuyan. The port is situated in
a cove fully protected by mountainous terrain.
With the development of the Western
Mindanao Corridor (Zamboanga Peninsula and
BaSulTa), being the gateway to neighboring
Asian countries namely
Brunei, Indonesia,
and Malaysia, the
development of Pampang
Port will facilitate sea
trade relations with
these countries, thus
will essentially benefi t
the entire province of
Zamboanga del Sur.
The port will improve
sea trade accessibility
and links between the
province and other
major urban areas in
the country, as well as
international markets.
It will facilitate inter-
provincial trade and support cross-border
economic development among the provinces
and cities in the Western Mindanao Corridor,
hence contribute in accelerating economic
development and inclusive growth in
Mindanao. The likely economic impacts are:

Project Benefi ciaries It is perceived that municipalities in the northern part of Zamboanga del Sur,
particularly in the 2nd congressional district, are the direct benefi ciaries of
the project. Their locations are strategic to Pampang Port in terms of time
and distance travel. The route is even made accessible by the opening of
farm to market roads leading to national highways, traversing the major
thoroughfares in the province. Directly benefi ted are the population in
the road infl uence areas of the secondary road that starts from Imelda in
Zamboanga Sibugay traversing Bayog and Diplo, Kumalarang to Lapuyan
and Margosatubig and the coastal road project to be constructed from
Dumalinao- San Pablo- Dinas- Dimataling- Tabina- Pitogo- V. Sagun-
Margosatubig.
The port will serve as the major operating
terminal of feeder ports (small fi shing ports) in
the province. It will serve as a cargo port in
the Zamboanga Peninsula region to load and
unload numerous cargoes, such as grains,
other agricultural, fi shery and mineral products,
from all over the province and even from the
nearby cities and municipalities of neighboring
provinces for shipment to the port of
Zamboanga City, being the gateway to BIMP
EAGA. The province will endeavor to open a
market for its organic rice and other organically
grown agricultural crops in the international
market, including globally competitive agri-
based products and duck meat.
Together with other ongoing and planned
investment on improving farm to market
connectivity to scale up local industries in
agriculture, fi shery, mining and tourism, the
project will enhance the province’s business
environment to sustain trade with neighboring
Asian countries by reducing the cost and
increasing the reliability of transport of goods
and services from the province to commercial
market centers in the region and international
market in the BIMP EAGA.
The project will also reduce poverty by
providing access to employment opportunities,
markets and growth centers. It will also promote
private sector participation by encouraging
them to increase capital investment in the
province.
It will also contribute to the empowerment
of the poor, enabling their participation in
community and wider decision making and
overcoming social, cultural, and physical
barriers, including geographical isolation.
The project is vital in advancing peace
and security efforts in the province. It would
expedite the mainstreaming of lawless elements
into the folds of the law via access to livelihood
and employment opportunities. Proliferation of
illegal drugs and other forms of criminalities in
the province will be eradicated.

Due to its need of having a stable power
supply, the province of Zamboanga del
Norte proposes the development of three
(3) mini-hydropower plants. This will aid the
current state of unreliable power supply
demonstrated by the occurrence of
blackouts that hamper various activities in
the region.
The LGU of Zamboanga del Norte further
proposes 2 major projects, viz.:
1] the conduct of a full blown feasibility
study for 3 mini-hydro power plants; and
2] the development and operation of 3
mini-hydro power plants.
The initial study showed the potential of
Dapitan River for the development of 3
mini-hydro power plants - the upper,
middle and lower power plants. If all
three power plants will be developed and
operationalized, all will produce/generate
a combined total of about 12 megawatts.
This will partly address the power shortage in
the province.
Stable power supply is one of the key
ingredients in enticing the infl ow of
investment in any locality. It is a basic
need to households, institutions , big
and small establishments/businesses. The
infl ow of investments for value-adding
activities, in particular, will result to better

As a highly urbanized city
with rapid population
growth of 3.02 percent
per annum, the demand
for potable water in
Zamboanga City has
been increasing over the
years.
Zamboanga City is
Region IX’s capital for
trade and commerce
and is known as the
Sardines Capital of the

The CY 2014 data of
Zamboanga City Water District show that out of the 98 barangays in
the city, only 56 barangays have Level III water
service connections.
There is a need to close the wide gap of water
service connections in Zamboanga City and
seek the assistance of national government
in undertaking a feasibility study and later in
mobilizing funds for the construction of a state
of the art impounding dam to allow service
expansion to unserved barangays in the city.
The said facility is proposed to be established at
the city’s Pulong Bato area.
The proposed project is aligned with the long
term plan of the Zamboanga City Water District
in addressing the inadequate water supply in
the City particularly in the dry months.

Persistent rains cause progressive scouring
of the Usugan River. The river regularly
overfl ows, fl ooding agricultural and
residential areas along the river banks.
Flooding occurrences interrupt business
operations, affect critical infrastructure,
threaten crops, and endanger lives and
communities. Flooding hampers economic
development and the effi cient delivery of
basic social services in these communities.
Millions of pesos are lost during fl ooding
events.
The scouring along the Usugan River has
damaged several structures. It affected a
big part of the Tambulig Elementary School

A river control structure with a total length
of 1,800 ln.m. was constructed with fund
support from the World Bank through
the Local Government Finance and
Development. This structure has to be
expanded to protect the modular Bridge
along the Sindangan-Bayog-Lakewood
National Secondary Road. The expansion of
the structure likewise intends to maximize its
usefulness and benefi ts to settlements and
production areas.
Aside from damaging crops and residential
buildings, fl ooding also hampers economic
activities resulting to loss of millions of pesos.
Rice is the main produce in the affected
barangays with a total of 160 hectares of
rice fi elds.
The proposed project

The Municipality of Payao in Zamboanga
Sibugay experienced fl ooding caused by
destructive typhoons affecting the lives
of the people, damaging agricultural
crops, public and private properties, and
interruption of business operations. Floods
tend to hinder economic development
and the effi cient delivery of basic social
services.
The Binangonan Bridge constructed under
the Tulay ng Pangulo Program is in danger
of collapsing due to the scouring of the
bridge foundation.
Recent site inspection indicated a
threatening situation wherein the river bank
is progressively eroding.
The proposed project is a continuation of
on-going/phase-implemented project with RDC IX endorsement.
To address the urgent

The Salug River used to be located 200 m
away from the Tumapic Elementary School
site (shown in the picture). A small village,
with at least 12 households, used to exist
in front of the school site. This small village
even had amenities such as basketball
court, Purok Center, hand pump deep well
and many others. The danger of Salug River
to devour these amenities was beyond
imagination back then.
In the late 1990’s, Salug River showed
noticeable movement through river bank
erosion towards the school site due to
perennial fl ooding. In the year 2000, the
small village in front the school site was
completely displaced. River bank erosion at
that time was not considered alarming as
only a few meters on the river side annually
was affected.
The amenities/
facilities of the school
were grabbed one
by one by scouring
and turned them to
rubble at the bed of
Salug River. Four big
mango trees which
supposedly marked
the boundary of the
school site were the
fi rst to succumb to the
fl ood that year.
A fl ood control project
is urgently needed to
be implemented to
arrest further damages in the said site.
The school is still in existence with 140
enrollees.

The proposed project aims to prevent
erosion on river banks which occurs during
long periods of rainfall. During bad weather
condition, strong current from upstream
causes water level downstream to rise to
fl ood areas along the river banks.
The Aguada Bridge is the only bridge that
connects the East and South Coast of
the Island of Basilan. The central business/
commercial area, Port Area of Basilan, and
some of the national and local government
offi ces, schools, hospitals are located in the
East Coast of Isabela. The other national
government offi ces, school, colleges,
hospitals, and small businesses are situated
in the South Coast.
The neighboring Municipalities of
Lantawan, Maluso and Sumisip are linked
to Isabela City through Aguada Bridge. The
residents of these municipalities prefer to
go to the Port of Isabela when travelling to
Zamboanga City which
is more accessible/
nearer than the Port of
Lamitan.

The Kipit Bridge is a multi – million public
infrastructure. It is the only bridge that
connects the Liloy – Siocon National Road.
Likewise, it links the Triple S-B (Municipalities
of Sibuco, Sirawai, Siocon and Baliguian)
area to the Municipalities of Liloy and
Labason and to the rest of the southern
municipalities of Zamboanga del Norte.
The proposed river control project is for the
protection of its river bank from continued
scouring and gradual soil erosion. The
actual condition of the river banks have
now reached an alarming situation
because of its yearly incidents of fl ash
fl ood and overfl owing stream especially
occurring at the height of the rainy season.
The proposed river control project is a
revetment that protects the river bank along the bridge from

During heavy rainfall, Dapitan City,
specifi cally the low lying barangays of
Sulangon, Tutua up to Polo, are prone
to fl ooding. These barangays suffer
negative impacts on the lives of the
people, agricultural production, damage
to private properties, interruption of

development and the effi cient delivery of
basic social services.
The proposed construction of fl ood control
structure (revetment) will serve as the
protection of the riverbank from collapse,
erosion, and scouring. Additional dike is
to be constructed along the riverbank to further protect

Sibuguey River traverses the Barangay
of Sibuguey, a populated barangay in
the Municipality of Siay. During typhoons,
Sibuguey River heavily fl oods the barangay
and neighboring areas affecting economic
activities and endangers public and private
properties or even the lives of about 5,000
people in the community.
The proposed construction of river control
along the river bank of Sibuguey River will
protect human lives and agricultural crops
from fl ooding, considering that this area is
one of the rice granaries of Zamboanga
Peninsula.
A threatening situation was observed
during the recent site visit. Even with just a
small amount of rainfall the water level rose
to almost equal the top level of the existing earth dike. The existing
earth dike is the only
structure that protects
the crops and residents
from fl ooding.
To address this matter,
the immediate release
of funds is needed
to rehabilitate and
upgrade the said dike.

The proposed construction/extension of fl ood
control structure is located along the San Jose
Gusu creek. It will pass through barangays San
Jose Gusu and Baliwasan which are residential
and commercial area.
Flooding is almost a normal occurrence
especially during rainy season, which causes
the creek to swell while areas near the banks
have to contend with waterlogging during high
tide. Most of the time fl ood water reaches the
residential and commercial area, and even the
national highway. Thus a need of said proposed
structure to prevent loss of lives and damage to
properties.
The project is a revetment wall consisting the

economic development of the Salug
Valley area which is considered the primary
rice granary in the province.
The implementation of the project shall
prevent the loss of lives and produce of
farmers and fi sherfolks with no alternative
livelihood, and destruction of properties
and government facilities. It is also
expected to reduce the prevalence of
schistosomiasis in the area.

Flooding is almost a normal occurrence
especially during rainy season causing
the river to swell. Flood water reaches the
residential and agricultural areas, including
the Labuan Community Hospital.
The proposed construction/extension of
fl ood control structure is located along
Labuan River. Its banks are eroded due to
fl ooding. There were instances that houses
near the river bank were damaged.
Banana and sweet potato are the main
produce of Barangay Labuan and
neighboring barangays. Harvesting is all
year round. However, these could not
be transported to the city proper when
roads and bridges are unpassable due to
fl ooding.

The province of Zamboanga del Sur has
three main watersheds that support the
socio-economic environmental activities
of its constituents and play a crucial role in
the achievement of the local government’s
goals for food security, economic viability
and the effective delivery of basic services
to the people.
The Dinas river watershed covers the
protected area of Mt. Timolan in Tigbao,
one of the natural treasures of the province.
It has two surface waters known as the
Lake Maragang, a 22-hectare heart-shape
crater and Lake Timolan, a one-hectare
crater lake nested near the Timolan
Peak. It was declared as the Provincial
Park in June 1992 through
Regulatory Ordinance No.
2 and became one of the
national treasures through
Presidential Proclamation
No. 354, s. 2000, declaring
it as one of the protected
landscapes of Zamboanga
del Sur. From Mt. Timolan, it
traverses to the mountains of
San Miguel and Dumalinao,
going to the valleys and
plateaus of Guipos and San
Pablo and the lowlands of
Dimataling and Dinas.
The second watershed
covers the beautiful lake of
the municipality of Lakewood and one of
the eco-tourism destinations of the province
and the mountain of Sirongan and it
passes through the plains of Kumalarang
and empties at the Dumanquilas Bay,
infl uencing the fi shing industry of four
component municipalities of Kumalarang,
Lapuyan, Margosatubig, and Vincenzo
Sagun.
The third watershed is the Salug Valley River
watershed that covers the mountains of
Paraya of Salvador in Dumingag, in which
the water supports the irrigated rice lands
of Dumingag and Mahayag.

province is also endowed with lovely
seascape through the diverse coastal
resources of the Illana, Maligay and
Dumanquilas Bays. It has protected
mangroves, corals, sea grasses and is
accented by beautiful islands and white
beaches which is the habitat of the
endangered sea turtles.
The coastal ecosystem of the province
serves as the catchment of the agro-
forestry activities from the upland down to
the lowland. The lowland ecosystem holds
the residential and agricultural activities
which will affect the coastal environment
that serves as the buffer between the
terrestrial and coastal ecosystems.
The municipality of Dinas holds the biggest
area of the mangrove forest at about 4,000
hectares and the rest of the municipalities
hold pockets of it that serves as the shelter
and habitat of fry and other marine
species. Mangrove forests of the Baganian
Peninsula is being threatened by massive
illegal cuttings of mangroves that affected
the fi sh stocks of the said fi shing ground.
Aside from the illegal cutting of mangroves,
Baganian Peninsula coastal areas are also
facing the problem on illegal fi shing like
cyanide fi shing that damaged the coral
reefs and sea grasses whose underlying
cause is the weak implementation of
environmental policies at the municipal
and barangay governments.
Barangay Pisaan of Dinas was once a
reforested area in 1998 but presently,
only the exterior part of the area has the
presence of mangrove and the inner
portion is barren. There are approximately
60 charcoal ovens destroyed during
the actual inspection of the area which
manifests that illegal cut mangroves are
turned into charcoal.
These problems lead to environmental
degradation which will further lead to the
reduction of fi sh stocks that redound to the
decreasing trend of fi sh catch of the small
fi sher folks, affecting their family income
and making them vulnerable to risk.
The proposed program aims at achieving
the following goals and objectives:
Goal:
Upliftment of the socio-economic
well-being of the poor households and
vulnerable groups of Zamboanga del
Sur.
Objectives:
•Increase fi sh catch of the small
fi sherfolks by 20% annually by the end of
the project life;
•Increase family income of the fi shing
and farming households by 20% at the
end of project life; and,
•Increase fi sh stock of the fi shing grounds
of the Yllana, Maligay and Dumanquillas
Bays thereby making Zamboanga del
Sur as one of the rich fi shing grounds of
Zamboanga Peninsula.

The proposed waste-to-energy project of
the provincial government of Zamboanga
del Norte envisions to address waste
management problems and unresolved
power shortages besetting the province.
The facility will utilize tons of wastes for
conversion to biofuel to be used to fi re-up
diesel fed generators to produce power.
The facility is proposed to process all known
wastes, organic wastes, recyclable wastes,
hazardous wastes, liquid wastes to achieve
zero-waste.
Following the worldwide estimate of a kilo
of wastes generated by each household, it
is estimated that the cluster of LGUs within
the periphery of the proposed facility is
estimated to generate a total of 88.53 tons
of wastes. Implementation of the project
will involve three phases:

Solid waste management
to achieve zero waste
will greatly impact on the

sector, can jointly extend the services

Data from Philippine Drug Enforcement
Agency (PDEA) Region 9 revealed that an
average of 132 drug-related cases is
reported in the region in 2009. An addition
of around 100 to 150 people is estimated
to have problems with substance abuse. In
2014, PDEA reported a total of 873 drug-
related operations in the region, with more
than half of the operations conducted in
Zamboanga City.
However, the region has only one facility
which caters to the need of drug abuse
treatment and rehabilitation. This is a
privately-owned facility located in
Zamboanga City and has 30-bed capacity
only. During the last fi ve years, the local
government unit of Zamboanga City
provided P1.7 million as a yearly subsidy to
this facility. On the
monthly average, 20
patients are admitted
for treatment and
rehabilitation.
However, the facility
does not admit female
patients and they
are often referred to
Ozamis City, Cagayan
de Oro City or Davao
City.
To respond to the
need and in line with
the region’s thrust
of strengthening
the access to quality health and nutrition
services, the Western Mindanao Drug
Abuse Treatment and Rehabilitation Center
(DATRC) is proposed.
DATRC will provide access to quality drug
treatment and rehabilitation of patients in
the region. Patients need not travel to other
regions to be treated, thereby, easing the
fi nancial constraints for such treatment.
The proposed project is an 88-bed
capacity DATRC that will cater to 56 male
and 32 female patients. The facility will
be located within the Mindanao Central
Sanitarium in Pasobolong, Zamboanga
City and will cover a total land area of
5,568 square meters. It will include the
construction of an administrative building,

Zamboanga City.
The lot will be
acquired through
a Memorandum of
Agreement with the
City Government of Zamboanga. It shall
cost P17.5 million.
The project shall be in pursuit of the
following objectives:
•To provide shelter and family life
experience to selected clients who have
no family or home to reside after release;
•To provide selected clients with group
dynamics activities for the enhancement
of their interpersonal and social skills to
prepare them for meaningful
reintegration to mainstream society;
•To provide the selected clients with
life-surviving skills through access to
various skills training programs in order for
them to become productive members
of society; and,
•To provide a training venue or facility for

volunteer support groups.
The building will have a 60-bed capacity
dormitory, 20-bed capacity dormitory for
women with toilet and bath on the 2nd
fl oor and a 40-bed capacity dormitory for
men with toilet and bath on the ground
fl oor. Two classrooms, a conference hall
and a working area for dressmaking/
tailoring, etc. will be situated on the second
fl oor while the fi rst fl oor will house the
working areas for carpentry, machinery,
kitchen, dining area, and an offi ce space
with reception area.
The Therapeutic Community Ladderized
Program (TCLP) which uses the self-help
learning approach will be the umbrella
program of the center through the
application of its fi ve components,
namely: relational/behavioural
management, affective/emotional-
psychological, cognitive/intellectual,
spiritual, and psychomotor/vocational-
survival skills.
Selected clients will be allowed to stay in
the Center for a maximum of six months.
The Center will be managed by a Chief
Probation and Parole Offi cer with the
support of a designated personnel and
stakeholders who will help PPA in the
capability-building of clients, community
corrections, workers, and volunteer support
groups.
Through the establishment of the Halfway
House, it is expected that incidence of
recidivism or reoffending may be reduced,
as well as, misplacement or dislocation,
especially of newly-released clients will be
avoided; hence, a more peaceful
community.
The provision of venue for capability
building among community corrections
offi cers and volunteer support groups will
not only contribute to a more effi cient and
effective delivery of basic work services
but shall also contribute to nation-building
particularly toward economic, peace, and
security stability.
