At the second public hearing on January 31 at City Council for the annexation, discussion was held that only undeveloped property would be annexed. The zoning case needs to proceed in its entirety; the properties that are not annexed by the City Council will not/cannot complete the zoning as they will not be in the city. Only the properties that complete the annexation will be provided the zoning districts are noticed and identified in this report. Development Impact Analysis:

1. Land Use Compatibility This Council-initiated zoning change request is intended to align the existing land uses with the future land use map, and zoning. The process for Council-initiated rezoning was adopted in November 2000 regarding the procedure for City-Council-initiated rezoning. The procedures include:

• Verifying the zoning changes are consistent with the City’s Comprehensive Plan (01/2017); and • Providing for the Planning Department to brief the City Council on the proposed zoning changes, after which the City Council shall indicate whether or not it wishes to initiate the proposed zoning changes; (1/24/2017) • Placing an appropriate Mayor and Council Communication on the agenda for a City Council meeting authorizing the Planning and Development Department to prepare and submit an appropriate rezoning application (1/24/2017), which shall schedule the application for the next available public hearing by the Zoning Commission (2/08/2017).

The subject area covers 70.69 acres and approximately 32 parcels. The request is to rezone the area to correspond to existing land uses, in accordance with the proposed 2017 future land use. On the basis of existing land uses, the proposed zoning change is compatible with the surrounding land uses.

2. Comprehensive Plan Consistency

The area is designated for Single-Family Residential, Low-Density Residential, Light Industrial and Neighborhood Commercial uses in the 2016 Comprehensive Plan. Based on land use

policies and existing and surrounding land uses. The requested zoning classifications are appropriate for the proposed land use designations.

Based on conformance with the future land use map, the proposed zoning is consistent with the Comprehensive Plan.
