Minutes of 25th Selection Committee Meeting on the Scheme "Support forEntrepreneurial and Managerial Development of SMEs through Incubators" held on11&12 Jan, 2018 at 10.00 A.M onwards at MSME-DIExtension Centre Complex, BalSahyog,Opp. L Block, Haldiram,OuterCircle - Connaught Palace,NewDelhi-110001

The zs" Meeting of the Selection Committee was held on 11&12 Jan, 2018 from 10.00A.M. in the Meeting Seminar Hall of MSME Extension Centre, Connaught Place, New Delhi.

Shri Sudhir Garg, Joint Secretary & Add!. Development Commissioner, % DCMSMEpresided over the meeting.

At the outset, Shri Sanjay Bisariya, Joint Development Commissioner welcomed theChairman of the Selection Committee, other members of the Selection Committee andparticipants of the zs" SCM. A brief of the Scheme was also presented.

Joint Secretary & Add!. Development Commissioner" % DC MSME complemented allthe participants for being a part of the important National agenda of promoting business.

Thereafter the Agenda items were discussed one by one and decisions were taken:

3. All the Hls/Bls/ldeas incubate were apprised about Public Financial ManagementSystem (PFMS) and Expenditure Advance Transfer Module (EAT Module) for release ofany Government Funding and it was informed that each agency is to get itself registeredon PFMS & EAT Module for getting Government funding under the scheme. Also eachagency should operate separate Bank Alc for Incubation scheme and same name of theagency should be mentioned everywhere.

4. % DC, MSME is initiating action to operationalise the Scheme "Online". First cut ofdraft online Module was demonstrated to participants on both the days.

5. The issue of decentralization of few activities of the Scheme was discussed and It wasopined by all participants that necessary steps may be taken to decentralize activities of
