MAP-21 Reauthorization• Program authorizations expire May 31, 2015

– Both budgets establish “reserve funds” that would allow spending to

be increased if the revenue is found

• President/USDOT

– GROW America - $478B, 6 year bill

– 14% tax on foreign earnings of US companies

to HTF to support current spending levels through May 31, 2015

• HTF receives $40B annually in revenue and interest

• Requires MPOs to offer a higher degree of public participation
