On June 19, 1997. the Pubhc Ut1lrties Commrssion (Commission), in accordance with SOCL 49.31 .3 and ARSD 20 10 24·02, received an apphcatlon for a certificate of authonty from Crystal Communicahons, Inc (Crystal)

On June 19. 1997. the Commission e1ectron1cally transmitted notice of the fihng and the ,ntervenhun deadline of July 7. 1997. to interested 1ndMCfuals and enllties No petlllOns to intervene or comments were filed and at its regularly scheduled August 18, 1997, meeting. the Comm1ss1on considered Crystal's request for a certificate of authority. Commission Staff recommended granting a certificate of authonty, subJect to rural safeguards Commission Staff further recommended a waiver ol 20 10 24 02(8) and ( 12)
