The Conference’s Closing Session – Conclusions and Recommendations

Introduction This closing section represents conclusions and recommendations are a

synopsis of key viable messages by the speakers; positions of Lebanese experts

and decision makers that were ascertained by the international experts; issues

raised by local civic society and academia that were applauded by

participants; and presented current practices by Lebanese industries and local

authorities that have proven to divert materials from land filling.

The recommendations of the conference are presented under various topics:

Government:

o The Government of Lebanon should establish a sustainable, flexible,

and resource oriented waste management system for Lebanon.

o Establish a national and transparent data base for MSW and other type of

wastes.

o The Ministry of Environment (MoE) should be the entity devising the waste

management strategy.

o Encourage the Lebanese Government represented by MoE to lead a proper

governance initiative for MSW.

o Willingness to change and develop is a must.

Use technology for a better society: o Co-processing is a preferred option over land filling and incineration.

o RDF (Refuse Derived Fuel) production and co-processing and the

installation of BMT plants is replacing incineration as options in Europe,

and in the rest of the “western world” (In contrast with what is being

promoted in Lebanon).

o MBT (Mechanical Biological Treatment) can reduce waste volume,

increase landfill lifetime, reduce emissions by >90% in gas and

Leachate, protect surface and groundwater and produce RDF.

o With proper drying, and recovery of recyclable and RDF, only inert

matter would be destined to land filling.

o Composting is not an option for mixed waste, and regulators and

technicians should stop promoting it, except for sorted at source organic

matter.

o Waste sorting at source is highly recommended to be introduced.

o Valorization of organics through composting can only be done if sorted at

source (not mixed). Treatment of organics, especially in mixed waste,

should be done through other means like Bio stabilization or bio drying.

Industry: o Engage and encourage Industry as an active partner.

o Ensure recovery of recyclables as raw material.

o Offer industry incentives to develop their systems to co-process alternative

fuel and resources.

o Take note that “centralized” incineration punishes industry, and deprive

them from raw material and alternative fuels.

Sustainability:

o Lebanon needs can be a leader in the development, implementation, and

maintenance of innovative and sustainable waste reduction, recycling and

collection services within an engaged community.

o Acting under emergency approaches is not constructive.

o Putting limitations, asking for large consortium forces elevation in prices,

increase unknowns, and develops more centralized decision making and

monopolies.

o Mixing collection with treatment hinders the use of checks and balances

and limits control over quality and finances. Such approaches hamper

active minimization of waste generation.

o Technical, financial and environmental sustainability depends on long term

visions and strategies. Sustainable solutions can only be implemented

within proper visions and strategies, and not as a response to emergency

situations. Visions lead to strategies and in turn to sustainable solutions.

Such solutions address market needs, and have positive socio-economic

implications, and would ultimately lead to closure and reclamation of

dumps, and the better protection of the environment.

o Indirect costs and the cost of environmental degradation ought to be

accounted for in decision making.

o C&D, bulky waste and hospital waste should not be mixed with household

waste.

The Conference’s Closing Session – Conclusions and Recommendations

Role of Municipalities: o Municipalities should encourage social engagement, and get engaged

socially.

o Municipalities should have control over budgets and expenditures for the

cleansing of towns, and be involved in related financial matters.

o The government ought to entrust municipalities and federations of

municipalities to play an active role in implementing awareness programs.

o Proper solutions ought to relieve municipal funds and permit

decentralization and development.

o Decentralization of waste management solutions should be considered as

part of any strategic plan for solid waste management in Lebanon.

Civil Society, NGOs and Education:

o NGOs are correct in requesting strategies before solutions. Something the

government and its politicians are hesitant to do…

o Although, NGOs may not always promote technically viable solutions, they

are a must as pressure groups.

o We aim at providing a waste collection and recovered materials services

that are timely and serve the needs of our community. In the preparation

stage, we will work with CDR and other government stakeholders to

establish a vision and mission for

o Continually educating ourselves and our community regarding

sustainability, environmental responsibility, recycling, and proper waste

management is a must.

o Society should play an active role in waste reduction and management.
