    REGULATIONS FOR SEAFARERS

    PART IObjective, Scope, Basis and Definitions

    Objective

    Article 1- These Regulations are set to define the provisions related the seafarers requiredfor the manning of the ships to maintain the ships fitness for sailing.

    Scope

    Article 2- These regulations cover and define the standards for seafarers competence,training, assessment, certification, medical fitness, registration procedures and watchkeepingregulations, working on ships flying Turkish flag.

    Basis

    Article 3- These regulations are based on the requirements of the 1978 International Conventionon Standards of Training, Certification and Watchkeeping for Seafarers (STCW-1978) as amendedin 1995 (STCW-95), to which the Government of Turkish Republic has become a party by Act3539-20/4/1989, and on the Safety of Life and Property at Sea Act No. 4922 10/6/1946 and

    paragraph D of article 2 of Act 3612-7/2/1990 as amended and The Decree in Law Judge RelatedEstablishing and Mission of Undersecretariat for Maritime Affairs, The Law Changes Decree inLaw Judge About State Civil Servant Law and Methods dated 07.02.2002 and Act No.4745.

    Definitions

    Article 4- Hereafter by,

    1) Administration: The Undersecretariat of Maritime Affairs of the Prime Ministry of theRepublic of TURKEY,

    2) Company: The owner of the ship or another company or bareboat charterer who hasassumed the responsibility for operation from the ship owner with all the liabilities set forth withinthese regulations,

    3) IMO: International Maritime Organization

    4) Convention: STCW 78 and STCW 95 as amended,

    5) Directives for Training and Assessment : The requirements, in the training andeducation of the seafarers and the contents of the examination subjects to be issued based on thesedirectives,

    6) Directives for Manning: The Directives to be issued under these regulations to man aship,

    7) Directives for Quality Standards: The Directives to be issued within the frame of

    provisions of regulation 1/8 of the Convention and section A-1/8 of the STCW Code,

    8) Medical Directives: The Directives to be issued by the Ministry of Health on themedical fitness of the seafarers,

    9) Ship: A vessel which is capable of sailing in domestic and/or international waters by any

    means other than oars regardless of its tonnage, operational purpose or under whatever title it isnamed,

    10) Ship in Service: A vessel with a valid seaworthiness certificate,

    11) Merchant Ship: A vessel which operates in domestic or international waters forcommercial purposes,

    12) Passenger Ship: A merchant vessel which can hold more than 12 passengers on board,

    13) Cargo Ship: A merchant vessel which carries cargo and 12 or less passengers,

    15) Tanker: A merchant vessel constructed or adapted and used for carrying theinflammable liquid cargo described in paragraphs 16,17 and 18,

    16) Oil Tanker: A merchant vessel constructed or adapted and used for carrying petroleumand petroleum products,

    17) Chemical Tanker: A merchant vessel constructed or adapted and used for carrying inbulk any of the liquid products listed in chapter 17 of the International Bulk Chemical Code,

    18) Liquefied gas Tanker: A merchant vessel constructed or adapted and used for carryingin bulk of any liquefied gas or other liquid products listed in chapter 19 of the International GasCarrier Code,

    19) Light Boat/Ferryboat: A vessel constructed with materials other than wood the fullyladen water displacement of which does not exceed the values obtained by the formula below,

    L= Length of the ship (in meters)B= Width of the ship (in meters)

    20) High speed Light boat / Ferryboat: A vessel constructed with materials other thanwood, the speed of which is equal or over the values obtained by the formula below,

    21) Ro-Ro Cargo Ship: A cargo ship constructed with Ro-Ro cargo spaces into which thecargo can be loaded and unloaded from loading ramps,

    22) Fishing Boat: A vessel constructed solely to catch, store or process the living resourcesof sea and registered as such in its tonnage certificate,

    23) Service Boat: A special kind of boat used for specific purposes such as scientificresearches, sounding and boring, rescuing, cable laying, fire fighting and boats such as tug boats,crane barges, dredges, control and pilot boats, masting machines, factory boats, diver vehicles and

    personnel carriers,

    24) Passenger Motor-boats: A commercial motor-boat full length of which is less than 42meters and carries passengers on daily cruises within the harbour limits in a radius less than 25miles,

    25) Amateur Fishing Boat: A boat less than 8 meters in full length, powered by a motorused for amateur fishing purposes,

    26) Rescue boat: A boat suitable and used for rescuing the lives of persons in danger andabandoning ships in distress,

    27) Fast Rescue boat: A speed boat made of rubber, fibreglass or steel plate to save thelives of people and take them to rescuing ship from the ship in distress,

    28) Commercial Yacht: A vessel built as a yacht to serve solely for cruising and sportingpurposes and registered as such in its tonnage certificate, with passenger cabins, bath-rooms, washbasins and a kitchenette to accommodate a maximum of 12 people on board or 36 people atmaximum under Cabotage sailing restricted to 100 miles and not going afar from land for more than

    20 miles,

    29) Private Yacht: A vessel built as a yacht, to serve solely for sporting and cruisingpurposes and registered as such in its tonnage certificate, with cabins, bath-rooms, wash basins anda kitchenette, to accommodate a maximum of 12 people on board,

    30) Training Vessel: A vessel built or adapted to be used as a training ship to train theseafarers,

    31) Ro-Ro Passenger Ship: A ship specially built to allow on board cargo on wheels over aloading ramp and accommodate more than 12 passengers,

    32) Commercial Speed Boat: A boat made of rubber, fibreglass or steel plate to be used inwater sports commercially and registered as such in its tonnage certificate,

    33) Seafarer: Ship Masters, Officers, Assistant Officers, Interns, Ratings and Other ServicePersonnel,

    34) Restricted Watchkeeping Officer: An officer ranked after the ship master on aseagoing ship, less than 500 GT, engaged in near coastal voyages as described in paragraphs 3 and4 of the Convention Regulation II/3,

    35) Restricted Master: The officer in charge of a ship less than 500 GT engaged in nearcoastal voyages as described in paragraphs 5 and 6 of the Convention Regulation II/3,

    36) Watchkeeping Officer (500-3000 GT): An officer in charge of the navigational watchon a seagoing ship between 500-3000 GT as described in the Convention Regulation II/1,

    37) Chief Officer (500-3000 GT): The seafarer in charge of a seagoing ship of between500-3000 GT and ranked after the master as described in paragraphs 3,4.1 and 4.3 of theConvention Regulation II/2,

    38) Master (500-3000 GT): The seafarer who is in charge of a seagoing ship between 500-3000 GT as described in paragraphs 3,4.2 and 4.3 of the Convention Regulation II/2,

    39) Oceangoing Watchkeeping Officer: The seafarer who has completed the educationrequired by the Administration and has reached the mandatory level described in the Regulation II/1of the Convention to take responsibility on any seagoing ship without any restriction as to tonnageor sailing area,

    40) Oceangoing Chief Officer: The seafarer who is entitled to take responsibility on any

    seagoing ship without any restriction as to tonnage or sailing area and ranked after the master asdescribed in paragraphs 1,2.1.1 and 2.2 of the Convention Regulation II/2,

    41) Oceangoing Master: The seafarer who is entitled to take charge of any ship without anyrestriction as to tonnage or sailing area as described in paragraphs 1, 2.1, 2.1.1 and 2.2 of theConvention Regulation II/2,

    42) Restricted Engineer Officer: The seafarer who ranks below the Chief Engineer, onships powered by main propulsion machinery less than 750 kW and engaged only in near coastalvoyages, with the qualifications required by the Administration,

    43) Restricted Chief Engineer: The seafarer, responsible for the operation and maintenanceof the machinery on ships powered by main propulsion machinery less than 750 kW and who holdsthe qualifications required by the Administration.

    44) Engineer Officer (750-300 kW): The seafarer described in the Convention RegulationIII/1, who works on ships powered by main propulsion machinery between 750 3000 kW,

    45) Second Engineer (750-300 kW): The seafarer whose responsibilities are as described inparagraphs 1,2.1,2.1.1, and 2.2 of the Convention Regulation III/3 and who comes next in rank tochief engineer and responsible for the mechanical propulsion and electrical installations on ships

    powered by main propulsion machinery between 750-3000 kW,

    46) Chief Engineer (750-300 kW): The senior engineer officer who is responsible for themechanical propulsion, operation and maintenance of the machinery on ships powered by main

    propulsion machinery between 750-3000 kW as described in paragraphs 1,2.1,2.1.2 and 2.2 of theConvention Regulation III/3,

    47) Oceangoing Engineer Officer: An engineer officer who has completed the mandatorylevel described in the Regulation III/1 of the Convention in addition to the education required bythe Administration and authorised to take on any sea going ship regardless of any restriction as toengine-power or Sailing area,

    48) Oceangoing Second Engineer: An engineer officer who comes next in rank to chiefengineer as described in paragraphs 1, 2.1, 2.1.1 and 2.2 of the Convention Regulation III / 2,

    49) Oceangoing Chief Engineer: The senior officer with the mandatory qualifications setforth in paragraphs 1, 2.1, 2.1.1 and 2.2 of the Convention Regulation III/2 who is entitled to takeresponsibility on any sea going ship regardless of any restriction as to engine-power or Sailing area,

    50) Assistant Officers: The radio operators, doctors, medical officers, nurses appointed onthe ship or the additional personnel on board depending on the characteristics of the ship such as,electricians, electronic officers, mechanics, technicians, computer programmers and operators, and

    scientists assigned on scientific research ships, clerks, assistant clerks and stewards,

    51) Cadets (Deck and Engine): A seaman who is being trained to become a seafarer andhas reached that competency level according to the code or regulations,

    52) Rating: A member of the ship crew other than the master, officers, assistant officers andcadets, who are employed in deck, engine or cabin departments of a ship,

    53) Passenger: A person older than one year of age travelling on board charged or free ofcharge,

    54) Others on Board: People on board with a travelling licence issued by the HarbourMaster apart from the passengers and the crew, such as the masters, owners, officers spousesand /or children, representative of the employer, tenders of the animals on board and the personnelallowed on board by the master to be employed in life saving operations,

    55) Propulsion Power (kW): The total power of the engines and their maximum continuousoutput as indicated in ships certificate and registry or other official papers in terms of kW, (1 kW =1.34 HP 1 HP = 0.746 kW)

    56) Gross Tonnage (GT): The total volume of the ship in terms of covered areas both above

    or below deck as indicated in ships certificate and other official papers (2.83 m3 = 1 GT),

    57) Radio Regulations: The international regulations that take place in ITU/RR to whichTurkey is a party,

    58) Radio Duties: Watchkeeping, technical maintenance and repairs carried out on board inconnection with communications as specified in SOLAS - 74 and its appendixes and in theresolutions of IMO,

    59) GMDSS: Global Maritime Distress and Safety system,

    60) Harbour Voyage: Voyage within harbours limits,

    61) Cabotage Voyage: Voyage between Turkish Ports passing beyond the limits of the Portof Departure,

    62) Near Coastal Voyage: The voyage made beyond the Cabotage boundaries , both in TheBlack Sea and The Mediterranean, the limits of which is designated by a line drawn from CapeMataban to Cape Krio in the West of Crete and from there to the Southern boundary of the city ofJaffa in Israel, (Appendix. 1)

    63) Oceangoing Voyage: Voyage made without any limitation, (Appendix. 1)will be meant.

    Authorities and Responsibilities

    Article 6 The units involved in giving Maritime education such as the Ministry ofNational Education, Ministry of Defence and those which are accredited to the Board of HigherEducation are held responsible for the provision of the educational standards outlined in theConvention.

    The curriculum concerning the subject matter educational standards and other mattersrequired by the related provisions are examined by the Administration from the point of conformitywith the Convention, with the regulations and provisions attached to it. The party in concern isnotified in case they are found suitable and approved. They are returned to the party for thereconsideration of non-conforming parts when there is any.

    The institutions/organisations which control the education, the assessment and certificationof the seafarers are subjected to inspections, the results of which to be conveyed to theAdministration periodically, in accordance with the regulation 1/8 and section A-I/8 of theConvention, by an Independent Board of Inspectors to be formed by the Administration to agreewith the article 67 of these regulations.

    The Administration shall not accredit the records of those who are graduated frominstitutions, which give education that does not conform to standards set under the Convention andthese regulations, to issue a seamans book and/or a certificate of competence. Those who are beingeducated in or those who have graduated from such non-approved institutes shall be granted the

    right to take the examination after taking the remedial courses provided by the approvedinstitutions.

    Limits of Competency

    Article 7- Upon coming into force of these regulations the limits and the conditions ofcompetency to be rendered onto Ship Masters, Deck Officers, Chief Engineers, and EngineerOfficers shall be as listed below to accord with the related provisions of the Convention.ab a) Masters and Deck Officers;

    c 1) who will work on ships less than 500 GT engaged in near coastal voyages,

    2) who will work on ships less than 500 GT engaged in voyages beyond near coastalregions,

    3) who will work on ships between 500 3000 GT,

    4) who will work on ships over 3000 GT, The provisions, limits and conditions ofcompetence will be defined separately for each group above from 1) to 4), and

    5) Masters and watchkeeping officers who are to be working on ships less than 500 GT butvoyaging beyond near coastal voyage area shall be expected to hold the qualifications of those whowork on ships between 500 3000 GT .de b) Chief Engineers and Engineer Officers;f

    1) who will work on ships powered by main engines less than 750 kW engaged in nearcoastal voyages,

    2) who will work on ships powered by main propulsion machinery less than 750 kWengaged in voyages beyond near coastal regions,

    3) who will work on ships powered by main propulsion machinery between 750 3000kW,

    4) who will work on ships powered by main propulsion machinery 3000 kW or more, Theprovisions, limits and conditions of competence will be defined separately for each group abovefrom 1) to 4), and

    5) who will be working on ships powered by main propulsion machinery less than 750 kWengaged in voyages beyond near coastal regions are required to hold the qualifications of those who

    are authorised to work on ships powered by main propulsion machinery between 750-3000 kW.

    SECTION II

    REQUIREMENTS for CERTIFICATIONof

    COMPETENCY

    Requirements for Certification of Competency for Deck Department Seafarers

    Article 8 The requirements to hold a Seamans Book and / or Competency Certificateconcerning age, training-education and sea service are indicated below:

    a) Ratings:

    1) Every candidate who applies to become a Deck Boy shall:

    - Not be less than 16 years of age;

    - Have a minimum of primary school diploma;

    - Have the Security at Sea certificate as defined in Article 19 of the regulation; to beaccredited to bare Deck Boy Competency in his Seamans Book.

    2) Every candidate to become an Ordinary Seaman shall be expected to be successful inthe Seaman Competency Examination, and meet one of the requirements below;

    - Having completed the 12 months sea service 6 months of which being on board as aDeck Boy, or,

    - Going through a training in one of the approved educational institutions, duration andnature of which shall be as described in the Training and Assessment Directives, after serving forsix months at sea as deck boy, or,

    - Being able to document that he has completed 12 months of his military service on boarda ship or 6 months of his service on board a ship depending on his being a primary school graduateor a four-year university graduate respectively to be accredited to an Ordinary Seaman Certificate.

    A Certificate of Navigational Watchkeeping shall also be given to successful candidates bythe Administration.

    3) Every candidate who applies to become an Able Seaman shall:

    - Be not less than 18 years of age;

    - Be able to document that (s) he has served on a ship for a minimum of one year as aOrdinary Seaman or being at least a primary school graduate has spent 12 months of his militaryservice, or 6 months of his military service if he is a 4 year university graduate, on board ships as a

    helmsman or a deckhand and have this information recorded on his dismissal papers.

    - Be able to steer, to understand the instructions given in English while steering, have theknowledge of reading magnetic or gyro compasses, be able to watch keep, be able to attend to deckchores such as storage of cargo, have the knowledge of safety precautions at sea, the regulations to

    prevent collision at sea, be able to use close circuit communication systems, be able to operatesurvival crafts and rescue boats, have sufficient knowledge on alarm systems and the fundamentalsof fire fighting procedures, have these skills confirmed by the Master or the commander of the shipto be entitled to an Able Seaman Certificate.

    A certificate of Navigational Watchkeeping shall also be given to successful candidates bythe Administration.

    4) Every candidate who applies to become a Boatswain shall:

    - Have 2 years of service at sea as an Able Seaman and be able to confirm that he is ableto lead deck ratings by a document issued by the ship Master; or

    - (For candidates who have left the Navy); Be in service for 2 years in the capacity of aDeck Petty Officer 1 year of which being on board prior to his leaving the navy; or

    - (For candidates who have left the Navy); Be in service for 5 years in the capacity ofsupply or administrative petty officer prior to leaving the navy; or

    - (For candidates who have left the Navy); Be an Enlisted Specialist and be able todocument that he has successfully commanded the deck ratings for 3 years which is confirmed bythe ship commander; and

    - Be successful at the Boatswain Competency Certificate Examination to be entitled tohold a Boatswain Certificate.

    A certificate of Navigational Watchkeeping shall also be given to successful candidates bythe Administration.

    b) Ship Masters and Deck Officers

    1) Restricted Watchkeeping Officer: Every candidate to become a RestrictedWatchkeeping Officer on ships smaller than 500 GT engaged in near coastal voyages shall beentitled to hold a certificate, provided that the candidate shall;

    - Be not less than 18 years of age, have an approved certificate to show that (s)he cancarry out VHF Communications satisfactorily and have fulfilled at least one of the requirements

    below and have been successful in the examination made obligatory by the Administration,

    - Be a deck class seafarer with at least a primary school diploma or a Yacht or FishingBoat Skipper with 3 years of service at sea and completed the training in compliance with thesyllabus specified in section AII/3 of the Convention and approved by the Administration,

    - Be a graduate of a three year Maritime Vocational High - School or be a graduate fromships electronics and communication sections of a Anadolu Maritime Vocational High - Schooland having completed the training program specified in section AII/3 of the Convention andapproved by the Administration and also have completed a total of 12 months in-service trainingnot exceeding 4 months of which being harbour voyages in compliance with an approved training

    book,

    - Be a graduate of a four year Anadolu Maritime Vocational High - School DeckDepartment or be a graduate from Vocational Maritime Higher Education Institute or college orfaculty related deck training which include the program specified in section A II / 3 of theConvention and approved by the Administration and have completed a total of 12 months in-servicetraining not exceeding 4 months of which being harbour voyages in compliance with an approvedtraining book,

    - Be a graduate from Petty Officer Academy Deck Class Navigation Section or a graduate

    from other sections but have completed a navigation and ship handling course and served for 6years 3 years which being at sea or has been in the service for 15 years without sea service prior toleaving the navy.

    However, those who were entitled to a Port Captain Certificate in compliance with thePrevious Regulations shall be accredited to hold a Restricted Watchkeeping Officer Certificatewithout taking an examination, provided that they can document an approved certificate to indicatethat they are capable of carrying out VHF communications.

    The previous certificates of the Yacht Masters and Skippers shall be returned to the

    Administration to be cancelled.

    Port Captains who are entitled to hold a Restricted Watchkeeping Officer Certificate basedon their previous certificates may master cargo or passenger ships smaller than 200 GT commutingwithin the harbour limits.

    2) Restricted Master: Every candidate who applies to become a Restricted Master onships smaller than 500 GT voyaging in near coastal voyage area shall be entitled to hold aRestricted Master Certificate, provided that the candidate shall;

    - Be not less than 20 years of age, have an approved certificate showing that (s)he can

    carry out VHF Communications satisfactorily and have fulfilled one of the requirements listedbelow and have been successful in the Restricted Master Competency examination made obligatoryby the Administration:

    - Have served in the capacity of a Restricted Watchkeeping Officer for two years at sea.

    - Be graduated from Petty Officer Naval Academy Deck class Navigation section orgraduated from other sections but has taken a Navigation and Ship Handling course and been inservice for 9 years 4 years of which being at sea.

    However, those who were entitled to hold a Coastal Voyage Captain Certificate incompliance with the previous regulations shall be accredited to hold a Restricted Master certificatewithout taking an examination, provided that they can document an approved certificate to indicatethat they are capable of carrying out VHF communications.

    3) Watchkeeping Officer (500 3000 GT); Every candidate who applies to become aWatchkeeping Officer on ships between 500 3000 GT shall be entitled to a certificate, providedthat the candidate shall;

    - Be not less than 18 years of age, have an approved certificate show that he can carry outVHF communications satisfactorily, have fulfilled one of the requirements stated below and have

    been successful in the Watchkeeping Officer Competency Examination made obligatory by the

    administration:

    - Be graduated from 2 year Vocational Maritime Higher Education Institute on whichfollows the syllabus specified in section A II/1 of the Convention and approved by theAdministration and have completed a training period of 12 months satisfactorily at sea on shipsover 500 GT, 6 months of which being spent on the bridge, in compliance with an approved trainingrecord book.

    - Be a minimum of high-school graduate and has completed a 2 year course on whichfollows the syllabus specified in section A II/1 of the Convention and approved by theAdministration successfully and his training of 12 months on seagoing ships 6 months of which

    being on the bridge in compliance with an approved training record book.

    - Have a Restricted Master certificate or a Coastal Voyage Captain certificate incompliance with the previous Regulations and have served for two years on ships voyaging beyond

    harbour limits after completing a training program following the syllabus specified in section A-II/1of the Convention and approved by the Administration.

    - Be a Deck Petty Officer graduated from the navigation section or graduated frombranches other than navigation but completed a course on Navigation and Ship Handling andhave served for 10 years, 5 years of which being at sea, prior leaving the navy.

    However, those who were entitled to hold a Near Voyage Watchkeeping Officer Certificate,or Near Voyage Chief Officer Certificate, or Restricted Watchkeeping Officer in compliance withthe previous regulations shall be accredited to a Watchkeeping Officer Certificate (500 3000 GT)without taking an examination provided that they can document an approved certificate to indicatethat they can successfully carry out VHF communications.

    Besides that, be a minimum high school or equivalent graduated candidates, shall enter to theexamination of Watchkeeping Officer after completion of preparatory English training which the

    provisions are stated by Administration, has completed successfuly 5 semester course follows thesyllabus specified in Section A-II/1 of the Convention and approved by the Administration and his

    practical training of 12 months on ships more than 500GT engaged out of harbour voyage 6 monthsof which being on the bridge in compliance with and approved training record book. The seafarersthat obtain the certificate of competency by that way as a Watchkeeping Officer, shall enter to theexamination of Oceangoing Watchkeeping Officer, after 2 years sea service.

    4) Chief Officer (500 3000 GT); Every candidate who applies to become a Chief Officeron ships between 500 3000 GT shall be entitled to a certificate, provided that the candidate shall;

    - Have an approved document to show that he can carry out VHF Communicationssatisfactorily, be successful in the Chief Officer Competence examination made obligatory by theAdministration and fulfilled one of the requirements listed below:

    - After working on board ships for 2 years in the capacity of a Watchkeeping officer, havefollowed the syllabus specified under section AII/2 of the Convention and risen his level ofEnglish up to the standard set by the Administration in an educational institute approved byAdministration,

    - Be a Deck Petty Officer graduated from Petty Officer Naval Academy Navigationsection or graduated from sections other than Navigation but completed the course on Navigationand Ship handling and have been in the navy for 12 years 7 years of which being in active seaservice prior to his leaving the navy.

    However, those who are authorised to hold a Near Voyage Master Class III or Near CoastalVoyage Master Class IV or Restricted Chief Officer or those who have left the navy but hold a NearVoyage Chief Officer certificate, can have a Chief Officer Certificate (500 3000 GT) withouttaking any examinations provided that they can document with an approved certificate that they cansatisfactorily carry out VHF communications.

    5) Master (500 3000 GT): Every candidate who applies to become a Master on shipsbetween 500 3000 GT shall be entitled to a certificate, provided that the candidate shall;

    - Have an approved certificate show that (s)he can carry out VHF communications

    satisfactorily and fulfils one of the requirements below and passes the examination made obligatoryby the Administration.

    - Have served at sea for 2 years in the capacity of a Chief Officer (500-3000 GT),

    - Be a Deck Petty Officer graduated from Petty Officer Naval Academy Navigationsection or graduated from sections other than Navigation but completed the course on Navigationand Ship handling and have been in the navy for 15 years 10 years of which being on ships oneyear of it being in the capacity of a ship commander prior to leaving navy,

    - Be a deck petty officer have been promoted to an officer from a deck petty officer priorto leaving the navy.

    However, those who are authorised to hold Near Voyage Master Class I, Near VoyageMaster Class II, Restricted Master or those who left the navy with a Near Voyage Master Class IIIcertificate, shall be authorised to hold a Master Certificate (500-3000 GT) without taking anyexaminations, provided that they can document their competence in VHF communications with anapproved certificate.

    6) Oceangoing Watchkeeping Officer: Every candidate who applies to become anOceangoing Watchkeeping Officer on ships 3000 GT and over shall be authorised to hold acertificate, provided that the candidate shall;

    - Be not less than 18 years of age, have at least an approved certificate to document hiscompetence in carrying out VHF communications satisfactorily and be successful in theOceangoing Watchkeeping Officer Competency examination made obligatory by theAdministration and fulfils one of the requirements listed below:

    - Be graduated from a four year university or a higher education institution recognised bythe Administration which follows the syllabus specified under section A-II/1 of the Conventionafter successfully completing the one year English Preparatory education and has completed aonboard training period of 12 months, 6 months of which being training on the bridge of a sea going

    ship over 500 GT successfully in compliance with an approved onboard training record book,

    - Have scored sufficient points at least to meet the requirements of the Open University atthe University Entrance examinations, Be graduated from a five semesters course recognised by theAdministration which follows the syllabus specified under section AII/1 of the Convention aftersuccessfully completing the one year English Preparatory education and has completed a onboardtraining period of 12 months described above,

    - Complete the syllabus specified under section AII/1 of the Convention in six semestersof four year university or a higher education institution recognised by the Administration whichfollows the syllabus specified under section AII/1 and A-II/2 of the Convention after successfully

    completing the one year English Preparatory education and has completed a onboard training periodof 12 months described above,

    - Have left the navy as a naval officer graduated from the Naval Academy,

    However, those who are authorised to hold an Oceangoing Watchkeeping Officer Certificatein compliance with the previous Regulations, shall be exempted from an examination to renew theircertificates upon documenting their competence in VHF communications with an approvedcertificate.

    7) Oceangoing Chief Officer: Every candidate who applies to become an OceangoingChief officer on ships 3000 GT and over shall be authorised to hold a certificate, provided that thecandidate shall;

    - Have a certificate to document that he can carry out at least VHF communicationssuccessfully, have been successful in the Oceangoing Chief Officer Competency Examination asmade obligatory by the Administration and has fulfilled one of the requirements listed below:

    - Have graduated from a 4 year university or a higher education institution which coversthe syllabus specified under sections AII/1 and AII/2 of the Convention and has served at sea in

    the capacity of an Oceangoing Watchkeeping Officer for 2 years,

    - Complete the syllabus specified under section AII/2 of the Convention in aneducational institution approved by the Administration after working on board a seagoing ship inthe capacity of an Oceangoing Watchkeeping Officer for 2 years,

    - Be a graduate of the Naval Academy with 5 years of sea service on deck departmentprior to leaving the navy,

    However, those who are authorised to hold an Oceangoing Chief Officer Certificate incompliance with the previous Regulations, shall be exempted from an examination to have theircertificates renewed upon documenting their competence in VHF communications with anapproved certificate.

    8) Oceangoing Master: Every candidate who applies to become an Oceangoing Master onships 3000 GT and over shall be entitled to hold the certificate, provided that the candidate shall;

    - Have a certificate to document that he can carry out at least VHF communicationssuccessfully, have been successful in the Oceangoing Master Competency Examination as madeobligatory by the Administration and has fulfilled one of the requirements listed below:

    - Have served at sea in the capacity of a Oceangoing Chief Officer for 2 years,

    - He has served on ships in the capacity of Master (500-3000 GT) engaged in voyagesfurther than near coastal voyages or on ships engaged in near coastal voyages but bigger than 500GT for 3 years and have successfully completed the syllabus specified under section AII/2 of theConvention and English Education specified under the Education and Assessment Directives asdefined by the Administration in a recognised educational institution approved by theAdministration.

    - Be a graduate of Naval Academy with 7 years of deck sea service on board one year ofwhich being in the capacity of a ship commander prior to leaving the navy.

    However, those who are authorised to an Oceangoing Master Certificate in compliance withthe previous Regulations, shall have their certificates revised without taking an examination

    provided that they can document their competence in VHF communications with an approvedcertificate.

    The Administration recognises an exemption from the education outlined above to thosewho have completed the education of the syllabus specified under section AII/2 of the Conventionand English Education specified under the Education and Assessment Directives as defined by theAdministration prior to obtaining their Competency in Chief Officer levels.

    Those, who are authorised to hold a certificate of competence owing to their acquirededucation, shall not be permitted to take responsibility in the capacity of a shipmaster unless theyserve at sea for one year.

    Requirements For The Engine Department Competency Levels

    Article 9 The requirements concerning the age limit, level of education and the length ofservice at sea to hold a seafarers registration book and/or a competency certificate are as listed

    below:

    A-Ratings

    a)Wiper: Every candidate who applies to become a Wiper shall;

    1) Be not less than 16 years of age.

    2) Have a minimum of a primary school diploma.

    3) Have the security at sea training certificate as defined in Article 19 of these regulationsto be entitled hold a registration book and/ or a certificate.

    b)Oiler: Every candidate who applies to become an Oiler shall have to fulfil one of therequirements below;

    1) Have a knowledge of engine watchkeeping procedures, normal Watchkeepingprocedures, engine room safety precautions, mechanical terminology, names of equipment relatedto the duty, environmental safety, operating the boilers safely, close circuit communications, alarmsystems, operating and places of the fire fighting equipment, and be able to document thisinformation related his ability confirmed by the Chief Engineer and shall have to fulfil one of therequirements below;

    - Have 12 months of service on board a ship 6 months of which being as a wiper,

    - Go through an Oiler Training program in one of the recognised educational institutionsthe duration and content of which being as designated under the Training and AssessmentDirectives, after completing a 6 month service as a wiper on board.

    - Be able to document that he has completed 12 months or 6 months of his military serviceon board in engine department depending on his being a primary school or a 4 year universitygraduate respectively; and

    2) Hold an Engine Room Watchkeeping certificate in addition to being graduated from one

    of the listed departments of the following schools: Mould making, Lathe, Grading, Metal Works,Machinery, Machinery Drafting, Modelling, Casting, Minerals, Metallurgy, Work Machines,Electricity, Electronics, Plumbing, Climatising, Electro Mechanic Carriers, Hydraulics andPneumatics, Motors, CNC, Iron Forging and Thermodynamics branches of Technical Institutions orIndustrial vocational high schools.

    3) Be successful in the examination made obligatory by the administration to be entitled tohold an Oiler Certificate.

    In addition to an Oiler Certificate an Engine Watchkeeping Competency Certificate shallalso be given to those not mentioned in the sub-division (2) above.

    b) Donkeyman; Every candidate who applies to become a Donkeyman shall be entitled tohold a certificate,

    1) Provided that the candidate shall;

    - Have two years of experience at sea in the capacity of an oiler and his competence inmanaging engine ratings is confirmed by the ships chief engineer,

    - Be a petty officer graduated from the engine departments of Naval Academies with two

    years of in service experience one year of which being at sea prior to leaving the navy or enlistedengine specialist with in service experience over three years and have the competence in managingengine ratings confirmed by the chief engineer.

    - Be successful in the donkeyman competency examination made obligatory by theAdministration.

    Together with the Donkeyman Certificate an Engine Watchkeeping Certificate will also begiven to the successful candidates by the Administration.

    B) Chief Engineers and Engineer Officers:

    a) Restricted Engineer Officer; Every candidate who applies to become a RestrictedEngineer Officer on ships powered by main propulsion machinery less than 750 kW and engaged innear coastal voyages shall be entitled to hold a certificate provided that the candidate shall;

    1) Be not less than 18 years of age.

    2) Have fulfilled one of the obligations below:

    - Have been graduated from marine machinery, marine engines or marine enginesassembling sections of the schools listed; Three year Maritime Vocational high schools, Maritime

    and Sea Products Vocational high schools, Technical high schools, The ship building, ship enginesand machines, machine assembling, motors or machinery sections of the Industrial Vocational highschools and had the training and the education approved by the Administration and completed thesix month internship on board as specified under the Convention in compliance with an approved inservice training record book.

    - Have graduated from, a four year Anatolian Maritime Vocational high school, avocational higher education institute, a college or university recognised by the Administration andcompleted the in service training on board in compliance with an approved in service trainingrecord book.

    - Have a minimum of primary school education and completed the education approved bythe Administration in addition to 3 years of service on board as an engine seaman responsible forwatchkeeping.

    - Be a Naval Academy Petty Officer Engine Department graduate or a graduate ofdepartments other than engine but has taken courses on Ship Engines and has served for 6 years 3years of which being on board or has no sea service but had been in service for 15 years prior toleaving the navy.

    3) Have been successful in the Restricted Watchkeeping competency examination madeobligatory by the administration.

    However, those who have a marine engine mechanic certificate in compliance with theprevious regulations, however, shall be exempted from a competency examination to be entitled toa Restricted Engineer Officer certificate.

    Those, who are accredited to hold a restricted engineer officer certificate based on their previous marine engine competency certificate are entitled to work in the capacity of chiefmechanic on board passenger or cargo ships powered by main propulsion machinery less than 370kW, engaged in voyages within the harbour limits.

    b) Restricted Chief Engineer; The minimum requirements for candidates to become a

    restricted chief engineer on ships powered by main propulsion machinery less than 750 kW,engaged in near coastal voyages:

    Every candidate who applies to become a restricted chief engineer shall

    1) Be not less than 20 years of age,

    2) Meet one of the requirements below:

    - Having served on board a ship in the capacity of a Restricted Officer for two years,

    - Being a graduate of Petty Officer Naval Academy engine department or being a graduateof departments other than engine but have taken a course on Ship Engines and have served for 9years, 4 years of which being on board prior to his leaving the navy,

    3) Be successful in the Restricted Chief Engineer Competency Examination as madeobligatory by the Administration.

    Those who are authorised to hold a Marine Engine Mechanic Certificate in compliance withthe previous regulations, however, shall be exempted from a competency examination to hold aRestricted Chief Engineer certificate,

    c) Engineer Officer (750-3000 kW): The minimum requirements for candidates tobecome an Engineer Officer on ships powered by main propulsion machinery between 7503000kW:

    Every candidate who applies to become an Engineer Officer shall

    1) Be not less than 18 years of age.

    1. Meet one of the requirements below:

    - Being a graduate of one of the approved two year vocational higher education institutes

    following the syllabus specified under section AIII/1 of the Convention and having successfullycompleted the 6 month training on board ships powered by main propulsion machinery over 750kW in compliance with an approved in-service training record book.

    - Being at least a high school graduate, having successfully completed a two year coursein an approved institution following the syllabus specified in section AIII/1 of the Convention andcompleted the 6 month training specified above on board a ship.

    - Having successfully completed an education in an approved institution following thesyllabus specified under section AIII/1of the Convention after having served on ships in thecapacity of a Restricted Chief Engineer, or on ocean going ships in the capacity of a ChiefEngineer, owing to the rights gained according to the previous regulations, for two years.

    - Having graduated from the engine departments of Petty Officer Naval Academies orgraduated from departments other than engine but have taken a course on Ship Engines andserved for ten years five years of which being at sea prior to his leaving the navy.

    2) Be successful in the Engineer Officer Competency Examination made obligatory bythe Administration.

    However, those who are authorised to hold a Restricted Engineer Officer or a RestrictedSecond Engineer Officer certificates in compliance with the previous Regulations shall be

    exempted from a competency examination to be accredited to an Engineer Officer (750-3000 kW)certificate.

    Besides that, be a minimum high school or equivalent graduated candidates, shall enter to theexamination of Engineer Officer after completion of preparatory English training which the

    provisions are stated by Administration, has completed successfuly 5 semester course follows thesyllabus specified in Section A-III/1 of the Convention and approved by the Administration and his

    practical training of 6 months on ships with main propulsion machinery more than 750 kWengaged out of harbour voyage in compliance with and approved training record book. Theseafarers that obtain the certificate of competency by that way as a Engineer Officer, shall enter tothe examination of Oceangoing Engineer Officer, after 2 years sea service.

    d) Second Engineer (750-3000 kW): The minimum requirements to become a secondengineer on ships powered by a main propulsion machinery between 750 3000 kW:

    1) Every candidate who applies to become a second engineer on ships powered by mainpropulsion machinery between 750 3000 kW shall meet one of the requirements below:

    - Have completed the syllabus specified under section AIII/1 of the Convention andmade up for the required standards in English in an educational institute approved by theAdministration after serving at sea in the capacity of an engineer officer for two years.

    - Be graduated from the Engine department of the Petty Officer Naval Academy orgraduated from other departments but have taken a course on Ship Engines and have served for12 years 7 years of which being on board, prior his leaving the navy.

    2) Be successful in the Second Engineer Competency Examination as made obligatory bythe Administration.

    However, those who are authorised to hold certificate of near voyage chief engineer classIII, near voyage class IV, restricted second engineer officer or those who have left the navy with asecond engineers authorisation shall be exempted from a competency examination to be accreditedto a Second Engineer certificate.

    e) Chief Engineer (750-3000 kW): The minimum requirements to become a ChiefEngineer on ships powered with main propulsion machinery between 7503000 kW;

    1) Shall be expected to meet one of the requirements below:- Having worked at sea as a second engineer for two years.

    - Being graduated from the engine department of the Petty Officer Naval Academy orhaving graduated from other departments but having taken a course on Ship Engines and havingserved for 15 years, 10 years of which being at sea with one year as a Chief Engineer, prior toleaving the navy.

    - Being promoted to an officer from an engine petty officer prior to his leaving the navy,and

    2) Being successful in the Chief Engineer Competency Examination as made obligatoryby the Administration.

    However, those who are authorised to hold a coastal voyage chief engineer class I, coastalvoyage chief engineer class II and restricted chief engineer certificates in compliance with the

    previous regulations and those who left the navy with a coastal voyage chief engineer authorisation

    are accredited to hold a Chief Engineer Certificate (750-3000 kW) without taking anyexaminations.

    f) Oceangoing Watchkeeping Engineer; The minimum requirements to become anOceangoing Watchkeeping Engineer on ships powered by main propulsion machinery 3000 kW andover. Every candidate shall be expected to;

    1) Be not less than 18 years of age.

    2) Meet one of the requirements below:

    - Having graduated from a four year university or a college following the syllabusspecified under section AIII/1 of the Convention and having made up for the required standards inEnglish in a preparatory school and completed his onboard training, on ships powered by main

    propulsion machinery over 750 kW voyaging beyond harbour limits, according to an approvedtraining record book.

    - Having scored sufficient points at least to meet the requirements of the Open Universityat the university Entrance examinations and having achieved the required standard in English priorto his training and education in a recognised educational institution where the syllabus specifiedunder section A-III/1 of the Convention is followed to be taught in five semesters, and completedthe above defined six month training at sea.

    - Having completed the above defined 6 month training and the syllabus specified undersection A-III/1 of the Convention successfully within six semesters as an engine department studentin a 4 year university or a higher education institution which follows the syllabus specified undersections A-III/1 and A-III/2 of the Convention after completing the one year English preparatoryeducation.

    - Having graduated from the Naval Academy and has left the navy.

    1. Be successful in the Oceangoing Watchkeeping Engineer Competency Examination

    made obligatory by the Administration.

    Those who were authorised to hold a certificate in compliance with the previous regulationsshall be exempted from an examination to have their certificates validated to conform to the presentregulations.

    g) Oceangoing Second Engineer; The minimum requirements to become an OceangoingSecond Engineer on ships 3000 GT and over:

    Every candidate to become an Oceangoing Second Engineer shall be expected to;

    1) Meet one of the requirements below:

    - Being graduated from a four-year university or a higher education institution whichfollows the syllabus specified in sections A-III/1 and A-III/2 of the Convention and having servedon board for two years in the capacity of an Oceangoing Watchkeeping Engineer.

    - Having completed the syllabus imposed by the Convention as specified under section A-III/2 in an approved educational institution after serving on board for two years in the capacity of an

    Oceangoing watchkeeping officer.

    - Being a graduate of Naval Academy of War and having served on board for five years asan engineer prior to his leaving the navy.

    2. Have been successful in the Oceangoing Second Engineer Competency examinationas made obligatory by the Administration.

    However, those who are accredited to an Oceangoing Second Engineer certificate incompliance with the previous regulations shall have their certificates renewed without beingsubjected to an examination.

    h) Oceangoing Chief Engineer; The minimum requirements to become an Oceangoingchief engineer on ships 3000 GT and over

    Every candidate shall be expected to:

    1) Meet one of the requirements below;

    - Having served at sea as a Second Engineer for two years with the competence ofOceangoing Second Engineer.

    - Having completed the educational program (Syllabus) held mandatory by theConvention specified under section A-III/2 and risen his level of English up to meet the standardsset by the Administration details of which being as specified under The training and AssessmentDirectives in a recognised educational institution, after serving on board ships voyaging beyondnear coastal regions or on ships powered with main propulsion machinery over 750 kW engaged innear coastal voyages in the capacity of chief engineer for three years.

    - Being a graduate of naval academy of war with seven years of service on board as anengineer one year of which being in the capacity of Chief Engineer prior to his leaving the navy.

    2) Have been successful in the Oceangoing Chief Engineer Competency examination asmade obligatory by the Administration.

    However, those who attained the competency of an Oceangoing Chief Engineer incompliance with the previous regulations, shall be exempted from an examination to have theircertificates renewed.

    Those who have attained the proficiency in English and the education out lined undersection A III / 2 of the Convention prior to their being certified as a Second Engineer, shall beexempted from as education as such.

    Those who are deemed appropriate for a certificate of competency for the first time due totheir education cannot be appointed as a chief engineer unless they served a period of one year on

    board a ship.

    Requirements For Certification Of Competence For Assistant Class Seafarers

    Article 10 The requirements to hold an Assistant Class Competency Certificateconcerning age, training, education and work experience are listed below:

    a) Radio Officers

    1) Short Range Radio Operator; Those, who hold a GMDSS Short Distance Radio OperatorCertificate (SRC) issued by the authorities in compliance with the requirements of InternationalTelecommunication Union/Radio Rules (ITU/RR) are authorised to work on ships equipped withVHF in GMDSS system as short distance radio operators.

    2) Long Range Radio Operator; Those who hold a GMDSS Long Distance Radio OperatorCertificate (LRC) issued by the authorities in compliance with the requirements of ITU/Rules areauthorised to work on ships equipped with VHF, MF/HF and satellite telecommunication systemsas long distance radio operators.

    3) Restricted Radio Operator; Those who hold a GMDSS Restricted Radio OperatorCertificate (ROC) issued by the authorities in compliance with the requirements of ITU/RR, areauthorised to work on ships equipped with GMDSS, as restricted radio operators.

    4) General Radio Operator; Those who hold a GMDSS General Radio Operator Certificate(GOC) issued by the authorities in compliance with the requirements of ITU/RR, are authorised towork on ships equipped with GMDSS, as general radio operators.

    5) Radio Electronics Officer; Those who hold a GMDSS First Class Radio ElectronicsOfficer Certificate, or a Second Class Radio Electronics Officer Certificate (REO) issued by theauthorities in compliance with the requirements of ITU/RR, are authorised to work on shipsequipped with GMDSS, as Radio Electronics Officers.

    b) Electric and Electronics Officers:

    1) Electrician; Candidates who are not less than the age of 18 shall be entitled to hold anElectrician Certificate provided that they meet at least one of the requirements (prerequisites)

    below:

    - Primary school graduates are expected to document either a Journeyman or a SkilledElectrician certificate or a Competent Electrician certificate issued by the Ministry of Energy.

    - Being a graduate of the Electricity department of a vocational high school, technicalhigh school, or an industrial high school.

    2) Electrics Officer: Graduates of vocational higher learning institutes electricitybranches, electrical engineering branches of higher learning institutions or electrical engineeringfaculties of universities are entitled to hold an electric officer competency certificate.

    3) Electronics Technician: Candidates who are not less than the age of 18 shall be entitledto hold an Electronics Technician Certificate provided that they meet one of the requirements

    below:

    - Primary school graduates are expected to document a Journeyman or a Skilled WorkerCertificate in the field of electronics.

    - Being graduated from an Anatolian Maritime High-school marine electronics andcommunications department or departments of electronics of vocational high schools, technicalhigh schools and industrial high schools.

    4) Electronics Officer: Graduates from electronics branches of vocational higher learninginstitutions, electronics engineering departments of institutions of higher learning, electronics

    departments of faculties of engineering are entitled to hold an electronics officer certificate.

    c) Medical Officers

    1) Nurses: Those who are nurses by profession are entitled to a certificate pertaining totheir profession.

    2) Medical Officers: Those who are paramedics by profession are entitled to a certificatepertaining to their profession.

    3) Doctors: Those who are medical doctors by profession are entitled to a certificate

    pertaining to their profession.

    d) Cadets

    1) Deck Cadet: The Administration issues seaman books to qualify those as Deck Cadets,who are being trained and educated to become yacht skippers, restricted watchkeeping officers,watchkeeping officers, or Oceangoing watchkeeping officers to enable them to continue theirtraining at high seas as seafarers, provided that, they are not less than 16 years of age and havecompleted their safety at sea training successfully as required in the Article 19 of these Regulations.

    2) Engine Cadet: The Administration issues seaman books to qualify those as EngineCadets, who are being trained and educated to become restricted engineer officers, engineerofficers, or Oceangoing engineer officers to enable them to continue their training at high seas asseafarers, provided that, they are not less than 16 years of age and have completed their safety at seatraining successfully as required in the Article 19 of these Regulations.

    In addition to those classified above the students of Vocational high schools accredited tothe Ministry of National Education and Vocational Schools of Higher Learning accredited to theBoard of Higher Education may claim a cadets book as part of their accrued rights to complete thetraining made part of their education, provided that they have completed the safety at sea trainingsuccessfully as required in the Article 19 of these Regulations, in which case a book suitable to their

    classes as classified in sub-paragraphs 1and 2 above, shall be granted by the Administration.

    e) Cabin Department Personnel

    1) Steward: Those who can submit a letter of recommendation for six months of goodservice in the related field and have at least a primary school diploma shall be granted a certificateof competence as a Steward by the Administration.

    2) Cook: Those who can submit a letter of recommendation for six months of good servicein the related field and have at least a primary school diploma, shall be granted a certificate ofcompetence as a Cook by the Administration.

    Requirements For Certification Of Competence For Yacht Class Seafarers

    Article 11- The requirements for certification of competence for Yacht Class seafarersconcerning age, training - education, and work experience are indicated below:

    a) Amateur Seaman: To qualify for an amateur seaman certificate the candidates shall;

    1) Not be less than 18 years of age.

    2) Have at least a primary school diploma.

    3) Be successful in the amateur seaman competence examination.

    The amateur seaman certificate is granted to naval petty officers upon request without anexamination.

    The other nationalities residing in Turkey with a residence permit are also entitled to hold anamateur seaman certificate provided that they fulfil the requirements set- forth with theseregulations.

    b) Yacht Master: Every candidate who applies to be certified as a Yacht Master shall have

    1) To meet one of the requirements below:

    - Being able to document that he has covered a distance of 2500 miles as a skipper withthree years of amateur Seaman certificate or that he has covered 4000 miles with five years ofamateur seaman certificate beyond harbour limits

    - Or have completed the Yacht Master training, the contents and duration of which beingas specified in the training and assessment directives of these regulations, in one of the approvededucational institutions.

    0) Holding a Restricted Radio Operator (ROC) certificate.

    1) Being successful in the Yacht Master examination made obligatory by theAdministration.

    The certificate of Yatch Master Competency is issued to the seaferers who has thecompetency of Restricted watchkeeping Officer in case of application, wiyhout examination.

    The holders of the previously held Yacht Master certificates, however, need to make up for

    the Safety at Sea training, as required under the Article 19 of these regulations within one year ofthese Regulations going into effect.

    Those with Engine Class Competency Certificates who can document that they had takenthe subjects made obligatory in Yacht Master Certification examinations during their education andthose graduated from the Naval Academy of War who can document that they hold a RestrictedRadio Operator Certificate (ROC) can have a Yacht Master Certificate without an examination.

    Requirements For Certification Of Competency For Fishing Class Seafarers

    Article 12 The requirements for certification of competence for Fishing Class seafarersconcerning age, training education, and work experience are indicated below:

    a) Fishing-boat Skipper : To qualify for a Fishing-Boat Skipper certificate the candidatesshall be expected;

    1) Not to be less than 18 years of age, and

    2) To meet at last one of the requirements listed below:

    - Having served at sea for three years in the capacity of an able seaman.

    - Having served at sea for one year in the capacity of a boatswain.

    - Being graduated from Fishing, Water Resources, Deck or Deck-Fishing Departments ofvocational high schools,

    3) Being successful in the Safety at Sea Certificate Examination as made obligatory underthe Article 19 of these Regulations.

    b) Open Sea Fishing Boat Skipper: To qualify for an Oceangoing Fishing Boat Skipper thecandidates shall be expected ;

    1) Not to be less than 20 years of age.

    2) To meet at least one of the requirements listed below:

    - Having served at sea for 6 years in the capacity of an Able Seaman .

    - Having served at sea for 3 years in the capacity of a Boatswain.

    - Having served at sea for 2 years in the capacity of a Restricted Watchkeeping Officer.

    - Having served at sea for 2 years in the capacity of a Fishing boat Skipper.

    3) To be successful in the Open Sea Fishing Boat Skipper examination made obligatoryunder the Article 19 of these Regulations.

    City Liner Passenger Ships Masters

    Article 13- On city liner passenger ships

    a) It is imperative that the Restricted Masters employed on board all kinds of vesselscarrying more than 100 passengers held the qualifications indicated, to be entitled to work on thecourses outlined below:

    1) Those who apply to become a master on ships commuting within the boundaries of thePort of stanbul, anakkale Boaz, Gulfs of zmit and zmir are expected to have worked on theselines for, at least, a period of 2 years as a Helmsman.

    2) Those who apply to become a master on ships commuting on Boazii and Adalar-Anadolu Lines are expected to have worked on these courses as a Helmsman for ,at least, a periodof 2 years one year being on each course.

    3) Those who have worked on intercity lines vessels over 1000 passengers capacity as aHelmsman for 2 years with the competency of an Able Seaman are expected to have worked forhalf the period set in sub-paragraphs 1 and 2 to qualify for a Restricted Master Competency.

    b) Before qualifying to be appointed on Boazii and Adalar-Anadolu lines the RestrictedMasters who have worked on intercity lines vessels commuting within the boundries of the Port of

    stanbul, anakkale Boaz, Gulfs of zmit and zmir are expected to have worked for 4 months as aHelmsman on Boazii and Adalar-Anadolu Lines each.

    c) No further special sea service is required from the Restricted Masters who havepreviously worked on the Boazii and Adalar, Yalova and Gulf of zmit lines to be qualified towork on lines other than the above.

    d) The Seafarers with competency levels higher than a Restricted Master are entitled towork in the listed posts provided that they;

    1) Served an internship on Boazii and Adalar Anadolu Lines for 6 months 3 months

    being for each.

    2) Served an internship on the Strait of anakkale, or Gulfs of zmit or zmir for 3 monthsat least.

    On the documents of the seafarers, who are accredited to competency levels of RestrictedMaster or above, VALID FOR INTERCITY LINES shall be written in case they are to work onintercity lines.

    The Masters and The Chief Engineers of Light Passenger Boats/Ferryboats and Highspeed Light Passenger Boats / Ferryboats

    Article 14- The masters and the chief engineers of light passenger boats/ferryboats and highspeed light passenger boats/ferryboats,

    b) To assume duty on light passenger boats the candidate is expected to have been trainedon such boats for 10 days to qualify for the competency of Navigating Light Passenger BoatsCertificate, issued by the institutions in concern based on this training, bearing a : PERMITTEDTO NAVIGATE LIGHT PASSENGER BOATS endorsements on it.

    c) To assume duty on high speed light passenger boats the candidate is expected to have

    been trained on such boats for 6 weeks to qualify for the competency of Navigating High SpeedLight Passenger Boats certificate, issued by the institutions in concern based on this training, bearing a :PERMITTED TO NAVIGATE HIGH SPEED LIGHT PASSENGER BOATSendorsement on it.

    d) To assume duty on light passenger ferryboats the candidate is expected to have workedon high speed light passenger boats for at least one year in the capacity of a master or chief engineerand have been trained on a light passenger ferryboat for 10 days to qualify for the competency of

    Navigating Light Passenger Ferryboats Certificate, issued by the institutions in concern based onthis training, bearing a :PERMITTED TO NAVIGATE LIGHT PASSENGER FERRYBOATSendorsement on it.

    e) To assume duty on high speed light passenger ferryboats the candidate is expected tohave worked on high speed light passenger boats for one year in the capacity of a master or chiefengineer and have been trained on high speed light passenger ferryboats for 10 days to qualify for

    the competency of Navigating High Speed Light Passenger Ferryboats, issued by the institutions inconcern based on this training, bearing a :PERMITTED TO NAVIGATE HIGH SPEED LIGHTPASSENGER FERRYBOATS endorsement on it.

    f) The officers who have deserved the standing of Oceangoing Master or OceangoingEngineer and served on assault boat types of vessels in capacity of a commander or chief engineer

    for one year prior to their leaving the navy, shall be authorised in writing, on their service papersthat they are: PERMITTED TO NAVIGATE HIGH SPEED LIGHT PASSENGER BOATS upontheir request.

    SECTION IIITHE GAINED RIGHTS

    Gained Rights

    Article 15- The rearranged status of the Deck Department Officers and Masters, in view of

    the rights vested upon them by the previous regulations, are indicated below as revised in Article 8of the present Regulations.

    a) Watchkeeping Officers (500-3000 GT);

    1) Those who were previously accredited to a Near Coastal Voyage watchkeeping Officersand Radio Officers Certificate and had this standing ratified shall be outhorised to assume duty;

    - On cargo ships up to 1200 GT engaged in near coastal voyages and voyages in theMediterranean in the capacity of a chief officer.

    1. On cargo ships up to 1600 GT engaged in cabotage voyages in the capacity of a chiefofficer.

    2) Those who were previously accredited to a Near Voyage Chief Officers certificate andhad this standing ratified shall be authorised to assume duty;

    2. On cargo ships up to 1200 GT engaged in near coastal voyages in the capacity of amaster.

    3. On cargo ships up to 1600 GT engaged in near coastal voyages and voyages in the

    Mediterranean in the capacity of a chief officer.

    4. On cargo ships up to 2500 GT engaged in cabotage voyages in the capacity of a chiefofficer.

    The levels of Near Voyage Chief Officers shall be re-adjusted to a (500-300 GT)Watchkeeping Officers in accordance with the rights vested upon them by the previous regulationsand up to one year of their previous service shall be taken into consideration when they are being

    promoted to a (500-3000 GT) Chief Officers level.

    b) Chief Officers (500-3000 GT);

    1) Those who were previously entitled to a Near Voyage Master Class IV certificate andhad this standing ratified shall be authorised to assume duty on cargo ships up to 1250 GT engagedin near coastal voyages and voyages in the Mediterranean, in the capacity of a Master.

    2) Those who were previously accredited to a Near Voyage Master Class III certificate andhad this standing ratified shall be authorised to assume duty

    5. On cargo ships up to 2500 GT engaged in near coastal voyages and voyages in theMediterranean in the capacity of a Master,

    - On cargo ships up to 12000 GT engaged near coastal voyages and voyages in themediterranean in the capacity of Chief officer.

    1. On cargo ships up to 15000 GT engaged in near coastal voyages and voyages in theMediterranean in the capacity of a Chief Officer.

    The levels of Near Voyage Masters Class III shall be re-adjusted to a (500-3000 GT) ChiefOfficers, in accordance with the rights vested upon them by the previous regulations and up to oneyear of their previous service shall be taken into consideration when they are being promoted to(500-3000 GT) Masters level.

    c) Masters (500-3000 GT);

    1) Those who were previously accredited to a Near Voyage Master Class II certificate andhad this standing ratified shall be authorised to assume duty

    2. On cargo ships up to 5000 GT engaged in near coastal voyages and voyages in theMediterranean in the capacity of a Master,

    3. On cargo ships up to 15000 GT engaged in near coastal voyages and voyages in theMediterranean in the capacity of a Chief Officer,

    4. On cargo ships up to 25000 GT in the capacity of an Oceangoing Watchkeeping Officer.

    1. Those who were previously accredited to a Near Voyage Master Class I certificate andhad this standing ratified shall be authorised to assume duty

    5. On cargo ships up to 15000 GT engaged in near coastal voyages and voyages in theMediterranean in the capacity of a Master,

    6. On cargo ships of all tonnage in the capacity of an Oceangoing Chief Officer.

    The Near Voyage Masters with Class I competency in compliance with the provisions of theprevious regulation whose service at sea exceeds three years, are expected to serve for one yearprior to their promotion to an Oceangoing Master, otherwise those with no past experience or thosewith experience less than three years are obliged to serve for two years before being promoted.

    Nevertheless it is mandatory to have fulfilled the obligatory education stated under the sub-paragraph 8 of paragraph (b) of the Article 8 of the Regulation for such an advancement.

    The rearranged status of the Engine department Officers and Chief Officers in the light ofthe rights vested upon them by the previous regulations are indicated below as revised in Article 9of the present Regulations:

    a) Engineer Officers (750-3000 kW);

    1) Those who were previously accredited to a Near Voyage Engine Officers certificate andhad this standing ratified shall be authorised to assume duty ,

    7. On cargo ships powered by main propulsion machinery less than 750 kW engaged innear coastal voyages and voyages in the Mediterranean, in the capacity of a SecondEngineer.

    8. On cargo ships powered by main propulsion machinery less than 500 kW engaged innear coastal voyages and voyages in the Mediterranean, in the capacity of a ChiefEngineer.

    9. On cargo ships powered by main propulsion machinery less than 750 kW ,engaged innear coastal voyages, in the capacity of a Chief Engineer.

    1. Those who were previously accredited to a Near Voyage Second Engineers certificateand had this standing ratified shall be authorised to assume duty,

    10. On cargo ships powered by main propulsion machinery less than 1100 kW engaged innear coastal voyages and voyages in the Mediterranean, in the capacity of a ChiefEngineer.

    11. On cargo ships powered by main propulsion machinery less than 3500 kW, engaged innear coastal voyages and voyages in the Mediterranean, in the capacity of a secondengineer.

    Up to one year of the previous service of the Near Voyage Second Engineer Officers, whoselevels are adapted to Engineer Officer (750-300 kW) in view of the rights vested upon them by the

    provisions of the previous regulations, shall be taken into consideration when they are beingpromoted to a Second Engineer (750-300 kW).

    b) Second Engineer (750-3000 kW);

    1) Those who were previously accredited to a Near Voyage Chief Engineer Class IVcertificate and had this standing ratified shall be authorised to assume duty on cargo ships powered

    by main propulsion machinery less than 1250 kW engaged in near coastal voyages and voyages inthe Mediterranean, in the capacity of a Chief Engineer.

    2) Those who were previously accredited to a Near Voyage Chief Engineer Class III

    certificate and had this standing ratified shall be authorised to assume duty on cargo ships poweredby main propulsion machinery less than 1500 kW, engaged in near coastal voyages and voyages inthe Mediterranean, in the capacity of a Chief Engineer.

    3) On cargo ships powered by main propulsion machinery less than 6000 kW engaged nearcoastal voyages and voyages in the mediterranean in the capacity of Second Engineer

    4) On cargo ships powered by main propulsion machinery less than 6000kW engaged in allwater in the capacity of Engineer officer

    Up to one year of the previous service of the Near Voyage Chief Engineer Class III Officers

    whose levels are adapted to Second Engineer Officer in view of the rights vested upon them by theprovisions of the previous regulations shall be taken into consideration when they are beingpromoted to a Chief Engineer.

    c) Chief Engineer (750-3000 kW);

    1) Those who were previously accredited to Near Voyage Chief Engineer Class II

    certificate and had this standing ratified shall be authorised to assume duty ,

    12. On cargo ships powered by main propulsion machinery less than 6000 kW engaged innear coastal voyages and voyages in the Mediterranean, in the capacity of a ChiefEngineer.

    13. On cargo ships powered by main propulsion machinery less than 9000 kW engaged innear coastal voyages and voyages in the Mediterranean, in the capacity of a SecondEngineer.

    14. On cargo ships powered by main propulsion machinery less than 9000 kW in the

    capacity of an Oceangoing Engineer officer.

    1. Those who were previously accredited to Near Voyage Chief Engineer Class I certificateand had this standing ratified shall be authorised to assume duty,

    15. On cargo ships powered by main propulsion machinery less than 9000 kW engaged innear coastal voyages and voyages in the Mediterranean, in the capacity of a ChiefEngineer.

    16. On all cargo ships without any limitation as to propulsion power, in the capacity of anOceangoing Second Engineer.

    The Near Voyage Class I Chief Engineers with competency in compliance with theprovisions of the previous regulations whose service at sea exceeds three years, are expected toserve for one year prior to their promotion to an Oceangoing Chief Engineer, otherwise those withno past experience or those with experience less than three years are obliged to serve for two years

    before being promoted. Nevertheless, it is mandatory to have fulfilled the obligatory educationstated under item ( I ) of the sub-paragraph ( h ) of paragraph ( B ) of Article 9 of this Regulation.

    Continuity of the Gained Rights

    Article 16 - The rights gained due to this transition preserve their validity in case the holderis promoted to higher levels of competency.

    The Provisions Concerning the Ex-Navy Personnel

    Article 17-Those who have graduated from the Naval Academy of War and Naval PettyOfficer Academies before the enforcement of the previous regulations are initially entitled to holdthe competency levels defined under Articles 8 and 9 of this Regulation without taking anexamination. The advancements to follow the initial adaptation shall be subjected to the terms ofthese Regulations.

    The Trainees-Students and the Graduates

    Article 18 - The students whose education and training start after the enforcement of theseRegulations shall be subjected to the terms herein concerning Training and Certification. Those

    who are still under training and who are graduated but not yet received a certificate of competencyshall preserve the rights gained by the previous Regulations for their initial certificates.

    PART IIIThe Training Education, Assessment, Certification and Physical Fitness

    of the

    Seafarers

    SECTION ITraining and certification of Safety at Sea, Navigational Safety, First Aid and Medical Care,Seafarers Working on Tankers, Advanced Fire Fighting, Proficiency in fast rescue boats, the

    seafarers Working on Ro-Ro passenger ships

    Basic Safety Training and its Certification

    Article 19 The Regulation VI/1 and VI/2 and the provisions of Code Section A-VI/1 and

    A-VI/2 of the Convention has made it mandatory for all seafarers to be subjected to:

    a) the training on Personal Survival Techniques.

    b) the training on Elementary First Aid.

    c) the training on Fire Prevention and Fire Fighting.

    d) the training on Personnel Safety and Social Responsibility.

    e) the training on Proficiency in Survival Craft and Rescue Boats other then Fast RescueBoats.

    The seafarers who can document that they have successfully completed the Safety at Seatraining, the duration and contents of which as defined in the Directives for Education andAssessment, during their education and training or those who have completed these courses inapproved educational institutions, shall be granted certificates by the Administration on:

    Personal Survival TechniquesElementary First AidFire Prevention and Fire Fighting

    Personnel Safety and Social ResponsibilityProficiency in Survival Craft and Rescue Boats other then Fast Rescue Boats

    Every five years all seafarers are expected to take the reevaluation examination heldobligatory by the Administration to have their papers validated. The unsuccessful seafarers shallhave to make up for the subjects they have been found insufficient in.

    The above stated subjects cannot be taught in private educational institutions, unless thenecessary permission is obtained from the Ministry of Education.

    Navigational Safety Training and its Certification

    Article 20 The Convention has made it mandatory for all masters and deck officersemployed on board ships voyaging in international waters to have;

    a) The training on Radar Observing and Plotting.

    b) The training on operating the Automatic Radar Plotting Aids (ARPA).

    The seafarers who can document that they have successfully completed the Cruising Safetytraining, the duration and contents of which as defined in the Directives for Education and

    Assessment, during their education and training or those who have completed these courses inapproved educational institutions, shall be granted certificates by the Administration on:

    Radar Observing and Plotting

    (ARPA) Operation of Automatic Radar Plotting Aids

    The above stated subjects cannot be taught in private educational institutions, unless thenecessary permission is obtained from the Ministry of Education.

    Medical First Aid and Medical Care Training and its Certification

    Article 21- The Regulation VI/4 and The Code Section A-VI/4 of the Convention has madeit mandatory for all the officers to take First Aid Courses and the masters and chief officers to takeMedical Care Courses.

    The seafarers who can document that they have successfully completed the Medical FirstAid and Medical Care training, the duration and contents of which as defined in the Directives forEducation and Assessment, during their education and training or those who have completed thesecourses in approved educational institutions, shall be granted certificates by the Administration on:

    Medical First Aid Medical Care

    The above stated subjects cannot be taught in private educational institutions, unless the

    necessary permission is obtained from the Ministry of Education.

    The Training of the Seafarers Working on Tankers and their Certification

    Article 22 As per the Regulation V/I and the provisions of Code Section A-V/I of theConvention it is mandatory for the seafarers as classified below to be subjected to:

    a) All seafarers working on oil tankers,1) Oil Tanker Familiarisation Training,

    2) The additional Specialised Level Oil Tanker Training for the officers and the otherpersonnel with immediate responsibility for oil tanker operations,

    b) All seafarers working on chemical tankers,

    1) Chemical Tanker Familiarisation Training,

    2) The additional Specialised Level Chemical Tanker Training for the officers and the otherpersonnel with immediate responsibility for chemical tanker operations,

    c) All seafarers working on liquefied gas tankers,

    1) Liquefied Gas Tanker Familiarisation Training,

    2) The additional Specialised Level Liquefied Gas Tanker Training for the officers and theother personnel with immediate responsibility for liquefied gas tanker operations,

    The seafarers who can document that they have successfully completed the above statedtraining, the duration and contents of which as defined in the Directives for Education andAssessment, during their education and training or those who have completed these courses inapproved educational institutions, shall be granted a certificate by the Administration on:

    Oil Tanker Familiarisation TrainingSpecialised Level Oil Tanker Training Chemical Tanker Familiarisation Training Specialised Level Chemical Tanker Training Liquefied Gas Tanker Familiarisation Training Specialised Level Liquefied Gas Tanker Training

    The above stated subjects cannot be taught in private educational institutions unless thenecessary permission is obtained also from the Ministry of Education.

    Advanced Fire Fighting Training and its Certification

    Article 23 The Regulation VI/3 and the provision of Code Section AVI/3 of theConvention has made it mandatory for all officers assigned to control fire fighting procedures totake Advanced Fire Fighting Training.

    The officers who can document that they have successfully completed the above statedtraining, the duration and the contents of which as defined in the Directives for Education andAssessment, during their education and training or those who have completed these courses inapproved educational institutions, shall be granted a certificate on Advanced Fire Fighting.

    The above stated subjects cannot be taught in private educational institutions unless thenecessary permission is obtained from the Ministry of Education.

    The officers who were entitled to hold this certificate are obliged to take a re-evaluationexamination, held obligatory by the Administration every five years, to have their papers validated.The unsuccessful officers shall have to make up for the subjects they have been found insufficient

    in.

    Training of Proficiency in Fast Rescue Boats and its Certification

    Article 24 The Convention has made it mandatory for all officers to take the Proficiencyin Fast Rescue Boats Training as defined under Regulation VI/2 and Code Sections A-VI/2. The

    personnel of the vessels, which do not hold a fast rescue boat on board, need not have such acertificate.

    The seafarers who can document that they have successfully completed the Steering FastRescue Boat Competency training, the duration and contents of which as defined in the Directivesfor Education and Assessment, during their education and training or those who have completed

    these courses in approved educational institutions, shall be granted a Certificate of Steering FastRescue Boats, by the Administration.

    The above stated subjects cannot be taught in private educational institutions unless thenecessary permission is obtained from the Ministry of Education.

    The seafarers who have deserved to carry the above mentioned certificate are obliged totake a re-evaluation examination every five years to revalidate their certificates. The unsuccessfulseafarers shall have to make up for the subjects they have been found insufficient in.

    Training of the Seafarers for Ro-Ro Passenger Ships

    Article 25 - The Regulation V/2 and the provisions of Code Section A-V/2 of theConvention has made it mandatory to take this training for all those to be employed on board Ro-Ro

    passenger boats.

    The seafare
