Boeing KC-46 Tanker Program Completes Fuel On-load Certification Testing

Boeing recently achieved a major certification milestone following a

successful refueling flight between two KC-46 tankers. The company’s tanker program has now completed its required Supplemental Type Certificate (STC) fuel on-load testing.

During the three-hour, forty-eight minute flight, a KC-46 successfully transferred 146,000 pounds of fuel to a second KC-46, while achieving the maximum fuel off-load rate of 1,200 gallons per minute. Both aircraft took off and landed at Boeing Field, south of Seattle.

For its Federal Aviation Administration STC testing, the KC-46 demonstrated the ability to safely/effectively receive fuel from three other tankers -- KC-46, KC-135 and KC-10 aircraft. As part of the series of tests, KC-46 tankers took on 540,600 pounds of fuel and completed 68 contacts with refueling aircraft.

When in service, the KC-46 will refuel U.S., allied and coalition military aircraft using its boom and hose and drogue systems, but also must be able to take on fuel to extend its operational range. The boom allows the tanker to transfer up to 1,200 gallons of

fuel per minute, while the hose and drogue systems, located on both the plane’s wing and centerline, enables the KC-46 to refuel smaller aircraft with up to 400 gallons of fuel per minute.

A combined Boeing/U.S. Air Force team is currently working to complete the overall STC testing, which encompasses the military systems that are installed on the commercial 767-2C to make it a tanker. To date, the program’s test aircraft have completed 2,700 flight hours and more than 2,500 contacts during refueling flights with F-16, F/A-18, AV-8B, C-17, A-10, KC-10 and KC-46 aircraft.

Mandarin Airlines Adds A Gma To Its Partnership With Atr

M andarin Airlines, the regional subsidiary of Taiwan’s flag carrier China Airlines,

has signed a Global Maintenance Agreement (GMA). This comprehensive support package covers the repair, overhaul and pooling services of Line Replaceable Units, along with a door-to-door service through which ATR is providing transportation of spares to the airline’s facilities. The entire ATR fleet of the Taiwanese carrier – consisting of nine ATR 72-600s – is covered by this agreement, through which ATR reaches a key milestone of more than 300 in-service aircraft under GMAs.

Our partnership with Mandarin Airlines is a great example of the various capabilities of our Customer support offer. Mandarin Airlines started operating its first ATR 72-600s in February 2018 in Taiwan, where the domestic network counts 1.2 million passengers annually. The carrier has added a GMA to a broader partnership with ATR, who will be providing a full range of technical and engineering maintenance services, along with comprehensive training solutions for the airline’s flight crew, mechanics and technicians. ATR is also supporting China Airlines and its subsidiaries to set-

up in-house capabilities for ATR heavy maintenance, up to C-checks.

Through our flagship maintenance offer, Mandarin Airlines will benefit from an a la carte pay-by-the-hour maintenance package, which makes it possible to maintain an adequate level of protection, while minimising stock levels, enjoying short delivery time for parts, making budget control easier and enhancing efficiency.

Vistara becomes newest member of International Air Transport Association

V istara, the joint venture carrier between Tata Sons and Singapore Airlines, said

it has become a member of the International Air Transport Association (IATA), a global body of 280 airlines.

“In September 2017, Vistara successfully completed the IATA Operational Safety Audit or IOSA, cementing its commitment to safety. The audit, a pre-requisite for an IATA membership, confirms Vistara’s compliance with internationally approved aviation safety standards across multitudinous parameters in operational management and control systems. The membership will further enable Vistara to collaborate with other international member airlines for codeshare and interline agreements, and provide a seamless travel experience through an extended global

network to travellers to and from India,” the airline said in a statement.

National carrier Air India and Jet Airways are the only two other Indian airline members of IATA.

Airbus launches new Cabin-Flex option for A380 with Qantas

A irbus has developed a new option: “A380 Cabin-Flex.” This solution consists

in a new cabin door area arrangement on the upper-deck, suitable for premium configuration with lower density seat counts, allowing airlines to gain revenue-earning floor-space for extra seating without compromising on passenger comfort. The enhancement is available either for line-fit and retrofit. Qantas has chosen to be the launch operator of the A380 Cabin-Flex on its current A380 fleet from mid-2019.

A380 Cabin-Flex makes available the extra space for additional seats by allowing the upper-deck at “Doors-3” to be deactivated. Compared with current A380 layouts, A380 Cabin-Flex can bring up to 11 more premium economy seats or seven business class seats. In terms of economics, this translates into a typical return-on-investment (RoI) within around one year for the retrofit solution. The option, is therefore a very effective way to increase the premium seat-count in the upper-deck.

The A380 is the world’s largest, most spacious airliner that offers passengers the smoothest, quietest and most comfortable ride. With two full widebody decks, offering widest seats, wide aisles and more floor space, the A380 has the unique capability to generate revenue, stimulate traffic and attract the passengers, who can now specifically select the A380 when booking a flight via the iflyA380.com web site. Today, 223 A380s are operated by 13 airlines on 60 destinations, and 240 airports can accommodate the A380 around the world.

Dnata Obtains Gdp Certification In Uk

Ground handler dnata has been awarded the Good Distribution Practice certification by the UK Medicines and Healthcare Products Regulatory Agency.

According to dnata, the MHRA granted full Wholesaler Dealer Authorisation after dnata completed the agency’s Good Distribution Programme. In order to achieve certification, dnata was required to either review or make enhancements to its

quality systems, operations documentation and facilities management practices. The company took just six months to complete the process.

“We have invested in pharma-handling facilities across the UK in response to customer demand and in recognition of the growing importance of pharma cold-chain logistics,” said Gary Morgan, CEO of dnata UK. “With world-class technology already in place at our facilities, the next logical step was to ensure standards compliance and achieve UK MHRA certification. These initiatives not

only demonstrate our ongoing focus on safety and quality, but also reinforce our commitment to our airline customers who operate in the fast-growing pharmaceutical transportation sector.”

The new technology includes a 24-hour warehouse-monitoring system which can conduct temperature mapping and advise dnata operators ahead of any deviations. During the cold front across the UK in March 2018, this helped dnata prepare for the plummeting temperatures and ensure that all pharma shipments followed the optimum route, at temperatures that limited the risk of spoilage.

Automated handling systems that can store pharmaceuticals at variable temperature ranges have also been installed, according to dnata.

Fraport AG receives CEIV Pharma certification

F raport AG, the owner and operator of Frankfurt Airport (FRA), has received

the CEIV Pharma certification from the International Air Transport Association (IATA) for ramp handling of pharmaceuticals. Hence, FRA is the largest airport worldwide to have received this certification for the entire handling chain of pharmaceutical products. The CEIV (Center of Excellence for

Independent Validators in Pharmaceutical Logistics) certificate is awarded for reliable transport of time-critical and temperature-sensitive products. The global CEIV standard was developed by IATA with the aim of supporting airlines, handling companies and forwarding agents to comply with internationally recognized rules and norms for the handling of pharmaceutical products.

Martin Bien, Senior Executive Vice President of Ground Services at Fraport AG, received the accolade at the IATA Ground Handling Conference in Doha. During the ceremony, Bien said: “With the CEIV Pharma certification from IATA, Frankfurt Airport is one of the largest pharmaceutical hubs in the world to offer a fully certified ground handling process – now with ramp handling

also included.”

More than 100,000 metric tons of vaccines, drugs, medicines and other pharmaceutical products were handled at Frankfurt Airport in 2017. The health and wellbeing of many people depends on first-class handling of these sensitive items. Consequently, the standards for this logistical challenge are very high. Meeting them requires quality management, training of all parties involved in the process, and an infrastructure that enables product-specific handling and storage.

Fraport AG’s ramp handling division has been operating a transporter vehicle for temperature-controlled shipments for over 20 years. Now, it is the first ground equipment in the world to be covered by the CEIV certification. The special vehicle allows transportation of main and lower-deck units in a range from -30 to +30 degrees Celsius with pinpoint precision. Moreover, the transporter is equipped with an electronic temperature monitoring system and tracking options.

“We see pharmaceutical transportation as a growth market for the future,” added Martin Bien. “Receiving IATA’s CEIV certification underscores that Fraport has the requisite infrastructure and the necessary expertise to accommodate this growth. We are well prepared for future requirements of the pharmaceutical industry and forwarding companies.”

Special interview

“In the nearest time the Russian side is expecting the issue of the RFP for 200 Ka-226T helicopters”

Mr Boginsky CEO - Russian Helicopters.

1. What key technologies and systems showcased at DefExpo 2018?

Russian Helicopters Holding Company showcased Mi -171A2 and Ka-226T helicopters at DefExpo 2018. Both of these models have been launched on the Indian market. Guests and participants of the exhibition will be able to learn about the competitive advantages of Ka-226T helicopter which will be produced in our Joint venture Indo-Russian Helicopters limited.

During the air show in Dubai Russian Helicopters signed a contract with the Indian Vectra Group for the delivery of the first helicopter with an option for one more rotorcraft of the type. The first Mi-171A2 is to be delivered to India in 2018; the certification activities are already underway with the aim to further ramp up deliveries.

2. What aspect of your business is your primary focus at DefExpo 2018, and why?

During this exhibition our main focus will be on developing cooperation in the sphere of after-sales support service. This issue is of crucial importance for us given the fact that India is the operator of about 400 Russian and Soviet -made helicopters. Holding Company sees mutual interest in timely extension of airworthiness of our helicopters as it ensures flight safety.

3. Tell us about the production of Mi-38T helicopter. Who else, apart from Russian ministry of defence, do you see is likely to buy it? What sets it apart from M i-38 helicopter?

Rotorcraft of this class have never been produced in Russia before, this is an absolutely new product

that we have managed to launch into production. Currently, first two Mi-38T intended for Russian Ministry of Defense are being assembled at Kazan Helicopters facilities. This is a troop airlift version of Mi-38 helicopter, all assemblies and components are Russian made. Moreover, the provision is made for the installation of communication means for military purposes, as well as auxiliary fuel tanks to increase the flight range. The development of specialized versions, including the arctic version of Mi-38T helicopter helps increasing the functionality and expanding the area of its use.

As for the civil version of Mi-38, at present we are in negotiations with a number of state customers and we expect to deliver the first helicopter in 2019. Together with Rosoboronexport, we have already started promoting Mi-38 to the international market. The helicopter performance allows its employment in any natural and climatic conditions. Potential customers include all operators of Mi- 8/17, which face the missions requiring

increased load carrying and thrust -to-weight capacity of the helicopter.

Mi-38 is capable to successfully perform missions aimed at improving transport accessibility of regions. This rotorcraft provides an opportunity to organize passenger transportation in the areas, where it is impossible to use fixed-wing aircraft due to environmental and geographical conditions. The helicopter cabin may accommodate up to 30 passengers. There is also a possibility to provide a VIP-cabin layout.

4. Worldwide only KAMOV helicopters are co-axle configuration. Why is it not a popular design?

Coaxial main rotor scheme is a signature of Kamov brand, serial production of these helicopters has been mastered only in Russia. This design gives a range of competitive benefits to this helicopter, especially when it is employed by the Indian Navy. First of all, it facilitates piloting, ensures ideal stability with crosswinds and maneuverability, which is crucial when landing onboard a ship. Moreover, coaxial Helicopters feature smaller dimensions, hence, it is possible to place a larger quantity of helicopters onboard a ship.

5. Is there a possibility of you revitalising the depleted grounded fleet of Mi-26 helicopters of the Indian Air Force? Why did it languish in the first place?

India announced a t ender for Mi-26 overhaul, and Russian Helicopters participates in this t ender. We have sent our proposals to the Indian party for the extension of airworthiness of Mi -26 helicopters and expect their answer.

6. The contract for 200

Kamov 226T helicopters was said to be signed with India in the first quarter of 2018. What is the update on that?

In November 2017 a meeting between the Indian Ministry of Defence and the Russian delegation headed by Rosoboronexport was held, and the representatives of Russian Helicopters Holding Company also attended it. The purpose of that meeting was to address any outstanding issues that may affect issuance of RFP. As of today, all these issues are resolved.

7. How will you help in localization of Ka- 226T in India?

First, we will provide our partners all the necessary components and technology and we will actively participate in the organization of production in India. After t hat, the production of components from the supplied materials and the assembly of helicopters will commence, which will finally lead us to a complete assembly of helicopters in India.

8. What other opportunities do you see for Russian Helicopters in India? Are you going to participate in Indian Navy's NMRH and NUH programmes? Which helicopters will you field in those programmes?

Taking into account t he plans for Ka-226T pr od uctio n localization in India, we made a decision t o take part in the tender for the supply of light helicopters for the Indian Navy. Our proposal is to place the order at the Russian and Indian joint venture. It is in full compliance with Make in India policy and should ensure the loading and future development of the joint venture. This project also has obvious economic advantages - the Indian side will be able t o make more profit from the investments in the JV, support the local producer and significantly save funds, as it will be substantially less expensive to train personnel and perform maintenance of a homogeneous fleet.

9. What is the update on the upgrade program of Ka-28?

Currently the Holding Company is carrying out overhaul and upgrade of Ka-28 helicopters of t he Indian Navy. The rotorcraft shall be fitted with the new avionics enhancing their flight performance. Indian Ka- 28 shall receive modern flight and navigation suite and upgraded communication means.

10. What is the status of the JV with India and when does the manufacturing line for 140 Ka-226T start functioning?

lndo -Russian Helicopters Limited, a Russian and Indian joint venture was registered in M ay 2017. The JV participants are HAL, Russian Helicopters and Rosoboron export. To date, JV management has been established, an approval of the Indian Ministry of Defence for payment of charter capital has been received and the Russian party has already paid its part of initial share capital. Also, the Moo ident ifie d the production site where the JV shall be situated in the vicinity of Tumkur, near Bangalore.

The JSOW glide weapon uses a GPS-inertial navigation system with an imaging infrared seeker that can identify and track targets autonomously. JSOW C weighs 1,000 pounds and is effective against high-value land targets at ranges greater than 70 nautical miles, day or night, and in adverse weather conditions.

“With JSOW C in its internal weapons bay, the Navy’s F-35C can now eliminate the toughest ground targets from significant standoff ranges,” said Mike Jarrett, vice president of Raytheon Air Warfare Systems. “JSOW’s advanced warhead and smart fuse provide fighter pilots with plenty of flexibility against hard and soft targets — plus, it has many programmable effects.”

Lockheed Martin, manufacturer of the F-35, and the F-35 Joint Program Office participated in the latest test, which took place on the Navy’s China Lake ranges in California.

DEFENSE & MILITARY

India has launched a sixth satellite using cryogenic

technology, achieving another milestone towards space research. The latest satellite, the 2140-kg GSAT 6A, launched from here at 1656h on March 29, was separated after 17 minutes from the three-stage rocket and injected into the designated geosynchronous transfer orbit. Live footage was transmitted by the satellite from its onboard cameras.

The satellite will strengthen India’s communication system for both civil and military applications, and possibly provide speed to the poor mobile phone communications provided by Indian mobile phone companies. The successful launch sparked smiles and Prime Minister Narendra Modi congratulated Indian

Space Research Organisation (ISRO) Chairman K Sivan and all scientists.

India has had a very successful space programme based on its Polar Satellite Launch Vehicle (PSLV) over the past few decades but success in cryogenic technology for India’s Geosynchronous Satellite Launch Vehicle (GSLV) has come also after three decades of efforts to develop it indigenously.

Notably though, the PSLV rocket was based on French Viking technology obtained under an agreement signed in the 1960s while for GSLV, some basic cryogenic technology has been shared by Russia. Not many would know but it is worth recalling that the space cooperation was signed in the late 1960s by a relatively junior IAS officer, Mr TN Seshan, who

also ensured training of some 20 Indian engineers in French space institutions. Mr Seshan reached the apex in his career as a Secretary to the Government, was responsible for creating security structure for top leaders like the President and Prime Minister.

The success of the heavy GSLV MkII-F08 rocket has inspired confidence towards launching India’s second Moon Mission, due for October 2018. Said Dr Sivan: “This is the sixth successful launch of GSLV with indigenous cryogenic engine. The GSAT-6A satellite was placed

in its designated orbit precisely.”

“The GSAT-6A will complement GSAT-6 launched earlier. The two satellites will provide platform for advanced technologies for point-to-point communication.”

He pointed out that the performance of the second stage of the rocket’s Vikas engine had been tweaked to improve by a significant six percent, and that its electro-hydraulic actuation system had been replaced with a newer electro-mechanical actuation system made by ISRO itself using high space grade lithium (li-Ion) batteries.

The representatives of the Indian MoD visited Kamov Helicopters of Russian Helicopters Holding Company (part of Rostec) within the framework of the project of the delivering 200

units of Ka-226T rotorcraft and establishing its serial production in India. The Indian military took part in the demonstration flight of Ka-226T which is to be manufactured by the joint venture in Tumkur.

The Delegation of the Indian MoD visited prototype production facility and design bureau of Kamov Helicopters. The visitors were shown the digital models of Ka-226T which is the first digitally developed Russian rotorcraft. A version of Ka-226T in a different technical configuration was designed specially for the Indian state customer. The production of rotorcraft shall be set up at Ulan-Ude Aviation Plant of Russian Helicopters Holding Company, and subsequently it will be transferred phase-by-phase to the site of Indo-Russian Helicopters Limited joint venture in India. All in all, 200 units of Ka-226T helicopters are to be delivered to Indian military.

“Our Indian partners were demonstrated Ka-226T capabilities and learned more about the Holding’s groundwork for the project. This visit allowed the colleagues to not only ascertain high performance of this helicopter but to appraise scientific and technical potential of our design bureaus”, noted Andrey Boginskiy, Director General of Russian Helicopters Holding Company.

Light utility Ka-226T helicopter, featuring a coaxial main rotor system, with the maximum take-off weight of 3.6 tons is capable of transporting up to 1 ton of payload. It can be equipped with transport cabin, which allows transporting up to 6 people, or modules fitted with special equipment. Improved flight performance of Ka-226T helicopter, environmental friendliness, cost effectiveness, state-of-the-art avionics suite and additional flight safety solutions make this helicopter one of the best in its class.
