I. RATIONALE

In line with the Revised Policies on Employees Suggestions and Incentive Award provided under CSC Resolution No.010112 and CSC MC No.01, S. 2001, the Local Government Unit of Trinidad, Bohol reinforces its focus towards increasing productivity. The concern for employees’ recognition and rewards as motivating factors shall be rigidly emphasized. Thus, the LOCAL GOVERNMENT GOVERNMENT UNIT OF TRINIDAD’s PROGRAM ON REWARDS, AWARDS AND INCENTIVES FOR SERVICE EXCELLENCE (PRAISE) is established to rationalize our system of giving rewards, awards and incentives. Along with the management’s support, the Program hopes to provide continuous opportunity for professional growth and upliftment of morale of the employees of the Local Government Government Unit of Trinidad.

II. BASIC POLICIES

1. The System shall be called PROGRAM ON REWARDS, AWARDS AND INCENTIVES FOR SERVICE EXCELLENCE (PRAISE). 2. The System shall be designed to encourage creativity, innovativeness, efficiency, integrity and productivity in the public service by recognizing and rewarding officials and employees, individually or in groups for their efforts which contribute to the efficiency, economy, or other improvement in government operations, or for other extraordinary acts or services in the public interest.

3. The LGU-TRINIDAD PRAISE shall adhere to the principle of providing rewards, awards and incentives and based on performance, innovative ideas and exemplary behavior.

4. The LGU-TRINIDAD PRAISE shall give emphasis on the timeliness of giving award or recognition. Aside from conferment of awards during the traditional or planned awarding ceremonies, the spirit of the on-the spot grant of recognition shall be institutionalized.

5. The LGU-TRINIDAD PRAISE shall provide both monetary and non-monetary, awards and incentives to recognize, acknowledge and reward productive, creative, innovative and ethical behavior of employees through formal and informal mode.

For this purpose, the grant of non-monetary awards shall be encouraged. Except for agency awards and incentives authorized under existing guidelines, monetary awards shall be granted only when the suggestions, inventions, superior accomplishments and other personal efforts result in monetary savings. The monetary award shall not exceed 20% of the savings generated from the contribution.

6. An HRD Funds shall be allocated at least 5% based on the PS Allocation for the LGU-TRINIDAD PRAISE and incorporated in the LGU’s Annual Work Budget and Financial Plan.

7. The LGU-TRINIDAD PRAISE shall be institutionalized through the creation of a PRAISE Committee (Executive Order) in the local government unit. 8. The LGU-TRINIDAD PRAISE Committee shall have the following compositions:

A. COMPOSITION

i. Municipal Mayor - Chairman ii. SB Committee of Personnel & Policies - Member

iii. Mun. Human Resource, Mgt. & Dev’t Officer - Member iv. Municipal Budget Officer - Member v. Mun. Planning & Dev’t Coordinator - Member

vi. Municipal Accountant - Member vii. Municipal Treasurer - Member

viii. Representative, 2nd Level Employees - Member ix. Representative, 1st Level Employees - Member x. Representative, Employee’s Association - Member

B. RESPONSIBILITIES

i. Establish a system of incentives and awards to recognize and motivate employees for their performance and conduct;

ii. Formulate, adopt and amend internal rules, policies and

procedures to government the conduct of its activities which shall include the guidelines in evaluating the nominees and the mechanism for recognizing the awardees;

iii. Determine the forms of awards and incentives to be granted;

iv. Prepare plans, identify resources and propose budget for the

system on an annual basis;

v. Develop, produce, distribute a system policy manual and orient the employees on the same;

vi. Document best practices, innovative ideas and success stories

which will serve as promotional materials to sustain interest and enthusiasm;

vii. Submit an annual report on the awards and incentives to the CSC

on or before the thirtieth day of January;

viii. Monitor and evaluate the system’s implementation every year and

make essential improvements to ensure its sustainability to the agency; and

ix. Address issues relative to awards and incentives within fifteen

(15) days from the date of submission.

9. The Municipal Mayor as the Chairman shall be responsible in overseeing the

System’s operation and the Municipal Human Resource and Development Officer shall serve as the System’s Secretariat.

10. The LGU-TRINIDAD PRAISE Committee shall ensure that productivity, innovative ideas, suggestion and exemplary behavior can be identified, considered, managed and implemented on a continuing basis to cover employees at all levels.

11. The LGU-TRINIDAD PRAISE Committee shall be responsible for the development,

administration, monitoring and evaluation of the rewards, awards and incentives system of the local government unit. The municipality may, however, employ an external or independent body to assist the LGU-TRINIDAD PRAISE Committee to judiciously and objectively implement the system of incentives and awards.

12. The LGU-TRINIDAD PRAISE Committee shall establish its own internal procedures and strategies. Membership in the Committee shall be considered part of the members’ regular duties and functions.

13. The CSC-approved PRAISE shall be the basis of the grant of the Productivity

Enhancement Incentive benefits (PEI), other awards and incentives. The Annual PRAISE Report shall be submitted by the Agency to the Civil Service Commission Regional Office concerned on or before the thirtieth day of January to enable their employees to qualify for nomination to the CSC sponsored national awards.

14. Issues relative to awards and incentives shall be brought before the LGU- TRINIDAD PRAISE Committee, which shall address the same within fifteen (15) days from the date of submission.

III. OBJECTIVES

GENERAL:

To encourage, recognize and reward employees individually and in a group for their contribution to efficiency, economy and improvement in organizational productivity.

SPECIFIC:

a. To establish mechanism for identifying, selecting, rewarding and providing

incentives to deserving employees;

b. To motivate employees who have contributed ideas, suggestions, inventions, discoveries, superior accomplishments and other personal efforts;

c. To identify outstanding accomplishments, best practices of employees on a

continuing basis; and d. To recognize and reward accomplishments and innovations periodically or as the

need arises.

IV. SCOPE

The system shall apply to all employees in the career and non-career service of the Local Government Unit of Trinidad, Bohol. There shall be no discrimination in the selection of employees on account of gender, civil status, disability, religion, ethnicity or political affiliation.

VI. DEFINITION OF TERMS

1. AGENCY - refers to departments, agencies, bureaus of the national government, government-owned-and-controlled corporations with original charters, state universities and colleges and local government units.

2. AWARD - recognition which may be monetary or non-monetary

conferred on individual or group of individuals for ideas, suggestions, inventions, discoveries, superior accomplishment, exemplary behavior, heroic deeds, efficiency, economy, improvement in government operations which lead to organizational productivity.

3. REWARD - is something (usually money) given in return for a person's service, merit, hardship, etc.

4. CONTRIBUTION- any input which can be in the form of an idea or performance.(See also idea type and Performance type contribution).

5. DISCOVERY - is the uncovering of something previously existing, but

found or learned for the first time which will improve public service delivery.

6. IDEA TYPE CONTRIBUTION - refers to an idea, a suggestion or an invention or discovery for improvement to effect economy in operation, to increase production and improve working condition.

7. INCENTIVE - monetary or non-monetary motivation or privilege given to an official or employee for contributions, suggestions, inventions, ideas, satisfactory accomplishment or demonstration of exemplary behavior based on agreed performance standard and norms of behavior.

8. INNOVATION - improves of existing process, system, method or way of doing things; improvement of existing machines, equipment or facility.

9. INVENTION - the creation of a new process, method, equipment or

facility or anything which will benefit the government.

10. NATIONAL AWARDS - awards given on a national level by CSC and other government agencies, private entities, NGOs and other award giving bodies.

11. PERFORMNACE TYPE CONTRIBUTION - refers to the performance of an extraordinary act or service in the public interest in connection with, or related to one’s official employment; or outstanding community service or heroic acts in the public interest or sustained work performance for a minimum period of one year, which is over and above the normal position requirement of the individual or group.

12. SUGGESTION - idea or proposal which improves work performance,

systems and procedures and economy in operations that will benefit the government.

13. CAREER - positions in the civil service characterized by: (1) entrance based on merit and fitness to be determined as far as practicable by competitive examination, or based on highly technical qualifications; (2) opportunity for advancement to higher career positions; and (3) security of tenure. 14. NON-CAREER - positions expressly declared by law to be in the non-career

service; or those entrance in the service is characterized by:

(1) entrance on bases other than those of the usual test of merit and fitness utilized for the career service and (2) tenure which is limited to the duration of a particular project for which purpose employment was made. 15. SYSTEMS - the agency awards and incentives program for

employees.

VII. TYPES OF AWARDS AND INCENTIVES

Awards and incentives are categorized into National and Agency levels. Each of the agency level award is governed by specific guidelines of implementation as presented in the annexes. The specific guidelines for each type of award and incentive include the areas of coverage, selection/criteria, form of award, and frequency and date of awarding.

A. AWARDS

1. National Level

The Local Government Unit of Trinidad, Bohol shall participate in the search for deserving officials and employees who may be nominated as candidates for awards given by the Civil Service Commission and other government agencies, private entities, NGO’s and other award giving bodies such as:

a. Presidential or Lingkod Bayan Award

Conferred on an individual for consistent, dedicated performance exemplifying the best in any profession or occupation resulting in the successful implementation of an idea or performance, which is of significant effect to the public or principally affects national interest, security and patrimony.

b. Outstanding Public Official/Employee or Dangal ng Bayan Award

Granted to any official or employee in government who has demonstrated exemplary service and conduct on the basis of his or her observance of one or more of the eight (8) norms of behavior described under RA No. 6713 or the Code of Conduct and Ethical Standards for Government Officials and Employees.

c. Civil Service Commission or the PAGASA Award

Conferred on a group of individuals or team who has demonstrated outstanding teamwork and cooperation, which resulted in the successful achievement of its goal or has greatly improved public service delivery, economy in operation, improved working conditions or has benefited the government in many other ways.

d. Other Awards given by other government agencies, private institutions or NGO’s to an individual or team for contributions of an idea or performance that directly benefited the government.

2. Department or Agency Level

Each of the agency level award is governed by specific guidelines of implementation as presented in the annexes. The specific guidelines for each type of award and incentive include the areas of coverage, selection/criteria, form of award, and frequency and date of awarding.

The agency shall develop and initiate the search for deserving employees who may be included in the screening of candidates for awards to be given such as:

a. Best Employee Award

Granted to an individual who excelled among peers in a functional group or position and has demonstrated exemplary performance and notable accomplishment and contribution.

Best Employee/s for Municipal Mayor’s Office

Best Employee/s for Municipal Assessor’s Office

Best Employee/s for the Municipal Treasurer’s Office

Best Employee/s for the Municipal Health Office

Best Employee/s for Municipal Engineering Office

Best Employee/s for the General Services Office

Best Employee/s for the Municipal Agriculture Office

Best Employee/s for the Municipal Budget Office

Best Employee/s for the Local Civil Registry Office

Best Employee/s for the Municipal Vice Mayor and Sangguniang Bayan Office

Best Employee/s for Accounting Office

Best Employee/s for the Municipal Planning and Development Office

Best Employee/s for the Municipal Social Welfare and Development Office

Best Employee/s for the Trinidad Municipal College

b. Gantimpala Agad Award Given to employees commended by clients and the LGU-Trinidad Officials for their courtesy, promptness, efficiency and dedication to duty.

c. Exemplary Behavior Award

An award based on the adherence to eight norms of conduct as provided under RA 6713 (Code of conduct and Ethical Standards for Public Officials and Employees). It is also given to employees who have exhibited exemplary acts or services in the public interest, such as saving victims from accident and/or disaster.

d. Achievers Award

Given to employees who have participated and landed in the top 5 places in a regional, national or international level competition and to those who have garnered prestigious award(s) or cited for their notable achievement in their respective areas of interest.

e. Cost Economy Measure Award

Granted to a divisions, department or office whose contribution such as ideas, suggestions, inventions, discoveries or performance of functions result in savings in terms of man hours and cost or otherwise benefit the agency and the government as a whole. The monetary award shall not exceed 20% of monetary savings generated from the contribution.

f. Maagap Award

Conferred to an employee who has obtained a perfect attendance (no absences and no tardiness/undertime) for two consecutive rating periods and strictly observe the use of biometrics for the attendance records, attendance in flag raising and flag retreat and participation in all programs and activities of the LGU requiring the attendance of employees.

g. Personnel Development and Academic Excellence Award

An award given to an employee who finished his/her Master’s or Doctorate degree through his/her own personal expense, or given to employee who topped a government licensure examination.

h. Retirement Award Conferred on retirees whether under optional or compulsory retirement schemes in due recognition for their contribution and services to the Agency.

i. Service Award

An award which speaks of the employees’ continuous and dedicated service to the Local Government of Trinidad. An employee shall receive a plaque or certificate of appreciation upon serving the LGU-Trinidad for (10) years. Succeeding award shall be given every five (5) years thereafter.

j. Best Department/Office Award Granted to the top department/s or office/s on the basis of meeting its approved target/work and financial plan, notable accomplishments and performance and other pre-determined criteria.

k. Such other awards which the Local Government Unit of Trinidad

may decide to give.

B. TYPE OF INCENTIVES

The agency shall continue to search, screen and reward deserving employees to motivate them to improve the quality of their performance and instill excellence in public service. 1. Collection Incentive Pay

Given to employees who have facilitated the collection more than the given target.

2. Loyalty Cash Incentive A cash incentive granted to an employee who has completed at least ten (10) years of continuous and satisfactory service to the Agency. The grant of this incentive is in accordance with CSC MC No. 42, s. 1992 and CSC MC No. 17, s. 1999.

3. Length of Service Incentive

Given to all employees who have rendered three (3) years of continuous satisfactory service in the same position. The cash incentive shall be incorporated in the salary adjustments following the Joint CSC-DBM Circular No. 1, s. 1990.

4. Performance-Based Incentive (per CSC-DBM Joint Circular No. 1 s.2012)

2 step increments due to meritorious performance granted to employee/s who have 2 “Outstanding” ratings within the year

1 step increment due to meritorious performance granted to employee/s who have 1 “Outstanding” rating and 1 “Very Satisfactory” rating within the year

1 step increment due to meritorious performance granted to employee/s who have 2 “Very Satisfactory” rating within the year

5. Performance-Based Incentive System (Productivity Enhancement Incentive (PEI) and Performance-Based Bonus (PBB) In accordance with the guidelines to be issued by the Department of Budget and Management (DBM) and Executive Order and/or promulgation of implementing rules and regulations by appropriate authorities.

6. Other incentives which the PRAISE Committee may recommend.

VIII. FORMS OF AWARDS AND INCENTIVES

Both national and agency level awards and incentives shall come in the form of monetary, non-monetary or both. The forms of non-monetary awards and incentives are the following:

1. Compensatory Time-Off

Granted to an employee who has worked beyond his regular office hours on a project without overtime pay.

2. Flexiplace

Work arrangement allowed for qualified employee/s who has demonstrated responsibility, initiative, and capacity to produce output/result and accomplishment outside of the workplace subject to established guidelines.

3. “ Salu-salo”

Meal hosted by superiors or supervisors for the awardees or employees who have made significant contributions which may be in the form of a testimonial party or dinner.

4. Other Incentives

Incentives in kind which may be in the form of trophies, plaques, certificates, medal/pin, token, travel package, reserved parking space, recognition posted at the Local Government Unit of Trinidad PRAISE Board, feature in agency publication, LGU website, and others.

IX. OPERATING PROCEDURES

1. Identification and Announcement of Awards/Incentives

a. Before the start of the year, the Local Government of Trinidad PRAISE Committee shall identify and announce the different agency-level and national-level awards and incentives available for the current year. The major awards and incentives to be given should correlate with the LGU-Trinidad priority plans and programs for the year.

b. Information/details of the awards and incentives lined for the year shall

be disseminated to all departments by the PRAISE Committee thru the MHRMDO.

c. The MHRMDO shall facilitate the approval of necessary funds for both

monetary and non-monetary awards and incentives.

2. Nominations

a. All nominees for various awards and incentives shall be selected and indorsed by their respective Department Heads/Head of Offices and indorsed to LGU-Trinidad PRAISE Committee.

b. For national awards letter of indorsement/nomination shall be submitted

by the LGU-Trinidad PRAISE Committee with supporting documents to the Civil Service Commission or to other government agencies, private institutions or NGO.

3. Screening of Nominees and Selection of Winners

a. All nominees shall be screened and evaluated by the respective PRAISE

Committee based on the criteria set under the various guidelines for each award/incentive.

b. The MHRMDO shall facilitate the conduct of the screening process and

finalization of list of awardees before the scheduled date of awarding.

4. Awarding

a. The MHRMDO shall facilitate the holding/conduct of timely and appropriate awarding ceremonies.

b. The MHRMDO shall facilitate/coordinate the preparation/purchase and distribution of awards to the respective awardees/winners and facilitate payment/remittance of incentives.

5. Reporting

a. The LGU-Trinidad PRAISE Committee, thru MHRMDO, shall prepare and

submit an Annual PRAISE Report to the Civil Service Commission on or before the thirtieth (30th) day of January.

X. FUNDING

The Local Government Unit of Trinidad shall allocate a Human Resource Development (HRD) Funds of at least 5% based on the PS Allocation for the LGU-Trinidad PRAISE and incorporate the same in its annual Work and Financial Plan and Budget.

XI. EFFECTIVITY

The LGU-Trinidad PRAISE shall become effective upon approval by the CSC. Subsequent amendments shall likewise be submitted to CSC for evaluation and shall take effect immediately upon approval.

XII. COMMITMENT

I hereby commit to implement and abide by the provisions of the LGU-Trinidad PRAISE which shall be the basis for the grant of awards and incentives to qualified officials and employees of the Local Government Unit of Trinidad, Bohol. The annual PRAISE report shall be submitted to the CSC Regional Office concerned on or before the thirtieth day of January to enable our employees to qualify for nomination to the CSC-sponsored national awards.

CSC Action: I have evaluated the herein LGU-Trinidad PRAISE and found it to be in accordance with the provision of CSC MC no. 1, s. 2001 and may now be implemented.
