ROSELLE PARK DISTRICTLetter From the President

Dear Residents:

Budget time is upon us as I write this. The District’s two top objectives for this process are 1) taking care of what we have and 2) enhancing customer service. An ultimate goal is to produce a strategic plan to further enhance our stewardship and aid in decision making.

Most of us on the Park Board remember the days when we had to “rob Peter to pay Paul.” When the tax cap was established in 1991, Roselle Park District had just built Clauss Recreation Center. We could not have been in a worse place fi nancially. Cuts to service and cuts to personnel all followed in the subsequent years. We had a Director at the time, with a fi nance background. She kept the doors open through the toughest days. By the time I came on board, she had just left and we hired a Director with vast Parks and Recreation experience, particularly in putting together management teams. From his team came our next Director who worked tirelessly to get the Kemmerling Park and Pool project completed. The commu-nity said “no” to three iterations of a plan, but by the fourth referendum, the District and the public had come to understand what was best for the community as a whole. The beautiful facility built with input from all corners of Roselle continues to add value to the Village’s image and provides the “heart” that was sorely missed for the seven summers we lived without it.Why the history lesson? The community passed a referendum for operating funds 8 years ago. That wonderful act planted the seeds that led to better and better services for our community. With a little money to work with, the District has been able to add amenities, slowly but surely, and keep what we have going strong. We “get it” -- we are the aff ordable alterna-tive for many during these times of economic uncertainty. The current Director comes from a background of revenue generating facilities. He “gets it.”

Emerald Ash Borer has made its presence known in our community. The Park District and the Village of Roselle both ap-plied for grant money to combat this intruder. The vIllage was awarded a grant. The Park District was not. That doesn’t mean we won’t be doing our part in this joint venture. It just means we have a tough choice to make somewhere else. Rest assured, trees are something we hold dear...the more the merrier, nasty bug or not!

Before you know it, summer will be here...as you will see in our marketing: “Come to our parks and discover fun!” Many new programs are planned to lure us out and about: Pilates in the Park, Tai Chi in the Park, and Play and Party in the Park -- you get the picture!

New events this summer at Kemmerling Pool include fl oat nights, catered events and much more! Specialty clinics will be off ered for softball, speed (baseball), golf, swimming and tennis.

For more info, check out our new website: www.rparks.org

Wishing you the best of the summer season, here in Roselle -- a great place to live, work and play!Roberta BorrinoPresidentBoard of Park Commissioners

Racer’s 40th Anniversary!

Were you a Roselle Racer? Next summer the Roselle Racer Swim Team will turn 40 years old and we are looking for old pictures, memories, and contact information for all swimmers! The sum-mer will be fi lled with special activities for all alumni, including participating in the parade in June! Please check out our website http://www.roselleracers.org/ for upcoming events! Roselle Racers Swim Team (DK)Calling all swimmers…new and returning swimmers are invited to join the Roselle Rac-ers Swim Team for a fun-fi lled summer at the Kemmerling Pool! Kemmerling Pool is conve-niently located here in town at Prospect and Bryn Mawr Avenue. Many swimmers may be able to walk or ride their bike to those early morning practices! The Roselle Racers are a member of the DuPage Swim and Dive Conference. This competitive swimming program is designed for swimmers 5-18 years old. Swimmers age 8 and under must be able to swim one length of the pool without stopping; swimmers 9 and over must be able to swim two lengths. Swimmers compete against individuals in their own age group. New team members attend a swimming tryout before they can be on the team. The tryout dates will be an-nounced at registration.Being a member of the swim team requires purchasing a pool pass and attending morn-ing practices regularly. These practices help swimmers develop fundamental swimming skills, including four diff erent competitive swim strokes. Swim meets take place on Wednesday evenings and Saturday morn-ings with a fantastic social network of family volunteers to ensure their success. The swim team is a great way to make friends and get fi t! For more information, visit http://www.roselleracers.org/.

Fall Youth Soccer League (VO)Emphasis in the Mid-Suburban Soccer League is placed on individual instruction, teamwork, and sportsmanship. Teams will be based on approximately 12 to 15 players per roster depending on age groups. Waiting lists will be used until there are enough players and a volunteer head coach to form another team. Games are played on Saturdays against neighboring park districts. Competition will start September 10. Practices will be held during the week based on coach’s availability. Practices will start two weeks prior to game play dependent upon securing enough volunteer coaches. Parents will receive a call from their child’s coach once the team selection process is completed informing them of fi rst practice location, date and time. Registering before the July 18 deadline does not necessarily guarantee a spot on a team due to minimum/maximum numbers established to form a team.

Take advantage of our early-bird sign-up fee of $53 by registering before July 18. All

registrations submitted from July 18 on will be charged an additional $10 and, again,

players cannot be guaranteed a spot on a team.

Please indicate on enrollment form if you would be able to manage a team. Also, please let our front desk staff know if you would be interested in coaching. They will make note of this in our computer registration software. If you are not familiar with the game of soccer, don’t worry, we can teach you everything you need to know.

This class will give them the skills to defend themselves against bullies, help any of their classmates who are getting bullied, and focus on non-physical just as much as physical means of defusing an altercation. We’ll also equip your child with tools to heighten their awareness against abductors, and avoid predators. W.O.W. Women on Weights (DK)Strength training has been proved to benefi t all populations, from adolescent athletes to seniors. Women, in particular, see tremendous benefi ts from strength training. Traditionally, women relied on cardiovascular activity and a low calorie diet to change their physical appearance. Unfortunately, low calorie diets merely punish the soul and decrease the metabolism. Without including consistent strength training in our program, eff ecting change can be an impossible goal. Strength training is absolutely essential if we wish to create visual changes in our bodies, and we’ve discovered that the benefi ts of strength training extend far beyond the visual.

Garden Plots (KK)Do you want to grow your own fresh veg-etables but you don’t have enough room in your yard to garden? The park district has established plots for you to use for a very reasonable fee! Plots are located at the park district maintenance building on the south side of the Clauss Recreation Center area (driving entrance located off of Mensching Ave.). The plots are 6’ x 25’ with a 1’ fallow area at each end. Reserve your plot today (limit of one plot per household)!

Due to the fl ooding issues experienced last summer all garden plots will now be assigned from the top of the hill down.

PLEASE BE ADVISED: Garden plots fi ll up fast! Please submit completed registration form with check or credit card information to be held for payment of fee to ensure your participation in the garden plot lottery. This lottery will determine the fi nal garden plot reservations. Numbered plots will be issued at random on “the” lottery date of Wednesday, April 20th, 2011, beginning at 1:00 pm with the participating plot seekers on fi le. RESERVATION OF PREVIOUSLY-HELD PLOT NUMBERS (AND MULTIPLE PLOTS) FROM YEAR-TO-YEAR IS NO LONGER AVAILABLE. In order to ensure that all of our Park District customers receive an equal opportunity to receive a plot reservation, no reservations from 2010 will be held. IN-DISTRICT REGISTRATIONIn-district registration for 2011 summer programs begins Monday, May 9, 2011, at 8:00 am.

OUT OF DISTRICT REGISTRATIONOut-of-district registration and in-district registration for 2011 summer programs received after the deadline will be processed on a fi rst-come, fi rst-serve basis.

RECEIPT CONFIRMING YOUR CLASSAll registration received prior to Sunday, May 8th, will be collected and fi led. Beginning Monday, May 9, 2011, registration forms of residents will be processed/randomly entered in our system. After the resident group is completed, non-resident registration forms will also be processed/randomly entered in our system. Receipts will begin to be mailed on May 9, as the registration is processed.

Registration will continue until classes are fi lled or cancelled due to low enrollment (at the discretion of the corresponding Recreation Supervisor).

PLEASE BE ADVISEDNo registrations can be processed Monday-Friday after 7:00 p.m. or Saturday after 12:30 p.m. After these times the front desk can ac-cept registration forms but they will not be processed until the next day the front desk is open. Please note: the front desk cannot hold any full or partial cash payments. NO EXCEPTIONS (CHECK or credit card infor-mation can be held). Also, there can be no acceptance of any overage payments with transactions. The District can only receive a total payment of what the total correspond-ing fees necessitate. It is not possible for the District to perform the service of providing cash back or in-system credit on any over-written personal checks, company checks, government-issue checks, or money orders.

IN CASE OF AN ERRORComplete details of program policies, proce-dures and guidelines are sometimes omitted from the program brochures because of space limitations. Also, errors in days, times, registration requirements and fees may oc-cur as well. We apologize for any errors that may appear in the brochure. We thank you for your patience and understanding when these situations arise.

PROGRAM ROOM AND AREA LOCA-TIONS SOMETIMES MOVE AROUND!Program locations are subject to change. Roselle Park District staff reserves the right to make changes to room/area locations if deemed necessary for the participation and safety of all our registrants and programs. This type of fl exibility is necessary to ensure that all planned program sessions can meet and activities can go as planned.

Nothing ruins a good program

quicker…

than everyone waiting until the last

minute to register for it. There is a

point where if there aren’t enough

registrants to hold the program,

it is cancelled. Coming in the day

of, or the day before the program

won’t resurrect it. Please register

at least a week early to avoid

disappointment.

INCLUDE PAYMENT & SIGN WAIVER/RELEASEPlease note that you need to include full payment and a signed waiver and release for your form to be processed. Credit card payments require an additional signature to authorize payment. For these reasons, we are unable to accept phone-in registrations.

RESIDENCYNot all Roselle residents are Roselle Park Dis-trict residents. Even though you may have a Roselle address, you may pay taxes to another park district. Therefore, proof of residency is required when registering for programs for the fi rst time. This may be done with a driver’s license, utility bill, (or a mortgage statement for those who are recently moving to the area).Roselle Park District residents support the dis-trict through property tax contributions and therefore these residents have fi rst priority in the registration process each program period.

RETURNED CHECK POLICYWe gladly accept personal checks as pay-ment. If for any reason a check is returned to our offi ce marked “NSF,” we will contact you. You will then be required to submit a full cash or money order payment, as well as a $30 bookkeeping fee, within a fi ve business day period. Class privileges will be suspended and new registration will not be accepted until payment is received.

All refund requests must be made at least two business days before the fi rst class meeting or practice of program. Trips and special events require reservations and planning weeks ahead of time and therefore do not allow us to accept refund requests unless there is a wait list and someone can fi ll the spot. Individuals requesting refunds with two or more business days notice, prior to the fi rst class meeting or practice will receive a full refund, less $5 for administrative costs. No refunds will be issued for any program after second meeting of a program, unless a physician’s note is provided. Refund requested for medical reasons will be prorated from the time the request is received.

NON RESIDENT FEESUnless specifi ed by a particular program, the non-resident program fee is an additional $10 or 50% of the regular fee, whichever is less. This does not apply to facility rentals. For all facility rentals, Clauss Recreation Center, or Turner Park, there is a consistent $25 increase for non-residents in addition to the stated resident fees.

ROSELLE PARK DISTRICT AND THE ADAThe Americans with Disabilities Act (ADA) prohibits discrimination on the basis of a disability. The Roselle Park District will make reasonable accommodations in recreation programs to enable participation by an individual with a disability that meets essential eligibility requirements for that leisure program and facilities. If you have questions or believe you have been unfairly discriminated against by the park district, please contact the Roselle Park District Director of Parks & Recreation at (630) 894-4200 ext. 228. Those who use the Telecommunications Device for the Deaf may reach the park district by calling (800) 526-0844.

WAIT LIST PROCESSA wait list is formed when a class reaches par-ticipant levels beyond the maximum. The wait list is designed to maintain interested people in a holding area until more spaces in the program are available, someone drops out, transfers, or a new section is added by park district staff based on interest. The wait list is maintained based on the order we process registrations. Customers will be contacted for confi rmation before being added to one of our wait lists (or transferred from a wait list into the desired program) by the front desk or specifi c program supervisor. Please note: be-fore a participant is transferred into a program all corresponding paperwork and payments are required.
