THE FUTURE: SINGLE-STREAM RECYCLINGGood news: Your recycling routine may get a whole lot easier!

Within the next two years, Waste Commission of Scott County and the cities of Davenport and Bettendorf will consider converting recycling collection to a single-stream model. The change will happen in synch with changes to Waste Commission of Scott County facilities. What is single-stream recycling? Single-stream is exactly what it sounds like. Rather than sorting paper from other recyclables—such as metal and glass—residents place everything into one recycling cart together. Proponents of single-stream recycling say that it makes recycling easier to do. And when recycling is easier, more people may participate—raising recycling rates and increasing the amount of material that’s diverted from the landfill.

Solid Waste Collection The City of Bettendorf provides collection to all single-family and some multi-family households. The city provides the following solid waste services, included in the solid waste fee: • Automated garbage collection & disposal • Bulky, electronic & appliance waste collection and processing • Recycling collection and processing • Yard waste collection and processing

All carts and materials are required to be set out for collection by 7 a.m. on your collection day.

Service Levels and Options The city offers weekly or every-other-week garbage collection (for those who choose that option) on your garbage collection day.

Fee: Residents pay a fee for the size of garbage cart they choose. The carts are supplied by the city. Residents are billed for garbage service on their sewer bills. If a resident is not on the sewer billing system, a separate bill is sent. Bills are sent quarterly.

What does the fee include? The fee includes garbage collection and disposal; recycling collection and processing; bulky waste and e-waste collection, disposal and processing; and a portion of the costs of yard waste collection and disposal. Yard waste collection is provided for an additional fee.

Extra Bag Fee: $3 per bag for those times when all of your garbage will not fit into your cart with the lid closed. • The bag must have a $3 sticker on it or it will not be collected. • Set the extra bag of trash on top of the closed lid of your garbage cart. • Bag size: no larger than 32 gallons, no more than 50 pounds

Trash stickers are available at City Hall, Public Works and local grocery and convenience stores.

Fee for changing service level: There is a $25 fee to change the cart service level. This applies to all residents who have had their garbage cart for more than 30 days. Residents moving into a new residence will not be charged the fee to change their cart service level if they exchange it within 30 days.

Residents with every-other-week option: Collection is every other week. See the city’s Website for collection dates. A calendar is included in the Garbage Guide mailing for residents with this option. Residents may request a calendar by calling (563) 344-4088.

How do I sign up for the service? New Resident: If you are a new Bettendorf resident, you will need to call the

Public Works Department at (563) 344-4088 to choose a cart size for garbage collection. If you do not have a recycling cart, you may order one at the same time. There is no charge for the recycling cart.

Moving Within Bettendorf: If you are moving to a different address within Bettendorf, you will need to notify the Public Works Department at (563) 344-4088 of your new address. Please leave both your garbage and recycling carts at the existing address. The city will deliver a garbage and recycling cart to your new address after you have contacted us.

Moving Outside Bettendorf: If you are moving outside of Bettendorf, please leave both the garbage and recycling carts at the residence you are moving from. If either of your carts are missing when you move, you will be billed for the cost of their replacement.

Multi-Family Units and Small Businesses: If you would like to have city garbage collection service, please call the Public Works Department at (563) 344-4088 to choose a service level.

Basic Tips for Automated Garbage Collection: • Garbage cart is required to be set out by 7 a.m. on your collection day. • Arrows on lid should point toward street. • Place cart near the curb, on the curb or at the edge of your driveway. • Garbage must be in the cart with the lid completely closed. • Yard waste is not allowed in garbage carts pursuant to Iowa law. • For health and sanitary reasons, bag all garbage before putting it into

the cart. • Leave an arm’s length of clearance around your cart – do not set directly

next to your recycling cart, vehicle, telephone pole or mailbox. • Eliminate overflow. Make sure you have the right size cart to meet your

needs; you’ll save money in the long run.

Cart Placement is Key! Where and how you place your cart is key to our success. If your cart is obstructed by a vehicle or other object, our driver has to get out of the truck to move the cart in order to empty it. This costs time and money. The truck’s mechanical arm needs unobstructed access to “reach out” to your cart. So please, remember these three rules:

Cart Safety: Please read the weight limits on the lid of your garbage cart. Do not overload your cart. Please do not put heavy rocks, sod or concrete in your cart. If you find the cart too difficult to move, please get help to move it. If your cart is too large for you to handle, smaller carts are available.

Missed Collection? If you have questions regarding a missed collection, please call (563) 344-4088.

The City Encourages Recycling! Cardboard boxes need to be recycled. Please flatten, tie or tape them together and set them on the ground next to your recycling cart on your regular recycling day. Each bundle of cardboard shall be no more than 50 pounds and 36 inches any direction.

Lost or Damaged Carts: The cart and its contents are the property of the City of Bettendorf. It is against the law to remove them. If your cart is lost or damaged, call (563) 344-4088.

Bulky Waste Collection The city is pleased to offer residents a bulky waste collection program that is convenient and easy to use. Residents may set out bulky items on recycling collection days. Bulky wastes are large garbage items that are too heavy to be lifted by one person or too large to fit in a garbage cart. Bulky waste includes items such as furniture, appliances and tires. Electronic waste such as computers and televisions are also collected as bulky waste items. For items containing sensitive data, please call (563) 823-0119. For a complete list of items accepted in the bulky waste program, please visit www.bettendorf.org/solidwaste or call (563) 344-4088.

Household hazardous materials such as batteries, paint and motor oil are not bulky waste items. Home health care waste, such as needles, are not accepted. Please call the Waste Commission of Scott County’s Household Hazardous Material Facility at (563) 381-1300 for their proper disposal. See pages 18-19 for more information.

Any bagged items that you set out for bulky waste collection must have a $3 sticker on each bag.

City code requires that all doors on appliances be removed to protect small children.

Recycling Collection Recycling collection is once every four weeks on your garbage collection day. A refrigerator magnet showing your collection days is mailed annually. If you need a calendar, please call (563) 344-4088. The carts are divided in the middle with paper items on one side and containers on the other side. Look under the lid of your cart for accepted items or turn to page 23.

Fee: The fee for recycling collection is included in the garbage fee.

Items Accepted in Your Recycling CartSee the Scott Area Recycling Center on page 23 for a complete list of items accepted. Note that corrugated cardboard must be flattened and no larger than 36", not more than 50 pounds per bundle, tied or taped in bundles, set next to cart.

Cart Too Full? • Flatten all cans and containers before putting them into the cart. • Flatten and tie or tape your cardboard. Place it next to your cart. • Take your excess materials to the Scott Area Recycling Center,

5640 Carey Avenue, Davenport. See page 22. • If you consistently overfill your cart, the city will deliver a second cart

to you at no charge. Call (563) 344-4088.

Moving? Leave your cart at the residence you are leaving. If you move to another residence in Bettendorf and a cart is not there, call Public Works for a new cart at (563) 344-4088.

Yard Waste Collection Yard waste collection is weekly on your garbage collection day. Yard waste includes grass clippings, leaves, branches and garden waste. The city recommends you do not bag yard waste. Yard waste disposal can be accomplished by using a backyard composter, leaving your grass clippings on the grass after you cut it and/or by mulching your leaves.

Fee: Each bag of yard waste must have a $1.60 sticker on it. There is no charge for bundled tree trimmings and branches. The city offers weeks in the spring and fall when no stickers are required on yard waste bags. The weeks are listed on pages 13-14.

Yard waste stickers are available at City Hall, Public Works and local grocery and convenience stores.

Basic Tips for Yard Waste Collection:

• Yard waste is required to be set out by 7 a.m. on your collection day.

• Yard waste must be placed in kraft paper bags with a $1.60 sticker.

• No more than 50 pounds per bag. • Branches must be no longer than five feet. • Branches must be no larger than six inches in diameter. • All branches must be bundled and weigh no more than 50 pounds per bundle. • Small quantities of old firewood accepted.

Leave it out! It’s against the law to landfill yard waste such as leaves, grass clippings, brush or other material from the lawn. In addition, it is illegal to blow or rake grass/leaves into the street.

Hours: 7 a.m. to 4 p.m. Monday through Friday and 8 a.m. to noon on Saturday. In June, July and August, the landfill is open Monday evenings only until 6 p.m. Customers must be in and unloaded by closing time. Hours subject to change.

The Scott Area Landfill is a 48-acre, Subtitle D synthetically lined landfill sited in 1995. It is designed for the proper and safe disposal of residential and business waste generated in Scott County.

Directions: From Davenport, take River Drive west past the I-280 interchange to the next intersection with a stoplight. Turn left (south) onto Y-48 and the landfill is 2.5 miles down on the left hand side.

Landfill Rules• All loads must be tarped or tied down.

• Waste generated outside Scott County will not be accepted.

• No liquids or hazardous waste such as paints or pesticides. See page 18.

• Yard waste such as grass, leaves, brush, logs and firewood cannot be landfilled pursuant to Iowa law. This material must go to the Davenport Compost Facility, 2707 Railroad Ave., Davenport. See page 27.

• Electronic waste such as computers and televisions must go to the Electronic Demanufacturing Facility, 1048 E.59th St., Davenport. See page 20.

Recycling Programs at the LandfillBatteries: Automotive (lead-acid) batteries are accepted during regular hours of operation at no charge. Alkaline batteries can be safely put in your garbage. Rechargeable batteries from residents are accepted during regular business hours or by appointment through the household hazardous materials program. See page 18.

Asphalt Shingles: Participants in the Asphalt Shingle Recycling Program receive a reduced tipping fee for clean loads of asphalt shingles, among other benefits. More information by phone or online.

Oil, Oil Filters & Antifreeze: Up to 25 gallons per month of used motor oil, antifreeze and residential drained oil filters can be recycled at no charge. Call (563) 381-1300 if you have more than 25 gallons.

Propane (L.P.) Tanks: Accepted at the landfill during normal business hours. Transport upright and secured.

Recyclables: Drop-off recycling is available at the landfill. For more information on what can be recycled and proper preparation, see page 23.

Tires: Tires are recycled for a fee. See page 16. Properly disposing of old tires helps prevent mosquito breeding grounds, which can protect you against the West Nile Virus.

Wood: Construction and demolition materials and furnishings are accepted for recycling into biomass fuel, an alternative to coal and oil. Varnishes, veneers, hardware and paint are acceptable. No glass, railroad ties, metal spikes or green treated wood.

Product Exchange Facility: Automotive, home improvement, household and lawn/garden products collected through the HHM program and deemed reusable may be taken home at no charge. The facility is located at the Scott Area Landfill and is open the same hours.

Sharps Exchange Program: Rigid containers for disposal of medical waste such as needles, lancets and syringes are provided to Scott County residents free of charge at both Scott Area Household Hazardous Materials facilities and at the Scott County Health Department, 600 W. 4th St., Davenport. Full sharps containers may be dropped off between 7:30 a.m. and 4 p.m. at HHM facilities only.

Directions: From Highway 61 (Welcome Way/Brady Street) head east on 53rd Street for about a half mile and then turn left (north) on Carey Avenue before the railroad tracks. Follow Carey Avenue to the cul-de-sac. When you enter the Scott Area Recycling Center, follow signs in the parking lot to the Electronic Demanufacturing Facility, which is located just north of the Recycling Center.

From I-74 head west on 53rd Street for approximately 2 miles and then turn right (north) on Carey Avenue immediately after crossing the railroad tracks.

The Electronic Demanufacturing Facility disassembles and recycles residential and business electronic waste, or e-waste. E-waste is defined as devices that contain a circuit board or a cathode-ray tube. These items contain environmental hazards such as lead, mercury, cadmium, nickel, chromium, lithium and PCBs. Material received is demanufactured to ensure data security.

Fees: All residents of Scott County can recycle e-waste free of charge at the Electronic Demanufacturing Facility. Each community and Scott County use funding from an environmental grant provided by the Commission to offer this service at no charge to their residents.

The regular disposal charge is 20 cents per pound for cathode-ray tube-containing items. Console and projection TVs are a flat fee of $15. All other e-waste is free of charge. Large or unusual items are assessed on a per item basis. Rates are subject to change.

The Scott Area Recycling Center receives recyclables from Scott County residents that are collected curbside and from drop-off containers. Materials are sorted, baled or crushed and marketed from this location.

Hours: The office is open from 7:30 a.m. to 4 p.m. Monday-Friday. Drop-off recycling is available at this location 24/7.

Fees: There are no fees for residents to use the drop-off recycling containers. Collection companies and municipalities pay a tipping fee for processing of mixed recyclables.

Oil, Oil Filters and Antifreeze: Up to 25 gallons per month of residentially-generated used motor oil, antifreeze and drained oil filters can be recycled at the collection area in the parking lot at the Scott Area Recycling Center at no charge. If you have more than 25 gallons, please call the landfill at (563) 381-1300 for assistance. Used motor oil also can be recycled at Wallace’s Garden Center.

Each year the facility diverts 130,000 cubic yards of organic materials from entering the landfill.
