Dear Friends,

This year at St. Mary’s Center we expanded our programming significantly: doubled our supportive housing capacity, created a Council of Elders, established a Parents Education Program for our preschool parents and developed and piloted a Peer-to-Peer program to combat isolation among our seniors.

Without your support we would have been hard-pressed to have accomplished all that we did.

The backdrop for our work is the growing gap between rich and poor, exemplified in Oakland by a paradox. At over 20%, we have one of the highest poverty rates in the state, and at the same time one of the highest median rental costs in the country, more than $2,000 for a one bedroom apartment. And rental rates keep rising. It is almost impossible for our seniors, most of whom earn less than $11,000 a year, or our preschool parents, who struggle to provide for their families, to create and maintain a stable household.

St. Mary’s Center becomes their “safe” harbor. A space where children can play, learn and grow. A space where seniors learn skills to stabilize their lives, recover from trauma, and regain their dignity.

Building Stronger CommunitiesCreating active partnerships is an important aspect of community building. No one organization can turn around a community, a neighborhood, or an issue single-handedly. In this spirit, St. Mary’s Center is proud to work with a number of other organizations to help build a better world. Here’s a brief look at some of our recent work:

● The Sisters of the Presentation Ireland were instrumental in helping St. Mary’s Center secure a second supportive housing site by letting us purchase their convent and giving a substantial financial gift to defray the cost. Presentation House opened in January 2015 and is now home to six homeless seniors who are learning skills so that they can transition to more independent housing. The Thomas J. Long Foundation and The Wilcox Family Foundation provided key funding to help complete the purchase and renovation.

● Through a partnership with Jewish Family Services, Preschool Director Quinetta Lewis and Psychologist Sarah Ross have developed a Parents Education and Support Program to

help preschool parents navigate the process of raising a child while combating poverty, violence, and homelessness. Parents learn how these conditions affect their children and what they can do about it.

● St. Mary’s Center is partnering with SAHA (Satellite Affordable Housing Associates) to provide support services for 30 previously homeless seniors living in Lakeside Apartments, a new permanent supportive housing development located close to Lake Merritt. We help seniors achieve greater stability by linking them to resources providing healthcare, nutrition, mental health and recovery services.

Throughout 2013 and into 2014, St. Mary’s Center hosted a series of healing circles to identify and incorporate the cultural characteristics significant to African-American seniors to serve the community better. Through this project, it became apparent that there was a need to take this process to the entire St. Mary’s Center community and the Council of Elders was formed.

This group of seven elders work with staff providing feedback on onsite services and activities affecting the varied communities they represent. The Council meets every other month and has become a vital component in organizing meaningful events at our community center. Council members help formulate new events, work at events, speak at events, and engage with their communities to build attendance.

Our Council of Elders

Incoming council president, Dianna Davis enjoys the work of the council because through it, she can ensure St. Mary’s Center is “a safe and inclusive community for everybody” by “going out every day to greet and help the community, especially the people who are new.”

The Council of Elders has also helped to create a new community center program, Golden and Green. Here, seniors work to tend the gardens and help to beautify the Center while creating a space for participants to exercise, combat arthritis, and create a memorial garden.

Promoting JusticeSt. Mary’s Center is home to an active group of seniors who regularly travel to Sacramento to meet with legislators about issues affecting them and their peers. Their tireless dedication to ensuring their rights has kept them busy. These Senior Advocates for Hope and Justice have already traveled to Sacramento ten times this year! So far they have participated in rallies, been a part of press conferences, met with legislative offices, and even testified on the Assembly floor in support of legislation. What are they advocating for?

The first issue is to raise SSI. Most St. Mary’s Center seniors live on an SSI check of $889. This is a mere 90% of the federal poverty rate. As Hope & Justice participant, Angel McClain explained during her testimony on April 7th, “That leaves me $89 a month to survive on [after rent].” Through their impassioned testimony they’re working to increase SSI payments to 112% of the poverty level, raising monthly checks to $1098 a month.

Their other main issue is to help pass the Right to Rest Act, also known as the “Homeless Bill of Rights” which would make California the sixth state to pass such a bill. And as McClain said so eloquently while testifying before the Assembly, “We all want to end homelessness in California. Passing the Right to Rest Act is part of ending homelessness because when we incarcerate people because they are engaged in activities like sitting and sleeping we are exacerbating their ability to get out of the very situation we are here to solve.”

Housing ClinicThe Bay Area housing landscape has changed dramatically in the past 5 years. There are fewer housing options available and even less for people on tiny incomes. To further complicate matters, many transitional housing sites and single-room occupancy hotels have closed. The demand for affordable housing has never been greater and waitlists are longer than they have ever been.

In response to this situation our Homeless Senior Services team created a housing clinic. This once-a-week workshop provides St. Mary’s Center participants with a supportive environment to fill out housing applications while ensuring they get up to date information on available units. Seniors first need to assemble documents for what our social workers call a “passport to housing”, a folder where all important documents are stored for them such as a birth certificate, social security card, proof of income, and letters of support. When you are homeless it is difficult to keep these documents together and safe, but they are necessary to qualify for housing.

The housing clinic also serves as a focused time to help clients identify housing opportunities that are best suited for them. Affordable apartments can pop up and then disappear quickly, so weekly diligence is often rewarded. Nearly 20% of clinic participants have found housing since the program launched in September 2014. This is very good news when you consider the enormous disparity between the cost of most housing in Oakland and what our seniors can afford.

Raising A Reader!We are pleased to announce a partnership with the Kenneth Rainin Foundation to provide the “Raising a Reader” program to help our preschoolers acquire language and develop literacy skills. Perhaps you remember reading out loud to your children? Many of our favorite memories come from this intimate experience of sharing a story with our children, or being read to by our own parents. Favorite stories are read over and over again. It sets the stage for learning, developing a love of reading, understanding a narrative, and becomes a foundation for formal education and constructive family time.

Many low-income families, struggling to put food on the table, may not be familiar with good quality children’s books or cannot easily access them. There may not be a generational transmission of the practice – “My mother read to me” – or a sufficient understanding of its importance in child development. Whatever the reason, many children at our preschool have not had the opportunity to engage with books outside of the classroom.

Through Raising a Reader, every Thursday each child picks out a different book bag with four books in it to take home and then bring back on Tuesday. Parents and children read the stories together, which helps to develop a stronger parent-child relationship. Through discussing the characters in the stories, parents can instill ethical principles and ideals, helping the child understand the consequence of poor choices. The child can recreate the stories by looking at the pictures when parents are not able to read them out loud. This process starts children on the road to greater academic achievement.
