Message from the FASABE Program Vice-Chair Daniel Rutland, PE

We are very excited to head back to North Florida for this year’s conference. In what seems to be a growing tradition, we are pleased to welcome the Georgia Section ASABE back to the Sunshine State! It was a just a few years ago in St. Augustine that we held a joint conference with the Georgia Section ASABE.

The American Society of Agricultural and Biological Engineers has many of the most talented engineering professionals in the engineering field. We have a diverse set of technical and practical skills that allow us to tackle an array of different engineering challenges. Many of the engineers that attend our conference have expertise in many different aspects of engineering. From research, modeling, design, construction, and operation, we do it all! I think most of us can agree, that modeling has become a staple in the toolbox of the engineering professional. The general session of this year’s conference will focus on the integration of modeling into agricultural and biological engineering.

Modeling is an integral component in agricultural engineering design and planning. Agricultural engineering requires a diverse set of modeling skills. Water quality, hydrology, biological systems, and groundwater modeling are just a few of the types of modeling that are necessary for agricultural operations in Florida. We have assembled a panel of experts in the modeling field from regulatory, research, and consulting backgrounds. If you have a modeling question or topic that you would like to discuss, you won’t find a better forum to pin these guys down for an answer.

In addition to the general session, the technical sessions offer an excellent set of presentations that will make it hard to choose between sessions. This year we have presentations that cover modeling techniques, water saving technologies, the effects of climate change on agriculture, vegetation production, agricultural structures, engine alternatives, and more!

Adelbert (Del) B. Bottcher, Ph.D., P.E. Dr. Bottcher is president of Soil and Water Engineering Technology, Inc (SWET). SWET is a consulting firm focused on agricultural and water resource engineering in the areas of environmental assessment and management for watersheds, agriculture water management control and BMP development, hydrologic/chemical transport processes, water quality monitoring, and water structure design and assessment. Over the last 20+ years, Dr. Bottcher has played a major role in addressing TMDLs. He led the development of the Watershed Assessment Model (WAM) that has been adopted by the FDEP as the TMDL assessment model for the State of Florida. In addition, Dr. Bottcher has completed TMDL assessments for Florida Department of Environmental Protection (FDEP) and US-EPA. He has served on state level technical advisory committees, and is currently a technical consultant to Florida Department of Agriculture and Consumer Services (FDACS) on TMDL and BMAP development.

Frank Nearhoof Mr. Nearhoof has over 30 years experience in the environmental field. He has played leading roles in large-scale restoration projects, such as Everglades, Lake Okeechobee and Rodman Reservoir, and has extensive knowledge of environmental regulations, both in Florida and at the national (US-EPA) level and of Florida’s TMDL and BMAP programs. Mr. Nearhoof has served as FDEP staff director for a number of technical advisory committees in support of FDEP rulemaking activities, and is currently a technical consultant to FDACS on TMDL and BMAP issues.
