This program will provide the necessary healthcare professionals that will serve as physician extenders and provide the delivery of much needed primary healthcare in North Carolina. MAINTAIN HIGH POINT MARKET FUNDING The Greensboro Partnership supports the High Point Market Authority’s (HPMA’s) request for funding from the State at the 2013-14 level of $1,855,472 ($1.2M for transportation and $655,472 for marketing). SUPPORT BEST NC (BUSINESS, EDUCATION, FOR SUCCESS AND TRANSFORMATION) AND CONTINUED EDUCATION FUNDING As the General Assembly considers strategic solutions to further increase teacher pay, establish measurable means to improve teacher value in North Carolina and improve the quality of K-12 education, the Greensboro Partnership offers its support toward achieving these goals. The result of your successful future legislation will provide teacher pay equity statewide and regionally. This competitive advantage will strengthen our ability to attract and retain quality teachers in Guilford County and throughout North Carolina. We will keep our best and brightest teachers to meet the educational needs of all of our children. NC CENTER OF AEROSPACE EXCELLENCE The NC Center of Aerospace Excellence will serve as a catalyst to grow the aerospace industry in North Carolina. The NC Center of Aerospace Excellence is a partnership among public schools, community colleges, universities, and the aerospace and advanced manufacturing industries in North Carolina. The goal of the center is to build a skilled workforce, support and grow the aerospace industry and brand NC as a global aviation and aerospace center. SUPPORT LEGISLATION TO EXPAND MEDICAID The Greensboro Partnership views the expansion of Medicaid as an economic development engine for the state of North Carolina. The Partnership lends its support to exploring legislation that will result in the expansion of Medicaid in North Carolina.

Union Square Campus is an unprecedented partnership between multiple public and private entities that has broad business, civic, higher education and government support. The first building of the campus will house training programs for high demand nursing positions from the Associate degree through the Doctor of Nursing Practice level. Nursing is one of the nation’s fastest growing occupations and pays above average wages. Union Square represents a new model for leveraging limited public resources in a more cost effective manner. The campus will be built as part of a major redevelopment area in the southern part of downtown Greensboro and will be a key anchor to incent surrounding private mixed-use development.

$2M UNION SQUARE CAMPUS SIMULATION EQUIPMENT FUNDING

The Greensboro Partnership is requesting $2M from the State during the 2015-2016 budget for purchase of high-tech medical training equipment for the state-of-the art health care simulation center.

MAINTAIN FUNDING SCHEDULE FOR URBAN LOOP

The Partnership respectfully asks that the General Assembly consider proposals affecting transportation funding in the 2015-2016 session and requests that the resources and projected 2020 completion timeline designated for the Greensboro Urban Loop be maintained. This funding and timeline were further supported in 2014 by the Mobility Formula.

PRIORITY ITEMS

The Greensboro Partnership respectfully requests that the General Assembly pass legislation that will support an economic development investment package for Mega Site Development Funding. We believe that such an investment is required to attract a major automotive manufacturing plant to North Carolina.

While North Carolina has been highly ranked as one of the best business climates in the nation by Forbes, CNBC, Site Selection, and Chief Executive, it is one of the only states in the Southeast region without an automotive assembly plant. An investment package is required for North Carolina to compete with nearby states that have invested hundreds of millions of dollars to land giants such as BMW, Mercedes, Nissan, Boeing and Toyota.

MEGA SITE DEVELOPMENT FUNDING - (JOB DEVELOPMENT INVESTMENT GRANT AND JOB CATALYST FUNDING)

A certified mega site and competitive investment package will attract an automotive manufacturer that would create thousands of jobs for Guilford and neighboring counties. Research shows that for every job created in an auto-assembly factory, three to four additional jobs would be created in the state economy.

AIRPORT DEVELOPMENT FUNDING

The Piedmont Triad Airport Authority appreciates the efforts of the General Assembly and their support for much needed airport funding. We continue to seek your support as we prepare for development and infrastructure improvements during this legislative session.
