Board of Education The Birmingham Public Schools Board of Education consists of seven district residents who serve overlapping terms of four years each, without compensation. School board elections are held every November. Trustees elect officers from their ranks annually. Athletic events Most athletic schedules for Groves and Seaholm high school sports

Birmingham African American Family Network (BAAFN) The BAAFN encourages academic excellence among public schooled

African American students through several supportive activities. The network provides programming and resources to families in the district, strengthening acceptance, achievement and action. Visit www.baafn.org or call 248.396.7394.

Birmingham Bloomfield Community Coalition (BBCC) The BBCC is a nonprofit collaborative organization that was established

Building Better Families through Action (BBFA) The BBFA is a nonprofit organization that works to strengthen awareness

in the community of the harmful effects of adolescent substance abuse and provide drug prevention education and parenting skills classes to area parents/guardians. For more information, visit

Birmingham Education Foundation (BEF) The mission of the BEF is to identify projects, together with the school

International Academy The International Academy is a public, tuition-free, high school of

choice for students in 11 Oakland County school districts collaborating in consortium with university and business partners. BPS students are eligible to apply. For more information visit www.iatoday.org.

Kids Club Kids Club is a fee-based before and after school child care program. To

register for your elementary school’s program go to www.birmingham.k12.mi.us and click Daycare Works Registration under

Quick Links. Contact [email protected] Next programs serve nearly 1,700 older adults and include a variety

of classes as well as outreach services to help older adults live independently. To learn more about Next programs, visit

environments in technical, academic and workplace skills necessary to pursue successful careers. Contact 248.288.4020.

Preschool Early Education Program (PEEP) PEEP offers young learners a chance to be part of a process designed to

bring out the very best in themselves and their peers. Shared learning, character development and increased exposure to a diverse community provide enhanced opportunities for all in this inclusive environment. Contact 248.203.5805.

Preschool Licensed half day three and four-year-old preschool programs are

available in our eight elementary schools. For information, call your neighborhood school listed on pages 4-5. The Early Childhood Center, a nationally accredited center, offers full day programs and child care for toddlers through preschool. Contact 248.203.5803.

PTA Council The Parent Teacher Association Council is a districtwide group that offers

coordination and leadership to school based PTA. Contact 248.203.3026.Work Permits Students under 18 are to apply for permits. During the school year,

students can apply for a work permit at their home school office. For work permits during breaks go to the BPS Education and Administration Center, 31301 Evergreen Road, Beverly Hills, MI. Student required to be present and have a photo ID.

Wee Care The district offers quality education and care for infant, toddler and

preschool age children at the Wee Care Center, located at Groves High School. Contact 248.203.4024.

Communication and parent and community engagement are vital parts of the success of Birmingham Public Schools. The district has implemented multiple avenues for the community to learn about the district, ask questions, provide input and share concerns.

Let’s Talk Let’s Talk is a program designed to streamline questions, concerns,

compliments and suggestions from the staff and the public. Those interested in providing feedback to the district can visit the main page of the website and click the Let’s Talk logo to begin a dialogue. Users can remain anonymous or provide contact information for responses from administrators at the district level or school level. Social media Learn about student achievements, district and school events and daily

activities in the classroom through Facebook and Twitter. Followers can communicate with the district through direct messages or comments while exploring posts. School logos are used to help identify official pages.

eNews and phone messages BPS utilizes a communication system to alert parents and community

to news and events happening in the district as well as emergency closings. The system uses Powerschool to pull contact information for families, which is updated regularly. Parents that have a change in contact information should contact the school secretary to update their Powerschool information. Our district strives to offer families the resources they need to help their children become successful lifelong learners. Parents/guardians who are aware of the variety of academic and special services available to them will be better able to make informed decisions about their child’s educational path.

Project FindProject Find is Michigan’s response to the “Child Find” requirements of the federal Individuals with Disabilities Education Act (IDEA). It is governed by IDEA regulations and Michigan’s special education rules.

Project Find looks for children and youth from birth to 25 years of age who have physical, social, emotional, speech and language or cognitive impairments that may affect their educational performance. These conditions may make them eligible for special education services provided by the school district. Project Find provides information to families about special education programs and services. For more information, call 248.203.5818.

In Oakland County a program called Early On takes the lead for all children birth to three who may be experiencing any type of developmental delay. Early On in Oakland County has one phone number for the entire county. The phone number is 248.209.2084.

Special EducationSpecial Education provides specially designed instruction, at no cost to parents, to meet the unique educational needs of students who have a disability in one of the areas of disability described in the Michigan Administrative Rules for Special Education. Programs and services include classroom instruction, adaptive equipment, materials, consultation and ancillary support designed to help students reach their identified educational goals. Birmingham Public Schools offers a full continuum of services to special education students. Special education services are available at all of the district’s schools. Eligibility, placement and program decisions are made by special education multidisciplinary teams that include the parents/guardians.

To find out if your child might be eligible for these services, talk with his/her classroom teacher or the principal. Reading SupportOne of the district’s academic support systems is the Reading Support Program. Every effort is made to identify struggling readers as early as possible. From kindergarten through middle school, student reading performance is assessed and those performing one year or more behind grade level are offered small group instruction. The Reading Recovery Program™ provides specialized instruction to identified first graders. Reading Specialists have extensive specialized training in reading instruction.

English as a Second Language (ESL) ProgramStudents needing Level 1 or 2 ESL services will be ableto attend a school that offers an intensive language program for English Language Learners (ELL). English Language Learners who have a working use of the English language can receive Level 3 and 4 at the school they attend. Saturday SchoolBPS students in grades K-12 are invited to Saturday School, held most Saturdays throughout the school year at Berkshire Middle School. Students can bring their homework or class work and they’ll be paired up with a tutor. A $2 donation for snacks and supplies is suggested. See the calendar below for 2015-16 Saturday School dates. Athletics BPS is a Pay to Participate district. Before students can participate in athletic programs in the district, they must visit www.bpsregister.com and complete all requirements listed. Students need a completed physical signed by a doctor, dated after April 15, 2016 and a printed copy of the email receipt obtained after completing the registration process. Students cannot try out for athletic teams until these requirements are met. Below you will find descriptions of a number of policies and procedures that have been developed to ensure your child’s well-being while they are in school.

General ProceduresIn general, our schools remain in session if it is at all possible. Changes are made only when conditions develop which may be detrimental to the health and safety of students or staff.

At the beginning of each school year, parents/guardians are requested to provide emergency information for each child enrolled in school. It is essential that “Emergency Data Cards” be completed and returned to the school office for emergency use and that parents assume responsibility for keeping the information up-to-date. Emergency Data Cards are distributed with your student’s registration packet at the beginning of each school year. Additional cards can be picked up at any school’s main office.

Phone Alert SystemIn the event of an emergency or school closing, BPS utilizes an emergency alert phone system to reach parents and guardians. Contact your school to confirm the correct contact number is on file.

Weather Related ClosingsInclement weather is the most common reason schools are closed, start times are delayed or students are dismissed early. The decision to close schools is made by the Superintendent upon the advice of the Manager of Transportation Services and local police authorities.

When weather conditions make school closings seem likely, students and parents/guardians are advised to:• Listen for school closing announcements on major radio and television

stations.• Call the BPS information line recording. To reach the recording, call

248.203.3000 (the main BPS line) or any main school phone number and access closing information by pressing 4.

• Check the district website at www.birmingham.k12.mi.us.

If schools are open, but weather conditions make the trip to school seem unsafe, parents/guardians are advised to keep their students at home.

TransportationSchool bus routes may occasionally be affected by inclement weather, traffic conditions or emergency situations. For the latest information, call the Transportation Department hotline at 248.203.3960.

VNSAll BPS buildings use a Visitor Notification System (VNS) at building entrances. This security measure requires visitors to stop at the entrance and be buzzed in by building staff. A personal ID may be requested.

Early DismissalIf threatening weather or mechanical failures require the closing of some or all schools after students have arrived, every effort will be made to notify parents/guardians of the closing. As a backup plan, parents/guardians should talk to their students about where they may go and what to do in case of early dismissal so that students are not at home alone.

Elementary School Procedures: Each school principal develops procedures for early dismissal that are best suited to the needs of the students in an individual school. This information is provided to parents/guardians at the beginning of each school year, and intermittently during the year.

Middle School and High School Procedures: When early dismissal becomes necessary, bus students will remain at school until transportation is available. Other students will be dismissed to walk home.

TornadoesIn the event of a tornado watch or warning, schools are notified immediately through our communication link with the National Weather Service authorities. Although tornadoes are a rare occurrence, each school conducts tornado drills as it does fire drills, so that all students are familiar with the procedure to be followed.

Students are not sent home when a tornado has been sighted in the area. Students are safer in the school building than they would be traveling home. Appropriate safety measures will be taken and students will stay in their emergency stations until schools have been notified that the danger is over. Under certain circumstances, such as fallen wires or trees, students may also be kept in school after the “all clear” signal.

Parents/guardians who feel the need to pick their student up must stop at the school office first. Remember, however, that the presence of many adults in the school building will only complicate the situation for staff and students. Please do not telephone the school during a tornado warning. It is essential that lines be kept open for emergencies.

Emergency DrillsThroughout the school year, drills are performed for fire, tornado and lockdown scenarios. Eating healthy withChartwells

Healthy eating is an important part of the academic equation. Chartwells School Dining Services is the food service company that provides meals for all our students. All schools offer school lunch.

You may view and make deposits to your student’s account. Go to www.mymealtime.com for details. Another option is to call 248.203.3966 and find out how to set up and deposit to an account. Checks may be payable to: BPS Lunch Program. Funds remain in student account rolling over from one year to the next. All fund balances remain with the student’s account.

To enroll your student in the Free and Reduced Price School Meals Program, complete the form on page 27. You may also visit www.lunchapp.com for information. For more information, contact Food Services at 248.203.3966.

The parent/guardian of a child enrolling in a school for the first time must submit either a certificate showing required immunizations have been given; or a physician-signed waiver that the required immunizations could not be given because of medical contraindications. For anything other than a medical reason, a waver must be obtained through Oakland County.

In addition, preteens and adolescents may need boosters and vaccines to further protect them from illnesses. The Center for Disease Control (CDC) recommends children ages 11-12 (entering seventh grade) receive boosters for Diptheria-Tetanus-Pertussis. The CDC has also begun recommending a Meningococcal vaccine be administered to entering seventh graders and to older students who have not yet been vaccinated. Hearing and vision problems can seriously impact a child’s academic progress. To enter kindergarten, all children are required to have a vision screening. Parents/guardians must show that their child has had a vision screening or submit a waiver deferring the screening because of religious or other reasons.

In addition, the district offers hearing and vision screening for third graders and sixth graders in an attempt to catch problems that may develop as a student grows. Parents/guardians are notified when screenings will be held, and if a problem is noted during testing, parents/guardians are notified so that they can follow up with their pediatrician or eye doctor.

In compliance with the Michigan Sports Concussion Law, BPS coaches, employees, volunteers and other adults involved in a youth athletic activity, including physical education, must complete a concussion awareness on-line training. All parents/guardians of students in pre-K through eighth grade must review the “Understanding Concussion” material and return the acknowledgement form to the student’s school. The district takes the safety of all students very seriously. Our policies define the expectations we have for the behavior of students, staff and parents. Demonstration of appropriate behavior, treating others with civility and respect and refusal to tolerate bullying is expected of administrators, faculty, staff and volunteers, to provide positive examples for student behavior.

We encourage all students to report to an adult any situation where they feel that their safety, or the safety of one of their classmates, is being threatened. It is not a student’s responsibility to understand and interpret policy; the adults will do that. Students uncomfortable with going to an adult can also utilize OK2SAY, an online reporting tool. OK2SAY can be found on the districts main web page.

Reporting threats to safety include any matters that happen outside of school, too. One of the most common forms of bullying happens through the use of social media. If a student is a target of bullying through social media, and the student’s safety at school is threatened, the school may act to address this.

Public Act 104: Requires the permanent expulsion of students in grades six and above who intentionally cause or attempt to cause physical harm to a staff member, volunteer or contractor in a school. Additionally, expulsion of up to 180 days is required for students in grades six and above for verbal threats, bomb threats or similar threats.

Public Act 103: Allows a teacher to suspend any age student from his/her class, subject, or activity for up to one day if the teacher “has good reason to believe” the pupil’s conduct would merit suspension under the local school board’s Code of Conduct.

Public Act 102: Requires school districts to expel a student in grades six or above for up to 180 days for student-on-student assault.

The Michigan Concealed Weapons Law states that the possession of weapons at any time on any district property is in violation of state and federal laws as well as Board of Education Policy.

School administrators rely on parents to alert them to any allergies or other health concerns their child may have that could require special medication and/or emergency treatment during the school day. If your child has asthma, bee sting or food allergies, seizures, diabetes or any other health concern that would put them in jeopardy, notify the school office before the start of the school year.

Together, district staff and parents/guardians will develop a Care Plan tailored to your child’s specific needs. The Care Plan must be completed by a parent/guardian in conjunction with your physician and returned to the school the first week of the new school year. If medication must be administered during the school day, a Permission to Administer Medication Form (available in your school office) should also be turned in to the school the first week students return to the classroom.

Accident Insurance (optional)All members of our staff do everything possible to keep our students safe during the school day and at extracurricular activities. However, injuries do sometimes occur. While the district does not provide insurance for student injuries, we encourage you to make sure you have adequate accident coverage for your child.

As a public service, the Board of Education has arranged to make Student Accident Insurance coverage available to parents/guardians to purchase. The benefit options have been designed to fit a variety of family insurance needs. This coverage can help decrease the burden of unexpected medical expenses, including deductibles and co-payments.

For further details see letter on page 19 of this booklet. If you wish to enroll, your check and application must be returned to the school office before September 22, 2016. If you have questions about Student Accident Insurance, please contact David Turley, agent for First Agency at 269.381.6630.

Personal PropertyIt is often necessary for students to bring personal belongings, such as cars, bicycles, band instruments, calculators, etc. to school. Regretfully, the district does not provide insurance for damage or loss to personal property, however your homeowners’ policy may cover property that is damaged or lost while on school premises. The district encourages you to make sure you have adequate personal property insurance to cover loss or damage to items your child may bring to school.

Our district has adopted an Integrated Pest Management Program that is a result of our efforts to minimize pesticide use on school grounds. This program does not rely on routine pesticide applications to resolve problems. Instead, we use various techniques such as habitat alteration, sanitation, mechanical means and exclusion to prevent pests from becoming a problem. While occasionally it may be necessary to apply a pesticide, it will only be used as a last resort.

It is our policy to notify parents in advance, usually 48 hours before application, when a pesticide other than bait or gel will be applied at your child’s school. We post notices at the entrances to the school and in a common area located by the main office of the school. Parents/guardians are also entitled to receive this notice by first-class mail, postmarked at least three days prior to the application. If you would like to be notified by mail, contact us in writing at: Facility Operations Department, 2305 Cole Street, Birmingham, MI 48009. Please supply us with the following information: Your name and phone number, your home address, your child’s name and school. If you have more than one student, please send in a separate sheet for each one.

In an emergency, it may be necessary to use pesticides without prior notice, but you will be given notice following. To review our Integrated Pest Management Program or view pesticide records for your school, contact the Manager of Operations at 248.203.3977 or [email protected].

Our technology tools and access to online resources offer a world of educational opportunities for students and staff. We believe our schools provide some of the most innovative technology opportunities available, but with that knowledge, comes personal responsibility. We require both students and staff to sign and abide by the Board of Education’s Technology Acceptable Use Policies. The policies explain our Technology Code of Ethics and Rules for Technology Use and delineate proper use of technology and the internet. It also lists consequences students and staff may incur if the policy is violated.

Parents/guardians, who wish to restrict the publication of certain kinds of information pertaining to your child’s educational records must notify the district in writing. The Family Educational Rights and Privacy Act (FERPA) is a federal law designed to protect the privacy of students’ education records. FERPA has four parts:

1. Right to Request the District Not Release Directory Information: FERPA permits the school district to release “Directory Information without prior written parental permission. Directory information is defined as: name address and phone number (unless unlisted) of student; major area of study and participation in officially recognized activities and sports; weight and height (if on an athletic team); dates of attendance; awards; most recent previous school attended; and photograph, film or video images for possible internal or external publication in newsletters, newspapers, television, marketing materials or other electronic media such as websites, social media and e-mail communications. Parents/ guardians who DO NOT wish to have the above items released, must notify the district no later than

September 20, 2016 or 14 days after initial enrollment. The district is not able to honor requests for partial release. A form is available at registration. Please return to the school office. The written request will be shared with the student’s school and “Directory Information” will not be released in any building publications, yearbooks, athletic programs, student directories, webpages, cable programming or external media.

2. Right to Access: Parents/guardians or adult students have the right to inspect and review all of your child’s education records. Requests should be made in writing to the building principal. If it is believed that the information is inaccurate or misleading or violates the privacy or other rights of the student, a request may be made to school officials for amendment.

3. Right to Consent: Parents/guardians or eligible students have the right to consent to disclosure of personally-identifiable information in a student’s record, except where FERPA authorizes disclosure without consent, usually to school officials with legitimate educational interest.

4. Right to File Complaint: Parents/guardians or eligible students have the right to file a complaint with the U.S. Department of Education when a violation of the Family Educational Rights and Privacy Act of 1974 is suspected.

Under FERPA, class rosters are only available to teachers or staff members who have a legitimate educational interest, and must not be posted or accessible to other persons. The only exception would be for use in an emergency situation or educational activity as determined by the building administrator.

Dear Parents:

We wish to emphasize that the school district does not provide any type of health or accident insurance for injuries incurred by your child at school. As a service to students and their families, the school district is making available a student accident insurance plan for your child at a very nominal cost.

The premium for this policy is minimal per year for school-time coverage. All school-sponsored and supervised activities and time spent in school are covered in accordance with the terms and limitations of the policy. For an increased premium, the policy will cover your child 24-hours a day, 12 months a year, rather than only during school-time. For students in grades 9-12 there are additional options available to cover interscholastic football.

Brochures and applications, which explain the benefits and rates, plan and details of coverage, are available in each building (or on the district’s website at http://www.birmingham.k12.mi.us). Please read the brochure carefully so that you understand the extent of the coverage.

REASONS TO PURCHASE THIS COVERAGE:

♦ Deductibles and co-pays in your current health plan. Many health plans have increased the amount of out-of-pocket expenses.

♦ No primary insurance.

This plan will provide benefits for medical expenses incurred because of an accident. If you have other insurance, benefits can be applied to your deductible or co-pays. If you have no other insurance this plan will become your primary accident plan.

 Student Technology Code of Ethics and Rules for Technology Use   

A. I acknowledge that the use of District technology is a privilege and with that privilege I have no expectation of privacy (i.e. email, data on a workstation or server, network communications, internet use, telephone, voice mail, etc.). I understand that my use of this technology can be monitored electronically by District personnel at any time. 

 B. I will not make copies of software from school computers or networks. 

 C. I will not  install any software on District computers without permission from the  local building 

Technology Operational Assistant or District technology support staff.  

D. I will not give computer software to others unless it is clearly identified as in the public domain, as freeware, or if I have written permission from the copyright owner. 

 E. I  understand  that  any  illegal  installation  of  copyrighted  software  on  District  computers  is 

prohibited. The District upholds the copyright laws of the United States as it applies to computer programs or licenses owned by the District.  

 F. I will not knowingly or intentionally introduce a virus, worm, Trojan horse, rootkit, etc. into any 

computer system.   G. I will not try to obtain staff or student passwords and will not read or alter other user's files. 

 H. I will not damage any computer systems, computer hardware, or alter files or software residing 

on any District computers.  

I. I will not modify or change data on the system or data belonging to other users.  

J. I will not allow another user, staff or student, to use a computer while logged in with my ID.

  It is the student’s responsibility to report problems or malfunctions to a staff member as soon as   they occur.  Internet access is available to students and teachers in the District.  The Internet provides vast resources for reference, research, and collaboration.  The District is committed to continuing to provide excellence in our schools by facilitating resource sharing, communication, and access to current information.  With  the  ability  to  access  global  information  comes  the  availability  of  information  that may  not  be considered to be of educational value. Although the District has measures  in place designed to restrict minors access  to materials harmful  to minors, on a worldwide network  it  is  impossible  to  control all materials  that an  industrious user may  find.   The District believes  in  the benefits of having access  to research, information access, communications, and other educational materials electronically.   The following are illustrative of, (but not exhaustive of); inappropriate use of technology and that violate District Policy:  • Soliciting or fund‐raising for personal causes not related to school business • Use of profanity or inappropriate language • Commercial or personal advertising • Use of technology or networks in an illegal or unethical manner • Accessing pornographic material • Use of any attached network that hampers the use by anyone • Creation of a home page on a District owned server without BPS identification and authorization • Use of school time for personal/nonschool related access • Illegal activities of any type  The District may at any time make determinations that particular uses of the Internet are, or are not, consistent with the goals of the District.

Notice of nondiscriminationThe Board of Education is committed to maintaining a learning/working environment in which all individuals are treated with dignity and respect, free from discrimination and harassment. There will be no tolerance for discrimination or harassment on the basis of race, color, national origin, religion, sex, sexual orientation, marital status, genetic information, disability or age. The District prohibits harassment and other forms of discrimination whether occurring at school, on District property, in a District vehicle or at any District related activity or event. The Superintendent will designate compliance officers and develop and implement regulations for the reporting, investigation and resolution of complaints of discrimination or harassment.

The Birmingham Public Schools has adopted the following procedure for addressing complaints of discrimination:

Step 1: A person who believes that he/she has been discriminated against by Birmingham Public Schools shall discuss the matter informally with the immediate supervisor in the case of an employee, or the building principal, in the case of a student. [NOTE: If it is the immediate supervisor or building principal who is the subject of the complaint, the employee or student may, instead, contact the District’s Compliance Officer.] The person receiving the complaint shall verbally convey his/her findings to both the person who alleged the violation and the person who is the subject of the complaint within 10 days.

Step 2: If the informal Step 1 process does not resolve the matter, a written complaint may be submitted to the employee’s immediate supervisor (to the school’s principal if by a student). A complaint may also be filed directly with the District’s Compliance Officer. The complaint shall include (1) the employee’s or student’s name; (2) the facts of the incident or action complained about; (3) the date of the incident or action giving rise to the complaint; (4) the type of discrimination alleged to have occurred; and (5) the specific relief sought. A Step 2 meeting shall be conducted within 10 days following the submission of the written complaint. Within the next 10 days, the immediate supervisor or principal [or Compliance Officer] shall issue a written disposition, with copies to be given to both the person who alleged the violation and the person who is the subject of the complaint.

Step 3: If the supervisor or principal’s reply does not resolve the matter, a written complaint may be submitted to the District’s Compliance Officer within 10 business days of the Step 2 disposition. A meeting shall be conducted at which both parties shall have the right to present witnesses and offer other evidence. Following the meeting, the Compliance Office shall reply in writing to the complainant and the person who is the subject of the complaint within 10 business days.

Step 4: If the complainant wishes to appeal the decision of the Compliance Officer, he/she may submit a written appeal to the Superintendent of Schools within 10 business days after receipt of the Compliance Officer’s reply. The Superintendent or his designee shall meet with all parties involved and respond to the complaint, in writing, within 10 business days of the date of the appeal. Copies shall be provided to both the complainant and the person who is the subject of the complaint.
