It is my pleasure to provide you the 2018 Candidate Manual. This year's edition is newly revised and edited and should be easier to use.

The election calendar is updated to show the filing dates, which have changed occasionally over the past few years. The numbers in parenthesis at the end of each date's activities is a link to the actual law that sets the particular date. In the online version of the manual, the link will take you directly to that section of law just by clicking on it.

I am available for any questions regarding this manual or its contents.

HOW TO GET ON THE BALLOT

Each level of elective office has its own procedures regarding petitions and fees. The following is a summary of the basic points. Additional information regarding State Offices can be found online at: www.michigan.gov/elections.

STATE OFFICES:

Governor- Files petitions with Secretary of State in Lansing, no filing fees are accepted.

United States Representative in Congress (6th District}- Files petitions with Secretary of State in Lansing, no filing fees are accepted.

State Senator (20th District} - Files petitions with Kalamazoo County Clerk, as this district is entirely within Kalamazoo County. A $100 filing fee may be filed in lieu of petitions.

State Representative (60th & 61st Districts}- Files petitions with Kalamazoo County Clerk, as these districts are entirely within Kalamazoo County. A $100 filing fee may be filed in lieu of petitions.

State Representative (63rd & 66th Districts}- Files petitions with Secretary of State in Lansing, as these are multi-county districts. A $100 filing fee may be filed in lieu of petitions.

Circuit Court Judge (8th Circuit}- Files petitions (or affidavit if incumbent) with Secretary of State in Lansing. No filing fees are accepted.

District Court Judge (9th District}- Files petitions (or affidavit if incumbent) with Secretary of State in Lansing. No filing fees are accepted.

Probate Judge- Files petitions (or affidavit if incumbent) with Kalamazoo County Clerk. No filing fees are accepted.

Partisan or nonpartisan Uudicial) petition forms are available from the County Clerk or Secretary of State (Lansing). Affidavit of Identity forms are available from the County Clerk, Secretary of State or online at www.michigan.gov/elections.

FILING DAY FOR JUDICIAL AFFIDAVITS OF CANDIDACY IS MONDAY. MARCH 26, 2018 by 5:00P.M.

FILING DAY FOR ALL STATE OFFICES IS TUESDAY. APRIL 24, 2018 by 4:00 P.M.

**Beginning in 2018, the Libertarian Party has "major party status" based on previous election results. Therefore, candidates for the Libertarian Party must follow petition and filing requirements. Candidates will NOT be nominated by party convention.

COUNTY OFFICES:

County Commissioner- Files petitions with Kalamazoo County Clerk. A $100 filing fee may be filed in lieu of petitions.

Partisan petition forms are available from the Kalamazoo County Clerk. Affidavit of Identity forms are available from the County Clerk or online at www.michigan.gov/elections.

Following the Primary Election, the $100 filing fee (State or County office) is returned to the first and second place candidates on each party for each office.

TOWNSHIP OFFICES:

Only vacancies in township offices will appear on the ballot in 2018. These may include:

Supervisor Clerk

Treasurer Trustee

Park & Recreation Commissioner (Comstock only) Library Board (Comstock only- nonpartisan)

Vacancies in office that occur on or before Tuesday, April17, 2018 must be on the ballot this year.

Partisan petition forms are available from the appropriate Township Clerk (preferable) or Kalamazoo County Clerk. Affidavit of Identity forms are available from the Township Clerk, County Clerk, or online at www.michiqan.gov/elections.

Completed petitions and Affidavits of Identity are filed with the appropriate Township Clerk. There is no provision for a $100 filing fee for Township offices, with the exception of the Comstock Township Library Board.

FILING DAY FOR ALL COUNTY AND TOWNSHIP OFFICES IS TUESDAY. APRIL 24, 2018 by 4:00 P.M.

VILLAGE OFFICES:

All five villages will elect offices in 2018. Several State Laws have been enacted in recent years to change the terms and filing officials for village positions:

All ten public school districts within Kalamazoo County, along with Kalamazoo Valley Community College will elect members in 2018. The following list details who the filing official is for each district:

POLITICAL PARTIES

Candidates from the Democratic, Republican and Libertarian parties may file petitions and Affidavits of Identity as described above for State, County and Township offices. Village, School District and Library offices are nonpartisan.

Candidates from other recognized political parties in Michigan must be nominated by the party's caucus or convention. Candidates of these parties do not appear on the Primary Ballot, only the General Election Ballot. FREQUENTLY ASKED QUESTIONS

I understand there is a new voting system this year. What should I know about it?

A new voting system from Election Systems & Software (ES&S) was purchased by the State of Michigan in 2017 and was used for the first time at the November 2017 City Election.

The new tabulator, called a OS200, is an upgraded version of our previous M1 00. This tabulator has a large color screen to provide the voters and election inspectors much more information about issues that arise if there is a problem with a ballot being tabulated.

Voters will also notice that their ballot is being tabulated somewhat faster than the M1 00 system.

Is there also a new accessible voting device?

Yes, the new ExpressVote replaces the AutoMARK, which had been used since 2006. These devices were also purchased by the State of Michigan.

The ExpressVote works in a very similar method to the AutoMARK, but is considerably smaller. The voter may use the touch screen or press buttons to cast votes.

Instead of using an actual ballot, the ExpressVote prints out a list of all the candidates that the voter selected. This printed list is then tabulated in the OS200 along with all other ballots.

How does the optical scan voting system work?

Ballots are printed on heavy paper and are tabulated electronically. Voters must darken an oval to the right of the candidate's name in order for the vote to be counted. The tabulator is programmed not to count more votes than are allowed.

If I vote for more candidates than are allowed, does that spoil my entire ballot?

No. The tabulator is programmed to stop the tabulation process. The tabulator will beep and a message will appear on the tabulator screen. An Election Inspector will come to assist you and be able to explain your options.

Are write-in votes acceptable?

Yes. However only votes for qualified write-in candidates will be counted. If someone wants to be a write-in candidate, they must file an Affidavit with the appropriate Clerk by the second Friday before the election. If names are written in on the ballot and the person has not filed an Affidavit form, the votes are ignored.

If a vote is cast for a qualified write-in candidate, the candidate's name must be written in the space and the oval must be darkened for the vote to be counted.

How soon are ballots ready before an election?

This depends on many factors, including when the last proposal is received, when the ballot is approved for printing by the Michigan Bureau of Elections, and when proof ballots to candidates are mailed out. The ideal time is 45 days prior to an election, as that is when military and overseas ballots must be mailed (regular mail or e-mail), but that is not always possible. After ballots are delivered to the city and township clerks, they must be prepared for mailing, which could take a little additional time. It may also depend on the size of the jurisdiction and how many absent voter ballots need to be prepared.

How do military and overseas ballots work?

There is a newer procedure to assist those voters in the military and overseas to obtain their ballots. Michigan law (which reflects federal law), requires military and overseas ballots to be available 45 days prior to any election. This may not necessarily mean that regular absentee ballots are available. When official ballots are not yet available, a ballot can be e-mailed or a copy of a ballot can be mailed to a voter serving in the military (anywhere - including within the US), or who is overseas. The ballot must be returned to the local clerk by mail - it cannot be e­mailed. On Election Day, these ballots must be duplicated by election inspectors in order to be tabulated.

May anyone register voters? How does that work?

As Michigan Law stands now, there are no restrictions on who provides voter registration forms for completion. ID is suggested, but not required for voter registration, however photo ID is used in the polls on Election Day. Several groups obtain blank forms from the County Clerk's Office or from City or Township Clerk's offices. It is recommended that completed forms be returned as soon as possible. The County Clerk's Office will distribute all voter registration forms received to the appropriate local clerk to be added to the Qualified Voter File. Blank voter registration forms are also available online at www.michigan.gov/elections.

Who can circulate petitions?

Any registered voter may be the circulator of any petition in the State of Michigan.

How do you become a precinct election inspector?

Anyone who would like to be considered as an election inspector must complete a special application form at the city or township clerk's office where they would like to work. Any Michigan registered voter may work in any precinct in the State of Michigan. Election Inspector pay varies greatly throughout the State, however inspectors must receive at least the official minimum wage for their service. Election inspector training is held at least every 2 years and is conducted by the County Clerk or city or township clerk in larger communities. Inspectors must be paid for attending the required training.
