AOA Board of Trustees
The AOA Board of Trustees (BOT) is the administrative body of the AOA with authority to conduct all business when the House of Delegates is not in session and when such policies are essential to the management of the AOA. Such duties include: management of the Association’s finances; appointments to bureaus, councils, and committees; decisions on all questions of ethical/judicial issues; and review and approval of amendments to the constitution, bylaws and regulations of affiliated organizations.
Each member of the BOT is elected by the House of Delegates (HOD) to serve a three (3) year term, unless to fill an unexpired term, and six regular Trustees are elected at each annual meeting by the HOD. The BOT includes: the President, President-elect, Past Presidents for the preceding two (2) years, First, Second and Third Vice Presidents, twenty-one other voting members, including one student, one new physician in practice and one postdoctoral trainee member and three advisor positions to be filled by one student, one new physician in practice and one postdoctoral trainee.

AACOM Board Liaison
The Liaison to the Association of American Colleges of Osteopathic Medicine (AACOM) shall be a member of the AOA Board of Trustees (BOT) appointed by the AOA President for a one (1) year term.

Board Appeal Committee
The BOT Appeal Committee hears the appeals of AOA members seeking a hearing of various educational issues. This Appeal Committee then deliberates and brings its recommendations to the full AOA Board of Trustees for review and approval. The BOT Appeal Committee shall consist of six (6) members from the Board of Trustees and three (3) alternate members from the Board of Trustees, each serving a one (1) year term.

House of Delegates Committee on Credentials
This Committee is appointed by the President. It receives and validates the credentials of the delegates and alternates, maintains a continuous roll call, determines the presence of a quorum, supervises voting and election procedures and makes recommendations on the eligibility of delegates and alternates to a seat in the House when a seat is contested. The Committee is made up of at least (6) members from the AOA House of Delegates.
*Editor’s Note: The House of Delegates Committee on Credentials’ members are appointed at least 30 days prior to the start of the House meeting in June of each year and approved by the AOA Board of Trustees.*

Joint Board/House Budget Review Committee
The Joint Board / House Budget Review Committee is composed of four members from the AOA Board of Trustees, appointed by the President; four members from the House of Delegates, appointed by the Speaker; and the Past President (COAP Chair) of the Board of Trustees as a Consultant. It acts as a reference committee to review the AOA strategic plan and budget during the House of Delegates. In addition, this committee is not adjourned at the conclusion of the annual meeting and, instead, has ongoing authority until the end of the next regular meeting of the house to express the approval, concurrence or disapproval of the house on issues that require concurrence / approval of the house of delegates under the bylaws or other resolutions and policy statements approved by the house and / or board of trustees. The final approval of items before the committee must be by vote of 75 percent of the committee members.
Article VII, Section 1, Part C of Bylaws: No appropriation shall be made by the House of Delegates except upon recommendation of the Bureau of Finance approved by the Board of Trustees, and all resolutions, motions or otherwise, having for their purpose the appropriation of funds, shall first be referred without discussion to the Bureau of Finance of the Board of Trustees. An adverse ruling on such motions may be overruled by a three-fourths vote of the House of Delegates.

Officers Of The AOA House of Delegates
The AOA House of Delegates is the legislative body of the AOA and is responsible for policies, the Constitution and Bylaws and the Code of Ethics of the AOA. The House creates special committees, elects officers and trustees, including the Speaker and Vice Speaker of the HOD and approves the annual budget.
The officers of the House of Delegates also sit as non-voting members of the AOA Board of Trustees. The officers are elected to a one-year term and nominated and elected by the House of Delegates.

Bureau of International Osteopathic Medicine
The mission of the Bureau of International Osteopathic Medicine (BIOM) is to promote the highest standards of osteopathic medical education and practice throughout the world. The Bureau’s vision is acceptance of osteopathic medicine as a complete system of medical care throughout the world. BIOM consists of 11 members appointed annually by the AOA President and approved by the AOA Board of Trustees (two (2) of the members must be active in primary care clinical practice; one (1) or more of the positions may be combined as found in the attributes of an appointee.)

Committee on Basic Documents and Operations of Affiliated Organizations
The AOA Committee on Basic Documents and Operations of Affiliated Organizations is responsible for the review of the Bylaws of all state, specialty and non-practice affiliates to ensure that they are consistent with their AOA Charters. The Committee also serves as mediator of disputes between affiliated organizations and is involved in oversight of the Healthy and Viable Affiliates initiative.
The Committee on Basic Documents of Affiliated Organizations shall consist of eight (8) members;
5 - AOA Board of Trustees members for three (3) year terms, 1 - Speaker of the AOA House of Delegates for a one (1) year term,1 – Postdoctoral Trainee member for a one (1) year term; and 1 – Student member for a one (1) year term.
The Chair and Vice Chair shall be members of the Committee appointed by the AOA President and approved by the AOA Board of Trustees.

Bureau of OMED
The AOA Bureau of OMED is responsible for the programming and planning of the annual Osteopathic Medical Education Conference & Exposition (OMED) of the AOA. OMED is the premier source for quality osteopathic continuing medical education. The convention includes didactic programs, commercial and scientific exhibits, and special seminars such as AIDS seminar, young physicians prep for practice seminar and pharmaceutical breakfast seminars.
The Bureau is composed of eight voting members. The members of the Bureau, the Chair and Vice Chair are appointed annually from the membership of the Bureau by the AOA President, and approved by the AOA Board of Trustees 5-Members-at-Large (each serving staggered three (3) year terms)1-New Physician in Practice – one (1) year term1-Postdoctoral Trainee – one (1) year term 1- Student – one (1) year term 1-Program chair as representative from each participating specialty. As an example, the 2015 Program Chair’s term would end at the conclusion of the 2015 OMED, etc.

The Committee on Administrative Personnel is responsible for the business aspects of AOA staffing and development. The Committee approves the increasing of staff complement, within budgeted parameters, and staff benefits (health insurance, etc.).
The Committee on Administrative Personnel is an in-house committee reporting to the Bureau of Finance consisting of five (5) members from the Bureau of Finance. The Chair shall be the Past Chair of the Bureau of Finance, and the Vice Chair shall be the current Chair of the Bureau of Finance. Each member of the Committee on Administrative Personnel shall serve a one (1) year term.

Committee on AOA Governance and Organizational Structure
The AOA Committee on Governance and Organizational Structure is responsible for review of the internal structure of the AOA, which includes review of bureau, council, and committee structures, and the development of new Task Forces, Ad Hoc Committees, and/or Committees. The Committee also reviews documents that impact the governance policies of the AOA, such as conflict of interest policies. The Committee shall have within its membership structure a Constitution and Bylaws subcommittee.
The Committee consists of nine members, five of whom are appointed from within members of the Board of Trustees, and one student, and postdoctoral trainee member. Two members shall be appointed by the Speaker of the House of Delegates, one of whom shall be the Vice Speaker of the House, the other whom shall be a delegate of the House. The Chair and Vice-Chair are appointed by the AOA President from the membership of the Committee and approved by the AOA Board of Trustees. All members serve a one (1) year term.

Finance Committee
The Finance Committee shall plan and prepare the fiscal program of the Association for consideration by the AOA Board of Trustees (BOT) and AOA House of Delegates (HOD), including the budget and investments, and review resolutions with fiscal impact prior to BOT action.
The Finance Committee shall have the responsibility of management of the finances of the Association and shall authorize and supervise, the BOT concurring, all expenditures thereof. The annual budget of the AOA is also approved by the HOD.
No appropriation shall be made by the HOD except upon recommendation of the Finance Committee and approval of by the BOT. And all resolutions, motions or otherwise, having for their purpose the appropriation of funds, shall first be referred without discussion to the Finance Committee of the Board of Trustees. An adverse ruling on such motions may be overruled by a three-fourths vote of the HOD.

Bureau of Osteopathic Education
The Bureau studies the full continuum of osteopathic medical education (predoctoral, postdoctoral, and continuing medical education) and makes recommendations to the AOA Board of Trustees as to how to improve the educational system and the process through which the AOA oversees and approves or accredits educational programs.
Appointment of members to the Bureau will be staggered and limited to no more than three (3) consecutive three-year terms. Membership and Chair appointments are limited to a maximum of nine (9) consecutive years of service on the Bureau. The Presidential appointment process for the Chair and Vice-Chair, and members of the BOE and its councils, are to be followed according to current policy for all AOA committees.

Bureau of Osteopathic Specialists
The Bureau of Osteopathic Specialists (BOS) is the certifying body for the Specialty Boards of the American Osteopathic Association (AOA) and is dedicated to establishing and maintaining high standards for certification of osteopathic physicians. The BOS seeks to ensure that the osteopathic physicians it certifies demonstrate expertise in their areas of specialization. Subcommittees (made up of representatives of the BOS) reporting to the BOS are the: Appeal Committee, Certification Compliance Review Committee, Committee on Basic Documents and Certificates, Conjoint Certification Examination Oversight Committee, Executive Committee, Jurisdiction Committee, and the Standards Review Committee.
The BOS shall consist of twenty-two (22) members, including one public member. The BOS Chair cannot represent the same specialty as the Vice chair or Immediate Past Chair. The AOA President, with the approval of the AOA Board of Trustees (BOT), shall appoint a vice chair, who is AOA board-certified and fully participates in all components of Osteopathic Continuous Certification, as a member-at-large from the membership of the BOS Executive Committee.
The BOS Executive Committee shall be comprised of a total of five (5) voting members consisting of the BOS Chair; BOS Vice chair; BOS Immediate Past Chair; Public member and one (1) member by the AOA President-elect after consultation with the BOS Chair and the approval of the BOT.

Commission on Osteopathic College Accreditation
The Commission on Osteopathic College Accreditation (COCA), formerly the Bureau of Professional Education, consists of seventeen (19) voting members. The COCA is recognized by the U.S. Secretary of Education as a reliable authority in accreditation of degree programs leading to the first professional degree in osteopathic medicine and is the only accreditor for such programs. Appointment of members to the Commission will be staggered and are term limited to three (3) consecutive three (3) year terms or nine (9) consecutive years. The AOA President shall appoint all members to the Commission. The Chair will be appointed for a two (2) year term from among the membership. The Vice-Chair will be appointed for a one (1) year term from among the membership. Both the Chair and Vice-Chair may be reappointed. No member of the AOA Board of Trustees shall serve as a COCA commissioner.

Council on Osteopathic Continuing Medical Education
The Council on Osteopathic Continuing Medical Education (COCME) is responsible for accrediting AOA Category 1 CME Sponsors, setting standards and procedures for accreditation of osteopathic CME Sponsors. The Council reports to the Bureau of Osteopathic Education.
The COCME members have three (3) year terms, plus a student and Postdoctoral Trainee member, each for a one (1) year term. The Chair shall be appointed for a two (2) year term from within the membership of the Council, and the Vice Chair shall be appointed for a one (1) year term from the Council membership. Appointments are to be made by the AOA President and approved by the AOA Board of Trustees.

Council on Osteopathic GME Development
Formerly the Bureau of OGME Development, the Council on Osteopathic GME Development, will provide advice and counsel to the AOA on the Osteopathic GME Development initiative via the Bureau of Osteopathic Education. The COGMED will assist in generating additional interest and support for the initiative; assist in recruiting members for the initiative’s corps of consultants; facilitate the development and collection of useful materials for the consultants to use with potential OGME hospitals; identify potential problem areas or unanticipated needs; and assist the AOA in publicizing the initiative throughout the profession.
The initiative is designed to work collaboratively with hospitals interested in developing new osteopathic graduate medical education programs and provide one-on-one assistance and helpful information. Assistance from the initiative also is available to existing teaching hospitals with programs that are struggling.
The Membership of the Council on Osteopathic GME Development shall be comprised of the following 14 defined positions:

Council on Osteopathic Postdoctoral Training Institutions
The Council on Osteopathic Postdoctoral Training Institutions (COPTI) is a subordinated council of the Council on Postdoctoral Training. COPTI Reviews and takes final action on OPTI accreditation based on OPTI site visits. In addition, COPTI reviews the effectiveness and functionality of OPTI as a mechanism to deliver osteopathic graduate medical education. This includes recommendations for OPTI accreditation standards, policies and procedures and administrative guidelines.

Formerly the College Accreditation Standards Task Force, the Council on Osteopathic Undergraduate Medical Education (COUME) reviews proposed changes to the COCA Accreditation Standards and forwards its recommendations to the Standards Review Coalition. The COUME reports to the Bureau of Osteopathic Education and is comprised of seven (7) AOA Board of Trustee members appointed by the AOA President and approved by the AOA Board of Trustees. The COUME members will also serve as AOA representatives on the AOA/AACOM COCA Standards Review Committee.

Council on Postdoctoral Training
The Council on Postdoctoral Training (COPT) recommends policies for osteopathic graduate medical education programs to the Bureau of Osteopathic Education for deliberation and recommendation to the AOA Board of Trustees for final action. The COPT receives informational reports from its subordinated committees: the Program and Trainee Review Council (PTRC) and the Council on Osteopathic Postdoctoral Training Institutions (COPTI). The COPT receives reports from the educational evaluating committees of the osteopathic specialty colleges regarding their activities in standards development, outcomes of training programs, and on-site evaluation programs.
The Council shall consist of ten (10) voting members. The Chair and Vice Chair shall be appointed from within the membership of the Council by the AOA President for two (2) year terms. The resident and student shall be appointed annually and all other appointments are to be staggered three (3) year terms.

Journal of the American Osteopathic Association - Editorial Board
The Editorial Board of The Journal of the American Osteopathic Association (JAOA) consists of representatives from osteopathic medical colleges, osteopathic specialty colleges and others within and outside the profession who are committed to serving the JAOA as ambassadors and peer reviewers. The Editorial Board’s parent body is the JAOA Editorial Advisory Board. Like the Advisory Board, the Editorial Board is outside the AOA’s standing-committee structure. However, the Editorial Board does have one representative from the AOA Board of Trustees, who is appointed by the AOA’s president and reports to the chairman and vice chairman of the AOA Department of Educational Affairs.
The JAOA Editorial Board consists of the following:

Program and Trainee Review Council
The Program and Trainee Review Council (PTRC) has the final authority for approval, denial and/or increases in osteopathic internship and residency training programs, based upon recommendations from the educational evaluating committees of osteopathic specialty colleges and the Internship Evaluating Committee. The PTRC reports its actions to the Council on Postdoctoral Training (COPT) for informational purposes and it reviews policy issues, making suggestions to its parent body, the COPT.
The PTRC consists of sixteen (16) permanent voting members comprised of:1-Representative from each of the fourteen (14) specialty colleges currently serving either as permanent or member-at-large1-Representative each from the Association of Osteopathic Directors and Medical Educators (AODME) and the Association of Military Osteopathic Physicians and Surgeons (AMOPS)2-Non-voting liaison members, one each from the Council on Postdoctoral Training (COPT) and the Bureau of Osteopathic Specialties (BOS).The Chair and Vice Chair shall be appointed by the AOA President from the PTRC membership; the Chair and Vice Chair are seated for 2 years each.

Bureau of Socioeconomic Affairs
The purpose of the Bureau of Socioeconomic Affairs (BSA) is to advise on 22 physician payment policy on behalf of the profession to the AMA CPT Editorial Panel 23 and AMA/Specialty Society Relative Value Scale Update Committee (RUC). The 24 Bureau will guide AOA’s involvement in federal government regulations covering health 25 care payment and delivery system reforms, and will coordinate with the American 26 Osteopathic Information Association (AOIA) and other AOA affiliates on relevant 27 cross-cutting issues. The Bureau also has the obligation to deliberate and recommend 28 new policy and policy revisions to be adopted by the AOA Board of Trustees and the 29 AOA House of Delegates. In addition, the Bureau is to serve as expert advisors to 30 physicians and their practices on value-based payment arrangements.

Bureau of State Government Affairs
The Bureau is a representative body created to assure the AOA Board of Trustees and the osteopathic profession that the tenets of the osteopathic profession are protected and advanced in all 50 states plus the District of Columbia. The Bureau also has the obligation to deliberate and recommend new policy and policy revisions to be adopted by AOA Board of Trustees and the AOA House of Delegates on state initiatives.
Bureau of State Government Affairs is comprised of eleven (12) members:
1-Chair: Must be an AOA Board of Trustee, appointed by AOA President, and serves a one (1) year term1-Vice Chair: Appointed by the AOA President from within the membership of the Bureau and serves a one (1) year term.5-Member-at-Large: Must be an osteopathic physician and AOA member. Terms are three (3) years and staggered. Member should have interest and commitment to advancing the osteopathic profession at a state level. If possible, one of the seats should be filled by an osteopathic physician who is currently or has been a member of a state legislature or in a leadership position within a state agency.1-Association of Osteopathic State Executive Directors (AOSED) representative: for a three (3) year term. Must have interest and commitment to advancing the osteopathic profession at a state level and is appointed by AOA President, from list of three candidates put forth by AOSED leadership in consultation with the AOA.1-Society of Osteopathic Specialty Executives Directors (SOSE) representative: for a three (3) year term. Must have interest and commitment to advancing the osteopathic profession at a state level and is appointed by AOA President, from list of three candidates put forth by SOSE leadership in consultation with the AOA.1-American Association of Osteopathic Examiners (AAOE) representative: for a three (3) year term. AAOE Representative must be an AOA member, an osteopathic physician, and currently sit on a state board of medical examiners. The representative must is appointed by AOA President, from a list of three candidates put forth by AAOE leadership in consultation with the AOA.1- Postdoctoral Trainee: for a one (1) year term. Must be an osteopathic physician currently in a postgraduate training program and appointed by AOA President.1-Student representative: for a one (1) year term and must be a current student at one of the COMs. Appointment by AOA President, on recommendation from COSGP or SOMA leadership in consultation with the AOA.
A. The Bureau may, on appointment of the AOA President, have a representative from the National Association of Osteopathic Foundations (NAOF) present at its meetings. The representative shall be chosen from a list put forth by the NAOF, may not vote, but may participate in the deliberations of the Bureau. In addition, the representative shall be responsible for his/her own expenses.
B. The Secretary of the Bureau is a staff member of the AOA Department of State, Affiliate & International Affairs, Division of State Government Affairs.
C. All osteopathic physicians on the Bureau must be members in good standing of the AOA and shall conform to its constitution, bylaws, and code of ethics.

The Bureau: 1) studies and evaluates Federal health and education issues of interest to osteopathic physicians and those they serve; 2) ensures that the policies of the AOA and the directives of the Board of Trustees are followed and promoted; 3) provides timely information on Federal legislative and regulatory issues to the osteopathic medical community; 4) promotes the active involvement of members of the osteopathic medical community in grassroots activities that promote the interests of the community, and 5) provides a forum for the recognition of the Osteopathic Heritage Health Policy Fellowship program and the Training in Policies Studies program.
The BOFHP shall consist of fourteen (14) members and their terms and structure are as follows. The Chair and Vice Chair shall be appointed annually from the membership of the Bureau by the AOA President and approved by the AOA Board of Trustees. Vacancies in the Bureau shall be filled by the AOA Board of Trustees for the unexpired terms.

Bureau of Emerging Leaders
Bureau of Emerging Leaders - Students, Trainees, New in Practice (BEL) is the representative body and advocate for all osteopathic medical students, osteopathic physicians in postdoctoral training, and osteopathic physicians who are in practice but graduated from osteopathic medical school within the last 10 years. The Student Representative, Resident Representative and New Physician Representative to the AOA Board of Trustees will serve as the co-chairs of the BEL.
The primary goals of the BEL are to focus on issues important to their colleagues, and to develop opportunities and resources that will further the AOA’s strategic plan and engage students, trainees and new physicians in the osteopathic medical profession and the AOA. These opportunities and resources may include events, online content, leadership roles, networking, mentorship and community outreach. The BEL may create task forces and work groups to assist in the work of the BEL; the BEL will select students, trainees and new physicians to serve on these task forces and work groups. The BEL will focus on policy development to best represent their constituents, and has two delegates and two alternates attend the annual AOA House of Delegates.
The BEL reports to the AOA Board of Trustees and shall consist of 15 members: the current New Physician in Practice member of the AOA Board of Trustees shall serve as Chair. The current Student and Resident member of the AOA Board of Trustees shall serve as Vice-chairs. The immediate past student, resident, and new physician representatives to the AOA Board of Trustees will serve as advisors; three osteopathic medical students; three postdoctoral trainees; and three new physicians (defined as having graduated from osteopathic medical school within the last 10 years). The AOA President shall appoint each member annually.

Bureau of Membership
The Bureau of Membership (BOM) makes recommendations to the Board of Trustees (BOT) on policies affecting AOA membership development including recruitment and retention. Members of the Bureau evaluate trends, research to make policy recommendations, review exceptions to policy, review proposals for programs that provide tangible member benefits, and encourage the membership focus of the organization.
The Bureau Chair shall also have the authority to appoint an advisory group for specific member benefit programs, including insurance, if specific expertise is required. The advisory group(s) shall be chaired by the Vice Chair of the BOM.
The Bureau shall also have within its membership structure an Ethics subcommittee. The subcommittee will be chaired by the Vice Chair of the BOM and the AOA’s general counsel will serve as secretary.
The BOM shall consist of eleven (11) voting members appointed by the AOA President, including a student and Postdoctoral Trainee member appointed annually. A Chair and Vice Chair shall be a member of the BOT appointed by the AOA President and approved by the BOT.

AT Still Foundation and Research Institute
The AT Still Osteopathic Foundation and Research Institute is a research organization that funds research activities, including grants and fellowships.
The current Foundation has existed since 1935 and is the successor to the A.T. Still Postgraduate College of Osteopathy founded in 1976. Income for the Foundation is received through proceeds of the Burnett-Timken Trust.
The AT Still Osteopathic Foundation and Research Institute Board shall consist of 11 members who serve on the AOA Finance Committee each for a one-year term, overseeing the expenditure of funds from the Foundation.

Bureau of Osteopathic Clinical Education and Research
The Bureau of Osteopathic Clinical Education and Research (BOCER) oversees all AOA research and quality improvement activities. Research activities consist of managing the clinical and bio-medical research grants and fellowship programs, assisting with the annual research conference and poster competition, serving as the advisory body to the AOF on nominations for the annual research awards, making research policy recommendations, and acting as an advocate for research for the profession.
Quality improvement activities include promoting quality improvement and representing the osteopathic physicians’ perspectives regarding national standards for measurement and public reporting of healthcare performance data as it pertains to safety, timeliness, benefit, patient-centered, equity and efficiency of care.

Bureau on Scientific Affairs and Public Health
The Bureau on Scientific Affairs and Public Health (BSAPH) advises the AOA on new and existing public health policy including the adoption of guidelines. Additionally, BSAPH advises on osteopathic educational programs that support public health policy. The Bureau helps identify key public health initiatives in which the AOA should participate, and lends expertise in development and implementation of these initiatives. Finally, the Bureau provides comments on national public health issues, emphasizing the osteopathic perspective.
Public health topics that warrant public attention include: Health disparity (health equity) issues; access to health care; disproportionate incidence and prevalence of diseases and conditions affecting medically underserved and rural populations; cultural competence of osteopathic physicians; women’s health; and health issues affecting lesbian/gay/bisexual/transgender and questioning (LGBTQ) populations.
BSAPH will consist of 12-15 members appointed by the AOA President and approved by the AOA Board of Trustees.
