"Minister" means the Manastcr of Agriculture and Rural Development and include~ any person designated by the Minister to act on the Minister's behalf;

"pet establishment" means pet establishment as defined in the regulations;

·'pubhc road'' means public roau as defined in the regu lations:

"society" means The New Brunswick Socacty forthc Prevention of Cruelty to Animals continued under section l .
