Center City DC, like many other great cities, has ahighly distinguished plan of streets that provide aframework for building.The great diagonal avenuesradiate from and connect national monuments.Thegrid of north-south and east-west streets establish apotentially stunning framework within which there isan opportunity for connectivity–destination to destina-tion, strength to strength, neighborhood to neighbor-hood.
Greening, improved pedestrian safety, expanded transitoptions, and pedestrian-oriented land uses are theingredients for highly appealing streets that unify areasexperiencing scattered development.Well-designed andfunctioning streets with ground level uses that result inactivity during evenings and weekends enhance the iden-tity and perceived safety of emerging areas.These typesof streets encourage walking, biking and transit use, andinstill market confidence in residential and office cus-tomers, ensuring that the neighborhood gets fully built.
We focus here on investment in seven priority corridorsthat connect the established areas to emerging districtsand the priority 'places' discussed in Chapter 2.Theseinvestments have the potential to achieve the highestimpact on Center City's emerging areas, areas that arestill perceived as isolated and disconnected. Even thoughsome new development projects are occurring there,
their future success as dynamic neighborhoods is not yetassured.Timely investment providing connections toother important places in Center City can perceptivelyshorten distances and create memorable public environ-ments in the space of the street.
Some of the priority corridors are dedicated toimproved public transit while others are better suitedto an enjoyable pedestrian experience and a route forcyclists. Each is an opportunity to make the CenterCity greener, to reduce storm water flows and heatisland effects with increased street tree planting and toencourage walking, bicycling and transit use, improvingair quality and lowering climate change impacts.

K Street NW and NEA Grand Boulevard and Transit Corridor Between Union Station and Georgetown
VISIONK Street, both east and west of Mount Vernon Square,has the potential to be a great pedestrian street andtransit way connecting Union Station to Georgetown,with transit in a dedicated center lane that provides fastefficient travel along this high-image route. Mount VernonSquare and Connecticut Avenue function as major multi-modal cross-roads. K Street west of Mount VernonSquare is the premier address for business, legal lobbying,financial, and consulting firms in the District and themajor east-west Circulator route.There are a growingnumber of building replacements, significant additions, andcomprehensive renovations that are repositioning exist-ing office buildings in this marketplace. Efforts to enhancethe Connecticut Avenue streetscape, including a treelined median and public art, are already underway. If fullyimplemented, K Street will link many of the city's high-potential destinations for retail and dining. Public parksalong K Street, including Franklin, McPherson, andFarragut Squares have the potential to eventually be well-designed, programmed, and maintained to truly serve thegrowing resident and office population of Center City. KStreet east of Mount Vernon Square is planned as a linearpark, with a mix of uses that include significant amountsof residential and retail, in addition to hotels and offices,continuing all the way to the rail tracks just north ofUnion Station, through Mount Vernon Triangle, NorthwestOne and NoMa - all emerging urban neighborhoods.
CURRENT CHALLENGESThe current environment and image along K Street fallsshort of its potential as the premier boulevard with thebest addresses in the District. Much of its length is domi-nated by undistinguished office buildings, branch banks inkey corner locations, crumbling street infrastructure, fre-quent garage entries, and large curb cuts limiting thecontinuity of retail and services. Due to the loss of muchof the alley system, access to underground garages anddelivery of goods occurring directly off K Street causescongestion and limits on-street parking.
The segment of the street between Mount VernonSquare and Washington Circle is being considered forcomplete reconstruction sometime after 2010.Identifying a funding source to undertake this project assoon as possible with high-image transit stations andinformation technology poses a significant challenge. Eastof Mount Vernon Square, there are challenges associatedwith continuing a transit vehicle on K Street, though itcarries less traffic. It may be determined that bus andtrolley service should be re-routed onto MassachusettsAvenue while still creating a link with the proposedinter-modal center at Union Station and a connection tothe proposed streetcar route on H Street NE.

7th Street NW and SWTransit Corridor Connecting Mount Vernon Square District,the National Mall, and the SW Waterfront
VISION7th Street is the great two-way, north-south streetthat extends across the National Mall. It connects theSouthwest Waterfront area, the National Mall, theVerizon Center, Chinatown, Mount Vernon Square, theWalter E.Washington Convention Center, and contin-ues north through Shaw where it becomes one of theDistrict's “Great Streets,” Georgia Avenue. It is a majorcommercial corridor with lively retail, offering theopportunity to extend the National Mall experience tothe surrounding city and to bring the surrounding cityto the National Mall.
7th Street is envisioned as an important transit corri-dor, connecting the established northwest neighbor-hood areas of the city with the emerging Southwestwaterfront, replacing or augmenting the Circulator andbus routes with rapid bus or streetcar. Improved envi-ronmental performance and streetscape designincludes energy efficient street lights, trees, and saferpedestrian crossings.
Shade trees lining 7th Street within the Mall, along withoutdoor programming, exhibits, kiosks, and pavilion-typeyear-round restaurants could provide services andamenities for visitors and workers.This will encouragepedestrian crossing along the three blocks between theNational Gallery of Art and the Hirshhorn Museum, dayand evening, without detracting from the monumentsand view corridors.
CURRENT CHALLENGESClosing gaps in the corridor, in order to achieve acontinuous pedestrian experience from theConvention Center to the Southwest Waterfront,poses challenges due to cost as well as the complexityof the required coordination with federal agencies.Because both the Southwest Federal Center and theNational Mall are under federal control and outsidethe control of the District, overcoming these gapsposes a significant challenge that will require contin-ued joint planning efforts.
The cost and construction logistics of lining the cur-rent bridge over I-395 with new buildings containingshops and offices has not been measured or studiedfor feasibility. In addition, bridging the gap caused bysingle-use office environments in the SouthwestFederal Center calls for a greater level of activity, par-ticularly at night. It is necessary to overcome securityissues and introduce new ground-level uses, perhapsreplacing some federal uses with residences or officesthat do not have onerous security requirements.Additional transit on 7th Street, such as street car orrapid bus service, would bolster emerging districtswithin the Southwest Waterfront area by offeringquick, visible service to the established downtown andpoints north; however, no funding is currently appro-priated to implement this project.

4th Street NW and SW Urban Greenway to the SW Waterfront
VISION4th Street presents an ideal opportunity to turn an ordi-nary street into a model green street, with generousspace for street trees and other plantings, wide sidewalks,storm water management areas, and ample bicycle lanes. Ithas the characteristics to create a pedestrian and bicyclefriendly connection between Mount Vernon Triangle, theNational Building Museum, Judiciary Square, the NationalMall, and the Southwest Waterfront.Traffic-calming fea-tures and state-of-the-art signal timings can reduce vehiclespeeds, create safer crossings, encourage exclusively localtraffic, and favor pedestrian and cyclists over vehicles.Residential uses are encouraged along its length, south ofthe Mall to the Waterfront. An $800 million project atFourth and M Streets will form the commercial heart ofthe Southwest neighborhood with new retail.
CURRENT CHALLENGESThough this street has relatively low traffic volumes anda relatively wide right-of-way, major challenges includethe barren environment created by large areas of single-use Federal office buildings, elevated railroad tracks andthe I-395 overpass south of the National Mall. Creatinga richer mix of uses in this area is necessary to achievea safer and more pedestrian friendly environment.
Signage and other information systems are needed toprovide information at the National Mall about attrac-tions north and south of the Mall, including the ArenaStage Theater and waterfront attractions along MaineAvenue. Overcoming these challenges is outside thecontrol of the District and will require continued jointplanning efforts with federal agencies. In addition, trafficand streetscape improvements to 4th Street are notcurrently budgeted by the District.

South Capitol StreetSouthern Gateway to the Capitol Connecting PoplarPoint/Anacostia, SE and SW Waterfronts
VISIONSouth Capitol Street, the grandly-scaled ceremonialentrance to the District from the south is planned to havea double row of large trees lining each edge of the boule-vard (similar to Pennsylvania Avenue) and a median thatfeatures seasonal plantings. As one of the most importantaxes in DC, both symbolically and functionally, it is themajor access route to the heart of city from the southand a convenient connection between the Capitol build-ing, the new ballpark, and the southeast and southwestwaterfronts. Its redesign and reconstruction will supportgoals for a mixed-use district with a variety of land usesincluding residential, retail, offices, and the new National'sBallpark, in addition to federal agencies and national mon-uments. Building setbacks will preserve the 160-foot-wideview corridor to the Capitol Building.
Its three lanes of moving traffic in each direction will beedged with a permanent parking lane on each side tosupport residential and retail uses along the street.Intersections at P, M, and I streets will be redesigned to

facilitate better connections to the adjacent neighbor-hood and waterfront areas and reduce the volume andspeed of through-traffic. At the Anacostia River, a newlandmark bridge will replace the Frederick DouglassBridge and encourage pedestrians to cross between theBallpark District and Poplar Point/Anacostia, whereSouth Capitol Street becomes a landscaped boulevardsimilar to the Suitland Parkway, into which it merges.
CURRENT CHALLENGESSouth Capitol Street's highway-like features facilitate ahigh volume of vehicular traffic, while creating hostileconditions for pedestrians, and an inappropriate appear-ance for this Capitol-oriented and prominent gatewaycorridor.The complete reconstruction of South CapitolStreet has been budgeted and is in the design and con-struction phases.The environment at the overpass of I-395 remains a challenge in the new design. It will, how-ever, be improved by the introduction of lighting andstreet furniture.

First Street NENoMa's 'Main Street'
VISIONAs envisioned in the NoMa Vision Plan and DevelopmentStrategy, First Street NE is the centerpiece of the emerg-ing NoMa district and its main public gathering place. Itis planned to support a mix of land uses – includinghousing and office – and to be the location for retail-serving office workers, new residents, and the surround-ing neighborhoods. It connects the proposed NoMagateway at the intersection of New York and FloridaAvenues south to Union Station, and beyond, to theCapitol building and the National Mall. On-street parkingwill encourage retail along First Street, ample sidewalkswith lush landscaping, and limited curb cuts will encour-age retail, slow traffic, and encourage retailers to createoutdoor uses. NoMa is planned as a model of neighbor-hood sustainability and transit-oriented developmentbased on a new Metrorail station, the construction ofthe Metropolitan Branch Trail, a proposed inter-modalcenter at Union Station, and LEED-certified buildings.DDOT's FY 2008 budget includes $5 million for pedes-trian and vehicular traffic improvements to the intersec-tion of New York and Florida Avenues, providingimproved access to First Street at its northern end.
CURRENT CHALLENGESWhile NoMa has suffered from years of disinvestment,the newly created NoMa Business ImprovementDistrict has made notable improvements in theappearance of the neighborhood and has begun to

address public safety concerns. NoMa, however, stillneeds significant public investments in infrastructureand place making in order to attract and acceleratefuture development and ensure the creation of avibrant new neighborhood.Although First Street isenvisioned to be NoMa's “Main Street,” renovationshave been funded but not implemented.The finaldesign should incorporate place-making elementssuch as landscaping, public art and signage that willdefine First Street as a prime address. Utility upgradesto accommodate future high density developmentmust also be addressed before large scale develop-ment can occur. Delays in delivery of this critical infra-structure will substantially reduce the fiscal benefits tothe District of future development.
DDOT has begun street and sidewalk repairs on theunderpasses connecting NoMa to Capitol Hill beneaththe CSX rail line.To ensure that these areas becomeinviting and safe, the City should support public artinstallations and explore options for activating thespace with vending, farmer's markets and performanc-es. NoMa also lacks the retail, parks and other ameni-ties needed to attract residents and office tenants toan emerging neighborhood.The City should considertax abatements and other incentives to attract initialretail, residential and non-government office tenants,and also to ensure a vibrant mix of uses.

M Street SW and SE'Main Street' Connecting Capitol Riverfront and theSouthwest Waterfront
VISIONM Street will be the critical link between Arena Stageand Maritime Plaza located at Washington's twoemerging mixed-use waterfronts. Between theSouthwest Waterfront and the Washington Navy Yard,M Street can be transformed into an urban transitboulevard that will support the mix of office, enter-tainment, and housing uses currently planned.The MStreet of the future can have fewer traffic lanes, widersidewalks, and a new transit option such as aCirculator, bus rapid transit, or a streetcar operating inpriority lanes. As residents move into the area therewill be support for neighborhood-serving retail thatactivates M Street SE and SW. Many existing buildings,including the historic Navy Yard, will be preserved. Eastof the Navy Yard, M Street connects to 11th Street SE,which is planned as a pedestrian-friendly connection toHistoric Anacostia across a new bridge with local two-way traffic and generous sidewalks.
CURRENT CHALLENGESM Street has narrow lanes and sidewalks, especiallyalongside buildings that predate more recent setbackrules currently being used to create wider sidewalks.Reducing the number and width of roadway laneswould permit widening of sidewalks (two through-lanes and a turn lane are shown in the section).Theintroduction of transit priority lanes would furtherlimit vehicle throughput and support transit, biking, andwalking modes in this corridor.

14th Street NW and SWMixed Use Corridor to the National Mall
VISION14th Street is becoming an important cultural corri-dor, creating a connection from near the White HouseVisitor's Center, past Pershing Park and the landmarkWillard Hotel, the Wilson Building and Freedom Plaza,to the cultural attractions on the Mall, the plannedAfrican American Museum of History and Culture, theexisting American History Museum, the WashingtonMonument, the Jefferson Memorial, to East PotomacPark and beyond.
The corridor links the heart of downtown to the TidalBasin, the Washington Channel and the SouthwestWaterfront. Like 7th Street, 14th Street is one of onlya few streets that traverse the Mall. While14th Street will remain an important vehicularaccess route from Virginia, 9th and 12th Streets serveas the primary vehicular routes for traffic in and outof the downtown to I-395.This provides the opportu-nity to greatly improve the function of 14th Street asan important in-city connection between downtownand the waterfront. Improvements to the street, inter-section design, signage, and directional flow can greatlyimprove the clarity for drivers and convenience forwalkers, runners, and bicyclists.
CURRENT CHALLENGES14th Street is designed as a vehicular highway south ofthe Mall, often forcing those seeking access to thewaterfront onto the interstate highway system and overthe Potomac River into Virginia. Confusing intersectionsat East Basin Drive are problematic from a way-findingperspective and isolate the Tidal Basin,WashingtonChannel and open space along the Potomac River fromCenter City and the District.This highway-orienteddesign discourages walking and day-to-day recreationaluse of the great waterfront attractions by District resi-dents and workers.
