understanding
Theme 1- Regulatory and enforcement regimes

Challenges: lack of investment in infrastructure, effectiveness of the
implementation of water quality standards and achieving universal
service delivery in remote areas.
Solutions: Examples of emergency planning, information sharing and
coordination with relevant institutions that proved effective in the past
offered inspiration (example: WSP).

Building resilience while ensuring affordable services: How
much does it cost and who will bear those costs?
Resilience not only about facilities but also systems and services.
solutions depend on historical background and local circumstances
(example, OFWAT encouraged exploring alternatives to capital
investment towards a shift to TOTEX models).
Managing expectations from customers and other stakeholders to
ensure institutional credibility is key.
Resilient services and sustainable business models cannot be
understood as a counterpart for affordable services; regulators have the
mission to enable this balance.

Governance for sustainable urban environments is that
which addresses the importance of stakeholder engagement
for the efficiency of urban systems.
Way in tools are applied is important (example: too frequent customer
consultation can cause fatigue)
Everyday more is being asked from regulators with growing, but less
clear, public expectations.
Relationship between regulatory authorities and politicians is a
recurring, but often new, issue for many.
Governance of water is increasingly challenged by climate change and
the needs of growing urban areas, demanding a shift towards water-
wise cities.
Role of regulators moving into an uncertain space where more
traditional roles need to be rethought.
