Options…When Increasing Staff Size is not an Option
• Out‐sourcing– the contracting out of a business process to a third‐party
• In‐sourcing– looking inside one’s institution to other offices, staff , faculty, and/or librarians to leverage related expertise
• Crowd‐sourcing– Appealing to the “wisdom of the group” to find additional knowledge, expertise, and guidance

Out‐Sourcing
Out‐sourcing is the contracting out of a business process to a third‐party
Why out‐source? • Lack of expertise in some areas• Affordable expertise in specialized areas• Ability and feasibility to concentrate on the other crucial processes
NCURA Region 1 Spring Meeting, 2014 3
Considerations when selecting a consultant
• Level of expertise/knowledge/performance‐oriented• Can you have a good working relationship?• Can the consultant tailor an approach to your goals and to
research administration at a PUI?• Timeline/availability• Does the consultant make clear their flexibility for adjusting
the approach and to receiving feedback?• References from others (particularly from other small
schools)—Get and CHECK them. Ask both performance and relationship oriented questions.
• Ability to travel to you as needed at low cost (proximity)
NCURA Region 1 Spring Meeting, 2014 4
Outsourcing in Research Administration: Funding Opportunity
Searches• Have faculty prepare 1 page concept paper• Share with consultant (as well as Institutional Advancement in‐sourcing)
• Have consultant do targeted funding search• Give faculty support, but move time consuming task to an expert
NCURA Region 1 Spring Meeting, 2014 5
Outsourcing in Research Administration: Proposal Writing
Workshops• Outside “experts”, particularly those with faculty experience are new voices
• Get references and past evaluations of consultants
• Attend session(s) yourself to give institutional perspectives
• Consider a series of shorter modules as well as workshops
NCURA Region 1 Spring Meeting, 2014 6
Outsourcing in Research Administration: IP/TT
• Intellectual Property Management & Technology Transfer (“IP/TT”)
• Keene State/Plymouth State (sister institutions within same system) jointly seek external consultant
• IP/TT—highly technical area, relatively low volume, but important issues
• Working jointly with consultant, we benefit from the work happening for each campus
• Consultant willing to work with us in this way
NCURA Region 1 Spring Meeting, 2014 7
Outsourcing in Research Administration: IP/TT
• Crafting a Request for Qualifications (RFQ) Solicitation– Work within purchasing department procurement process (strict)
– Develop precise descriptions of needs• Seek trusted, knowledgeable others for input
– Merge sponsored research office needs with purchasing office requirements
– Purchasing lead critical throughout• Timetables and justification for outcome based on process
NCURA Region 1 Spring Meeting, 2014 8
Outsourcing in Research Administration: IP/TT
• RFQ: Getting the word out– Get recommendations from trusted others– Create an open and inclusive list– Send out via traditional purchasing avenues & respected individual contacts who may circulate
• Joint institutional selection committee(s)/process– Balance needs of both institutions– Willing to select the same or different firms– Respect of others’ opinions critical– Pre‐rating, then discuss, then select short‐list– In‐person interviews, pre‐rating, discuss, re‐rating…selection
NCURA Region 1 Spring Meeting, 2014 9
Outsourcing in Research Administration: OTHER POSSIBILITIES
• BENCHMARKING PROJECTS‐Use outsider to compile and make sense of industry standards and best practices at similar institutions
• COMPLAINCE TRAINING PROJECTS Collaborative Institutional Training Initiative (CITI) https://www.citiprogram.org/
• INDIRECT COST NEGOTIATIONS
• IT/Electronic Grants Management‐system development and/or hosting
• Sponsored research office organizational design review/recommendations
• OTHER???????
NCURA Region 1 Spring Meeting, 2014 10
In‐Sourcing By in‐sourcing, we mean:Looking inside one’s institution to other offices, staff , faculty, and/or librarians to creatively expand your sponsored projects team by leveraging related expertise.
Why in‐source:• Value‐added; match‐maker of existing services• Honor existing expertise of colleagues on campus, engaging
them in something new and interesting• Getting everyone rowing in the same
direction to support sponsored research (campus culture)
NCURA Region 1 Spring Meeting, 2014 11
In sourcing – Library and Proposal Development
• Bibliography help– Endnote (subscription; workshops)– Zotero (open source; workshops)
• Literature Searches• Data Management Plans
– DMP tool (interactive, free tool)– Science librarian reviews results & offers refinements (avoids disconnect if award comes in)
NCURA Region 1 Spring Meeting, 2014 12
Insourcing‐ Library IT Record Retention and Public Access
• Scholarly Communication and You• Digital Commons
– Holds metadata– Findable and sharable– Hosts periodic publications related to research– Set up to help faculty manage data– Indexed by Google– Fulfills Public Access requirements– Tracks “hits” on previous research output
NCURA Region 1 Spring Meeting, 2014 13
Insourcing ‐ IT
• Provide faculty members with a sense of a “team” supporting them
• Small library, small IT= why not facilitatedialogue around an upcoming proposal
NCURA Region 1 Spring Meeting, 2014 14
Creative Partnering : IRB & IACUC
• Consortial IRBs• Partner with research institution if don’t have the review committee on your campus
NCURA Region 1 Spring Meeting, 2014 15
Crowd‐sourcing?
An appeal to the wisdom of the group
Why Crowd‐source?• Need action of others in time of crisis
NCURA Region 1 Spring Meeting, 2014 16
Think of the model of CLASP
• Colleges of the Liberal Arts Sponsored Programs (listserv)
• How can we band together to share information and assistance?
NCURA Region 1 Spring Meeting, 2014 17
An example fromResearch Compliance
• How would you conduct an investigation into a case of Research Misconduct?
• Does your institution have a dedicated Research Integrity Officer?
• Dedicated Counsel?
NCURA Region 1 Spring Meeting, 2014 18
The RIO Roundtable
• An association of Research Integrity Officers from neighboring institutions . . .
• . . . receiving guidance from the federal Office of Research Integrity . . .
• . . . but meeting regularly to instruct each other in procedures and to pledge help in a time of crisis.
