Purpose of this programme
• To give older people more choice about where they live by increasing the type and capacity of accommodation based services
• To ensure there is sufficient residential and nursing home capacity for older people who require it
• To ensure extra care housing is increased across Hertfordshire (Extra Care Housing being a group of apartments for older people with 24 hour care available)
• To achieve a better balance of residential care home -v- extra care housing
Objectives of this programme
• Secure sufficient care capacity, all of a high standard
• Make best use of resources across partner agencies including revenue funding, capital and land
• Ensure the right amount of housing related support is available
• Engage with individuals (current and future tenants) and carers - responding to their views
• Address the needs of black and minority ethnic service users and carers

• Hertfordshire County Council with the ten District / Borough Councils and the two PCTs have signed up to the Accommodation Services for Older People programme
• Working with Age Concern (Herts) – Hertfordshire Voice

More people living longer demands a new vision for the future
• We want older people to be happy with their accommodation and care / support
• We don’t want older people to feel lonely or isolated
• We want family carers to feel confident
• We want a range of accommodation that’s affordable for older people and us, the local authorities
What the vision will look like
• Many more older people living and supported in their own homes
• Many more older people using an Individual Budget – choice and personal control
• Many more older people living in accommodation based care services (e.g. extra care housing)
The challenge for us
• More than 100 project sites already identified
• Beginning to shift the balance from residential care to extra care housing
• Building into all change a ‘balanced community’ philosophy
• Taking advantage of the latest technology (telecare) and ensure accommodation is adaptable to changing needs (e.g. equipment)
