VICTIM NOTIFICATION SYSTEM

2014 – Rensselaer County Sheriff Jack Mahar Announces KeyImprovement to Existing Notification System. This newenhancement to the New York Sheriffs’ Victim Hotline (VINE)will enable crime victims to receive a text message notificationin the event of any change in the custody status of an offenderincarcerated in a county correctional facility in New York Stateor a correctional facility in New York City.VINE allows crime victims to learn the custody status of anoffender, 24 hours a day, 7 days a week, by telephone oronline. This new notification option, “SMS Text MessagingNotification,” adds text messaging to the existing notificationoptions. The additional outbound notification method will be inSpanish and English. “Crime victims need and want timely and accurate offenderinformation to proactively ensure their personal safety andthat of their families. I applaud the addition of texting andpredict crime victims will embrace this new technology,” saidSheriff Mahar.In 2014, almost 2.8 million crime victims searched the VINEDatabase, using either the toll free number (1-888-VINE-4-NY), the VINEMobile app, the Sheriffs Mobile Patrol App (bothavailable for IPhone and Android), or the website(VineLink.com). Also in 2014, over 100,000 crime victimsreceived notification of a change in their offender’s statuseither by phone or email. It is anticipated that the addition ofthe text messaging option will result in even more crime victimsreceiving timely notification of vital offender information. “Iwelcome this new feature as my office continues to seek waysto better serve the public safety needs of the citizens ofRensselaer County,” said Sheriff Mahar.

NEW COUNTY INSURANCE CONTRACT

APPROVED BY LEGISLATURE

Cost for Policy Remains Lower Than 20 Years AgoThe Rensselaer County Legislature approved a new countyinsurance contract at the December 9 legislative meetingfollowing an extensive competitive bidding process, Chair ofthe Legislature Martin Reid announced.The insurance policy will total $971,348, and was awarded toCool Insurance for a three-year period.The county had worked hard to develop cost-efficiencies forthe policy, anticipating a difficult market for municipal insurance.The county again retained Compass Consulting as a consultanton the policy. “This new policy is lower than policies of more than two decadesago, and reflects our commitment in County Legislature tokeeping costs low whenever possible,” said Reid.The county policy remains under $1 million, and is lower thanthe amount paid by the county in the early 1990s. A scandalover no-bid insurance contracts given to the then-Democraticchairman led to reforms and a requirement to bid the countyinsurance policy.All insurance policies that have been bid since then have beenlower than the $1.069 million policy issued in the early 1990sprior to the insurance contract scandal.County insurance policies are administered by the Clerk of theLegislature and others on legislative staff as per the CountyCharter. Reid and legislative leaders credited Clerk of theLegislature Jenet Marra for her work on the bid andadministering the county policy.By keeping the insurance administration in-house, theLegislature is further able to hold the line on expenses,legislators noted.“This new policy definitely shows the merits of the competitivebidding process and the successful management of the countyinsurance policy by the Legislature,” said Vice Chair of theLegislature for Finance Phil Danaher. “We are very happy to insurance costs come back at areasonable rate that provides adequate coverage for countygovernment while remaining affordable for taxpayers,” saidMajority Leader Ken Herrington.

CEN SCHOLARSHIP

The Chief Executives Network for Manufacturing of the CapitalRegion, Inc. (CEN) is an association of manufacturers locatedin the Capital Region. To encourage students to consider careersin manufacturing, CEN will once again be offering $1,000scholarships to be awarded to applicants who are: High schoolseniors graduating in 2015 and accepted at an accredited twoor four year college, university, or trade school; or Collegestudents enrolled at the undergraduate level in an accreditedtwo or four year college, university or trade school; andStudents planning to enroll in a major which can lead to qualifyingfor a position with a manufacturer; and Residents of one of thefollowing eleven Capital Region counties: Albany, Columbia,Fulton, Greene, Montgomery, Rensselaer, Saratoga,Schenectady, Schoharie, Warren, and Washington.CEN limits the number of scholarships that an individual can winto 2 in any 4 year period. Applications are now available for the Elks National Foundationand the New York State Elks Association scholarships. Thereare two types of Elks scholarships. The national scholarship isopen to all New York State high school seniors. These seniorsneed not be the child of a member of the Elks. The statescholarships are for high school seniors whose parent is amember in good standing in the Order of Elks. Forms for thesescholarships may be obtained online at the Elks website(www.Elks.org/enf/scholars). The same application is used forboth national and state scholarships, but the state must besubmitted with an additional cover page which is available atnys.elks.org or at the student’s school guidance office. FARM-TO-SCHOOL PROGRAM

Congressman Chris Gibson (NY-19) applauded theannouncement that New York is one of eight states selectedfor participation in the USDA Pilot Project for Procurement ofUnprocessed Fruits and Vegetables, which supports thepurchase of locally-sourced produce by school lunch programs.Congressman Gibson, a member of the House AgricultureCommittee, advocated for inclusion of the farm-to-schoolinitiative in the federal Farm Bill. “I look forward to working with farmers and educators in theHudson Valley and Catskills to establish new farm-to-schoolpartnerships in the coming year through this exciting program,”said Congressman Gibson. “Our region is home to hundreds ofinnovative farmers reaching out to new markets for wholesome,local food. It makes sense to encourage school districts tokeep their food-buying dollars closer to home, providinghealthful lunch options that help students connect with localagriculture.”The New York State Office of General Services will administerthe procurement project, which allows school districts to use aportion of their USDA Foods program funding to purchaseunprocessed fruits and vegetables directly.In addition to New York, the USDA named the following pilotproject participants in a December 8 announcement: California,Connecticut, Michigan, Oregon, Virginia, Washington, andWisconsin.

FOR NATIONAL BLOOD DONOR MONTHThe American Red Cross asks eligibleblood donors to make a resolution to giveblood regularly in 2015, beginning withNational Blood Donor Month in January.National Blood Donor Month recognizes

the importance of giving blood and platelets while honoringthose who roll up a sleeve to help patients in need. It hasbeen observed during January since 1970, and that’s nocoincidence. Winter is an especially difficult time to collectenough blood to meet patient needs. Unpredictable winterweather can result in blood drive cancellations, and seasonalillnesses, like the flu, may cause some donors to be unable tomake or keep blood donation appointments.Donors of all blood types are needed, especially those with Onegative, A negative and B negative. With a shelf life of 42days, red blood cells must be constantly replenished tomaintain an adequate supply for patients. TRACKING THE BALD ONES: EAGLE SURVEY TO BE CONDUCTED

Schodack Island State Park, located on Route 9J, between Castleton-on-the-Hudson andSchodack Landing in conjunction with the Friends of Schodack Island, will conduct the annualmid-winter eagle survey for the US Geological Survey and the US Army Corps of Engineers onSaturday, January 10, 2015, at 10AM. Fight cabin fever and enjoy the winter wonderland ofSchodack Island State Park by participating in this nation-wide survey. In addition to providinginformation on eagle trends, distribution and habitat at Schodack Island, this survey will help tocreate public interest in bald eagles and their conservation.Please meet Tricia Shaw, events manager, at the Riverview Pavilion near the boat launch at10:00 am for a brief discussion about eagles at Schodack Island and learn how to conduct thesurvey. Then participants will head out into the park and down the trails in search of bald eagles.The survey will take approximately 1.5 hours and participants should dress for the weather andwinter hiking conditions. Bring binoculars and bottled water.Registration is not necessary. This event is free and open to the public. FROZEN DOG DAYS OF WINTER:

SCHODACK ISLAND TO HOST WINTERFEST

Schodack Island State Park, located on Route 9J, between Castleton-on-the-Hudson andSchodack Landing in conjunction with the Friends of Schodack Island, will host Winterfest 2015on Saturday, January 31, from 11:00am to 4:00pm. This event is free and open to the public.A highlight of the event will be an amateur cross country ski race. Details will be included in afollow up press release. The trails will be groomed and available for cross country skiing andsnow shoeing. There are a variety of snow shoe sizes available to rent for $5. The Friends ofSchodack Island are sponsoring an instructional nature snow shoe hike, led by Karen Kaufman.Schodack Island’s ice skating rink will be available all day for free, open skating for all ages. Iceskates are available to rent for $2. The Run by Dogs organization will be giving dog sled rides fora donation and having brief discussions about sled dogs throughout the day.A display about the island’s ice houses and ice industry will be located under the pavilion.Native American Educator David Cornelius will be setting up an education table and providingshort programs about Native American lifestyle. Vendors and Crafters will also be located underthe pavilion. A roaring bonfire will provide comfort, warmth and a place for a yummy S’moreRoast. Food will be available by Charcoal Dole and hot beverages will be available by theFriends of Schodack Island State Park. Scheduled activities specifically for children will include ascavenger hunt and “Disney’s Frozen” look a-like contest. Adults can compete in the ugly andpretty sweater contests. Prizes will be awarded.

30th ANNUAL WINTER FESTIVAL

Grafton Lakes State Park and the Friends of Grafton Lakes State Park will host the 30th AnnualWinter Festival and Ice Fishing Contest on Saturday, January 24, 2015. The Winter Fest willfeature outdoor events along with indoor exhibits, food vendors, and family-friendly andrecreational activities. The event is free of charge and main events run from 10-4.New outdoor events this year include free snowmobile rides as well as a “Battle for Long Pond”hockey tournament. For the kids, Winter Fest offers its popular snow bowling hill, revampedand improved, as well as snowshoe races and rides with the charming Northland Newfoundlands.Adults can join in a guided snowshoe or cross country ski outing, or borrow snowshoes for afree demo around the park. Fans of four-legged creatures will enjoy the horse-drawn carriagerides from Indian Creek Farms and several canine-friendly organizations in attendance, includingRensselaer County Search & Rescue and Out of the Pits Pitbull Rescue.The 8th Annual Polar Plunge benefitting the Cystic Fibrosis Foundation charges into Long Pondat 1pm. This year the Plunge includes a playful prize for the silliest costume offered by theFriends of Grafton Lakes State Park, so start planning your January beach attire! To pre-register for the Plunge, please call Margaret Philips for more information at 479-3739 or call thepark office.Visitors who need to warm up can savor some hot food from Brunswick Barbecue and the localOur Lady of the Snow Parish while enjoying indoor exhibits. Live birds of prey, kids naturecrafts, and a variety of regional community and conservation organizations will entertain patrons.The annual ice fishing contest draws several hundred anglers and will run from 5:30am-3pm onall the ponds in the park. Participants can register starting at 5:30am until 11am the morning ofthe event at the park’s pole barn. A $10 entry fee for adults 16 and older is required toparticipate in the fishing tournament. All 1st place adult winners will receive a $300 cash prizethis year, awarded for the longest length catch of Trout, Walleye/Chain Pickerel and YellowPerch. Children may enter at no charge and winning entries will receive gift certificates andother prizes. EXECUTIVE DIRECTOR

The Board of Directors of Cornell Cooperative Extension ofRensselaer County (CCERC) recently appointed Bernadine“Bernie” Wiesen as their Executive Director. Bernie has servedCCERC for over 23 years. She has been the Issue Leader for4-H Youth Development and Family and Consumer Science andmost recently has been the Interim Executive Director sinceMarch of 2014.During her tenure, she has been very active in the New YorkState Association of Cornell Cooperative Extension 4-HEducators (NYSABBE4HE) and the National Association ofExtension 4-H Agents (NAE4HA). Bernie earned a Master’sand Bachelor’s Degree in Animal Science and Minor inAgricultural Economics from Washington State University. Earlyin her career, she made her home in downtown Troy. For thepast 18 years, she has lived in Johnsonville with her family.
