Also, there is a story of an orphanage and how thedirector of the orphanage is trying to help each child feel thatthey are loved, especially their newest orphan who needssome extra special care. All along the way the story is filledwith songs. This show is in special memory of the late RonLeVan. He loved creating each show, but the Christmas Showsheld a special place in his heart. As legislative representatives of District 3, including the townsof Brunswick, Pittstown and Schaghticoke, we are happy toprovide our constituents with a report on actions taken at theNovember 12, 2013 legislative meeting.The Legislature approved the distribution of revenues from thefiling of mortgages with the county at the November meeting.The funds will help maintain services on the local level. Underthe resolution, Brunswick will receive $213,724, Pittstown re-ceives $53,406, Schaghticoke receives $88,819, the Village ofValley Falls receives $1746 and the Village of Schaghticoke re-ceives $3,893.The proposed 2014 county budget, as introduced by the CountyExecutive, maintains needed county services and the county’sstrong fiscal position, while staying under the tax cap. Thebudget is accompanied by reductions in legislative spending,the latest in a series of reductions in the legislative offices inthe past several years. The schedule for review of the 2014budget, and a series of meetings and public hearings on thebudget is as follows:Public hearing on proposed changes to proposed county bud-get, Monday, November 25, at 5:30 p.m. in the legislativechambers; Special meeting to consider adoption of the 2014county budget, Monday, December 2, at 6 p.m. in the legisla-tive chambers; Clerk of the Legislature forwards adopted bud-get to County Executive by December 3; County Executivereturns adopted budget to Clerk of Legislature with approvalor line item veto messages by December 4; Special meeting toconsider budget items, in the instance a veto is issued, Decem-ber 4, 6:30 p.m., in the legislative chambers.November also included the November 5 general elections andKen and Tom appreciate the support of residents in electingthem to another term. James Murphy, Saratoga County, reminds us that 17,000,yes SEVENTEEN THOUSAND, New Yorkers with 3 or more D.W.I.convictions have been in CRASHES that have Killed or Injuredsomeone. Around 350 to 450 New Yorkers have been killedyearly. On the repetition of D.W.I’s, Drivers get their “Hardship/conditional licenses, and Judges do grant them. In a Recentgroup meeting of Judges and Lawyers finagling ways to stopthe 3 strike life time loss of license, Peter Gertenzangcommented, and I quote “People need their licenses”. I say, ifyou need that license, then PROTECT IT. Don’t drinkALCOHOLIC BEVERAGES and then drive!In 2012, Remove Intoxicated Drivers surveyed 998 via VictimImpact Panels in Rensselaer County showed a recidivism rateof 38%, that’s scary folks! These “Winchesters” as I call therepeat Highway terrorists, will fight these regulations by thesupposed “SUPER LAWYERS” as I previously illustrated.Gertenzang also said “This will mean more Trials”, which willbring in more $$$$$ for the Lawyers. There are Many Victimsof these terrorists in Rensselaer County that do not want thisto happen.With the Christmas season rapidly approaching, We urge youto “Don’t Stay thirsty my friend, Stay Sober” when partyingand then travelling home! The websiteprovides information and resources to fleet managers andprivate consumers on alternative fuel and advanced vehicletechnologies.Capital District Clean Communities is part of the Clean Citiesinitiative of the U.S. Department of Energy’s VehicleTechnologies Program. It is hosted by the Capital DistrictTransportation Committee (CDTC) in Albany. The Clean Citiesprogram marked a major milestone in 2013, celebrating 20years of progress in cutting petroleum use in transportation.Through the work of local coalitions across the country, CleanCities has worked for two decades to advance the deploymentof alternative and renewable fuels, advanced vehicles, fueleconomy improvements, idle-reduction measures, and newtechnologies as they emerge. Cumulatively, the program hasdisplaced over 4 billion gallons of petroleum since its inceptionin 1993.“Clean Communities is a great program, and CDTC is proud tohost these efforts. The growth in alternate fuel vehicles andalternate fuel technologies has been tremendous, and it willcontinue. Clean Communities plays a lead role in encouragingthis growth by going right to the users of the technology, andproviding them with up-to-date and practical assistance.”The new design of the website provides a more interactiveexperience for users looking to gain information on alternativefuels and advanced vehicle technologies. MEMORY OF CHRISTOPHER BASCOMThe Salvation Army bells will be rung at theEast Greenbush Wal-Mart from 10AM-8PMon Monday, Dec. 2, in memory ofChristopher Bascom to commemorate whatwould have been his 27th birthday, Dec. 1.As in year’s past, family members and friendswill serve as bell-ringers to honor a boy whowas himself giving in nature. Also in hismemory, on Saturday, Dec. 14, studentsfrom Columbia High School will be manning

the kettles at the same location.Christopher was 16 years old and a junior at Columbia HighSchool when he was killed by a hit and run driver in November,2003. In recognition of Chris’ compassionate nature and desireto make people happy, it seems especially fitting to rememberhim by encouraging people to donate to the Salvation Army, anorganization dedicated to helping others.Since this is the 10th Anniversary of his tragic death, and becausethere is one less weekend between Thanksgiving and Christmasfor the red kettles to take in donations, Chris’ family is trying to“raise the bar” by setting a goal this year of $2700 to be raisedin his memory (in honor of how old he would be), as well asposting the cause on Facebook. Rensselaer County Housing Resources (RCHR) currently hasgrant funding available to assist local residents with obtainingand maintaining their homes. RCHR has been awarded grantfunds under three government programs for down paymentassistance for first-time homebuyers, home rehabilitationprojects, and/or home modifications to improve accessibilityfor people with disabilities.To improve accessibility, income-eligible homeowners andrenters in Rensselaer County may receive grant funding tomake enhancements to their homes. Home improvementsinclude items such as building ramps and widening doorways.Applicants who are Veterans are particularly encouraged toapply and will find that the income eligibility limits are higherfor them.The Homeowner Rehabilitation Program can assist income-eligible homeowners with home repairs such as health andsafety repairs, roof replacement, structural, electrical,plumbing and heating system repairs or replacements, windowreplacements and energy efficiency measures.Grant funds are also available to assist income-eligible first-time home buyers with funds to be used for down paymentand/or closing costs at the time of purchase.Income-eligible Rensselaer County residents outside the Cityof Troy may apply for these grant opportunities. It usually takes less than an hour.Our coop also has access to personal care items, cleaningproducts and pet supplies. Also, we can introduce you to thelocal farm community. If you have family, buying in bulk is agreat way to get your products economically. COURSE OFFERED IN GRAFTON

On Saturday, December 7, 2013, the Grafton Trail BlazersSnowmobile Club and the NYS Office of Parks, Recreation andHistoric Preservation will host a snowmobile safety course foryoung people ages 10 to 18. Students must be at least 10years old on the day of the course. Parents are encouraged toattend and participate. The course will be held at the GraftonVFW/Fire Hall on South Road from 8:15am to approximately5pm. The course will be taught by NYS certified volunteerinstructor Jim Blessing. On Wednesday, December 4, 2013 a day-long educationalworkshop will be offered for Municipal Officials, Planning &Zoning Boards, Tree Board Members, and Community TreeEnthusiasts to plan and develop a community strategy forEmerald Ash Borer infestations in the Capital District area.This Asian beetle infests and kills North American ash species(Fraxinus sp.) including white, green, black and blue ash. Theinsect was first discovered in Michigan in the summer of 2002,and has killed over 30 million ash trees in Michigan alone. Theinsect has now spread into 21 states, and was first discoveredin New York State, June 2009. Within the Capital District region,the outbreak is currently in Albany County, and in nearbyGreene County.The program will include professionals from Cornell University,Davey Institute, Davey Resource Group, Ulster CountyDepartment of the Environment, and NYS Department ofEnvironmental Conservation. “NORTH GREENBUSH-COLLEGE TOWN?”

Here’s a quiz for you: What township in the three county area(Albany, Rensselaer, and Saratoga) can boast of having acommunity college? If you’ve read the title to this story youknow the answer.The southern part of Hudson Valley Community College is inour town.I got the idea for this story after hearing about a conversationthat took place at the recent opening of the new ScienceCenter at the College. One official asked another if they werestanding in Troy or North Greenbush. Depending on where youwere in the building, it may have been North Greenbush.The College was founded in 1953 as the Hudson Valley TechnicalInstitute in downtown Troy. The current name was officiallychanged in 1959. Already by that time the school was lookingfor a larger location to site a campus. 75 acres of Williamsfarm, which straddled the Troy-North Greenbush line waspurchased and construction began.Before the new campus officially opened, the school and thecounty weathered a contentious lawsuit brought by a group ofRensselaer County taxpayers who argued that the Countyshould not have to pay half the cost of the campus constructionif fewer than half the students were county residents. TheCounty won that lawsuit, but the issue of tuition paid by non-county residents is still argued today.There are some interesting historical tidbits regarding theWilliams Farm. Its name goes back to former State SenatorJohn Williams. He owned and trained trotters and pacers on atrack which is now part of the College campus. Local childrenwould visit the farm to pet his white horse named Major. Therewere also circus events held several years on the northernpart of the property. When Senator Williams and his siblingspassed away, St. Michael’s Church was built on the site of thefarm house which was torn down and another piece of NorthGreenbush history vanished.Before the Williams family owned the property, it was part ofthe estate of Henry Burden, of Burden Iron Works fame. Thehouse’s history goes back even further, to Peter Defreestwhose family may have built the house as early as 1791.So even though the HVCC campus history goes back over 50years, that portion of North Greenbush territorial historypredates it by almost 200 years.
