CDE Update: PoPs Attendance

Tracking Requirements

• TOPSpro Enterprise will track PoP based on

attendance hours

• All Programs must update all learner

attendance hours in TE Attendance module

monthly (in TE Class Instance Record)

• Daily, Update, and Cumulated are all

acceptable hour types

• Hours must be entered at a minimum of once

per month

Core Employment and Earnings Follow-up

Survey

• All exited students who have not provided a

social security number (SSN) must complete

the Core Employment and Earnings Follow-

up Survey.

• The Core Performance Survey Wizard in TE

will provide a list of exitors that have not

volunteered an SSN in each quarter.

Data Collection Requirements

Step 1 - Orientation

a. Explain to students that funding depends on

reporting outcomes.

b. Explain that they should expect 2 surveys, one six

months after they have left and another one year

after.

Data Collection Requirements

Step 2 - Contact Information

a. Collect and enter a valid cell phone number and

email address from every student.

b. A cell phone number is preferable, because

students with a smart phone will be able to answer

the survey from their phone.

Step 3 - Data Cleaninga. Run the Duplicate Student Report to identify records

that need correcting.

Data Collection Requirements

Step 4 - Preparation

a. Run the Core Performance Report toward the

end of each quarter to verify the list of students

who have exited the program.

Step 5 - Save Exit Population a. Under Tools, run the Core Performance Wizard during

the month after an exit quarter plus 90 days has

elapsed and save it.

b. Once saved, the exiters without an SSN will become the

population that must receive a follow-up employment

survey.

Data Collection Requirements

Step 6 - Execute SurveyUnder Tools, run the Survey Wizard and pick the Follow-Up

survey to administer.

a. This wizard will transfer the information about the

population to be surveyed to the CASAS Student

Portal, which in turn will push survey invitations to

student email and cell phones.

b. Students will click on the link within the invitation to

go to the actual survey on the CASAS Student Portal.

Step 7 - Monitoring Survey Resultsa. Survey results are monitored in TE using the

Student Survey Lister.

b. Agencies can filter for students who have not

responded and push the survey a 2nd or 3rd time,

if necessary.

c. Finally, for students that don’t respond at all,

agencies will need to contact students personally.

Step 8 - Manual Entrya. For students who do not respond, staff will call or

otherwise contact student, then log in to the

student portal in order to enter survey results on

the student’s behalf.

Interview Test (CIT) Recertification

• Online recertification is available the first week of January and closes June 30 of each program year

• Recertification will be in effect through June 30 of the following program year

• E-mail with instructions and link to the recertification interviews will be sent to all CIT administrators the first week of January

236+ CASAS Test Score (1)

A student registered in an EL Civics, Civic

Participation class scored 228 on her CASAS pre-

test. During the semester she passed two Civic

Participation Additional Assessments. Now she has

scored 236 on her CASAS post-test. Will this student

earn payment points for the Additional Assessments

she passed?

• Answer: Yes. A post-test score of 236 or above does

not disqualify the ESL student for WIOA II payment

points. The student would earn 2 payment points for

passing the Civic Objectives. She would also earn 1

payment point for completing a level.

A student registered in an EL Civics, Civic

Participation class scored 228 on her CASAS pre-

test. During the semester she passed two Civic

Participation Additional Assessments. Now she has

scored 236 on her CASAS post-test. Can this student

continue to be registered in EL Civics, Civic

Participation Classes?

Answer: Yes. A post-test score of 236 or above does

not disqualify and English Language Learner for

participation in EL Civics, Civic Participation
