Protocol for Ruhkala Awards Presentations - August 2021

City Council Meeting Presentations

• A Commissioner will be responsible for opening and arranging, in order, the recipient

plaques on a table by the podium.

• The Mayor will introduce the agenda item and will ask for the item presentation. The item

presentation should be the responsibility of the Community Recognition Commission

Chairperson, if possible.

• At the conclusion of the Chairperson’s remarks, they should introduce the first award

recipient and the presenter - a CRC Commissioner or a City Councilmember. The Chairperson

should also request that honorees stay for a group photo at the end of the item.

Presenter Responsibilities

• Before the presentation, the presenter will pick up the honoree plaque and bring it to the

podium, while the honoree and their guests come forward. Once the presenter and honoree

are at the podium, the presenter will share information about the honoree with the City

Council and those in attendance.

• When the presenter is finished sharing the honoree information, they will give the plaque to

the recipient and then allow them time to address the City Council.

• After the City Council is finished congratulating the recipient, pictures of the recipient should

be taken at the podium by city staff. The presenter (CRC Commissioner or City Council

member) should direct the honoree to have their picture taken.

• Finally, before leaving the podium, the presenter should introduce the following honoree and

presenter to come to the podium for the next presentation.

Describe the community service performed by the nominee that merits consideration of a Wall

of Recognition award. If the nominee is a business, group, or organization, please also describe

the main goal of the entity that is being nominated:

Original Thirteen Friends of the Library

(Known as the Terrible 13)

In 1976, a small group of library patrons started seeking funding for a new library for Rocklin. A group of

13 ladies, including the librarian Mary Emily Smith, were determined to get a larger library facility for the

community. At the time, the Rocklin Library was located in the small 800 square foot building across

from the old granite City Hall. It had a leaky roof, four parking spaces, and was not meeting the needs

of the community.

This formidable group included: Louise Cullen, Mary Emily Smith, Lyn Sultzer, Sandy Bedwell, Pat

Binley, Irene Rohde, Stacia Carr, Kay Baugh, Patty Mattfeld, Mickey Davies, Pat Steinhauer, Peggy

Ruhkala, and Jean Greene.

These 13 ladies became known as the “Terrible 13.” Their persistence and steadfastness in attending

Rocklin City Council meetings and Placer County Board of Supervisors meetings gained these ladies

this reputation. The City Council and the Board of Supervisors knew these ladies were determined. The

Terrible 13 knew Placer County operated the libraries and the city had the land and they developed a

plan to have the County build the library on land that the City donated in Johnson-Springview Park.

They also got a Rocklin architect to donate the plans for the building at no cost.

In 1982, the nonprofit Rocklin Friends of the Library was created. These women put a lot of

determination into fundraising to realize their new library facility dream. The ladies, plus volunteers,

went door to door soliciting donations of $2 for memberships to the Rocklin Friends of the Library to

support the library cause. At that time, there were about 7,000 people in Rocklin. Other fundraising

activities comprised of book sales, bake sales, flea markets, raffles, and publishing and selling the

Rocklin history book. The final effort was the brick campaign, which would have your name on a brick

for a $100 or more donation in the Community Room of the new library.

Their persistence paid off when in 1985 the new 6,400 square feet library building was constructed with

the Friends providing $82,000 of the $588,000 needed. Friends then provided extra funds for

landscaping, furniture, and signage for an additional $35,350.

As you can see, the “Terrible 13” were really a significant group that shaped the Rocklin library history.

These Rocklin ladies wanted the new library facility for Rocklin and inspired others to help them reach

that goal.

Bryce Jessup/William Jessup University

Please describe any association between the nominee and the City of Rocklin: President

LEGACY OF IMPACT

Bryce Jessup, who served as President of San Jose Christian College and then William Jessup

University from 1984-2010, was the key person whose faith, work, generosity and leadership

transformed a small college into a university, and led the efforts to relocate and expand that university

to Rocklin in 2004.

In 2002, the commercial property that was formerly home to the Herman Miller Furniture Company was

purchased and approved within weeks by the City of Rocklin and the County of Placer to become the

home of William Jessup University. After a complete renovation of 360,000 sf of warehouse space,

classes launched in August 2004, with all but one staff/faculty member from their former San Jose site

having relocated from the Bay Area. This was a tremendous achievement, and one that has not only

left ripples of impact for decades to come, but made a 'splash' impact of the city of Rocklin and its

surrounding cities.

Here are just some of the achievements of Dr. Bryce Jessup, who passed away in July of 2020:

* renovation and renewal of commercial property that has become a visual representation of local

architecture

* contribution to the workforce and economic development of the region through thousands of students

serving in internships and professional employment

* thousands of hours of community service by students, staff and faculty

* achieved regional accreditation - WJU is the only private, accredited university whose main campus is

in the Sacramento region, and Rocklin is home to that University

* Bryce ALWAYS gave of his time, talent and treasure and was consistent in his impact of sacrifice,

generosity and leadership

* Bryce's leadership took the college from a Bible college primarily offering vocational ministry degrees

to one that now offers academic programs in the sciences, psychology, business, visual and performing

arts, public policy, aviation, criminal justice, education, computer science and leadership.

* William Jessup University alumni serve in and own small businesses, the backbone of our nation's

and regional economy, in legislature, law enforcement, education, healthcare, media/entertainment and

financial services.

* WJU works to provide academic programs that are both consistent with its mission and responsive to

local labor market needs

Bryce Jessup catapulted all who knew him to places they would never have dared to go without his

enthusiastic encouragement and support, his shepherding love and leadership, and his

uncompromising integrity and faith. Through his life's work, and the impact of the University that calls

Rocklin home, I recommend without reservation that Bryce Jessup and William Jessup University are

deserving candidates for the Wall of Recognition, because of their significant contributions to the City of

Rocklin."

Jack Parks






He has been a lifelong citizen of Placer County and a Rocklin resident his whole adult life. He played an

integral role in little league baseball as a coach and umpire when his sons were small and beyond.

Lou and Mary Jarvis (deceased)






Lou Jarvis helped begin little league in Rocklin and helped build the ball fields on 3rd st. He was a

volunteer firefighter and worked for the railroad. Mary Jarvis worked at the loomis fruit sheds, following

in her family's footsteps who immigrated from Spain. On their 50th wedding anniversary the mayor of

Rocklin dedicated July 11th as Lou and Mary Jarvis day and they were given a plaque commemorating

the dedication. Mary Jarvis also was honored during a Rocklin Jubilee by appearing in the parade.

California Birth Center






This center is the first independent freestanding birth clinic in all of Placer County. Based in Rocklin, it

is providing top notch midwifery care to local residents. Allowing families to be in charge of their birth

process and changing the community one birth at a time.

Matt and Nicole Beaulieu

Please describe any association between the nominee and the City of Rocklin: Rocklin Lacrosse

Founders

Please list the dates of the nominee’s city affiliations: Founded Rocklin Lacrosse in 2017




Rocklin Lacrosse was established in 2017 to help grow the game in the community of Rocklin. The goal

is to support teams in all available age groups, expose players to the game through summer clinics,

competitive tournament teams, and regular season teams.

When did the community service take place?: 2017 to present

Please include any other information about the nominee you feel is important: Matt and Nicole

have had such a positive impact on the Rocklin community by establishing Rocklin Lacrosse. Through

this endeavor the City of Rocklin has been well represented throughout the state by its many families

and players who wear Rocklin Lacrosse swag with pride and compete at the highest levels of youth

lacrosse. The affiliated players and families have become well respected throughout the state for the

quality of their play and character which is a direct reflection of the quality coaching they have received

that began with Matt’s vision. Matt and Nicole have dedicated themselves to the growth of the game of

lacrosse in Rocklin and have been VERY successful in that endeavor as every age group from U8 to

U14 have had multiple teams for the last couple of years. This has led to huge growth of the sport in

our Rocklin High Schools. With the talent produced from Rocklin Lacrosse, I predict Whitney High

School in particular will soon see a Championship in its near future! Rocklin Lacrosse is such a positive,

family friendly community of people that I cannot think of more deserving recipients than Matt and

Nicole. They have definitely made a distinct, significant contribution to the betterment of the city.

Camille Maben

Please describe any association between the nominee and the City of Rocklin: Former board

member for Rocklin Unified School District

Please list the dates of the nominee’s city affiliations: 1993-2020




Camille spent 27 years on the RUSD school board. People move to Rocklin because of its amazing

schools and we would not have the schools we have without her service. She has dedicated her career

to the young lives of Rocklin. She has been here to see Rocklin grow into what it is today. Camille was

on the board when our city's first High School was built. When she first was on the board RUSD only

had 3 schools. It now has 17 schools. She lead with dignity and integrity during her entire tenure.

Rocklin would not be the amazing city it is today with the amazing families it has without our great

schools. Camille is one of the primary people responsible for that. Everybody who has had kids go

through RUSD has been a benefactor of her service. Her service has touched the lives of every single

person in this city.

director of First Five CA, an organization dedicated to improving the lives of our youngest community

The Johnson Family

Please describe any association between the nominee and the City of Rocklin: "The Johnson

family has had a tremendous impact on Rocklin. They and their ancestors lived and maintained the

classic farmhouse at the corner of Rocklin Road and Fifth Street since 1919, built in 1886. Raymond

and Florence Johnson lived there for decades and raised their family there. Raymond served on the

City Council from 1944-1956, including terms as Mayor. Florence served on the Board of Trustees for

the School. Florence's father, Anders Wickham, served on the Council for 22 years, including six years

as Rocklin Mayor. Florence and Ray's son, Gene, was raised in Rocklin, left to pursue a career on the

East Coast and then returned in the 1990s, moving back into his childhood home. He spent time

renovating the house with his wife, Margaret, and became a key leader of the Rocklin Historical

Society, spearheading efforts for the creation of the Rocklin History Museum, the preservation and

move of St. Mary's Chapel, and the creation of a firehouse replica building. The contributions of the

Johnson family certainly deserves recognition on the Wall. I came across this great obituary about Ray

Johnson pasted below:

Ex-Mayor Guided Rocklin Improvements

Raymond H. Johnson had many visions for his south Placer County community, and as a member of

the Rocklin City Council he helped usher in a number of civic improvements, albeit some better

remembered than others. And he achieved a personal goal when he turned 100 years old on August

21. Mr. Johnson, a native of Kalamazoo, MI, died on Thanksgiving Day in an Auburn convalescent

facility. The list of community improvements during Mr. Johnson’s 1944-56 tenure on the City Council is

long and wide-ranging. It includes the installation of natural gas and the start of garbage service, as

well as the prohibition of outhouse toilets. “He was a committee of one to find a site for a baseball field;

he was instigator of the first curfew ordinance; he introduced the resolution for electric windshield

wipers on the police cars,” recalled Marie Huson, Rocklin historian and former council member. Mr.

Johnson and his wife, Florence, celebrated their 70th wedding anniversary Sept. 20. In 1936 they had

purchased her family’s dairy farm in Rocklin, and from that year until 1949, he served as the town

milkman, delivering dairy products and giving neighborhood children rides in the milk truck. He then

served as a commercial dairy products distributor until his retirement in 1960. Mr. Johnson, a tall and

lanky figure, served four one-year terms as Rocklin mayor, and was active as a volunteer fireman and

with a number of service clubs. He and his wife were honored as Rocklin’s Community Service Couple

of the Year by the Rocklin Rotary Club in 1989. He was parade grand marshal in 1993 when the

community marked 100 years of incorporation. “He was always an inspiration. He had a fantastic

memory. He was a true servant of the people of Rocklin,” Huson said. Roger Barkhurst of Rocklin

recalled that, as a youth, he gigged frogs on a stream running through the Johnson property and sold

the frog legs to Mr. Johnson. In later years, Mr. Johnson sold Barkhurst a home site, then showed up

with his tractor to help level it. “He was a person of character,” said Barkhurst, who served on the City

Council from 1968 to 1981. Survivors include his wife, Florence, a son, Gene of Sunnyvale, and a

brother, Kenneth of Flint, MI. A graveside memorial service will be held at 2 PM Saturday in the Rocklin

"Community Recognition Commission: While I submit these three together, I'd like you to consider them

individually. I've done them together for simplicity because the three longtime councilmembers together

shaped what Rocklin is today and what it will be for decades to come. Each of them played a major role

in the development of our community from a very small town to one of Northern California's outstanding

communities, known for safety, great parks and great schools. None of that would have occurred

without the careful planning and fiscal management of these three individuals.

While their most visible work was on the Council, behind the scenes they worked with countless

community groups to enhance our community, preserve our history, and volunteer. George Magnuson's

""Opu Cooking Crew"" donated countless hours to fundraisers for groups of all kinds around town.

Kathy and Peter rose to prominence regionally, becoming leaders on the Sacramento Area Council of

Governments and spreading Rocklin's influence regionally. They oversaw high-quality developments

like Stanford Ranch, Whitney Oaks, Whitney Ranch, Blue Oaks and more, balancing Rocklin's family

friendly approach with the commercial and business needs to sustain our community."

unorthodox idea of submitting three in one application. My intent is that the three would be separate on

the Wall of Recognition but I think it only fitting that the three go up at the same time given they were

longtime partners in the success of our community.

Please describe any association between the nominee and the City of Rocklin: Friendliest guy in

Rocklin





This guy is consistently on Park Dr between Wyckford and Victory Dr waving at all of the passersby. It

doesn't matter if it's 100+ outside or 45 degrees outside - you can often find him sitting on a rock

waving at the cars that go by. He brings a smile to all who wave at him. He has made the community a

friendlier place to live. I just don't know his name...
