USAF Identified a Need• Fill Data Gaps• Recognized up to 28 applicable data layers with incomplete or no spatial data• Complete datasets provide more complete plans• Comprehensive datasets allow for spatial analysis with data from other organizations e.g. utilities

Pilot Year• Project began in 2014

• Tasked by AFCEC to work with Subject Matter Experts (SMEs) to develop standardized SDSFIE 3.0 AF Adaptation data models

• Initially began with 8 bases: Eglin, Hill, Offutt, Patrick, JBSA, Scott, Tinker, Peterson

• Tasked by AFCEC to place GIS Analysts at each Installation Support Section (ISS) to be responsible for all bases within the ISS

• Evaluate state of existing environmental GIS data (for applicability, completeness and against the SDSFIE standard)

• Additional bases were added following the pilot

Initial Objectives• Provide support for the acquisition, maintenance, analysis, and application of data to maintain

compliance of Environmental programs

• Develop data models in support of Environmental Management programs sections of the AF Adaptation of Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE)

• Collect, aggregate, integrate, and standardize geospatial data for inclusion into Environmental Management data models to support AF GeoBase

Project Organization• Funding from US Army Corps of Engineers Cooperative Agreements

• CSU/ CEMML tasked by AFCEC/CZCA

• ISS GIS Analysts• Co-located with AFCEC/CZO ISS & RSB installations

• Execute data development and maintenance tasks as directed by CSU-CEMML • Assist with GIS Support requested directed by the Environmental Programs

Data Model Developmento Met with AFCEC SMEs to determine feature classes needed to support environmental program

compliance

o Evaluated feature classes already existing within SDSFIE schema and identified gaps

o Consulted with SMEs and determined necessary attributes and domains for each feature class to ensure utility

o Developed detailed Data Layer Specifications documents for each feature class to assist with development and standardization

o Compiled necessary change requests to adjust the data model and coordinated with AFCEC GeoBase

o Result: Environmental GIS SDSFIE 3.1 schema

AssessmentFollowing development of the data model an evaluation was conducted for each base

The data evaluations were used to identify:•Which layers were applicable to the installation•Current data model utilized•Positional Accuracy•Data completeness•Completeness of the Attribution•Percentage populated of metadata

Data Development ProcessData was developed from multiple sources including:• Existing geospatial data• Digital or hard copy surveys• Authoritative Databases• GPS data collection• Institutional knowledge of PMs and others

Development for each feature class included ensuring complete spatial data, attribution, and metadata

A project-wide quarterly data development schedule was implemented to ensure on-time completion of data development and for tracking purposes

Current Objectives1. Provide GIS support for data maintenance, mapping and analysis to Air Force installations across

the U.S., PACAF, and USAFE in order to maintain compliance of Air Force environmental management programs.

2. Technical assistance is provided from CSU/CEMML’s Fort Collins AFCEC Environmental GIS Technical Support Center (TSC) and Air Force AFCEC Environmental ISS/RSB locations.

Data MaintenanceRegularly Scheduled Updates◦ Data Layer Specifications (DLS) set the minimum update frequency◦ Update Frequency is set by program area and occurrence ranges from

quarterly to annual

As Needed Updates◦ Out of cycle updates can be performed as required between regularly

scheduled updates◦ Updates should align with the receipt of contract deliverables,

GIS SupportCEMML provides general GIS assistance to ISS and base environmental staff to include:• Cartographic support• Management Plan Maps• Map books for performing inventories and site visits• Constraints maps showing areas of concern for planning

• Data collection and maintenance for non-MDS layers• Environmental GIS data call support • Enterprise-wide analysis for Programmatic Biologic Assessments and Installation

Development Plans

• General GIS technical assistance and training• Spatial analysis/spatial queries• Calculations to include distance, extraction by attributes or spatial location, and

interpolation from sampled point values

ISS and base level environmental program staff request support directly from the ISS-based CSU GIS analysts. The CSU TSC element provides reach-back support.

The AFCEC/CZCA-based CSU GIS Program Analyst provides GIS support to AFCEC/CZ with reach-back support provided by the CSU TSC element.

Next Steps• Continue to provide enterprise Data Maintenance

• Increase GIS Support through education of available products and services that support environmental compliance to Environmental, Planning, and beyond

• Continue to improve and expand on the development of national data sets to include floodplain, vegetation, and landcover.

• Continue to develop Toxics data for AF installations

• AFGIMS – Continue to develop new resources on the GeoPortal to include web applications and Story Maps
