Executive Summary

The Progress Report for Doncaster Council for 2013 confirms the Borough generally

has many areas of good air quality. There are however several areas that exceed the

annual mean objective for nitrogen dioxide.

In five areas the declaration of Air Quality Management Areas (AQMAs) remain valid

and will stay in place for the foreseeable future. New areas have been investigated

over the past year leading to the decision to declare a sixth AQMA due in the

summer of 2013.

A detailed assessment is required in 2013 to confirm whether a potential seventh

AQMA should be declared in the Borough.

No further potential exceedence have been identified in the 2012 monitoring data or

via new developments and applications.

The action plan and other related policies still work towards meeting the objectives

and are progressing steadily.

1 Introduction

1.1 Description of Local Authority Area

The Borough of Doncaster is bounded to the west and north by densely urbanised

communities, which formed the industrial heartland of the old West Riding. Although

many of the traditional industries found in this area (e.g. coal mining and steel

production) have declined significantly there are still a number of Part A and B

processes present within the Borough and neighbouring authorities which can be

considered as potentially significant sources of the relevant pollutants.

The area to the east and south of the Borough is much less industrialised and

densely populated with less potential for the air quality of the Borough to be affected

by industrial sources in this area. The Trent Valley power stations complex has in the

past been implicated in short term pollution episodes, as have the power stations

located to the north and northeast.

The A1(M) and M18 motorways run through the Borough and the area also has

important rail links, in addition to the airport located to the South-East.

The population, as of the 2011 census, stands at 302,402 residents (ONS, 2013).

1.2 Purpose of Progress Report

This report fulfils the requirements of the Local Air Quality Management process as

set out in Part IV of the Environment Act (1995), the Air Quality Strategy for England,

Scotland, Wales and Northern Ireland 2007 and the relevant Policy and Technical

Guidance documents. The LAQM process places an obligation on all local authorities

to regularly review and assess air quality in their areas, and to determine whether or

not the air quality objectives are likely to be achieved. Where exceedences are

considered likely, the local authority must then declare an Air Quality Management

Area (AQMA) and prepare an Air Quality Action Plan (AQAP) setting out the

measures it intends to put in place in pursuit of the objectives.

Progress Reports are required in the intervening years between the three-yearly

Updating and Screening Assessment reports. Their purpose is to maintain continuity

in the Local Air Quality Management process.

They are not intended to be as detailed as Updating and Screening Assessment

Reports, or to require as much effort. However, if the Progress Report identifies the

risk of exceedence of an Air Quality Objective, the Local Authority (LA) should

undertake a Detailed Assessment immediately, and not wait until the next round of

Review and Assessment.

1.3 Air Quality Objectives

The air quality objectives applicable to LAQM in England are set out in the Air

Quality (England) Regulations 2000 (SI 928), The Air Quality (England) (Amendment)

Regulations 2002 (SI 3043), and are shown in Table 1.1. This table shows the

objectives in units of microgrammes per cubic metre µg/m3 (milligrammes per cubic

metre, mg/m3 for carbon monoxide) with the number of exceedences in each year

that are permitted (where applicable).

1.4 Summary of Previous Review and Assessments

Previous rounds of review and assessment have indicated that for carbon monoxide,

benzene, 1,3, butadiene, lead and sulphur dioxide there is little risk of exceedence of

the objectives.

The pollutants that have been of main concern are particulate matter (PM10) and

nitrogen dioxide as found in many other areas of the UK.

The Stage 3 assessment concluded that the nitrogen dioxide annual mean objective

would be exceeded in several locations in the Borough. Modelling and monitoring

has since confirmed this conclusion and in 2001 three Air Quality Management Areas

(AQMAs) were declared followed by a fourth in 2003.

An Air Quality Action Plan (AQAP) was published in 2003 covering all four AQMAs.

A Detailed Assessment produced in 2010 concluded that further monitoring was

required before declaration should be made for a fifth AQMA in the Borough.

Following additional monitoring the 2011 Progress Report confirmed that a fifth

AQMA was required. AQMA 5 was declared in April 2012.

A Detailed Assessment was undertaken in 2012 for an area near the A1. The

conclusion being that an AQMA would be required.

In 2013 a Detailed Assessment to investigate an area on the A635 for exceedences

of the nitrogen dioxide objectives and a Further Assessment for AQMA5 is required.

The table below details each stage of review and assessment conducted.

2 New Monitoring Data

2.1 Summary of Monitoring Undertaken

2.1.1 Automatic Monitoring Sites

Doncaster Council currently operates 6 automatic monitoring units in the borough in

addition to non-automatic monitoring. All of the locations are now effectively

permanent and all are located within AQMAs. Figure 2.1 provides the locations of

the monitoring units.

Unit 1 has not been operation this year due to issues with infrastructure but should

be back on line in the summer of 2013.

All PM10 monitoring within the report is measured using Tapered Element Oscillating

Microbalances (TEOMs), all data presented has been corrected using Kings College

Volatile Correction Model (VCM).

Appendices

2.1.2 Non-Automatic Monitoring Sites

Doncaster Council has 61 nitrogen dioxide diffusion tubes spread across the

borough. Tubes have been placed across Doncaster with regard to monitoring

existing AQMAs, identifying potential hotspots based on local knowledge, monitoring

main routes into the town centre and also with consideration to areas where future

development may have significant impacts.

2.2 Comparison of Monitoring Results with Air Quality Objectives

Nitrogen Dioxide (NO2)

Automatic Monitoring Data

The data shown is measured using Chemiluminesence. Two sites did not achieve

the 90% required data capture, however it was not possible to annualise the data

due to the data loss being spread across the year.

The automatic monitoring results in 2012 record two exceedences of the annual

mean objective, both from sites that recorded exceedences in previous years. Each

of these sites are located in AQMAs.

Sites 6 and 10 although in AQMAs do not exceed and have remained below the

objective since 2008. However, they are not situated in worst case locations, and

further non-automatic monitoring confirms that exceedences exist. The annual

means are above 36µg/m3 which is considered borderline. No revocation is being

proposed based on this data.

All exceedences measured in 2012 are within existing AQMAs.

The data shows that levels recorded in 2012 are in most cases elevated compared to

2011.

Units 3, 4, 6 and 9 have been used to illustrate the trends, these are the only units with a continuous, long term data set to clearly

show any emerging trends.

The data set over five years does not show a clear trend across the units. Site 9, a roadside site, is positioned furthest from the road

than the others, and shows the most stable concentrations. The other roadside sites (Sites 4 & 6) show a more varied picture with

varying high and low levels since 2007.

Unit 3, an urban centre site, remained stable for a number of years however levels since 2011 have been increasing. Unit 3 is

however located close to a car park and within an AQMA but further investigation in to this trend needs to be carried out.

tubes to the nearest relevant exposure has been included in brackets. Monitoring

sites that are below the objective but where relevant exposure is further away from

In 2012 the non-automatic data shows exceedences of the annual mean objective. The exceedences are confined to existing

AQMAs, areas awaiting declaration or detailed assessments to be carried out or do not represent relevant exposure. There are 3 sites

that exceed 60µg/m3, all are within an area where a detailed assessment is due in 2013.

In 2012 66% of the reported tubes recorded levels above those in 2011, 28% of results remained the same and only 6% were at lower

levels. However no significant changes have been observed.

All increased results were either roadside or kerbside, some of which will be attributed to lower bias as discussed in the 2012 report.

Sites showing stable levels included background, sub-urban and urban background sites, as would be expected and is in line with

national trends.

Decreases were recorded at 3 roadside or kerbside sites. DT28 has shown a steadily decreasing trend since 2008. DT 32 is only

slightly lower than the previous year and is likely just to be normal variation. However DT1 islocated on a bus only lane and has

shown a steady decrease since this opened.

The number of non-automatic sites is such that a graph of all sites is not feasible. The most representative and relevant sites have

been divided into relevant areas and trends discussed.

Long term monitoring is above the objective over most of the period and is relatively stable, although levels appear to have fallen over

the last two years. This is at odds with the automatic data which is increasing, further investigation into trends within AQMA1 will

continue over the next year.

Many sites continue to exceed. Levels since 2007 have fluctuated but the last two years are some of the lowest recorded over the 6 year. period.

There is more fluctuation here than in other AQMAs. Sites that are set back from the road remain below the objective. Those nearest continue to exceed however at lower levels than in previous years.

There is evidence to show a stable and slight downward trend in the data outside of AQMAs. Those locations above the objective in 2012 have previously exceeded and are located at worst case locations with no nearby relevant exposure. Those sites below the objective since 2007 show a clearer downward trend in over the period.

2.2.2 Sulphur Dioxide (SO2)

Monitoring ceased in 2010 for sulphur dioxide. No exceedences had been observed.

2.2.3 Benzene

Monitoring ceased in 2004 for benzene. No exceedences had been observed.

2.2.4 Other Pollutants Monitored

Monitoring ceased in 2010 for Carbon Monoxide. No exceedences had been

observed.

There were 17 odour complaints and 6 dust complaints received in 2012, none of

which indicated the need for further investigation related to the air quality objectives.

2.2.5 Summary of Compliance with AQS Objectives

Doncaster Council has examined the results from monitoring in the borough.

Concentrations within the AQMA still exceed the annual mean objective for nitrogen

dioxide and the AQMAs should remain.

Concentrations outside of the AQMA are all below the objectives at relevant

locations, therefore there is no need to proceed to a Detailed Assessment.

3 New Local Developments

3.1 Road Traffic Sources

In 2012 planning permission was granted for the Finningley and Rossington

Regeneration Route Scheme (FARRRS). This major road scheme will link the A638

past the area of Rossington to the M18. A full air quality assessment was conducted

and no significant air quality impacts are likely from this development.

3.2 Other Transport Sources

No new air, rail or shipping sources have been identified in 2012.

3.3 Industrial Sources

A coal recycling facility is now operating in the Borough, an air quality assessment

was conducted via the Planning regime and the details are discussed in Section 5. A

permit has been issued.

3.4 Commercial and Domestic Sources

Two individual biomass installations have been identified as follows;

Campsmount School, Campsall, Doncaster.

Doncaster Museum and Art Gallery, Doncaster.

that the source above did not exceed the threshold in the relevant nomograms.

No combined impacts or domestic solid fuel burning areas were identified.

3.5 New Developments with Fugitive or Uncontrolled Sources

An air assessment has been received for storage of spoil in the Borough, the

conclusions of the report are discussed in Section 5.

Doncaster Council confirms that there are no new or newly identified local

developments which may have an impact on air quality within the Local Authority

area.

4 Local / Regional Air Quality Strategy

Doncaster Council has a Local Air Quality Strategy and is working towards it.

However, as five Air Quality Management Areas have been declared in Doncaster an

Action Plan is in place which covers, in detail, actions which are also included in the

strategy.

5 Planning Applications

6 Air Quality Planning Policies

The Core Strategy Development Plan Document was adopted formally by the

Council on the 18th May 2012. It is the principle document of the Local Development

Framework.

It contains the following policy relating to air quality.

“Policy 18

Doncaster‟s air, water and land resources will be considered, protected and

enhances, both in terms of quality and quality, based on the principles set out below:

A) Proposals will be supported which contribute to improvements in air quality,

including by:

1. being designed, managed and, as far is consistant with the Growth and

Regeneration Strategy (Policy CS2), located, to reduce congestion/air

pollution and promote more sustainable transport options;

2. within or adjoining Air Quality Management Areas (especially within

Doncaster town centre and along the M180, A1 and M18 motorway

corridors) and other areas experiencing air pollution, demonstaring how

any effects on air quality will be mitigated, especially in relation to

sensitive uses or areas (e.g. nature conservation sites) and having

regard to the targets of the Doncaster Air Quality action Plan; and;

3. where relevant, incorporating low emissions technologies and cleaner

transport fuels to minimise the adverse effects of road and rail travel.

Further supporting documents are being considered by the Council to enhance Policy

18 of the Local Development Plan.

7 Local Transport Plans and Strategies

In April 2011 the 3rd Local Transport Plan is in place, the funding has been greatly

reduced but there is still the commitment to air quality and climate change and a

number of schemes have been devised.

The Strategy‟s third goal is;

“.. is to reduce the emissions from vehicles, since they lead to climate change and air

pollution, with serious health impacts. We want to support a cultural change to a

future whereby people are happy to make sustainable travel choices and where our

economic prosperity goes hand-in-hand with carbon efficiency, we also wish to

promote an approach to land use planning which will reduce the need to travel.”

The LTP steering group meets every two months and have several projects

underway. These include monitoring and modelling resources, a renewable energy

generation project, marketing and alternative fuel vehicle developments.

8 Climate Change Strategies

Doncaster Council is developing strategies and actions both to adapt to the predicted

effects and mitigate them.

The initiatives that the council is undertaking to reduced its own CO2 emissions are

as follows:-

Reducing the energy use of its buildings. Amongst other measures a

Staff Energy Champion scheme has been introduced to encourage staff

to make sure that all electrical equipment including computers and

lights are switched off when not in use and at the end of the day.

Installing Biomass fuelled heating. Sandall Beat Education Centre

already gets its heating and hot water from a boiler burring wood chip.

The installation of 2 more such appliances in council buildings is

underway.

Offsetting CO2 emissions from staff vehicle use. Many Doncaster

Council staff have joined a voluntary scheme which involves planting

trees to offset the CO2 emissions from their vehicles, some staff have

even extended this to cover their private use.

Car Share Scheme. Doncaster Council Operates a scheme, as part of a

South Yorkshire wide initiative, where staff can travel to work together

in one vehicle rather than each staff member travelling singly in their

own vehicle.

"Trees for Traffic Lights" - Wherever a new road scheme or

improvements, such as traffic lights at a junction, is planned near to a

school any possible increase in air pollution from vehicle emissions

are offset by setting aside a proportion of the cost of the scheme for

the schools use on green projects. This scheme is run jointly by the

Highways engineers and the Sustainable Environment Services (SES).

The school in question is given a presentation by SES staff on Climate

Change, CO2 emissions and Energy saving and Council staff assist the

school to plan and plant, trees, hedges or wildlife gardens etc.

9 Implementation of Action Plans

The tables below show the progress made on Doncaster Council‟s action plan since

2004 with particular reference to the last 12 months.

The action plan was originally formulated in 2004 and the measures contained

therein were not produced in line with current guidance and has proven difficult to

retrospectively find appropriate and relevant indicators and target reductions. This is

exacerbated by many of the measures being generic across the Borough and not

necessarily specific to AQMAs.

It is proposed that as the LTP, to which the action plan is integrated, is developing

indicators these will be used in lieu of individual actions for the measured included in

Table 9.1.

The LTP indicators from the Air Quality and Climate Change sub-group of the LTP

are shown in Figure 9.0. There are still a number of gaps in these indicators and they

continue to be developed and updated indicators will be provided in future years.

In 2012 five measures were reported as complete and have now been removed from

the action plan measures table, all were linked to the publication of the Local

Development Framework (LDF) Core Strategy and implemented those measures.

The removal of each measure was discussed in the 2012 Action Plan Progress

Report.

Action 11 and 17 in Table 9.1 will be removed in 2014. Action 11 is now complete.

Measure 17 is also complete as the LDF is now published and contains a relevant

policy to support the action.

Measure 9 will be removed, no progress has been made and the costs investigated

were prohibitive. Doncaster Council does however continue to make daily air quality

levels available across a wide range of media to the public and therefore some

aspects of this measure are being met.

Table 9.2, action 13 has been delayed due to changes to PCT governance over to

the Local Authority, however this action will be kept in abeyance until appropriate

links are made.

Many LTP and Local Sustainable Transport Fund (LSTF) projects are currently being

developed and these will be included as new measures as appropriate. Such

measures will include alternative fuelled vehicles in addition to continuing modal shift.

Reporting will be encompassed within the Action Plan as and when measures are

fully developed.

10 Conclusions and Proposed Actions

10.1 Conclusions from New Monitoring Data

Exceedences within the Borough are located within AQMAs or in areas where

detailed assessments are being conducted.

All the AQMAs remain valid.

No detailed assessment is required based on new monitoring data.

The trend data does not indicate one significant trend for air quality in the Borough.

10.2 Conclusions relating to New Local Developments

New developments identified do not indicate a potential for an exceedence of the

objectives.

The following developments monitoring conditions will be considered further in the

2015 Updating and Screening Assessments;

The LTP and LSTF will continue to take a strong lead on new measures that will

improve air quality over the long term.

10.4 Proposed Actions

The information in this report does not suggest there is a requirement to proceed to a

detailed assessment at this stage.

In 2013 a detailed assessment for the A635 and a further assessment for AQMA5

are due to be submitted.

An action plan for AQMA 5 will be required over the coming year.

Appendix A: QA:QC Data Diffusion Tube Bias Adjustment Factors

The tubes are supplied and analysed by South Yorkshire Laboratories who have

UKAS accreditation. The tubes are prepared by spiking acetone:triethanolamine

(50:50) onto the grids prior to the tubes being assembled. The tubes are then

desorbed with distilled water and the extract analysed using a segmented flow auto

analyser with ultraviolet detection.

Bias used was derived from the national factor on

2012 was 0.80.

Factor from Local Co-location Studies (if available)

No suitable co-location study was carried out.

Discussion of Choice of Factor to Use

No suitable co-location was carried out within Doncaster Borough however the

neighbouring authorities of Rotherham and Barnsley Councils have conducted such

studies and the bias obtained was in good agreement with the one used. The

national factor has been used within the LAQM reporting regime for several years

and to maintain consistency in reporting the national factor will be used however

consideration is always given to neighbouring authorities factors.

PM Monitoring Adjustment

PM10 data for 2012, 2011, 2010, 2009 and 2008 were corrected to gravimetric

equivalent using King‟s College London Volatile Correction Method (VCM) for PM10

as in Section A1.62 of TG(09). These results may therefore differ from previous

years, which were corrected using the factor as per the relevant procedure at that

time (up until and including 2007 date). Comparison against previous years should

therefore be viewed with caution.

The QA/QC procedure consists of bi-monthly calibrations performed manually on-site

by the Local Site Operator (Doncaster Council). Daily data checks are carried out

remotely.

An outside contractor performs six-monthly services and all units are covered by a

service and maintenance agreement including call-out services.

The last independent audit was carried out in November 2007, the analysers were

found to be satisfactory with the exception of one TEOM which fell outside the

standard parameters. This has now been rectified.

Data is scaled, validated and ratified in house and includes removing erroneous data

and applying relevant calculations in line with the technical guidance LAQM TG(09)

to obtain the final data set.

QA/QC of diffusion tube monitoring

The WASP scheme report covering the period between April 2011 and March 2013

lists South Yorkshire Air Quality Samplers as having 100% of samples across the

period as Satisfactory. In 2009 procedures have been amended so that the

laboratory is in line with the harmonisation procedures.

Precision was good throughout 2011 and 2012.
