National Convention of Workers15th July, 2010, Mavlankar Hall, New Delhi

Representatives of Central Trade Unions and Workers and EmployeesF~derations having assembled in the 2nd National Convention of the Workers on the15th July, 2010, reviewed the joint action programme over five commonly agreeddemands as decided in the first historic Convention of Workers on 14th September,2009. This Convention considering the review of joint actions, ALL INDIA PROTESTDAY on 28th October, 2009, Massive Dharna on 16th December, 2009 andSatyagraha/Jail Shara on 5th March 2010 -10 lakh workers participated and alsoconsidering the situation arising thereafter adopts the following DECLARATION.

Despite. the trade unions demanding effective steps to curb price rise,particularly food price inflation, food prices escalating as high as 17 per cent,inflation rising to .double-digit, government continued to remain totallyunresponsive to mitigate the deep sufferings of the working people;

Despite the trade unio~s expressing deep concern at the uninterrupted violationof labour laws and trade union rights, situation becoming grim and repressive everyday;

Despite trade unions protesting against job loss, underpayment, unbearableliving condition, increasing working hours, rampant contractorisation, casualisationand outsourcing, nothing is being done to prevent the declining living condition andinhuman exploitation of working masses;

Despite the trade unions opposing the disinvestment in the profit making publrcsector, the latest disinvestment being pushed through in Coal India Ltd., BSNL,SAIL, NLC, Hindustan Copper, NMDC etc., the pernicious policy of recklessdisinvestment is continuing with impunity;

Despite the trade union earnestly asking for the setting up of a massive welfarefund for universal comprehensive social security coverage for theunorganized sector workers without any restriction, the fund allocationremained nominal and restrictive provisions continued.

The Convention notes with concern, not only protest of the trade unions is beingignored, the policy that accentuates increase in the prices of foodgrains is beingconstantly bulldozed, the latest is the deregulation of petroleum pricing linking itwith the international market leading to hefty increase in the prices of kerosene,cooking gas, diesel, and petrol.

The Convention reiterates the unanimously formulated demands onceagain as under:

• Price rise of essential commodities to be contained throughappropriate corrective and distributive measures like universal PDSand containing speculation in commodity market.

• Concrete proactive measures to be taken for linkage ofemployment protection in the recession stricken sectors with thestimulus package being offered to the concerned entrepreneursand for augmenting public investment in infrastructure.

• Strict enforcement of all basic labour laws without any exception orexemption and stringent punitive measures for violation of labourlaws (

• Steps to be taken for removal of all restrictive provisions based onpoverty line in respect of eligibility of coverage of the schemesunder the Unorganised Workers Social Security Act 2008 andcreation of National Fund for the Unorganised Sector to provide fora National Floor Level Social Security to all unorganized workersincluding the contract/casual workers in line with recommendationof National Commission on Enterprises in Unorganised Sector andParliamentary Standing Committee on Labour.

• Disinvestment of shares of Central Public Sector Enterprises(CPSEs) .is not resorted to for meeting budgetary deficit andinstead their growing reserve· and surplus is used for expansionand modernization purposes and also for revival of sick PublicSector Undertakings.

This National Convention of Workers, while exercIsing itsconstitutional and democratic right seeks to further its legitimate protestand call for immediate correction of the patently wrong policies thatdangerously hurt the interests of the working people and the society as awhole, and to give vent to the feeling of the growing indignation of theworking people.

The Convention therefore resolves to call for an All India General

Strike on 7th September, 2010.The Convention calls upon the entire working people of the

country, irrespective of affiliations to make the all in united call forcountrywide general strike a total success. If the Govt. does notconcede the demands the trade unions will intensify the strugglefurther and prepare for a March to Parliament.

JOINT CONVENTION OF OIL PSU WORKERSNew Delhi: 20th August 2010

The national convention of workers of public sector oil & natural gasindustries jointly organised by All India Petroleum Workers' Federation (AIPWF),National Federation of Petroleum Workers (NFPW) and Petroleum & GasWorkers Federation of India (PGWFI) at New Delhi on 20th August 2010wholeheartedly welcomes the unprecedented unity achieved by the Central tradeUnions (CTUs); Industrial and Service Sector workers Federations on the basisof the five demands adopted at the joint national convention of workers held on14th September 2009 as abridged and noted below:-

• Against unprecedented price rise and for universal PDS• Strict enforcement of Labour Laws• Concrete proactive measures for generation and protection of

employment• Modification of Unorganised Workers Social Security Act 2008

to remove all restrictions on eligibility and Provision for NationalFunding.

• Against Disinvestment of profit making PSUs

The declaration adopted at the joint convention at New Delhi on 15th July2010 inter alia expressed deep concern at the continuously increasing number ofcontract workers and decreasing number of regular workers and extremecasualistion of employment and huge outsourcing of jobs by the Government.Insecurity of employment and extreme exploitation of the contract workers in thematter of pay, allowances, facilities, social security and health & safety hasattained alarming proportion.

The joint convention notes with utter concern that the Government hasannounced decontrol of pricing of petroleum products in compliance with therecommendations of Kirit Parikh Committee and at the same time declared asteep hike in the prices of petro-products. The story of 'under recovery'propounded to justify price rise is misleading and motivated. Of course, theactual factors are heavy tax and duties imposed on petro-products by theGovernment.

The joint convention further notes that the present Government at the centrehas initiated steps to switch over from NELP to Open Acreage Licensing Policy

(OALP) to further liberalize entry of private operators into the E&P sector in oilindustry. Under the new policy, instead of periodic auction of oil & gas blocks,bids will be accepted round the year. Under the new dispensation the entirehydrocarbon sector in the country shall be thrown wide open to the privateoperators at the cost of the up-stream oil PSUs in the country.

The convention is of the opinion that the serious impact of de-regulation willnot be limited to more frequent and steeper rises in prices of petro-productsimposing severe economic burden on the common people in the country, butalso adversely affect the public sector oil companies threatening their soundeconomic existence. Precisely it is an all round attack on the up-stream and thedown-stream - both refining and marketing - of oil sector as a whole. Meanwhilethe Government has pronounced their plan to disinvest 10% share in IOC and5% in ONGC to collect Rs.20,440 crore.

The trade union movement in the petroleum industry is in a position andis duty bound to the people of the country, to expose the anti-people and anti-national contents of the disastrous policies and must do everything necessary tomobilize the people against these policies and to build up united struggles todefeat the suicidal policies.

This joint convention of oil & natural gas workers endorses the GeneralStrike call on 7th September, 2010 and resolves to implement it in all Oil &Natural Gas industry in the country including all oil PSUs. The conventionconsiders the strike call as a most important step towards heightening the unitedmovement of the working class for a determined resistance against the neo-liberal policy regime. The convention appeals to all public sector oil & natural gasworkers irrespective of affiliations to participate in the all India General Strike onih September 2010 and make the strike a resounding success.

In order to make the above historic call of General Strike on 7.09.2010 a grandsuccess in Petroleum sector, a joint convention of unions/federations of petroleum sectorwill be held on 20th August, 2010 in AITUC Bhawan, 35-36, Deen Dayal Upadhyaya Marg,Rouse Avenue, New Delhi. The Convention will start at 10 a.m.
