M I N U T E S The Regular Meeting of the Board of Education of the Alvord Unified School District was called to order at 5:00 p.m. by President Perez, in the Board Room of the District Office.

A quorum was established with the following Board Members in attendance:

Hearing Session: President Pérez extended an invitation to the audience to present matters of concern related to Closed Session items. No one came forward. Presentation: Overview of Local Educational Agency (LEA) Plan Strategies and Actions: Cynthia Glover Woods, Assistant Superintendent, Instructional Support Services; Angela Gallardo-Hopkins, Director, Curriculum, Instruction and Professional Development, and Gina Simpson, Director, Special Projects and School Accountability, presented information on the implementation of LEA Plan strategies and actions, an analysis of student group performance on the STAR Program assessments, and progress towards LEA Plan student performance goals in English language arts and mathematics, clarified information and answered questions. 4. Special Recognitions:

a. California Art Education Association Recognition: The Board of Education recognized and congratulated Tina Naif and Mike Sheline of La Sierra High School for being selected by the California Art Education Association to receive the Exemplary Program Award for 2012 for creating a strong visual arts program in the areas of Exemplary Use of Community Resources and Exemplary Use of Authentic Assessments.

5. Superintendent’s Report: Dr. Ferguson provided a brief report on the

following: Title III Plan is being used as a Model Plan at the State Level: The

Title III plan is an action plan that is written to address the instructional needs of our English Learners. It focuses on the implementation of research-based instructional strategies and professional development that will increase the achievement of our EL students.

The Addiss 2012-2013 Calendar – Released this Week: The calendar uses artwork from students within the county that were selected as winners of the Red Ribbon Week Poster Contest in their districts. Three of the twelve posters for this year’s calendar are from Alvord students. The students are: Hayley Thompson, Kindergarten (Twinhill Elementary) Joshua Gomez, 8th Grade (Villegas Middle) Elijah Chavez, Kindergarten (Twinhill Elementary)

Hearing Session: President Pérez extended an invitation to the audience to present matters of concern to the Board. No one came forward.

6. Action Items: The following Consent Agenda items were presented for approval: a. Accept Gifts:

1) The Riverside Optimist Club donated 96 backpacks valued at $500.00 to be distributed to students in need at the following elementary schools: Arlanza, Foothill, La Granada and Terrace.

2) Riv-Or Counties Pump Co. Inc. donated classroom play furniture and iTunes cards for iPads valued at $291.99 to Rosemary Kennedy Elementary School’s Transitional Kindergarten Program and to Kindergarten through 2nd grade students.

3) The Mayor’s Office donated $417.00 to Hillcrest High School’s Dedication Ceremony to cover the rental fee for the stage.

4) School’s First Federal Credit Union donated $150.00 to Business Services to assist with the costs of Hillcrest High School’s Dedication Ceremony.

Mr. Pérez expressed concerns about current class sizes and stated that waiting until March to make necessary adjustments is a disservice to students. Mr. Pérez requested that staff keep the Board informed and share current numbers with both Associations. Leigh Hawkinson, AEA President, stated that by the time adjustments in numbers are made and a teacher is added we are almost through the school year. Ms. Hawkinson suggested that administration look at the differences in funding, where is the break-even point and what are we giving up in funding compared to what we are paying to get a teacher?

Mr. Pérez referred to Page 7, Item D and stated that he is concerned about how vacant positions are processed and the perception that may give. Dr. Hasson will review and look into processing vacant positions differently. Mr. Pérez will vote to approve Personnel Order #4 under the condition that staff will look into processing vacant positions differently.

Leigh Hawkinson, AEA President, stated that every year money has been found and stressed that this is a history and it is why staff do not trust the funding process. Mr. Pérez urged administration to meet and review the numbers Ms. Hawkinson has submitted and encouraged staff to work closely with both Associations and find a way to be as open as possible because they deserve to be answered on a timely basis.

16. Renew Riverside County Superintendent of Schools Contract No. IN-7102: Mr. Pérez requested that staff look into the possibility of partnering with neighboring school districts, Jurupa, Riverside and Corona to save on Special Education transportation costs.

Following discussion, the Board unanimously approved renewing the Riverside County Superintendent of Schools Contract No. IN-7102 upon a motion made by Carolyn Wilson and seconded by Ben Johnson.

Discussion/Information Items: 17. Review 2013-2014 School Year Calendar:

Mr. Kaspereen stated that the Board and administration need to take a hard look at starting school later. Mr. Kaspereen wants to review the differences in temperatures, revenue loss, ADA loss and hardships to classified staff that have taken summer jobs. Mrs. Wilson would like to see the comparisons in ADA the week following Presidents’ Week in February. Mr. Kraft stated that he believes that due to the number of employee responses compared to parent responses, the survey provided in the backup material is skewed. Mr. Kraft stated that another consideration for starting later in the year is the cost for substitutes due to pre-planned vacations by staff. Leigh Hawkinson, President of AEA, stated that the Board needs to consider who is providing the data. The former Superintendent wanted to model the calendar after the colleges and end the semester before Winter Break. Ms. Hawkinson stated that AEA does not agree with continuing this model and does not believe that there is accurate data. Carmen Sexton Boykin, President of CSEA Chapter 339, stated that many classified employees do not have access to a computer and CSEA’s preference is to start school later due to summer employment. Mr. Johnson suggested that staff compare data for the last 4-5 years. Mr. Johnson requested that staff provide an update on one computer at each site being made available to staff. Dr. Ferguson will have staff provide additional information and bring this item back within a month.

18. Review Hillcrest High School Upgrades:

Mr. Kaspereen was shocked to see port-a-potties on the beautiful field at Hillcrest High School and stated that having facilities available in that area, which is so far away from campus, should have been a priority. Mr. Pérez stated that staff needs to look at what can be done to meet the needs, including water fountains.

19. Discuss and Review Board Policy 7310 Entitled “Naming of Facility”:

Mr. Kaspereen was pleased to see in the Board Policy that the Board has the ability to name a facility after a person who is alive or deceased. Mr. Johnson stated that it seems a shame to wait until someone passes away before you recognize them for their contributions.

20. Anti-Bullying Committee Update: Mrs. Wilson provided a brief update on the first meeting of the Anti-Bullying Committee held on Wednesday, September 12th. The committee participated in a Webinar by Keenan & Associates entitled “Engaging Parents in Bullying Prevention.” At this meeting the committee set the following goals: Develop a Board Policy (BP) and Administrative Regulation

(AR) similar to what other districts have in place and include Cyber-bullying,

Work with Principals to put a program in place at each school site similar to The Friendship Society at La Sierra High School,

A draft of the BP and AR and program guidelines is expected by the end of March 2013,

Board approval target is the end of May 2013, and Implementation target is July 2013.

Mrs. Wilson thanked Cynthia Woods and Dr. Ferguson for allowing her to form a committee to address this topic which she is very passionate about. Mrs. Wilson will continue to provide updates on the progress of the committee.

21. Review Draft of Proposed Board Policy 3512 Entitled “Responsibility

for District Equipment” and Administrative Regulation 3512 Entitled “Equipment" and “Exhibit”: Mr. Pérez requested that staff provide clarity regarding replacement of equipment and that a formula for calculating depreciation be developed. Mr. Pérez requested that staff involve the Associations in the development of this Board Policy. Mr. Kraft stated that if equipment has been legitimately stolen and a police report filed, he feels that the employee should be exempt.

22. Financial Report: The Child Nutrition Services Report for June 2012 was

received. 23. Financial Report: The Report of Receipts for July 2012 was received. The Board unanimously approved extending the Board Meeting beyond 9:30 a.m. upon a motion made by Carolyn Wilson and seconded by Art Kaspereen, Jr.

24. Extra Pay/Stipends/Additional Periods for Certificated Personnel: Dr. Monalisa Hasson, Assistant Superintendent, Human Resources Development, provided a summary of the 2011-2012 expenses related to extra pay/stipends/additional periods, clarified information and answered questions. Leigh Hawkinson, President of AEA, questioned the AEA stipend listed and stated that she is concerned about the perception. Ms. Hawkinson requested that that stipend be looked into. Ms. Hawkinson also stated that the stipends are not the biggest problem because they are received for a specific job, it is the rest of the items listed that are not controlled by the contract. Dr. Hasson will look into the AEA stipend and contact Ms. Hawkinson.

Mr. Pérez asked how the costs can be reduced. Dr. Ferguson will work with staff to establish criteria, including receiving requests in advance for review.

Board/Superintendent Comments:

Carolyn M. Wilson ~ Mrs. Wilson has been visiting school sites and recently attended the Norte Vista High School Parents’ Group with Art. It was a wonderful meeting and all of the parents had an opportunity to tour the school site. Mrs. Wilson was so pleased to hear that Norte Vista High School Freshman and Sophomore students receive assistance with the PSA tests and she was told that this is made available through the School Improvement Grant (SIG). Mrs. Woods clarified that the PSA assistance for Norte Vista High School students is not provided through SIG. Mrs. Wilson stated that this is a wonderful opportunity and the first step for students that are college bound and she wondered why the same opportunity is not available at La Sierra High School. Mrs. Wilson stated that we are still facing hard times; however, you would never know it when you visit the school sites, they are doing great things. Mrs. Wilson thanked the Associations and staff for their hard work and requested that everyone keep the lines of communication open.

Greg Kraft ~ Mr. Kraft stated that as a State employee he knows how he will be affected by the Governor’s recent signing with respect to pension programs; however, he wants to know how it will affect District employees and asked that staff provide an update for the Board. Mr. Kraft asked everyone to vote “no” on 32.

José Luis Pérez ~ “Vote yes on 30. Something has been in my head since the last Board Meeting. When Miss Linda Buchanan addressed us and took the shirt off her back, she and at least one more employee in the District have paid a very heavy price. We demoted them from the position they were in, from a III to a II, then on top of that they had to take the same cut that everybody else took. I don’t know if it is a fact or not, I have no reason to doubt it when she said it cost her $600.00 a month, it really has been bothering me a great deal that just a handful of employees two maybe more than two – I know there were three but one is now a security guard so I think that one might be ok – but it really bothers me that we have penalized, to my knowledge from what she said two employees with a double whammy. I really wish that we can agendize this item so that the Board would have a chance to vote on the issue if that is necessary, I don’t want to bring it to that but I request that to be agendized if there is no other way to do it but I want the Board to consider those employees and then make a decision on behalf of themselves. That has been bothering me a great deal, so having said that I would say I believe that I was supposed to be at a meeting on Monday night and I was not. I apologize to you guys, I did not mean to not show up and throw you to the wolves. My concern is that I felt I really let you guys down. It was my duty and responsibility to show up there, I totally forgot. I have been kicking myself mentally. With all seriousness, I really do not have enough words to apologize to you guys for having to be there by yourself and I wasn’t there. My apologies.”

Art Kaspereen, Jr. ~ Mr. Kaspereen thanked Mr. Pérez for addressing the concerns about the employees. Mr. Kaspereen thanked Cynthia Woods and Craig Shiflett for getting Career Technical Education off of the ground. Beautiful little Sophia Kaspereen was born 10 days ago!

Ben Johnson ~ Mr. Johnson congratulated Mr. Kaspereen on being a new grandparent. Mr. Johnson requested that a discussion item regarding Campus Supervisor training be placed on the October 4th agenda. Mr. Johnson announced that his wife just finished her administrative credential.

Nicolas Ferguson ~ Dr. Ferguson stated that he wanted to personally thank Leigh Hawkinson and Carmen Sexton Boykin for working with staff to come to an agreement. The meeting adjourned at 9:45 pm _________________________________ Nicolas D. Ferguson, Ed.D. Secretary to the Board of Education
