The following is a compilation of the Bosqueville Baseball/Softball Association(BBA) Constitution, Bylaws, and Game/League Rules.

Please familiarize yourself, and your assistant coach(es) with the new rules and regulations, and read the section of the most current Official TTAB/TTAS rule book and/or A.S.A. rule book, which has been provided to you.

All divisions will play by TTAB/TTAS and/or the A.S.A. official rules. The only exception is when the rule or regulation is changed or rewritten within the BBA Blue Book game regulations.

Please discard all previous versions of the BBA Constitution, Bylaws and Games Rules. Also, please discard the old version of the TTAB/TTAS and A.S.A. rule books. Previous versions should NOT be used as a reference for the current season.

ARTICLE IName

This organization shall be known as Bosqueville Baseball Association, a not-for-profit organization.

ARTICLE IIObjectives

The objectives of this association are to:a) Promote and perpetuate amateur youth sports programs in the local Bosqueville and

Greater Waco area.b) Establish and maintain a high standard of sportsmanship based on honesty and courtesy.c) Encourage the construction and maintenance of youth sports facilities for development of

the young manhood and womanhood of our local area.

ARTICLE IIIMembership

Membership shall be of one class:a) Active. A voting member.

ARTICLE IVOfficers

Section I:The elective officers of this association shall consist of a President, Vice- President, Secretary and Treasurer.

Section II:The Executive Board shall consist of all the officers and such members as shall be determined necessary.

ARTICLE VELECTIONS

Section I: A committee on nominations shall be named by the Board of Directors at large to present

nominations for the election of new board members and to fill board vacancies. The officers will be elected by all board members and new board members will be elected by the public at the annual bar-b-que and election held each February. The term of office shall begin that current baseball/softball season and continue for a three-year term.

Section II: If any elective position becomes vacant, with the exception of that of President, the

remaining members of the board shall choose a member to fill the vacancy.Section III:

In case the position of President becomes vacant, the Vice-president shall automatically become President.

ARTICLE VIAnnual Meeting

The annual meeting of the association shall be held in the month of February with the actual date to be determined by the Board of Directors and Executive Board. A minimum one-week notice will be given to the public.

ARTICLE VIIBoundary

The defined boundary for the Bosqueville Baseball Association shall be from Bosqueville and within the Greater Waco area up to the clubs not affiliated with TTAB/TTAS. All individuals residing outside the boundary, who do not live within an area that is affiliated with TTAB/TTAS, will be allowed to play ball with the BBA.

ARTICLE VIIIAmendment

This constitution may be amended at any regular meeting by a two-thirds vote of those present and voting, provided such notice was given at the previous meeting. It may also be amended at a special meeting called for that purpose, with previous notice, and a two-thirds vote. All proposed amendments shall be submitted in writing.

Bosqueville Baseball AssociationBy-Laws

Article IMembership

Section I: Membership in the association is automatic by virtue of payment of the registration fee

for one child in the Bosqueville Baseball Association.Section II:

Membership shall also be open to sponsors, coaches, officials and persons associated with or interested in all youth sports under the supervision of the association.

Section III: It is understood that this association in non-sectarian and non-partisan.

Section IV: The association will recognize the governing body of the youth sponsored programs with

whom affiliated on all eligibility and playing rules for teams and members participating in all youth sports under their supervision.

Article IIMeetings

Section I: Amended 07/28/06 The meetings of the association shall be scheduled as deemed necessary, and be open to

the entire membership of the association, as well as to the public.Section II:

Special meetings may be called by the President, by the Executive Board, or upon the request of members of the association. This request should be requested in writing.

Section III: Amended 2/27/16 The active members present at the meetings shall constitute a quorum for the transaction

of business and/or for voting purposes. (b) Any expenditure over $3,000 must be approved by half plus one of the active board.

Article IIIDuties of Officers

Section I: The President shall:

a) Preside at all association meetings.b) Appoint such committees as may become necessary to accomplish the work of the

association. Those committees are registration, scheduling, field maintenance, concession, equipment, field equipment, score keeping, fund raising, sponsorship and rules interpretations and any other committee necessary.

c) Be an ex-officio member of all committees except the nomination committee.

Section II: The Vice-President shall:

a) Assume the duties of the President in his or her absence.b) In case of death or resignation of the President, the Vice-president shall

automatically become President for the unexpired part of the term.Section III: Amended 2/27/16

The Secretary shall:a) Record the proceedings of all association meetings.b) Notify officers, committees and board members of their election or appointment if

they were absent from the meeting and furnish committees with material referred to them.

c) In a separate book, keep copies of bylaws, standing rules, constitution and charter plus other pertinent documents.

d) Prior to each meeting, prepare an outline of business, listing in proper order items that are to be brought up at the meeting, if the presiding officer desires.

e) Call the meeting to order in the absence of the President and Vice-president and preside over the election of a temporary presiding officer.

f) Conduct the general correspondence of the association as directed by the President or Executive Board.

g) Publish notices of all meetings and other notices when previous notice is required.h) Minutes must be emailed to all board members and posted online no more than 72

hours after meeting adjourns.Section IV:

The Treasurer shalla) Collect all monies and dues and care for the associations' funds.b) Keep an accurate record of receipts and payments.c) Pay all bills promptly and upon receipt.d) Submit a brief report at each Executive Board Meeting.e) Submit a written financial report at the annual meeting of the association.

Section V: The officers shall assist the President and the Executive Board in the accomplishing the

objectives of the association.Section VI:

All officers shall perform the duties prescribed in the adopted parliamentary authority, in addition to those specified in these bylaws, if appropriate. They shall deliver to their successors all material pertaining to their offices within two weeks of their removal from office.

Article IV Board of Directors

Section I: (Amended 01/13/2012) The Board of Directors of the Bosqueville Baseball Association shall consist of twenty

(20) members.Section II:

The meetings of the Board of Directors shall be held on the call of the President.Section III:

Resignation from the Board shall be submitted in writing to the Secretary or any other officer of the Association.

Section IV: A member may be removed from the Board of Directors upon the written request from

any other member of the Board, to the Nominations' Committee. If it is determined by the Nominations' Committee, that the actions, or lack thereof, of a particular board member warrants removal of that member, the committee shall bring the request for removal to the entire board for a vote by secret ballot.

Section V: (Added 07/28/2006)(Amended 2/27/16) Directors that are elected to the Board will serve a 3 year term or remaining term of

director he/she replaces, and must attend 60% of the board meetings. Participation as a Board Member includes being D.O.D. (Director on Duty) at scheduled games, working concession stand windows, cooking at times, or helping in other areas of the concession stand, and helping to maintain the fields and surround areas of the complex.

Article VExecutive Board

The Executive Board of Directors for the association shall consist of all the officers of the association, and such members as shall be determined necessary.Section I:

The meetings of the Executive Board shall be held on call of the President.Section II:

A member of the Executive Board, by absence from three executive board meetings annually, both regular and called, or without good cause approved by the Board; is automatically relieved of all duties, rights, and voting privileges and may not again serve on the Executive Board

Article VIParliamentary Authority

The rules contained In Roberts' Rules of Order shall govern the proceedings of the organization, except in such cases as covered by the Constitution, Bylaws, Standing Rules and Special rules adopted by the association.

Article VIIMonetary Matters

Section I:

The monies that accrue to the association shall be used to promote amateur youth sports activities.

Section II: Any officer, that is so designated, will sign all checks for expenditures.

Section III: Money may be allocated, providing revenue is available in the associations' treasury. The

amount allocated must not deplete the treasury below two hundred dollars ($200 00), except and provided that the exceptional circumstances warrant, in which case a two-thirds vote of the members present will be required to authorize any expenditure.

Section IV: In the event of the dissolution of the association, all funds entrusted to the association

shall be transferred to be used for amateur youth sports programs as determined by the Executive Board.

Article VIIIAmendments to the Bylaws

These bylaws may be amended at any regular meeting of the association by a two-thirds vote of those present and voting, provided notice was given at the previous meeting. They may also be amended at a special meeting called for that purpose, with previous notice and a two-thirds vote. Proposed amendments shall be submitted in writing.

Section IRules of the BBA Complex(Amended 2/27/16)

1) There shall be NO alcoholic beverages, of any form, or any other intoxicant brought into the complex by the coaches, players, parents or spectators.

2) Smoking, E-Cigarettes, tobacco chewing, and/or profanity will NOT be allowed on the playing field or in the dugout by anyone. Smoking, E-Cigarettes, and tobacco chewing will be allowed in designated areas only. The BBA will not allow those businesses that sell any form of alcohol to sponsor any of its teams, unless the team uses the individuals' name.

3) Reckless driving at the complex will not be tolerated.4) There will be no firearms of any type allowed within the complex.5) No one under the age of 18 is allowed to use tobacco products at any time at the complex.

Section IIResponsibilities for Director on Duty (D.O.D.) and Commissioners

1) Director On Duty Responsibilities: a) If the individual scheduled to work as director on duty will be unable to fulfill

his/her obligations for the scheduled date and time, then it will be left up to him/her to find a replacement.

b) Arrive at the complex 30 minutes prior to the first schedule game.c) Raise the American flag.d) Make sure the Home and Visiting teams are performing their duties to prepare for

their game.e) Obtain the scoreboard controls and hook them up to their respective fields. Turn

on scoreboards in the concession stand. Turn on the lights at the electrical box.f) Handle any crisis that may develop during the games. If you are unsure as to what

to do in a particular crisis, contact one of the other officers on the board with experience in the situation or members of the rules and interpretations committee. If a problem were to get out of control, contact a peace officer to assist you in escorting the individual off the complex grounds.

g) After the final games have been played, see that the coaches of each team have taken care of raking and watering the infields, parents have picked up all trash in and around the bleachers and dugouts and scorekeepers have returned all score boxes and score books to the concession stand.

h) Lower the American flag.i) Check the commodes and faucets in the restrooms to ensure they are not left

running and close all doors.j) Remove all trash and place inside dumpster.k) After everyone has left the complex, turn off all lights and scoreboards on all

fields.

l) Make sure the concession stand is locked and exit the complex.m) Any board member that is at the complex not involved in a game, is considered a

D.O.D.

2) Baseball/Softball Commissioner Responsibilities:a) If the Baseball/Soft Ball Commissioner will be unable to fulfill his/her obligations

for the scheduled date and time, then it will be left up to him/her to find a replacement. Commissioners will designate an Assistant Commissioner, at Commissioner’s discretion, to act as a replacement in the event the Commissioner is unavailable. The Commissioner will notify the Executive Board of the Assistant Commissioner selection. The Commissioner is responsible for the actions taken by the Assistant Commissioner.

b) If a game(s) has to be postponed due to conflicts, weather, etc. the individuals responsible for rescheduling will contact the respective Commissioner with the rescheduled date.

c) Make sure the Home and Visiting teams are performing their duties to prepare for their game.

d) Handle any crisis that may develop during the games. If you are unsure as to what to do in a particular crisis, contact one of the other officers on the board with experience in the situation or members of the rules and interpretations committee. If a problem were to get out of control, contact a peace officer to assist you in escorting the individual off the complex grounds.

e) Commissioner cannot be a coach within their division/league. However, the Assistant Commissioner can be a coach in their own division/league.

f) Monitor and regulate local league minimum play rules, as outlined in Section VIII-A-1, by communicating with coaches and conducting random audits of the official score books.

g) Monitor and regulate Home/Visitor team responsibilities, as set forth in Sections IV & V; and communicate with the local and affiliate teams in violation.

h) Monitor and regulate adherence to local Game Rules, as set forth in Section VIII.i) Act as a liaison between coaches/parents and the Board of Directors by being the

point of contact for any questions, concerns, or disputes arising from the coaches and/or parents

j) Commissioners shall be included in all complaint, rules violation, and/or disqualification procedures and communications.

Section IIICoaches Responsibilities(Amended 2/27/16)

1) Treatment of Players:a) Children are not objects!! They are to be treated with respect at all times. Any

degrading remarks or actions will not be tolerated.b) Uncontrollable acts of temper or physical violence made towards or in front of

any child or player are completely unacceptable and will not be tolerated.c) Sexual remarks or actions towards a child or player are completely unacceptable

and will not be tolerated.2) Disciplinary Actions on a player:

a) The coach must notify the commissioner of the particular age group in writing of any disciplinary action and the reason for the action.

b) The commissioner must approve of any disciplinary action on that player.3) Specific responsibilities for the Coach(es):

a) The coaches of the BBA are representatives of the league and should conduct themselves in such a manner as to bring credit to our league, community and association.

b) The coach is a teacher and a role model for our children.c) The coaches are responsible for their teams' conduct on the playing field.

Throwing of helmets, bats, etc. is a violation of the TTAB/TTAS playing rules and should be promptly corrected by the coach/coaches.

d) The only individuals allowed on the playing field are those that are represented as the coach and/or the coaching staff, at the umpire’s discretion.

e) Coaches will show respect and courtesy to the umpire. The umpire is the FINAL AUTHORITY during game play.

f) Coaches will furnish drinking water for the team during practices and games alikeg) The coach should appoint an assistant team business manager and scorekeeper of

at least 17 years of age.h) Coaches will have a parents meeting concerning rules, conduct of the parents

before, during and after the game, fundraisers, and any other events as deemed necessary.

i) Coaches are responsible for abiding by the local Mandatory Play Rule as set forth in Section VIII-A-1.

j) Coaches are responsible for calling the complex (254-304-3209) to obtain status on games during conditions of inclement weather. The answering machine will be updated 30 minutes before game time.

k) Failure to follow these rules as set forth by the league may result in the immediate loss of coaching privileges. The Board of Directors will determine loss of privileges. The Board of Directors decision will be final.

l) If a player, coach, or fan is ejected from a game, a minimum one game suspension will be served the next game. Further disciplinary action will be determined by the rules committee. Any questions, comments, or complaints from coaches, assistant coaches, or parents shall be directed to the respective Commissioner.

Section IVHome Team Responsibilities

1) Prepare the field for play by marking the field and putting out the bases. When a Bosqueville team is hosting a team from another league, it is the Bosqueville team’s responsibility to rake, prepare and clean up the field. When Bosqueville is visiting a team from another league, then it should be their responsibility to do the same. This does not conflict with current rule Sec IV and Sec V when local teams are playing each other.

2) Provide an official score keeper that is at least 17 years of age. This person should sit in the score keepers stand behind home plate. 2a) Provide an official pitch count recording for age groups that require a pitch count.

3) The coach shall have the parents of his or her team pick up all the trash in and around their bleachers and dugout.

Failure to comply with these duties will result in a written warning for the offense, suspension of coaching responsibilities of next game for the second offense, and forfeiture of the next game for the third offense.

Section VVisiting Teams' Responsibilities

1) Provide an official scoreboard operator that is at least 17 years of age. If the visiting team is from another league, it will be the home team’s responsibility to provide a scoreboard operator that is at least 17 years of age. If it is the last game of the night, the visiting team is responsible for putting up the scoreboard controls.

2) Rake in home plate, the batters' box and the infield and water down all dirt areas of the field after the last game; this includes filling in any holes.

3) The coach shall have the parents of his or her team pick up all trash in and around their bleachers and dugout.

Failure to comply with these duties will result in a written warning for the first offense, suspension of coaching responsibilities of next game for the second offense, and forfeiture of the next game for the third offense.

Section VIRegistration

Registration will be held each season after a meeting of the Bosqueville Board of Directors, at which dates and times will be decided. This information will be made known to the public through newspaper, flyers, and/or any other means decided on by the Board of Directors. No registration will be taken after the draft has been complete, unless decided on by the Executive Committee.

Section VIIDraft Regulations(Amended 2/19/17)

1) Regulationsa) Date of draft: The Board of Directors will set the date and time of the tryouts and the

draft.b) Supervision of the draft: At least two members of the group consisting of the

Executive Board of Directors and the Baseball and Softball Commissioners shall supervise the draft.

c) All persons registering to play in the BBA league must go through the draft, except the following

1. Protected players: There shall be a maximum of three "protected" players, who will be exempt from the draft on any one team of any division, at any time. Refer to TTAB/TTAS Official Regulations E -2 & 3. Once a player is protected from the draft, he or she will continue to count toward the three protected players for that team until he or she moves up to the next age division. If the player being protected is not a coach’s or first-assistant coach’s child, the parent of the protected player will need to meet with the league commissioner to understand the protected player rules and approve the player being put under protected status. If for any reason, the parent of the protected player cannot fulfill his or her duties as the coach, assistant coach, or sponsor of the team, the player will continue to be considered as one of the protected players.

2. Returning players: Players who played for a certain team the prior year will return to that team provided they are not moving to a new division. If a returning player fails to return for one full season, he or she must go through the draft the next season. Note: If a parent or guardian puts a child back in the draft for any reason, that child may not be a protected player on another team while in that same age division.

3. Siblings: The younger brother or sister of either a returning player or a draftee will automatically go onto the team with his or her older brother or sister, as the first or successive draft picks in that age division, provided he or she is eligible for that age division. Any children residing in the same household, will be considered siblings. The parent may write a letter to be given to the commissioner of that division, giving the permission of the younger brother or sister to play on a different team if so desired. Any additional requested player pairings will be at the discretion of the league commissioner.

d) Any players who are registered but did not attend try-outs, are not protected players, and are not returning players shall have their name drawn "out of a hat" at the draft in order to be put on a team. A coach drafting for a team may elect to "draw out of a hat" from available players, if any, during any draft round, except any round that the coach does not have a pick due to a protected player or sibling player.

e) Any registration received after the cut-off date for registration as determined by the board will be put on a waiting list. Players will be picked from this list in the order to which they were added if their rosters fall below a predetermined number set by the executive committee.

f) Upon written request and commissioner approval, any parent may put their child back into the draft. Protected players will not be allowed to move to another team. See rule 1)-c)-2.

g) No child may play up in age division unless approved by the Executive Board and respective Commissioner.

2) Procedures For Conducting The Drafta) All teams will draft one player at a time. The ideal number of players per team will be

11.b) A lottery draw will be conducted for draft position before the draft. For 3 or more

teams, the draft will go in snake order.c) All teams will draw equal to the amount of returning players of the largest team until

teams are equal in number, starting with the team with the least amount of players. When all teams have an equal amount of players, they will lottery draw for first pick.

d) No more than 8 players of a certain age group may be drafted by any one team when mathematically possible. The President must approve any exception.

1. TTAB guidelines dictate a maximum of 8 players of the maximum age. If more than 8 players of the maximum age are on a team, all players of that age, except for protected players, will be randomly drawn to reduce the total number to the maximum allowable. The players removed by the draw will have the option to go back in the draft, move up to the next age group, or not play at that time.

e) Players may be picked in the draft room only. Returning players may not be traded. The President or Commissioner of that league must approve all trades. Refer to TTAB/TTAS Official Regulations G.

f) The Board may choose to redraft any age group if they deem necessary.g) If it becomes necessary to disband a team, the board will choose the team and all

returning players from that team will go back into the draft.h) If at the end of the draft it is deemed necessary to add additional players in an age

division, players will be added to the teams in the original draft order, starting with the team that had the next draft pick. No player registering after the draft will be considered officially registered until their registration form and full payment has been received by an executive board member or the baseball/softball commissioner.

General Rules1. All substitute players must start the next game. All players on a team must play two

consecutive innings each game, including playoff games to determine League Champions. If this inning requirement cannot be met due to ANY reason, the league commissioner must be notified in writing via the online form on the BBA website and the player not meeting the requirement must start the next game. Playing as EH only does not satisfy this rule. The league commissioner has final discretion on interpretation of possible infraction of mandatory play rule. Exceptions to the rule are as follows:

a) Disciplinary reasons: as with any major disciplinary actions, a letter covering the problem must be presented to the league commissioner in advance of any action taken. This must be noted in the scorebook.

b) Injury to a player which must be noted in the scorebook.c) Playing an opponent from another league with no substitution rule.

Penalty for not observing this rule is forfeiture of the game.2. Games may be started with eight players, unless agreed upon by both coaches and

approved by league commissioner. No player may be "loaned" to another team. When playing with eight players, the ninth batter of the team will take an automatic out, unless agreed upon by both coaches and approved by league commissioner.

3. In the event a player is injured, becomes ill, or removed from the game for disciplinary reasons and all the players on the bench have played both coaches shall agree on a substitute.

4. A team will wait fifteen minutes for an opposing team to show. If the opposing team does not show up within fifteen minutes of the official start time, that team will take a forfeit.

5. Teams will wait fifteen minutes for the umpire to show. After fifteen minutes, the game will be re-scheduled or the D.O.D. or league commissioner will find suitable umpires.

6. For clarification of "touching a base runner", refer to the TTAB/TTAS Tournament Rule 200-8(d).

7. If a player bats out of order and the error is caught by the coach before the batter completes their turn at bat, the correct batter can be put in without the batter being called out.

a) The proper batter may take their place in the batter's box at any time before the improper batter becomes a runner or is put out, and any balls and strikes shall be counted toward the proper batters' time at bat.

c) When an improper batter becomes a runner or is put out, and the defensive team appeals to the umpire before the first pitch to the next batter of either team, or before any play or attempted play, the umpire shall.

Declare the improper batter out. Nullify any advance or score made because of a ball batted by the

improper batter or because of the improper batters' advance to first base on a hit, an error, a base on balls, a hit batter or otherwise.

Game Time Limits Time-limits for BBA League games:

a) The time limit for T-ball is one hour and fifteen minutesb) The time limit for all girls’ softball games is 1 hour and 45 minutes. c) The time limit for 8U and 10U boys' baseball games will be 1 hour and 45

minutes.d) The time limit for 12U and up will be 2 hours. e) When an inning is over, the next inning automatically begins, regardless if the

players are on the field.f) Games shall go at least four complete innings unless the time limit expires. The

expiration of time limit and the inning being completed constitutes a complete game regardless if the inning requirement is met or not.

Miscellaneous Rules The "infield-fly" rule applies to all age divisions in the BBA league except T-Ball Managers must be 18 years of age or older and assistant coaches and base coaches at least

17 years or age or older. The League Champion of all divisions may to select up to three "pick-Up" players by the

coaches of those teams.

a) In order for a player to be eligible to be "picked-Up" at the end of the season for the playoffs, the players must have played the last 25% of the scheduled games, excluding league playoffs, unless approved by league commissioner.

The League Champion will be determined by the overall win-loss record of all teams within the division. If there is a tie in the team standings, then the league champion will be decided by the head to head record, if there is no head to head meeting then the teams who are tied will enter into a single elimination "play-off" game to be played within 48 hours.

The game schedule should begin approximately the third week of April and end by June 30th of each year.

B. Game Rules(Refer to the TTAB/TTAS Official Rule Book for the specific rules governing a particular division. The following are in addition to or are an exception to those rules)

Boys/Girls 6U T-Ball Special Rules1. A T-ball batter will not be called out by "striking out". The batter will be allowed to put a

batted ball into play. After three "strikes" the umpire should allow the coach to reposition the batter so as not to delay the game.

2. When on defense, two coaches will be allowed to stand on the field in the grass of the outfield. If the team is at bat, its coach(s) shall remain within the dugout or in the-coaching box. No coach is permitted to stand behind, or near home plate, when his or her players are batting. The coach may position a player within the batter's box before the first swing, but the coach must then return to the dugout or the coaching box.

3. “Diamond Rule.” No defensive player will be allowed to "run down" a runner except in case of a normal run down situation.(see example)

4. All outfielders must start each play behind the base path. An outfielder is allowed to make a play at the base immediately in front of them.

Example: The short stop cannot field the ball from the short stop position and attempt to put out a player running from home to first base after hitting the

ball. The short stop should make an effort to throw the ball. The runner would be considered safe in this situation.

Section IXRules for the Score Keeper

A. The visiting team will be on the top part of the scorebook. The home team will be on the bottom part of the score book.

B. When a substitute player enters the game, the book should be marked to reflect the inning, top, bottom and the number of outs.

Example: John enters the game for the visiting team. He enters for Tim, who is playing right field which is position "9". John enters at the beginning of the third inning. The score book should reflect John taking Tim's place in the lineup. The score book should be marked "T30". The 'T" reflecting TOP of the inning, the "3" reflecting the THIRD inning and the "0" indicating no OUTS.

C. The score keeper will need to mark hits. A single will be indicated as "1B", a double as "2B", a triple as "3B" and a home run as "HR". A line should be drawn from the batter’s box to where the ball was hit.

D. The scorekeeper should keep up with all plays and outs.Example: Jill catches a fly ball while playing right field. The book should be marked

with a "9U" indicating that she caught the ball unassisted. Lisa, playing short stop, fields a ball and throws the runner out at first base. The book should be marked as "6-3" play. Each play listed above should have been circled with the "9U" and/or "6/3" Which would reflect an out.

E. It is the responsibility of the score keeper to determine errors, base hits, runs batted in (RBI's), pitching credits for both teams, and in boys' baseball, the number of innings pitched which is extremely important. A pitcher is allowed a specific amount of innings in baseball. It is not necessary to record the errors in t-ball, but it is in all other divisions. It assists the coach in determining statistics

F. On the playing field, each position is determined by a number:Pitcher = 1 Shortstop = 6Catcher = 2 Left fielder = 71st Base = 3 Center Fielder = 82nd Base = 4 Right Fielder = 93rd base = 5

G. The progress of each player can be recorded in the appropriate box under each inning. Draw a line or a circle through or around the appropriate abbreviation on the right side of the square to indicate the batters initial performance. A walk, including intentional, hit by a pitched ball (HP), and a sacrifice (SAC), does not count as an official time at bat.

H. A line should also indicate the base runners' advance around the bases.I. If the official scorekeeper knows that the wrong batter is up to bat, the score keeper should

remain quiet. It is the responsibility of the coach to appeal to the Umpire. The score keepers' job is to keep records, not to umpire the game.

J. Once the official score keeper has entered the announcers' stand the score keeper should remain there until the completion of the game. The score keeper should not be sending a runner to a coach to inform him of problems with the game or lineup.

K. After the game is complete, bad calls, batters out of order in the lineup, and any other calls should not be discussed. This should eliminate any unnecessary problems.

L. The official score keeper should be neutral. There should be no yelling for either team. Your help in these matters will assist us in having a smooth running game with no problems.

M. The score keeper should write their name in the score book by the score keepers' teams' name and the game time next to the game date. The score keeper should ask the umpire the game time if he does not mention it.

N. The score keeper will note the innings pitched, pitch count in applicable leagues, and indicate when a pitching change is made. Reflecting the inning, top or bottom, and the number of outs.

O. The umpire should sign the score book beside the score on the home team page.P. The score keeper should sit in the score keepers' box during the duration of the game.Q. The score keep must make note of a protest; all applicable information about the game at the

time of the protest must be noted.

Section XComplaint Procedures

A. For any complaint, protest or dispute, refer to Regulation H of the TTAB/TTAS Official Rule Book.

B. The Rules and Interpretations Committee will act as the game protest committee. A $75.00 check must accompany any game protest. If the ruling is made in favor of the individual putting up the deposit, the deposit will be refunded to them. If not, the deposit will go to the BBA general fund.

C. The Board of Directors will act as the Complaint and Disputes Committee.

Section XIDisqualification

A. ACTS OF DISQUALIFICATION A team, team member, manager, and/or team official may be disqualified to participate in any BBA function for a period of time to be determined by the Executive Board for any of the following reasons:

1. Unsportsmanlike conduct.2. Physical violence, such as an attack on an umpire or league official.3. Commission of fraud, such as falsifying an affidavit or roster, or giving false

information to officials.4. Commission of any act while participating in league activities that are contrary to the

objectives and purposes of the BBA, such as failure to pay indebtedness, destruction of property, violation of federal, state or local laws, or any other acts that are contrary to the objectives and purposes of the BBA.

5. Qualifying for any level of championship play, and then failing to advance your team to the next level of championship play, unless failure is due to circumstances beyond the team’s control.

6. Use of profanity or other remark or body language that is not suitable for children to hear, see or use.

7. Willful failure to follow substitution rules.8. Failure to return or properly care for league equipment.9. Failure to leave the complex after ejection from a game by an official.10. Use of alcoholic beverages while in team travel, representation of our league, or

competition.

B. DISQUALIFICATION PROCEDURE

1. Hearing: Prior to disqualification, a team, team member(s), manager or team official must be given an opportunity for a hearing by the Rules and Interpretations Committee.

2. Notification: The team, team member(s), manager or team official must be notified in writing of the time, place and date of the hearing. Should the accused person(s) fail to attend the hearing, the committee will proceed and take the evidence of those in attendance. An exception to this is when a league official witnesses the incident. In this case, the committee can meet on the recommendation of the BBA official.

After hearing the evidence, the committee shall render a written decision within 72 hours. If a written decision is not made within the time period, the disqualification procedure is terminated with no penalty imposed.

C. EXPIRATION PERIOD1. All complaints must be filed within 72 hours of the date of the incident.

Section XIIEquipment Rules

A. The coach(s) are responsible for picking up the equipment for their team.B. Coaches are responsible for the equipment checked out for their team.C. Coaches can contact the equipment manager of the BBA if any of their equipment is unable

to be used.D. Coaches can only check out equipment from the equipment committee chairperson.E. If equipment manager is unavailable, then contact a member of the Board of Directors.F. All coaches must follow these guidelines. It is essential the BBA keep up with its equipment

year after year for cost and safety purposes.G. Team members and coaches will not receive end of season awards of any type until all

equipment checked out is returned and accounted for.H. Coaches will maintain all equipment in a responsible manner.I. All equipment will be turned in after the last season of the game to the equipment manager,

the Director on Duty or to the concession stand. The bag must be properly labeled with the coaches' name, teams' name and turned into the equipment manager. Absolutely no exceptions to this rule, unless approved by the equipment manager first.

TTA Rule Clarifications/Changes for 2017 season

**May 25, 2016** In Boys 8U Coach Pitch and Girls 8U Coach Pitch, the defensive player listed as pitcher shall be at a distance, no further than four (4) feet, beside or behind the pitching rubber until the ball has been hit. In Boys 8U Machine Pitch and Girls 8U Machine Pitch, the defensive player listed as pitcher shall be at a distance, no further than four (4) feet, beside or behind the pitching rubber until the ball leaves the machine.

For the 2017 season there is no limitation on length or diameter of the bat. BBCOR bats are allowed in all age groups. All other non-wood bats must be stamped BPF 1.15 or less. BBCOR bats are required in High School Eligible.

Mercy RuleOn "Length Of Game", a Mercy Rule has been added to the existing rules. It is as follows: For 6 inning games: A run lead of Fifteen (15) after 2 ½ or 3 innings or Ten (10) after 3 ½ or 4 innings will be considered a complete game. and For 7 inning games: A run lead of Fifteen (15) after 3½ or 4 innings or Ten (10) after 4 ½ or 5 innings will be considered a complete game.

Pitch Count for Baseball TTA will have a pitch count for Baseball beginning in the 2017 season. See attachment.

Baseball Age Date change update In an attempt to make all boys baseball divisions “Age as Of” August 31 of the current year and with minimal effect on players that are playing under our current “Age as Of” April 30 of current year date, the implementation of the age date change is as follows:

Beginning with the 2017 TTA season the Boys 6U T-Ball leagues “Age as Of” will be August 31 of current year. Following the next ten years each league will be changed until all boys baseball leagues “Age as Of” will be August 31 of current year. Leagues will be changed every two years with the exception of Boys 9U & Boys15U baseball and they will be changed on at one year. By 2026 all boys baseball leagues “Age as Of” will be August 31 of current year.

TTA Baseball Pitch Count Limitations

9 & Under, 10 & Under At a League Age 10 and Under pitcher shall not throw more than 75 pitches in the same game or on the same day. Exception: If the pitcher reaches the maximum pitch count limit while facing a batter, he may continue to pitch until the batter reaches base safely or is put out. a) If a pitcher throws 1 – 30 pitches he is not required any rest.b) If a pitcher throws 31 – 45 pitches he is required one day of restc) If a pitcher throws 46 – 60 pitches he is required two days of restd) If a pitcher throws 61+ pitches he is required three days of rest

If a game is suspended by darkness, weather or other causes and resumed the following calendar day, the pitcher of record at the time the game was halted may continue to the extent of his eligibility, provided he has thrown 30 pitches or less.

Days of rest shall be calendar days.

12 & Under At a League Age 12 and Under pitcher shall not throw more than 85 pitches in the same game or on the same day. The pitch count regulations state that all high school players -- no matter their age -- will be limited to 110 pitches in a game. A player would also be limited to a total of 110 pitches total in a postseason series. If a game is postponed in such a way that a team must play back-to-back games, those games will be considered a series. If the limit comes in the middle of an at bat, a pitcher can finish that at bat. Players will be required to rest a certain amount of days based on the number of pitches they've thrown in a contest.
