ANALYSIS:As approved in the 2013 Budget. A request for quotes was sent to severat localcontractors for sidewalk reconstruction/repair, the request included a detaileddescription location and type of work. The majonW of the work is for repair andreconstruction, a small percenbge of the work is to repair around sanitary andstorm manholes and catch basins, Unfortunately we only had one contractor bid,but their quote is under our budgeted amounÇ their unit prices are below whatwe used for our budget estimate. This contractor compleied the work for Janeand Marie Street under contract for the GeneralContractor, their workmanshipwas good.

The I quote received is as follows:

Autoform Contracting London Ltd. g28,B6t.g7 plus HST

The quote was reviewed to ensure all terms and conditions were met and thatno errors occurred, none were noted.

Dear Mayor Crewson and Council:

I wanted to make you aware of a statement made by my colleague Ted Arnott, MPP Wellington-Halton Hills in the Ontario Legislature on Oct 8,2013.

He called for the reconstitution of the Connecting Link program, I am awate that you weredirectly affected by the cancellation of this program.

Enclosed is a copy of Mr. Arnott's statement.

Ted Arnott, MPPWellington-Halton Hills

Text of Mr. Arnott's statement in the ontario Legislature,October 8,2013

Mr. Speaker:

The cancellation of the Ministry of Transportation's Connecting Link program is a disgracefulabrogation of responsibility on the part of the Liberal Government.

Earlier this year, in spite of a commitment to all municipalities, the spirit of which was intended toassure them that no significant decisions affecting the budgets of municipalities would be taken by theProvincial Government without consultation,

The Provincial Government arbitrarily and suddenly cancelled the Connecting Link program, whicli I

believe has existed since 1927, when George Howard Ferguson was Premier of Ontario.

Since before the Depression, since before the Second World War, since before any Member of tl,scurrent Legislature was even born, the Connecting Link program has been a joint partnershipbetween local and provincial Government.

::

Recognizing that provincialtraffic on provincial highways travels through built up areas in smallercommunities, the Connecting Link program has paid for up to g0 percent of the cost of necessaryroad and bridge repairs through these "connecting links."

I first raised this in the House on May 28, and have heard from the Township of Centre Wellingtor.,and the Town of Halton Hills. Both of them are rightly pushing back on this massive download ctcosts.

As a former Minister of Transportation, the Premier should know how important this program hqsbeen through the years and that it's still relevant today.

i

I call upon the Government to either reconstitute the Connecting Link program as it has existed forgenerations, or help to fund each and every one of the Connecting Link municipal infrastructureprojects we need in Wellington-Halton Hills.
