1.1 Summary of Current Month’s Progress
February, 2017
Total length of project is 84.38 km from 73+200 to 186+500 with total construction cost 1818.47 Cr and total project cast set forth in financial package as per clause 12.21 of schedule G is 2291 Cr. Appointed Date was 14/11/2012 and scheduled date of completion of construction is 12/11/2016 (with 1095 days construction period) however 15 months extension of Time has been recommended to the Authority and anticipated date of completion of the project is 5th February 2018,The case of EOT is under consideration of Authority.
Cumulative physical progress 66.61% and financial progress 74.20% has been achieved as mentioned in MPR submitted by Concessionaire for the month of February-2017 however IE assessment of physical progress as scrutinized the MPR and found that 66.61% ( including 9.08% Design& material procurements for Road, Tunnel works ). Total expenditure till date is 1682.46 Cr, including withdrawal from the escrow account. Total progress of DBM layer is 30.71 km two lane with 10 km pending across the entire stretch.
Major land acquisition of entire stretches has been completed, as on 28 Feb, 2017 95% land is free from hindrances made available to the Concessionaire. Concessionaire is required to speed-up the physical progress as substantial works are balance in hindrance free working front.
Current Issues & Recommended Actions by IE:
1. Slow Progress of Structures: The progress of structures (especially, major bridges, minor bridges, flyovers) is slow and need to be expedited by providing additional resources, so that 38 nos of bridges completed by June-2017 as committed by the Concessionaire during the progress review meeting at NHAI H.Q. Out of 04 nos of underpasses not even single underpass started so far. 11 nos of bridges has completed out of 43 bridges so far.
Recommendation: Concessionaire should improve the progress of structures by providing more resources especially between Km 14 to Km 22. Three critical Major Bridges at Km 23+100,26+100 &130+172 require to expedite in view of balance construction period ,Concessionaire is required to expedite all the structure works i.e. bridges,culverts,RS/RCC retaining walls where works in under progress .
2. Road works especially in section-1 laying of DBM is very slow due to frequent break down of machineries/HMP and other works affected due to shortage of cash flow in spite of hindrance free work front available. In Section-2, laying of DBM works could not take up till date in spite of available work front for laying of bituminous layers.Recommendation: Concessionaire is required to expedite the progress of bituminous works in all three section in order to complete the targeted progress of 40 Km by march-2017 however only 15.35 Km DBM has been completed till date.
3. Tunnel Works, There is scope of further improvement in tunnel works still it is slow pace as per the targeted progress in all five tunnels. Recommendation: The man power and resources found inadequate in Tunnel 2, 3 &5 and frequent breakdown of shotcrete machine & other machineries which required to be provided, standby machineries in these tunnels to be deployed for uninterrupted progress during day/night shift. Adequate

planning is required for all Tunnels to complete the excavation works between June to August 2017 as committed by Concessionaire.
Change of Scope (COS): Notice of Change of Scope for Bridges requested by Concessionaire after examined by I.E. submitted to Authority and is under consideration of NHAI HQ. The COS for additional box culverts/Pipe culverts has been approved by Authority.COS for PUP at chainage 140+000 under VIP reference of Honorable minister of Health & Family Welfare Shri J. P. Nadda has been submitted of amounting Rs 7.58 crores to Authority and is under consideration.COS for additional two lane of Sundernagar bypass block cost of 59.23 crores submitted to the Authority however detailed cost yet to be submitted by Concessionaire.Block cost for additional service road 3.75m wide in Naulakha-Dadour section has been submitted by Concessionaire but in this section, minimum 5.50m wide service road required so that revised block cost is to be submitted by Concessionaire.
Recommendation: Concessionaire is required to submit detailed COS for service road in Naulakha-Dadour section and additional two lane in sunder nagar bypass area.

Concessionaire is required to expedite the utility shifting work for estimates already approved in coordination with concerned department, demarcation of ROW is required to ascertain the availability of encumbrance free land in Sundernagar bypass area, Also center line marking and inventory survey are required
Critical obligations of authority as per contract
Authority requested to clear the pending utilities shifting of HT Towers of PSTCL at Km 10+700 and HPSEPL HT Towers No 16, 17&47. AD Hydro HT Tower at Km 157+348.
Authority is requested to assist the Concessionaire in Tree cutting, removal of utilities, structures in Sunder Nagar bypass area.
Estimates for utilities shifting in SunderNagar bypass area is yet to be submitted by concerned department to the Authority.

1.10 Monitoring of Operations & Maintenance Obligations1.10.1 Maintenance Status during Construction Phase
Expected Contents & Structure
Submission of maintenance estimate from km 73+200 to km 186+500 for an amount of Rs. 19.06 Crore based on SOR of PWD(HP) were submitted to PD NHAI vide letter no. ITNL-KNCEL/PRJ/TECH/ODO-589/2012/005, dated 01.11.2012.
Video recording of existing pavement condition of highway NH – 21 km 73+200 to km 186+500 was submitted to PD NHAI vide letter no ITNL-KNCEL/PRJ/TECH/CLO-579/2013/395, dated 23.11.2013.
For the maintenance of existing road, Concessionaire has submitted an estimate of Rs. 15.45 crores vide letter no. ITNL-KNCEL/PRJ/TECH/CLO-579/2013/390 dated 29.11.2013. Thereafter, Independent Engineer verified an amount of 10.88 crores vide letter no. SCIA/001/13-14/TL/NHAI-00221 dated 05.12.2013 and subsequently, NHAI sanctioned an amount of 6.52 crores vide letter no. 11009/5/2013/K-N/PIU-SML/06 dated 01.04.2014.Now except 26 Km matching with existing highway and balance 90 Km handed over to PWD.
Maintenance of existing road is still in consideration as and when required.
Status of traffic worthiness and safety of project highway
The existing road along project highway from Km 8+00 to 12+700, 173 to 178 required to be regular maintenance to make the road in traffic worthy condition.
Status of necessary repair and maintenance works
Concessionaire has been started the maintenance works of existing road between Km 8+00 to 12+700. During the end of this month Concessionaire has not been completely repaired the above stretch Between KM158+850 to KM 159+840 & Km 165+050 to 166+680 regular maintenance is required.
Compliance of other maintenance obligations as per contract.
The existing road has to be maintained for traffic worthiness and safety measures in accordance to clause 12.2 of C.A to avoid inconvenience to traffic users.
