1. INTRODUCTION
The government of India, through the ministry of Shipping, Road Transport & Highway has entrusted the NHAI with the responsibility of Developing and maintaining various section of Highway. NHAI under the prestigious programme has taken up the four laning of the existing 2 – lane National Highway No. – 33, connection Ranchi, capital of Jharkhand to National Highway No. – 2.
Hazaribagh – Ranchi section of NH – 33 is the primary and principal mode of transportation running across Jharkhand connecting most of the backward regions of the state and connecting Jharkhand with other states. Thus improvement and 4 – Laning of NH-33 will not only change the face of the road section in Jharkhand but will also provide the backbone for cultural exchange, social equality and a everlasting impact on its economy.
The concession Agreement was signed on 8th -Oct-2009 and the work contract commenced on 8 th Aug 2010,
upon receipt of order to commence from the NHAI. The Concessionaire kept on submitting all project related
documents to the project director NHAI who initially was the IC in charge until the consultant’s agreement was
signed and delegated powers transferred to the Independent consultant. The role of IC is defined in RFP and
schedule Q for Development, Construction and Operation stages.
The Concessionaire’s mobilization and the Independent Engineer’s mobilization status are appended in separate
chapter.
The Consultancy Contract between NHAI and M/S Unihorn India Private Limited was signed on 6 th Aug 2010. The
Independent Consultant’s team started mobilizing since that date.
The Representative of the employer, the IC and the concessionaire address there are all given below.

1.1 General:-
The project envisages construction of four laning of Hazaribagh-Ranchi section of NH-33 from (Km. 40.500 to Km. 114.000) on BOT (Annuity) basis under NHDP phase-III in the state of Jharkhand.
The project Highway starts from old chainage at Km 41.600 (Design chainage Km 40.500) from Hazaribagh and ends at old chainage at Km 114.000 at Ranchi. As per design chainage, the actual length of project highway is 73.799 Km.
The Concession Agreement envisages that after completion of the New Carriageway, The roadway width in the main Carriageway in stretch (Km 40.500 to Km 114.000) will consist of
(a) 4 – lane dual carriageway(b) 1.5 m wide Earthen Shoulder in Urban Section and 2.0 m wide Shoulder in Rural section(c) Median strip of 4.5m in rural area and 1.5m in build area.
1.2 The Site:
The project highway aims at developing the two lanes to four lanes from 40.500 to 114.000 in Km including construction of Kujju bypass and Ramgarh Bypass of NH-33 in State of Jharkhand.
Thus the construction package for the project includes developing the existing two lane carriageway to four lane dual carriageway configurations including strengthening of existing two lanes between Km 40.500 Km 114.00 including construction of Kujju Bypass and Ramgarh Bypass defined as “Project Highway”.
1.3 Description of the Project Highway :-
The project highway is generally 2 – lane and road is passing through the built areas of towns and villages enrooted. Important towns along the alignment are Ramgarh, Kujju, Mandu, and Ormanjhi. An index map and location plan of the Project Highway is given at annexed.
1.4 Referencing System:-
Kilometer stones are existing in entire length of the project highway. It is called the “Existing Chainage”. During topography survey with Total Station, observations made are referred to “Design Chainage”. The relationship between the “Existing Chainage” and the “Design Chainage” as per field surveys of the location of existing Km stones using the Total Station for the “Project Highway” is given at annexed.
1.5 Latitude & Longitude :-
Latitude and Longitude of the project corridor lies between 24o - 00 N to 23o - 21 N and 85o – 22 E to 85o – 20’ E respectively.

1.6 Terrain :-
The project road passes through Rolling to Hilly terrain. Many deficient horizontal curves are observed in Ghat section and needs improvement as per the design considerations.
1.7 Climate :-
The climatic features of the areas covered by the Project Highway are:-
Max temperature: 36 Degree
Min. temperature: 4.0 Degree
Rainfall (normal): 1400 mm
1.8 Existing Pavement Composition and condition :-
As per the Pavement composition data collected from site for the Project Highway, its total thickness varies between 280 mm to 400 mm. The road pavement is weak and would require strengthening by bituminous overlays.
The pavement mainly comprises of bricks overlaid by WBM and bituminous layers. The WBM course thickness varies between 110 mm to 150 mm, while that of the bituminous layers (including wearing course) between 50 mm to 150 mm.
1.9 Land :-
The details of existing ROW are appended.
1.10 Abutting land Use:-
The Project is characterized by a mix of habituated areas and agricultural land. There are 12 villages /towns along the town

2. SCOPE OF WORKS The project envisages construction of new carriageway of the length 71.16 Km/ 74.465 from Km 40.500
Hazaribagh and Km 114.000 at Ranchi in the state of Jharkhand DBFOT (Annuity) basis. Construction of Project Highway on the site set forth in Schedule – A and as per specified in Schedule - B
together with provision of Schedule – C and in conformity with the specification and standards set forth in the Schedule - D of concession Agreement.
Operation and maintenance of the Project Highway in accordance with the provision of Concession Agreement.

(i) Detail of Site Handed Over :-
Existing ROW has been handed over by the PIU, NHAI Ranchi to the Concessionaire. Additional
land for 45m and 60m ROW required for 4-laning as demarcated on ground has been handed
over to the extent of 84% of the total land requirement. 20.80 Km of forest land handed over on
8th June 2011.

31. SAFETY AND TAFFIC MANAGEMENT
Status of PPE on Site :-o Usage : - Personal protective equipment (PPE) to reduce employee
exposure to hazards when engineering and administrative controls are not feasible or effective in reducing these exposures to acceptable levels. Employers are required to determine if PPE should be used to protect their workers.
a. Be appropriate for the risks involved and the conditions at the place of exposure
b. Take account of ergonomic requirements, the state of health of the person who wears it and the duration of its use;
c. Be capable of fitting the wearer correctly d. Be, so far as is reasonably practicable, effective to prevent or adequately
control risks involved without increasing the overall risk
o PPE Availability on site :-a. These 750mm one piece composite Rubber traffic cones (CRC) come
complete with D2 reflective sleeve which fully conforms to BS EN 13422:2004. These road cones are manufactured from recycled material.
b. Reflective tapesc. Delineatord. Night Vision Boardse. Head Protection , Hand Protection, Safety Footwear, Yellow High
Visibility Clothing.
o Functionality :-a. Rubber Traffic Cones: - Its Function is on the crossing of roadways,
maintenance of freeways, dangerous zone, and Road sites and so on.b. Reflective tapes:-One of the most important attributes of road safety is
line visibility. The importance of this function to resist the wear and tear caused by regular traffic and changing climate conditions. These reflective road tapes suitable for both longitudinal and transverse installation in locations that experience substantial traffic activity.
c. Delineator:-The road delineators are functioning to its adjacent boundary line of the traffic lane in order that the driver can determine conveniently, correctly and continuously the exact distance of the car from either boundary of the roadway, enabling motorists, as they maintain their normal driving posture, to avoid accidents.
d. Night Vision Boards:-The function of Night vision board is to provide the Clear visibility to adjacent boundary line of the traffic lane to avoid accidents.
e. Head Protection , Hand Protection , Safety Footwear , Yellow High Visibility Clothing :-These PPE are function in such manner, that the labour on site should be visible from long distance due to the reflective material and protect them from any uncertain hazard happen on site.
Deep Cuts -o Barricading along Excavation:- Any person making any excavation affecting or
impacting a county road or public way shall erect and maintain about the excavation site sufficient guards, signals, barricades, and lights to give warning

to approaching vehicular and pedestrian traffic. The guards, signals, barricades and lights shall remain in place until the road is restored to its original condition and all construction associated with excavation completed, including the removal of all rocks, dirt, and construction materials from the road or public way.
o Sign Boards:-These Boards are provided to avoid the accidents and to intimate the consumers for taking proper precaution while driving from the Deep cuts areas.
a) Management decision taken with respect to safety: - All the ghatt section slope is to be rechecked and is to be rectified if necessary.
