7. PresentationPIague - Wis. County Hwy Association:

Because Hwy Commissioner Servi, is busy on the 18th I have the privilege of awarding

Supervisor Henck with a plaque commemorating his many years of service and work to the

Wisconsin County Highway Association.

Congratulations Terry!!

8. Agine & Disability Resource Center (ADRC) Update:Jennifer Jako will be in attendance to present information and statistical data relating to the

ADRC and their programs.

9. Resolution - Amend Supervisor District - City of Cumberland - Annexation:

The wording for this resolution has been corrected, from last month, and it has been reviewed by

Mr. Muench. This resolution amends the 28th Supervisory District due to annexation by the City

of Cumberland, there are no residents in this area.

I recommend approval as presented.

10. Resolution Desienatins - Work Zone Awareness Week - Barren County:

We have passed this resolution, or something similar, each year as a mechanism to inform the

public of safety issues surrounding Highway Work Zones. The Highway Committee will alsobe reviewing and hopefully, recommending approval when they meet on Thursday the 14 .

I recommend approval.

11. Report from County Administrator:

a. Impact of Government Shutdown:

This was discussed with the Health and Human Services Committee on Monday, Januaiy 28th.

The Food Share and WIC programs effect approximately 8,700 people within BarrenCounty at an estimated total benefit level in excess of$400K per month. Second, these

individuals were allotted their February benefits in late January therefore, the concern is if these

recipients, do not understand and/or properly budget for the extra, time-frame before their March

disbursement it could be problematic.

b. Shared Position - County Surveyor with Burnett County:

Staff has been working with Bumett County, at their request, for us to contract our surveyor,

Mark Netterlund to them on an hourly basis. The Memorandum of Understanding is complete

and has been signed by both parties. The MOU was reviewed by the Corp. Counsel's office,

there is an adequate and appropriate out-clause.

c. Electronic Purchase Order System:

Mark Koencecke has developed, through the Laser fiche program, a fully automated electronic

purchase order system. It is working great, and we plan on expanding its' functionality to other

departments.

d. Employee Recognition Awards:

This year our employee recognition award will be a short-sleeved collared polo shirt, with an

embroidered County logo purchased from a local vendor at a cost of $13.00. Jess Hodek has

worked hard on this project and County Board Supervisors will be included when the finalpurchase order is submitted.

e. 2019 Legislative Exchange:

Included with the packet are the topics Chair Okey and I discussed with Senator Bewley andRepresentative Quinn.

Also, at the meeting I will read/explain an additional question Chair Okey and I receivedregarding the Levy Limits.

CALL TO ORDER-ROLL CALL- PUBLIC NOTIFICATION: Chair Okey called the meeting to order at 9:02am.

County Clerk Cook took attendance and stated the County's compliance with open meeting laws.

INVOCATION: Led by Pastor Jeff Martin from The Refuge located in Chetek.

PLEDGE OF ALLEGIANCE: Led by Chair Okey.

SPECIAL MATTERS AND ANNOUNCEMENTS: Chair Okey noted that Chris Kroeze and Jayme Class, both BarrenCounty citizens, were amazing individuals. Okey also thanked the Barren County employees, Sheriff Fitzgerald and the

Barren County Sheriff Department staff for the work they put in over the past few months on the Gloss case.Administrator French briefly discussed the Wisconsin legislative handout, effects of the Federal Government shutdown on

the County and the upcoming January 21 employee training day when both buildings will be closed to the public.

PUBLIC COMMENT: Brittany Nielsen, Associate Dean of Student Affairs at the University ofEau Claire, Ban-onCounty Campus, and Abbey Fischer, Assistant Professor and Co-Chair of the Strategic Planning Committee, both spokeregarding the progress on the Strategic Planning Committee for the Campus. Nielson plans to return in March for a full

presentation to the Board regarding the Strategic Plain for the campus.

APPROVE AGENDA: Chair Okey stated the Resolution regarding the Annexation in the City of Cumberland had to beremoved from the agenda due to adjustments on the parcel descriptions and will be placed as a future agenda item. Okey

also asked to amend the agenda and combine the remaining resolutions into a consent agenda. Motion: (Skinner/Moen)

to approve the agenda as amended by Chair Okey. Carried.

APPROVE MINUTES OF NOVEMBER 5, 2018: Motion: (Rindsig/Heller) to approve. Carried.

ECONOMIC DEVELOPMENT PRESENTATION - DAVE ARMSTRONG, ECONOMIC DEVELOPMENTDIRECTOR: Armstrong discussed his three areas of focus for Barren County: business services, tourism and communitydevelopment. Armstrong also highlighted notable events within the Cities located in the County, the recent BCEDC

Breakfast, partnerships with State agencies and the upcoming Heart of the North Legislative Day. Discussion. Chair Okeyand Supervisor Lee thanked Armstrong for his dedication to the County and his partnerships with local and State agencies

to fund his programs.

Fladten arrived at 9:22am. Hanson departed at 9:24am.

2019-1 RESOLUTION - AUTHORIZING AND CLARIFYING FRINGE BENEFITS FOR ELECTEDOFFICIALS: Motion: (Skinner/Moen) to approve both resolutions as a consent agenda. Carried.

2019-2 RESOLUTION - REQUESTING INCREASED FUNDING AND OVERSIGHT REFORMS FORWISCONSIN'S CHILD PROTECTWE SERVICES SYSTEM: Motion: (Skinner/Moen) to approve both resolutionsas a consent agenda. Carried.

REPORT FROM COUNTY ADMINISTRATORA. WISCONSIN COUNTIES ASSOCIATION (WCA) GREEN BOOK: French discussed statistics from the

Green Book regarding our County in comparison to the other 71 Wisconsin Counties in the State.B. DARK STORE LOOPHOLE REFERENDUM STATEWIDE RESULTS: This resolution passed

overwhelmingly throughout the State in the November 2018 election.

C. RECYCLING VIDEO: The recycling video was viewed during the meeting at the request of the Solid WasteBoard.

D. WORKING BANK: The Executive Committee agreed with Treasurer Richie to continue to use Sterling Bank for

the next five years with the option to renew for three more years.

DESIGNATING THE WEEK OF APML 8 THROUGH APML 12, 2019, AS"WORK ZONE AWARENESS WEEK" IN BARRON COUNTY

TO THE BARRON COUNTY BOARD OF SUPERVISORS:

12 WHEREAS, in 1999, the Federal Highway Administration partnered with the3 American Association of State Highway Officials and more recently the American Traffic

4 Safety Services Association to create the National Work Zone Safety Awareness campaign5 which is held annually in April prior to construction season in much of the nation; and

67 WHEREAS, the Wisconsin County Highway Association is asking all seventy-two8 counties in the state to unite and kick off "Work Zone Safety Awareness Week" with a

9 resolution and campaign to raise awareness for its workers, the traveling public, public safety

10 workers, and those of various highway contractors performing work for the counties; and

1112 WHEREAS, construction and maintenance activities on our streets and highways

13 periodically require that work zones be established; and1415 WHEREAS, there has been over 2,000 work zone crashes in Wisconsin in each of

16 the last three years; and

1718 WHEREAS, in 2017, Wisconsin suffered from were nearly 2,700 crashes in road

19 construction and maintenance zones, resulting in over 1,000 injuries and six fatalities; and

2021 WHEREAS, between 2012 and 2017, there were 5 5 fatalities recorded as a result of

22 crashes in Wisconsin work zones including three Wisconsin County Highway workers

23 which were killed in work zones in 2015; and2425 WHEREAS, through their enforcement activities and other participation, the Barron

26 County Sheriffs Office, Wisconsin State Patrol, and Barren County Highway Department

27 are committed to working together in 2019 to make Work Zone Awareness Week a success;

28 and2930 WHEREAS, the Federal Highway Administration has designated April 8 through31 April 12, 2019 as National Work Zone Awareness Week;3233 WHEREAS, this resolution was approved by the Highway Committee on34 on a vote of_ with _ voting in favor and _ voting in opposition; and3536 WHEREAS, this resolution was approved by the Executive Committee on February

12 WHEREAS, based on federal and state laws, municipalities are required to recreate

3 voting districts based on current census figures and compiled each decade; and

45 WHEREAS, Barron County completed this process by Resolutions 2011-15 and 2011 -

6 31, and further amended the supervisory districts by Resolutions 2013-41, 2013 -42 and 2014-45

2019 Wisconsin Counties Association - Legislative Exchange

Honorable Senator Bewley

Honorable Representative Quinn

#1. The Barron County Board of Supervisors and Administrator are supportive of the

initiative, by the Wisconsin Counties Association, Dan Bahr, to have up-to 30% of the Ash

Disposal Costs, from the Barren County Waste to Energy Facility, exempted from disposal

tipping fees as imposed by landfills. This would result in approximately $193,716 in cash

savings to this fund, ($645,720 * 30%).

#2. The Barren County Board of Supervisors and Administrator are supportive of the State

fully funding an additional Assistant District Attorney for Barren County. In-fact the Board has

passed at-least one resolution requesting the State to do so. It is our opinion this should be

made a priority in the next biennial State Budget,

#3. The Barren County Board of Supervisors and Administrator may be supportive of

legislation allowing a County, by referendum, to impose an additional .5% sales tax for local .

road improvements, for a fixed period of five years. Concerns County Administrators, Highway

Commissioner, and County Board Supervisors have expressed is the County wants no

involvement with how the funds are collected, this should be the responsibility of the Wis. Dept

of Revenue, and funds should be disbursed based on total lane miles per municipality, as

determined by the Dept of Transportation.

#4. The Wisconsin County Administrators and Executives continue to be supportive of

legislation exempting economic development activities up to a maximum of $150,000 from the

levy limits.

#5. The Wisconsin County Administrators and Executives are supportive of legislation which

defines the levy limits based on new construction not net new construction.
