Krishi Karman Awards 2017-18
Country
As a follow up of the decision taken in the meeting held at Jaipur
under the Chairmanship of the then Union Agriculture Minister, Krishi
Karman Awards were instituted in 2010-11 for recognizing the meritorious
efforts of the States in foodgrains production. Till 2012-13, the awards were
given to the best performing States in two broad categories -one for total
foodgrains production and the other for individual crop of Rice, Wheat,
Pulses and Coarse Cereals. There were three awards for total foodgrains
production, Category-I for States where total foodgrains production
exceeded 10 million tonnes during the particular year, Category-II for
States where total foodgrains production was in between 1 and 10 million
tonnes during the particular year and Category-III for States with total
foodgrains production less than 1 million tonne during the particular year.
Award winning State in each category received a trophy, a citation and
award amount of Rs. 2 crore. For individual crops of Rice, Wheat, Pulses
and Coarse Cereals, each award winning State got a trophy, a citation and
award amount of Rs. 1 crore. In addition, one Commendation Award of Rs.
25 lakh was also given to States which could not qualify for Krishi Karman
Awards but achieved production and productivity higher over their previous
highest in 5 years.
During 2013-14 Oilseed crops were also included under individual
crop category. The award amounts were also increased from Rs. 2.00 crore
to Rs. 5.00 crore for total foodgrains (Category-I, II & III) and from Rs. 1.00
crore to Rs. 2.00 crore for individual crop including oilseed crops. The
amount for Commendation Award was also increased from Rs. 25 lakh to
Rs. 1.00 crore.
For awarding Krishi Karman Awards for the year 2017-18, the
Screening Committee assessed the performance of States against a set of
defined criteria taking into account production outcomes, effective
implementation of crop production programmes, innovative approaches
adopted for timely service delivery, post harvest management, etc.
The States of Andhra Pradesh, Uttarakhand and Manipur have
qualified for Krishi Karman Awards for the year 2017-18 for total
foodgrains under Category I, II & III, respectively. Punjab, Bihar, Madhya
Pradesh, West Bengal and Tamil Nadu has been selected for Rice, Wheat,
Pulses, Coarse Cereals and Oilseeds, respectively.
(i)
Commendation Awards have been given to Uttar Pradesh for
foodgrains production category-I; Assam in total foodgrains production
category-II; Meghalaya in total Foodgrains production category-III;
Jharkhand for Rice; Gujarat, Karnataka & Rajasthan for Pulses; and
Haryana for Oilseeds for achieving production and productivity higher than
their highest in last 5 years.
This booklet includes the details of the awards, criteria adopted for
selection of States and information on performance of the award winning
States along with strategies adopted by them for increasing foodgrains
production.

Krishi Karman Awards for the Best Performing States for the year 2017-18
1. Introduction:
1.1 Background and Nature of Awards:
1.1.1 Krishi Karman Awards were instituted in the year 2010-11 to
encourage and motivate the States to enhance production and
productivity of foodgrains and individual crops of Rice, Wheat, Pulses and Coarse Cereals. Oilseeds crops were included and award amount was also enhanced since 2013-14.
1.1.2 There are eight awards including three for the States with highest
foodgrains production in three identified categories (Category I – where production is >10 million tonnes during the particular year; Category II – where production is between 1 - 10 million tonnes
during the particular year; and Category III - where production is <1 million tonne) during the particular year and five awards for
highest production under each of the individual crop of Rice, Wheat, Pulses, Coarse Cereals and Oilseeds. The details of the States falling under different categories for 2017-18 are as under:

There is no categorization of States for individual crops of Rice, Wheat, Pulses, Coarse cereals and Oilseeds. However, the criteria
considered for individual crop is given below.
States falling within the following criteria were considered:
• For rice and wheat: States where production exceeds 10 lakh
tonnes;
• For pulses and oilseeds: States where production exceeds 2
lakh tonnes; and

• For Coarse Cereals: States where production exceeds 4 lakh
tonnes.
1.1.3 In addition, Commendation Award will also be given to States which could not qualify for Krishi Karman Awards but achieved production and productivity higher in 2017-18 over their previous
highest in 5 years.
1.1.4 The Award amount is Rs. 5.00 crore for total foodgrains category and Rs. 2.00 crore for individual crops category. The amount for Commendation Award is Rs. 1.00 crore for each winning State.
1.1.5 The following States have been selected for Krishi Karman Awards

1.2 Methodology/Criteria adopted for screening of the States:
1.2.1 As per direction of Secretary (AC&FW), Screening Committee for
selecting States for Krishi Karman Awards under the chairmanship
of Additional Secretary (AC & FW) was constituted as under:

1.2.2 Selection of States for awards involved 2 steps: State’s
performance for Total Food grains Categories-I & II was assessed on a weightage card of 80 points on the following criteria :
(i) Percentage increase in production in 2017-18 (Final Estimates
of DES data) over the highest in last 5 years (2012-13 to 2016-
17) in the State;
(ii) Percentage increase in productivity in 2017-18 (Final Estimates
of DES data) over the highest in the last 5 years (2012-13 to
2016-17) in the State;
(iii) Percentage of procurement against the total production of rice
and wheat in 2017-18;
(iv) Percentage of expenditure incurred under Crop Development
Programmes such as NFSM and BGREI in 2017-18; and
(v) Percentage increase in productivity of total foodgrains in State
over all India productivity in 2017-18.
1.2.3 Total Food Grains Category-III: The performance was assessed on
a weightage card of 80 points on the following criteria:
(i) Percentage increase in production in 2017-18 (Final Estimates
of DES data) over the highest in last 5 years (2012-13 to 2016-
17) in the State;
(ii) Percentage increase in productivity in 2017-18 (Final Estimates
of DES data) over the highest in last 5 years (2012-13 to 2016-
17) in the State;
(iii) Product of production share of State (% increase in production
during 2017-18 over highest multiplied by % share of State to
total production of minor States); and
(iv) Percentage of expenditure under Crop Development
Programmes in 2017-18.
1.2.4 For individual crops of Rice and Wheat: The performance was
assessed on weightage card of 80 points on the following criteria:
(i) Percentage increase in production in 2017-18 (Final Estimates
of DES data) over the highest in last 5 years (2012-13 to 2016-
17) in the States;
(ii) Percentage increase in productivity in 2017-18 (Final Estimates
of DES data) over the highest in last 5 years (2012-13 to 2016-
17) in the State;
(iii) Percentage of procurement, against the actual production of
2017-18, in respect of individual crop;

(iv) Percentage increase in productivity of State over all India
productivity during 2017-18;
(v) Percentage of expenditure against allocation under Crop
Development Programmes in 2017-18 (NFSM-Rice/Wheat and
BGREI for BGREI states).
1.2.5 Pulses, Coarse Cereals and Oilseeds: There is no assured
procurement for these crops; therefore, criteria adopted on a
weightage card of 80 points are as below:
(i) Percentage increase in production in 2017-18 (Final Estimates
of DES data) over the highest in last 5 years (2012-13 to
2016-17) in the State;
(ii) Percentage increase in productivity in 2017-18 (Final Estimates
of DES data) over the highest in last 5 years (2012-13 to 2016-
17) in the State;
(iii) Product of production share of State (% increase in production
during 2017-18 over previous highest multiplied by % share of
State to all India production);
(iv) Percentage increase in productivity in State over all India
productivity during 2017-18; and
(v) Percentage of expenditure against allocation under Crop
Development Programmes in 2017-18.
1.2.6 Screening Committee assessed the State’s presentations in the
final round of selection and awarded out of the remaining 20 points
based on the following criteria:
(i) Strategies and measures taken during 2017-18 for enhancing agricultural production and productivity, future plans & road map for agriculture;
(ii) New innovations/initiatives adopted and experiences in up-scaling the same including post harvest management and
marketing support;
(iii) Effective coordination with line Departments;
(iv) Participation and presentation;
(v) Distribution of Soil Health cards;
(vi) Implementation of e-NAM; and
(vii) Transfer of funds through DBT.
Based on the above mentioned criteria Score given by the Screening
Committee to the shortlisted States is given in Table-7.

1.2.9 Short listing of States: Only those States with more production
during 2017-18 (Final Estimates of DES data) compared to their
previous highest during last five years were considered for short
listing of States for making presentations before Screening
Committee.

1.2.10 Agriculture Minister’s Krishi Karman Awards for Progressive
Farmers (one male and one female) are given to selected farmers
from the Awardees States. Accordingly, the eight States getting
Krishi Karman Awards have selected one male and one female
farmer. The award carries an amount of Rs 2.00 lakh along with a
PRASHASHTI PATRA.

Achievements in Production and Productivity:
➢ Higher production and productivity of 121.598 lakh tonnes and 2934 kg/ha respectively of foodgrains during 2017-18 against previous highest production of 106.337 lakh tonnes during 2015-16 and 2648 kg/ha during
2014-15.
Initiatives:
➢ Farmers are sensitized to grow inter-cropping and apply cropping system in rainfed and drought prone areas to have sustainable income and minimizing losses due to vagaries of monsoon;
➢ Promotion of intercrops cultivation in young orchards for effective inter-row space utilization;
➢ Promotion of abiotic & biotic stress tolerant varieties of crops; ➢ Promotion of Irrigated Dry (ID) crops such as maize instead of water guzzling
crops during rabi; ➢ Cultivation of border crops to prevent losses due to pests; ➢ Supplementary irrigation during prolonged dry spell to sustain the crop
yields; ➢ Promotion of direct sowing paddy with effective weed management for timely
sowing and to achieve higher yields; ➢ Advisories on crops sowing, pest incidence etc. based on weather forecast,
soil moisture availability and water level in tanks; ➢ Sensitizing farmers through market intervention for stabilization of
