Chiz consistent on stand vs re-impositionof death penalty

Filipinos here and abroad, and
citizens of all democratic govern-
ments around Earth, must take
notice of the fact that Philippine
senator Chiz Escudero is consistent
on his strong stand against the re-
imposition of the death penalty as
a result of honest processes in the
Philippine judicial system.
Chiz, who chairs the Senate
committee on justice and human
rights, said last January 7, 2013:The death penalty will not stop
miscreants from carrying out their
crimes. I have always said that it is
still the certainty of punishment, not
its severity, that will deter crimes.
Even if the death penalty is
in place, criminals, especially the
moneyed ones, will still nd crea-
heating and political violence during elec-
tions are practices that are hard to break.
Before every elections, various groups come
together for a covenant to work for honest, order-
ly and peaceful elections (HOPE).
Today, a peace covenant will be signed in Cal-
bayog City in Samar, considered one of the coun-
trys hotspots, by opposing political individualsand groups to be facilitated by the Department of
the Interior and Local Government (DILG), Phil-
ippine National Police (PNP) and the Commission
on Elections (Comelec).
In the past elections, the biggest perpetrators
of violence are political kingpins, who did not sign
the covenant, and the New Peoples Army (PNP),
which is raising funds by extorting permit-to-
campaign fees from candidates.
The PNP reported that the number of private
armed groups in Eastern Visayas had been
whittled down to two but with loose firearms
still proliferating and few suspects being ar-
rested. The potential for violence, however re-
mains.
The Comelec, for its part, must do more
than make a best efforts pledge to conduct
credible elections. But among government
agencies, the Comelec is one of the most set
in its ways, resistant to reforms, impervious to
criticisms of incompetence and complicity in
cheating. Even eith automated elections, the
public is unlikely to see any change in the way
the Comelec does business.
Still, hope springs eternal. The vigilance
of various sectors, including those who are
not signatories to the covenant, can still deter
fraud. Every vote saved from cheaters can still
make a difference.

Sen. Escudero sup-
ports the position of Phil-
ippine President Benigno

who also does not see any
reason to reinstate the death
penalty. The senator, who

Prayer for the Nation and
for Those who Serve in
Public Office
God, our Father, you guide every thingin wisdom and love. Accept the prayers we
offer for our nation; by the wisdom of ourleaders and integrity of our citizens, mayharmony and justice be secured and may
there be lasting prosperity and peace.Almighty and eternal God, You know the
longings of our hearts and You protect ourrights. In your goodness, watch over those
in authority, so that people everywhere mayenjoy freedom, security and peace.
We ask this through our Lord Jesus
Christ, your Son, who lives and reigns withyou and the Holy Spirit, one God, forever
and ever. Amen. (Courtesy of Daughtersof St. Paul)

THE REVEALER OF GOD
Mortal eyes can see only those things that are mortal. For instance, you cannot see your own spirit; the refore, how can you behold its Crea-tor? When the spiritual eyes are opened, then surely you can see theone who is Spirit, and all spiritual realities as well. Who can open ourspiritual eyes to see God? It is Jesus Christ. We know that the Sonof God has come and has given us understanding to know him who istrue (1 Jn 5:20). St John the Baptist conrmed that Jesus Christ wassent by God to reveal him as he is, when he said to his own discipleswho complained about the baptism by Jesus, No one can receive any-thing except what is given him from heaven(Jn 3:27). It is Jesus whogives us not only the spiritual eyes to see God, but also a heart to ex-perience Gods presence. Take a piece of charcoal: however much youmay wash it, its blackness will not disappear; but let the re enter intoit and its dark colour vanishes. So also, when we receive the re of theSpirit of Christ, all the blackness of evil is driven away from our heartand thus we are able to experience Gods presence. How fortunate are
we who have been baptized by the re of Christ to be able to recognizeand experience the true living God! This gift of awareness of God is nott be hoarded and kept to ourselves. We are to share this gift with others. If people refuse to listen to us, we can still pray for them to the Father.(His Word is Life by Vima Dasan, S.J. published by Paulines. Prediction Chiz...from page 4

FIDEL D. BANZON
An article of the Manila
Bulletin issue of January 9,
entitled President Aquino
Predicted To Fall reprint-
ed in Yahoo News online,
fascinates me.
Psychic Danny Atienza
predicts the president will
fall from power because
of inghting of his men.
Likewise deposed Presi-
dent Joseph Estrada is pre-
dicted to lose bid for mayor
of Manila, and Vice Presi-
dent Jejomar Jojo Binay
to win presidential election
come 2016.
He also predicts many
who voted for the Repro-
ductive Health Bill will be
losers come 2013 election.
Does Atienzas predic-
tion in accordance with theWord of God? Is Atienza
one of those fullling the
prophecy in the last days
false prophets will arise?
Reading the Book of
Matthew, chapter 24, verse
11: And many false proph-
ets will arise and mislead
many... A warning for true
Christians should heed.
However, there is calcu-
lation or guess sometimes
coincide in the events.
Some calculation is based
on statistics or history that
becomes a forecast. Likeweather forecasting some
became accurate and some
miss.
Take the case of Es-
trada challenging incum-
bent Manila city mayor
Alfredo Lim. The predic-
tion Estrada to lose may be
based on Lims four times
winning the seat of mayor
of Manila. First- 1992-
1995; Second-1995-1998;
Third- 2007-2010; and
Fourth-2010 to present.
Also, one time senator in
2004-2010.Not to forget, Lim
lose his bid for mayor in
year 2001 to Jose Atienza,
because of having joined
the Edsa 2 revolution
with then General Angelo
Reyes, Armed Forces chief
of staff and Secretary of
will deter crime.
While the senator ac-
knowledged that criminals
have become emboldened to
perpetuate grisly crimes, it is
still the certainty of punish-
ment and not the kind and
nature of punishment thatwill deter the commission on
crimes.
Let no one go above or
around the law. No sacred
cows, apply the law to those
who are guilty, have been
found guilty. We have to im-
prove and perfect our coun-
trys criminal justice system,
it should be strictly applied to
make it valid and credible,
Escudero said.
It will be recalled, like-
wise that during his incum-
bency, on January 3, 2007,
then Sen. Aquilino Nene Q.
Pimentel Jr. (PDP-Laban)insisted that return of death
penalty is not a solution to
extra-judicial killings. He
said that the Philippine gov-
ernment had just passed the
law abolishing the death
penalty and although he per-
sonally did not see any con-
nection, let me say that in a
democracy, other views must
be allowed to surface and dis-
cussed publicly and openly,
so that all sides of the issue
are considered. Pimentel
maintained that the solution
Could it be true is the paramount reaction on prophecy.
It may be either coincidence or facts as the bases of cal-
culation of the future events.
National Defense Orlando
Mercado while he was the
Secretary of Department of
Interior and Local Govern-
ment. He was perceived to
be a traitor; hence Atienza
won with a majority of
some 80,000 votes.
Estrada probably in re-
venge to Lim throws his hat
inside the political arena of
Manila for the rst time. It
should be noted that Lim
has been mayor of Manila
for several years. His ree-
lection bid this time has
an edge over Estrada. That
could be the basis of the
prediction that Estrada to
lose his bid.
On Binay to win the
presidential election may
have been based on thevotes he got over DILG
Manuel Roxas. Binay has
already proven he is liked
by the voters rather than
Roxas.
The present trend of the
Aquino administration go-
ing after those whom they
had clashed with in the past
election is a factor in favor
of Binay. Filipino culture is
known to be sympathizers
to underdog or in Cebua-
no dinaug-daog.
As to the president to
fall because of inghtingamong his men may have
been based on some of the
people around Aquino are
men of Binay and Estrada.
The suspension of Cebu
province Governor Gwen-
dolyn Garcia and other al-
lies of UNA party may be a
mole to trigger the guess of
Psychic Atienza.
A book Reasoning

132 denes prophets: In-
dividuals and organizations
proclaiming messages that
they attribute to a superhu-man source but that do not
originate with the true God
and are not in harmony with
his revealed will.
Prophecies by men may
or may not happen, so it
should not be relied upon,
especially those who are
now vying for an elected
position in the govern-
ment. There are predictions
done by some psychic that
Cebu City Mayor Michael
Rama will win the coming
election, but Rama merely
thanks the forecast. He does
not believe in prediction,
instead, he said increased
effort is the key to winning
the election.
A psychic in front of the
television camera predicted
Actor Richard Gomez willnot win the contest for may-
or of Ormoc City, while
his wife, Congresswoman
Lucy Torres-Gomez will
win. Could it be true?
Some say during elec-
tion period there are many
ways to condition the mind
of the electorate and one
of it is prediction. It may
or may not come true. The
only truth in election is
there will be a winner and
loser, the latter to cry and
sometimes become the
cause to speedy death dueto emotional heartache.
How about you? Have
you been guessing your
candidate will win? Asked
rst yourself, is it based on
statistics, history and real-
ity? (Feedback welcome,

to the upsurge of crimes is
not by executing convicted
criminals but by upgrading
the efciency of law enforce-
ment agencies and the courts
in solving crime cases and
in punishing the offenders.
In many European coun-
tries where there is no death
penalty, he said criminality
remains low because of theswiftness and decisiveness
by which murderers, kidnap-
pers and other crime perpe-
trators are tracked down and
thrown into jail by the police
and meted out penalized by
the courts.
Turning back the hands
of time, in January, 2008, the
country saw Sen. Escudero
also telling the nation via
the media about his objection
to proposals for the Philip-
pine Executive Department
to adopt a national ID sys-
tem. He said: Hindi ako
sang-ayon sa national ID napinapanukala nilang lalag-
yan ng dog tag ang bawat
Pilipino. Kunsaka-sakaling
isusulong nila ang isang na-
tional ID, gamitin na lamang
nila yung dating ID na ini-
issue tulad ng Philhealth,
tulad ng SSS, ng GSIS, ng
drivers license. Huwag nang
dagdagan pa ang gastos ni
Juan dela Cruz at hindi ako
sang-aayon na ang panguna-
hing layunin ng national ID
ay national security. Dapat
ang pangunahing layunin ay
serbisyo publiko kayat kung
mamimili lamang tayo ng IDpara maging nationa ID, sana
Philhealth na an gating gami-
tin upang sa gayon nakapag-
bigay na tayo ng serbisyong
pangkalusugan sa ating mga
kababayan, napagsilbihan na
rin ang interes n gating mga
national security advisers na
magkaroon ng ID ang bawat
Pilipino. The national iden-
tication system one to be
imposed on every Filipino
citizen, was for a long time a
top-tune proposition thought
of by the intelligence-minded
Armed Forces of the Philip-
pines and Philippine Nation-al Police. Result: that idea
was attacked by all sectors,
and hence, abandoned.
Like the objectionable na-
tional ID system, the issue on
death penalty will now have
to be moot and academic.
Just a by the way. On
March 12, 2009, it was pub-
lished that based on a Pulse
Asia survey Chiz ranked sec-
ond or number two in a list
of possible presidential can-
didates for the 2010 presi-
dential elections. Chiz just
turned 40 in October of 2008
and was on his rst term assenator, a top legislative po-
sition to which he was elect-
ed after he closed his 3 terms
as member of the house of
representatives, to become
not just a favorite of the rst
district of Sorsogon but also
of the whole Philippines, es-
pecially among the youths.
In that survey, then vice-pres.
Noli de Castro topped the
list. Now, only last January
5, a press release posted in
the Philippine Senate website
said:
With the campaign pe-
riod for this years midterm
polls just a month away, Sen.
Francis Chiz Escudero willgo into the hustings carrying
the all-important top ranking
among 84 candidates, based
on a number of year-end sur-
veys.
Escudero ranked rst in
the latest survey conducted
by polling agency StratPO-
LLS conducted from Dec. 5
to 14 last year. Before that, he
also ranked rst in the Nov.
10-23 survey of pollster Pulse
Asia.
The senator likewise
topped the Social Weather
Stations survey conducted
from Aug. 31 to Sept. 7 lastyear. Since May 2012, Es-
cudero has not ranked lower
than second in the polls, run-
ning neck-to-neck with fel-
low reelectionist Sen. Loren
Legarda.
Escudero is the only in-
dependent candidate thus far
in the top 12, although former
Movies and Television Rat-
ings and Classication Board
chairperson Grace Poe, also
an independent candidate,
made the biggest leap, barg-
ing into the Magic 12 last
month from 15th place.

Is it possible that what
we so admired in Cory Aqui-
no is something that resides
in each of us all along?
Imagine a country where
each citizen is honest, obeys
the law and is never at the
mercy of shady law enforc-ers.
A country where citizens
show their trademark bayani-
han qualities at all times, not
only when disasters strike.
A country whose citi-
zens take care of other citi-
zens, in whatever way pos-
sible.
Imagine if we do live up
to that ideal that my mother
exemplifed. Her unique
brand of heroism and sac-
rifce could fnally have
younger, stronger and more
creative versions that could
only come from those of usshe had left behind.
Only through our partic-
ipation, and our willingness
to live by her example, can
we make her legacy mean-
ingful and able to effect the
changes we want today. -
from the speech of Benigno
Noynoy S. Aquino III, then
Senator, during the 77th birth
anniversary of her mother,
President Corazon C. Aqui-
no, on January 24, 2010 at
the EDSA Shrine.

SENAOR Miriam Deen-sor Santiago asked the publicon Friday to le a petition withthe Supreme Court question-ing the constitutionality othe distribution o huge sumo money to high ocials atyearend using agency savings.
Santiago said she wouldlove to argue her case beorethe magistrates but she mightbe called anytime or duty atthe International CriminalCourt based in Te Nether-lands.
I hope that a lawyersgroup would le such a peti-tion under the principle otransparency, she told report-ers.
Te senator has been en-gaged in a verbal tussle withSenate President Juan PonceEnrile aer he gave P1.6 mil-lion per senator last monthexcept to our senators San-tiago, siblings Alan Peter andPia Cayetano, and Senator An-tonio rillanes IV.
Te our senators haddisagreements with Enrile ona host o issues, including thecontroversial reproductivehealth law.
rillanes even advocatedor Enriles ouster as SenatePresident, a post he has beenholding since November 2008.
Enrile has denied usingSenate savings to cling to hisposition as he maintained thatthe money will be used ormaintenance and other op-erating expenses MOOE oeach senator. Te use o unds
will also undergo liquidation.Santiago had said these
savings are distributed amonghigh ocials but at the expenseo lling up vacancies and buy-ing needed oce supplies orservices or capital equipment.
Tis practice continues
to this day, she said, becauseCOA auditors are either araido politicians or maybe theyhave become recipients othese savings.
She also challenged theCommission on Audit COAto investigate Enriles actionand upload on its website thetotal annual income o eachsenator and representative.
When January begins andthe Senate gives money to thesenators, theres money ortheir MOOE, so why wouldyou give them additionalMOOE at the end o the year?Tat is very clear. It is evidentproo that this is simply a guise-- a disguise in act -- or giv-ing money to the senators, shesaid. (SUNNEX)
Public told: Question legality osharing savings to high ocials

in Chinese motifwas really regal
and elegant and was beautifullycomplimented with imported

held last January 6, 2013.
5 live mannequins wearing
Chinese outfit from ShangrilaCebu added awe and excitement
to the glorious affair.
And to make her celebra-

as generous as ever decided
that in lieu of gifts, guests were
welcome to donate cash for thecompletion of the Our Lady of
Guadalupe Church of Fr. Carlos
Rodriguez, the present ParishPriest.
After the celebrant blown her
5 storey cake made by MasterBaker, Marilyn Go, a special
presentation was rendered by
2 of her grandchildren, Lance
Yap, who played an electric gui-
tarand Justin Yap, who was out-
