    Filipinos here and abroad, and

    citizens of all democratic govern-

    ments around Earth, must take

    notice of the fact that Philippine

    senator Chiz Escudero is consistent

    on his strong stand against the re-

    imposition of the death penalty as

    a result of honest processes in the

    Philippine judicial system.

    Chiz, who chairs the Senate

    committee on justice and human

    rights, said last January 7, 2013:The death penalty will not stop

    miscreants from carrying out their

    crimes. I have always said that it is

    still the certainty of punishment, not

    its severity, that will deter crimes.

    Even if the death penalty is

    in place, criminals, especially the

    moneyed ones, will still nd crea-

    heating and political violence during elec-

    tions are practices that are hard to break.

    Before every elections, various groups come

    together for a covenant to work for honest, order-

    ly and peaceful elections (HOPE).

    Today, a peace covenant will be signed in Cal-

    bayog City in Samar, considered one of the coun-

    trys hotspots, by opposing political individualsand groups to be facilitated by the Department of

    the Interior and Local Government (DILG), Phil-

    ippine National Police (PNP) and the Commission

    on Elections (Comelec).

    In the past elections, the biggest perpetrators

    of violence are political kingpins, who did not sign

    the covenant, and the New Peoples Army (PNP),

    which is raising funds by extorting permit-to-

    campaign fees from candidates.

    The PNP reported that the number of private

    armed groups in Eastern Visayas had been

    whittled down to two but with loose firearms

    still proliferating and few suspects being ar-

    rested. The potential for violence, however re-

    mains.

    The Comelec, for its part, must do more

    than make a best efforts pledge to conduct

    credible elections. But among government

    agencies, the Comelec is one of the most set

    in its ways, resistant to reforms, impervious to

    criticisms of incompetence and complicity in

    cheating. Even eith automated elections, the

    public is unlikely to see any change in the way

    the Comelec does business.

    Still, hope springs eternal. The vigilance

    of various sectors, including those who are

    not signatories to the covenant, can still deter

    fraud. Every vote saved from cheaters can still

    make a difference.
